DRAFT BARANGAY ORDINANCE NO.

2024 – 002

BARANGAY ORDINANCE REQUIRING RESIDENTS AGED 18 YEARS OLD AND ABOVE TO SECURE
COMMUNITY TAX CERTIFICATE

WHEREAS, accurate documentation of residents is vital for effective governance and community planning;

WHEREAS, the issuance of Community Tax Certificates (CTC) aids in verifying residency and promoting
community participation;

WHEREAS, mandating the acquisition of CTCs ensures accountability and support for barangay initiatives;

NOW, THEREFORE, be it ordained by the Barangay Council of Barangay #4, Santa Maria, Vintar, Ilocos
Norte, assembled in session, that:

SECTION 1: TITLE. This ordinance shall be known as the "Barangay Ordinance Requiring Residents Aged
18 Years Old and Above to Secure Community Tax Certificate."

SECTION 2: REQUIREMENT. All residents of Barangay #4, Santa Maria, Vintar, Ilocos Norte, aged
eighteen (18) years old and above, shall be required to secure a Community Tax Certificate (CTC) annually
as proof of their residency in the barangay.

SECTION 3: ISSUANCE OF COMMUNITY TAX CERTIFICATE. The Barangay Treasurer's Office shall be
responsible for issuing Community Tax Certificates to qualified residents upon payment of the prescribed
fee and presentation of necessary documents to establish residency.

SECTION 4: VALIDITY. Community Tax Certificates obtained pursuant to this ordinance shall be valid for
one (1) year from the date of issuance.

SECTION 5: COMPLIANCE. Residents aged 18 years old and above shall be given a grace period of
[number of days] days from the effectivity of this ordinance to secure their Community Tax Certificates.
Failure to comply within the grace period shall subject the resident to penalties as determined by the
Barangay Council.

SECTION 6: PENALTIES FOR NON-COMPLIANCE

a) Residents who fail to secure a Community Tax Certificate within the prescribed period shall be
issued a notice of violation.

b) Subsequent failure to comply after receiving the notice of violation shall incur penalties, which
may include fines and other administrative sanctions as determined by the Barangay Council.

SECTION 7: EXEMPTIONS. Residents who can provide valid proof of exemption from the payment of
community tax under applicable laws and regulations shall be exempt from the requirements of this
ordinance.
SECTION 8: AWARENESS CAMPAIGN. The Barangay Council shall conduct an information campaign to
inform residents aged 18 years old and above about the requirements and procedures for obtaining
Community Tax Certificates.

SECTION 9: EFFECTIVITY. This ordinance shall take effect fifteen (15) days after its approval and posting
in conspicuous places within Barangay #4, Santa Maria, Vintar, Ilocos Norte.
