SUBJECT: 72nd Provincial Scouts Jamboree and 26th Senior Scouts Provincial Jamboree, BSP-Cagayan
North-Tuguegarao City Council
1. In line with the program goals and objectives of the Cagayan North-Tuguegarao City Council, BSP for the year
2024, we are pleased to announce the holding of its 72nd Provincial Scouts Jamboree and 26th Senior Scouts
Provincial Jamboree, at Matucay, Allacapan, Cagayan on April 9-14, 2024.
2. The following Jamboree guidelines are hereby published for the information and guidance of all concerned.
a) THEME: “Harmony in Nature: Cultivating Sustainable Futures”
b) PARTICIPATION REQUIREMENTS:
Scouts: 1. Currently registered with the BSP
2. Must be physically fit (Examined by a physician)
3. Must have parent or guardian approval
4. Must be at least 9-171/2 years old (Boy and Senior Scouts)
5. Roverettes/Rovers (Senior Scouts)
Scouters: 1. Currently registered with the BSP
2. Must be physically fit (Examined by a physician)
3. Must have displayed good leadership in Scouting Events
4. Must be at least a graduate of Basic Training Course
5. An experienced camper for the past two years
6. Adheres to the Outdoor and Safe From Harm Policy of the BSP
c) ATTACHMENTS:
Jamboree General Program of Activities, Roster of Participants, Application Form, Parent’s
Permit and Medical Form.
d) REGISTRATION FEE OR CAMP FEE:
A registration fee in the amount of P500.00 shall be charged to each participant to cover the cost of
program and activity materials, administrative requirements, Trophies, Plaques, Certificates and souvenir
items. Pre-registration will be on or before March 22, 2024 to give us ample time to prepare all the souvenir
items; this is to ensure that souvenirs will be given before the opening of the Jamboree for the participants to
wear during the grand opening on April 10, 2024. No registration fee will be collected in camp, registration
fee is non-refundable but transferable.
e) SUB-CAMP ASSIGNMENTS:
The camp will be sub-divided into Six (6) sub-camps/areas – namely MakaDiyos for CD 1, Makatao for
CD 2, Makakalikasan for CD 3, Makabansa for all participating Secondary Schools both Public and Private,
Sub -Camp Yvonne for the Jamboree Market and Sub-Camp Harry for the General Administration.
NOTE:
Current will only be made available in camp from 5:00 o’clock in the afternoon up to 6:00 o'clock in the
morning. Electrical connections and outlets will only be made available 24/7 at the Grand Arena, stage,
Jamboree Market, Staff General Headquarters, Sub-Camp Headquarters and Administration building.
g) SPECIAL AWARDS (SEPARATE AWARDS BOTH DISTRICT AND SECONDARY
These include participating Elementary and Secondary private schools): Best Camp Gate, Best Camp
Gadgets, Best Camp Lay-out, Best GAD Camp, Cleanest Camp, Farthest Contingent, Biggest Contingent:
IT’S A MUST for each Scouting District and Private Elementary/Secondary School to put up its own
Camp Gate showcasing its Unique Landmarks in their respective places using indigenous/recyclable
materials for identification purposes and Camp Gadgets which are useful and a necessity in camp such as
Scout Nook, Camp Organizational Set - up, Receiving Area, Shoe-rack and Common Mess Hall.
Comfort Rooms/KYBO (Keep Your Bowel Out) and Bath Rooms MUST be strategically constructed
within your respective camp and MUST be properly labelled for male and female aside from the one prepared
by the host municipality which is exclusively used by incoming jamboree visitors.
Note: The use of nails and tie wire are not allowed, only ropes will be allowed using the appropriate
lashing in the construction of your Camp Gates and Camp Gadgets.
The Jamboree Evaluation Committee, based on their evaluation, shall award prizes such as
Personalized Trophies and Certificates based on the following criteria – Ingenuity 40%,
Durability 20%, Workmanship 20% and Creativity 20% for the Camp Gate and Camp
Gadget. Absence of Litters 20%, Well Organized Camps 80% (presence of organizational set-
up 10%, tents are well organized 20%, Strategically Presence of KYBO 20% (Bathroom &
CR) Dry Pit/Wet Pit 10%, Cooking Area 10% and Mess Hall 10% will be the basis in the
evaluation for the Best GAD Camp, Best Camp Lay-out and Cleanest Camp.
h) FOOD and FEEDINGS: Campers must bring enough food provisions that will last until the duration of the
Jamboree and this includes arrival and departure. The Jamboree Market will be set -up inside the camp.
i) All participants both Scouts and Scouters are expected to be in camp on or before lunch time of April 09, 2024.
The Contingent Head and Staff Meeting will be held at exactly 3:00 o’clock in the afternoon at the
Jamboree Administration Headquarters. Registered Campers are all required to stay until April 14, 2024
not later than 2:00 o’clock in the afternoon.
j) The Grand Opening Ceremony will be held on April 10, 2024 at exactly 8:00 o’clock in the morning and
the Council Court of Honor will be held after the Opening Ceremonies.
The Brotherhood Lunch of guests, contingent heads and program staff will follow after the Council
Court of Honor.
k) ACTIVITIES: The meat of the Jamboree is the activities prepared by the Program Staff. Special
Activities Competed Activities and demonstration of skills shall be evaluated and shall be given
Special Awards such as STANDARD (Third Place), OUTSTANDING (Second Place) and
EXCELLENT (First Place) and a separate Certificate of Recognition with the corresponding
rank of his/her contestant/s will be awarded to concerned Coaches/Unit Leaders.
Each sub-camp will have its own sub - campfire. Each contingent is required to present any of the
following, Cheers and Yells, Skits, Songs or Dances. During the said activity the board of Judges will choose one
best presentation in every category who will represent the Sub-Camp during the Grand Campfire Competition. A
minimum of 8 participating Scouts for every presentation but not more than 32 Scouts. The talent must be
different from what was presented during the Talent Unlimited.
4. GRAND CAMPFIRE (Saturday – April 13, 2024) – Only winners of the four identified talents
during the Sub-Campfire will compete regardless of sectional program they are representing shall be evaluated
separately with the following criteria: Originality 40%, Stage Presence 40% and Over All Impact 20%. Trophies
shall be awarded to the first three best presentations. The presentation will last within three (3) to five (5) minutes.
For every minute of overtime, one point will be deducted from their over-all score.
1. Choreography 40%
2. Synchronization 40%,
3. Props and Costume 20%
Trophies and Certificates will be awarded to the Best 3 performers and certificates will be awarded to all
non-winners.
KID/KAB OLYMPICS – There are four (4) team games and each team is composed of four (4)
KID Scouts, Four (4) KAB Scouts and Eight (8) Parents/Scout Leaders. The competition will be done one
after the other. Only registered participants scouts, scout leaders and parents can participate in the
different competitions. To encourage more scouts, scout leaders and parents to participate, scouts are not
allowed to join more than one event. Trophies and certificates will be awarded to the first three winners
and certificates will be awarded to all non-winners.
GAMES FOR THE KID/KAB OLYMPICS (4 KID Scouts and 4 KAB Scouts):
Paper Chain Race – 8 registered KID/KAB Scouts and 8 Scout Leaders/Parents
News Paper Fashion Show –8 KID/KAB Scouts and 8 Scout Leaders/Parents
Marshmallow Challenge - 8 registered KID/KAB Scouts and 8 Scout Leaders/Parents
Paper and Straw Game – 8 registered KID/KAB Scouts and 8 Scout Leaders/Parents
Note: All Materials will be provided by the management
All events will be evaluated separately and the first three will be proclaimed 1 st, 2nd and 3rd with
corresponding trophies.
Special Awards: Best in Costume, Biggest Contingent, Farthest Contingent and 2024 KID/KAB Field
Demonstration and Olympics Grand Champion. The judges’ evaluation is final and irrevocable. The
Awarding Ceremonies will be held at 4:00 o’clock in the afternoon.
8. COMPETED EVENTS - Boy Scouts and Senior Scouts will compete separately on April 13, 2024. This
special event will provide them opportunity to showcase their God given talents and learn traditional Scout
Craft that will help them in case of emergency
o POSTER MAKING CONTEST (Boy Scout Category) – the content will focus on
the event’s theme. Criteria for judging; Relevance to the theme 40%, Creativity 30%
and Workmanship 30%.
o OFFICIAL BSP-CNTCC LOGO MAKING CONTEST (Senior Scout Category)
o SMARTNESS AND GOOD ORDER (Boy Scout Category) – competing boy
scouts is composing of four (4) patrols/32 scouts and one (1) Senior Patrol Leader
(SPL). Contestants must wear their BSP Complete Type- A Uniform with black
shoes with shoelace and or the Jamboree Souvenir T-shirt, Neckerchief, Denim
(maong) pants and black shoes.
o FANCY DRILL (Senior Scout Category) – competing senior scouts is composing
of four (4) crews/32 scouts and one (1) Senior Crew Leader (SCL) Contestants must
wear their BSP Complete Type- A Uniform with black shoes with shoelace and or
the Jamboree Souvenir T-shirt, Neckerchief, Denim (maong) pants and black shoes.
o CHARIOT RACE Relay (Senior Scout Category) Scouts will construct a chariot
using bamboo and ropes using the appropriate knots and lashings. Competing team is
composing of eight (8) Senior Scouts
o KNOT TYING RELAY (Boy Scout Category) basic and advanced knots.
Competing team is composing of eight (8) Boy Scouts.
3. To ensure the success of the 72nd Provincial Jamboree and 26th Senior Scouts Provincial Jamboree, all
Districts/Secondary Schools and Municipal Scouting Committees are enjoined and work for more participation.
4. The final confirmation of participants and payment of registration fees from the different Scouting
Districts/Schools must reach the Council Office on or before March 22, 2024. Please comply on the said
deadline so that this office could purchase enough souvenir items to all campers so we can give the souvenirs
before the start of the Jamboree. No registration fee will be accepted in camp.

APPROVAL OF PARENTS/GUARDIAN
We hereby approved this application and certify to its correctness. In consideration of the benefits to be derived,
we expressly waive any and all claims against the Boy Scouts of the Philippines or its representatives on account of any
incident or injury or damage to personal property that may occur beyond the control of the Contingent Officials/BSP
provided adequate safety measures and precautions have been instituted in connection with the participation of my
son/daughter in the 72nd Provincial Scouts Jamboree and 26th Senior Scouts Provincial Jamboree which will be
held at Matucay, Allacapan, Cagayan on April 9-14, 2024.
We further agree that said event health requirements was accomplished and met by the above stated
Scout/Scouter, which include examination by a medical officer who will use the form, provided by the Boy Scouts of the
Philippines for this purpose and to obtain certification from the school authorities attesting to his/ her academic standing
and good moral character.

SAFE FROM HARM
World Scouting emphasizes that the achievement of Scouting’s Mission makes it essential for the Movement to provide young
people with a “safe passage” based on respect for their integrity and their right to develop in a non-constraining environment. The Boy
Scouts of the Philippines implements “Safe from Harm” on the conviction that all adults and children have a right NOT to be abused.
This is a fundamental human right. Abuse can take the form of bullying, physical abuse, emotional abuse, neglect, sexual abuse and
exploitation. It is important to note that young people can suffer from one or a combination of these forms of abuse. Abuse can take
place at home, at school or anywhere young people spend time. In the great majority of cases, the abuser is someone the young
person knows, such as a parent, teacher, relative, leader or friend. The main objective is to ensure that no one will be exposed to
abuse. Good child protection practice means making sure that everyone is aware of signs of potential abuse. It is based upon the
Declaration on the Rights of the Child and Human Rights.
I hereby commit and fully subscribe to the existing Safe From Harm Policy of the Boy Scouts of the Philippines, and that I
hereby absolve and free the BSP from any liability arising from any of my acts contrary to the policy. I hereby accept that the BSP may
immediately revoke my registration as an adult leader upon violation of such policy.
