2.1 Review
The Masterplan 2021 was prepared by Hampi World Heritage Area Management Authority
(HWHAMA) as part of its mandate to protect cultural, natural heritage and regulate development
in the Local Planning Area. The LPA measures 236.46 Sq km of which nearly 172 Sq km of area
lies to the South of the Tungabhadra River and 64 Sq kms of area to the North of the river
comprising 29 revenue villages, 14 from Hospete Taluka and 15 from Gangavati Taluka. The
core zone which measures 41.8 Sq km which includes 8 villages of Hosapete Taluk and 2 villages
of Gangavathi Taluk are protected by buffer and peripheral. It includes plan proposals and
development options of each sector. Additionally, the phasing and financing of the proposed
projects has been listed in the report. Further, the zoning regulation has been divided into the
Core zone and Buffer & Peripheral zones.
As the LPA consists of many archeological sites which are to be conserved and protected,
development plans are made with GIS to prepare base maps, layers of heritage site
management, inventory of cultural resources, predictive location modeling studies. All these
tools are extensively used for the management of heritage sites.
● The Vision of the Master Plan 2021 aims for a sustainable development of the LPA
retaining the significance of the World Heritage Site. The plan envisages accommodating
the continuing cultural practices of the world heritage site of Hampi, a primary for a living
heritage site, leading to the recognition of the site as a cultural landscape.
● The document looks at policies through the lenses of culture, management, development,
and tourism
● The Master Plan 2021 is in force at present, as the Master Plan 2041 is in preparation
stage.

(ii) Review of Statutory Regional Development Plan for Hampi &
adjacent Villages
A combined Master Plan 2021 has been prepared for Hampi, Kadirampura, Anegundi and
Kamalapura in which a detailed analysis for each village, Zoning of Land use and detailed
Development Control Regulations has been prepared.
The approach of the Development plan enables the state government to build a staged approach
to retain traditional methods, which in turn allows the artisan people to build a livelihood for
themselves. It also regulates the movement of vehicles in the core zone i.e. in the protected
areas. An integrated approach to develop infrastructure in the region is to be made to serve the
people.

(iii) Review of the Zonal Masterplan for Eco-sensitive and Special Zones
within Hampi
Zonal Master Plan has not been prepared for notified Eco-Sensitive Zone within the destination.
The document defined the Eco sensitive zone from Hosapete and Sandur Talukas of Ballari
District of Karnataka State and spread over an area of 82.72 Sq.Kms . A Gazette notification
no.3726 has been released on 19.09.2019 for notified Eco Sensitive Zone.
2. Stakeholder to be consulted for preparation of Zonal Master Plan for the Eco-sensitive
Zone
3. Measures to be taken by the State Government under regulated land use, natural water
bodies, tourism/eco tourism, natural and man made heritage, and impact of range of
pollutants and effluents, and means of conservation.
The Ministry of Tourism has formulated ‘Development of Iconic Tourist Destinations Scheme’ for
development of identified destinations in the country including Hampi, Karnataka following a
Page 17 of 242
PDMC for Swadesh Darshan 2.0 for Karnataka - Destination Master Plan, Strategy and Action Plan for Hampi
(Iteration 1)
holistic approach. The masterplan prepared for Hampi by the Ministry was not approved. The
Iconic Master Plan draws out that the supply of amenities and facilities provided do not meet the
level of demand. It highlights that the monuments in the destination are prone to destruction,
vandalism and misuse if not protected and preserved using appropriate means.
There is ample scope for damage of archeological heritage properties and monuments due to
poor maintenance and rampant encroachment by tourists and local people.
Tourism can be enhanced only if the local people are involved in setting out the framework and
growth of tourist activities. Since many of these monuments are within the boundaries of rural
areas, the document advises to promote Agri-tourism/ rural tourism to protect the landscapes
and characteristics of the rural areas.
Source: HWHAMA
The various development plans from various organizations reveals that flora and fauna present
in the destination area has 295 new species, medicinal plants, economically important species,
riparian species native to this region are found. Also,. Few Studies conducted has clubbed the
Monuments into three groups based on their proximity to workout based on the needs of the
destination place. Model one scenario is worked out on infrastructure improvements, where the
feasible NMT routes were identified. Other facilities, such as homestays and rental agencies, are

In 1986, the site was designated as part of the Hampi Group of Monuments. Initially, 14
structures were included by this inscription; later, all 59 monuments protected by the ASI were
given World Heritage status. A measure was started by the Government of Karnataka (GOK) as
a result of discussions between the Governments of India (GOI) and Government of Karnataka
(GOK) to comply with the World Heritage Center's criteria for protection measures.
The site was inscribed as Hampi Group of Monuments in 1986. Fourteen monuments were
covered initially in this inscription and later all the 59 monuments protected by the ASI are
considered for World Heritage. The discussions between the Government of India (GOI) and
Government of Karnataka (GOK) to comply with the guidelines of World Heritage Centre
regarding the protective measures culminated in a measure initiated by the GOK.
The Notification dated 22nd October 1988 declared that the archaeological sites and remains in
specified areas in the villages of Hampi, Krishnapura, Kaddirampura, Singanathanahalli,
Kamalapura, Venkatapura, Bukkasagara and Nimbapura In Hospete taluka of Vijayanagara
district and Anegundi and Virupapura Gadda in Gangavathi taluka of Koppal district as protected
area.
Karnataka got its 31st district on 8th Feb 2021, which is called Vijayanagara. Vijayanagara has
been divided into six taluks, namely, Kudligi, Hagaribommanahalli, Hospet, Kotturu,
Harapanahalli, and Hoovina Hadagali. The world-famous UNESCO site, Hampi, which was
formerly a part of the Bellary district, now falls in Vijayanagara District.

1. Physiography
Hampi has an elevation ranging between 400 to 540 meters above mean ocean level. The
average slopes in the region are recorded at 542 meters above MSL (Anjanadri Hill) and 515
meters above ocean level (Matanga Hill).
The most visually arresting landforms visible throughout the site are the dramatic boulder strewn
hillocks of Hampi overlooking the lush cultivated valleys and the majestic ruins of its temples,
royal and civic spaces. These elevated points serve as vital references that enable visitors to
navigate the site and on ascending provide good vantage points to enjoy the complex terrain
and its unique.
The Tungabhadra river also forms a vital component of Hampi’s landscape traversing in a
northeasterly direction and cutting through weaker and fractured rocks and creating a narrow
gorge. The flooding of river has worn away rocks bordering the river and have created islands
lagoons and small pools. Natural features in Hampi can be broadly classified as hillocks, forest
and water bodies (both natural and artificial).
PDMC for Swadesh Darshan 2.0 for Karnataka - Destination Master Plan, Strategy and Action Plan for Hampi
(Iteration 1)
Rocky hillocks with forest areas are spread over the entire site. There are many hillocks of
religious and mythological reference such as Hemakuta, Ratnakuta and Matanga hills in Hampi
and Krishnapura village, Anjanadri in Anjanhalli village. These rocky formations add an
outstanding natural landscape and preserve the Heritage value of the site. The total area under
rocky hillocks which includes hills, rocky outcrops and quarries is 5713.05 Ha which is 24.16%
and forests which include land scrubs are 5354.06 Ha which is 22.64% of the Hampi Local
Planning Area. No development is permitted here in the forest areas and hillocks.
Hampi consists of several significant water bodies both man-made and natural other than the
Tungabhadra River. Historically this water system was developed to utilize every source of water.
Within this system, there are two sub - systems, one for irrigation and the other for domestic
supply. The system demonstrates the local knowledge of the natural topography of the site with
the Tungabhadra River as the main source. The water system includes both natural and
manmade features such as Tanks, Wells, Stepped wells, Bridges, Canals, Embankments, Dams,
Water gates, Anecuts (aqueduct) and Aqueducts. The Anecuts (used for diverting the water into
the canals), Watergates, Spill channels, Canals and Reservoirs form a part of the irrigation
system. The canals are of two types - perennial and seasonal. The Aqueducts, well designed
Tanks form part of the domestic water supply system. The remains and parts of this system can
be seen all over the site. Some of the main waterbodies of Hampi include along with the

The best time to visit Hampi is between October and March. This is when the weather is pleasant,
and the temperature is between 20 to 35 degrees Celsius. The monsoon season, between July
and September, is when the area is prone to heavy rainfall and flooding, making it difficult to
explore the monuments and temples.
This is the peak tourist season due to the comfortable weather with temperatures ranging from
15°C to 30°C. The days are sunny and ideal for sightseeing, trekking, and exploring the ruins of
Hampi. Many festivals and events take place during this time, providing a cultural experience.

Early winter is a great time to visit Hampi as the weather is mild, and the landscapes are lush
green after the monsoon season.
The weather remains pleasant during these months, making it suitable for exploring the historical
sites and enjoying outdoor activities.
While the landscape is at its most vibrant during the monsoon, heavy rainfall and potential
flooding can make exploration challenging. The ruins can also become slippery and unsafe.
3.3 History
Hampi derives its name from Pampa, another name of goddess Parvati. According to mythology,
this place is where Pampa resolved to marry lord Shiva. According to Sthala Purana, Pampa
pursued her ascetic, yogini lifestyle on Hemakuta Hill, now a part of Hampi, to win and bring
ascetic Shiva back into household life. The river near Hemakuta hill came to be known as Pampa
river. The Sanskrit word Pampa morphed into the Kannada word Hampa and the place Parvati
pursued Shiva came to be known as Hampe or Hampi.
Hampi became a centre of religious and educational activities during the rule of Hindu kings of
the Western Chalukya Empire. Between 12th and early 14th centuries, the region was ruled by
the Hoysalas and inscriptions dating back to those period call Hampi by alternate names such as
Virupakshapattana, Vijaya Virupakshapura in honor of the old Virupksha (Shiva) temple located
here. The armies of Delhi Sultanate, particularly those of Alauddin Khalji and Muhammed bin
Tughlaq invaded and pillaged South India during early 14th century and destroyed
Dvarasamudra, the capital of the Hoysalas which led to their fall. The region was for a short
period ruled by the Kampili kingdom which had its capital about 33 km from Hampi. The kingdom
ended after an invasion by the Muslim armies of Muhammed bin Tughlaq.
In 1336 CE, the Vijayanagara Empire arose from the ruins of the Kampili Kingdom. It grew into
one of the famed Hindu empires of South India that ruled for over 200 years. They built their
capital around Hampi, calling it Vijayanagara. They expanded the city infrastructure and temples
to an extent wherein it was supposedly the world’s second largest medieval era city during the
1500’s. The Vijayanagara rulers fostered developments in intellectual pursuits and arts,
maintained a strong military and fought many wars with sultanates to the north and east. They
invested in roads, waterways, agriculture, religious buildings and public infrastructure. The
buildings constructed predominantly followed South Indian Hindu arts and architecture dating to
Aihole – Pattadakal styles, but also used elements of Indo Islamic architecture. While the empire
grew prosperous, the Muslim Hindu wars between the Muslim Sultanates and Vijayanagara
empire continued. In 1565, at the Battle of Talikota, a coalition of Muslim Sultanates defeated
and beheaded the king followed with a massive destruction of the infrastructure fabric of Hampi

and the metropolitan Vijayanagara. The city was pillaged, looted and burnt for six months after
the war, then abandoned as ruins, which are now called the Group of Monuments at Hampi.
According to the census of India 1971, the population of the town was 31,489. During 1971 -
2011, the population growth had been gradual between from 31,489 to 70,875, which is around
29% decadal growth rate, and CAGR of 19.12%. The present population, as per ULB records, is

4. DESTINATION ASSESSMENT
The destination is served by Jindal Vijayanagar Airport at Toranagallu, Bellary, Jindal Vijaynagar
Airport (IATA: VDY, ICAO: VOJV) is a regional airport serving the cities of Vidyanagar, Hosapete
and Ballari in Karnataka, India. Because of its location, it is also known as Vidyanagar Airport.
The airport is located at Gandhi Nagar, Hubballi, Karnataka which is 143 Kms away from Hampi.
It is owned and operated by JSW Steel, which operates a steel mill in Toranagallu. which is
connected to Hyderabad and Bangalore. The airport only operates flights along the mentioned
routes and it can handle larger aircraft like the Airbus A320. With growing tourist footfall direct
connectivity to Hampi from major regional cities needs to be considered over the long-term.
The Demotic airport handles 47 air crafts and has direct flights from Bangalore, Bombay,
Hyderabad, Delhi, Chennai and Pune. Airline operating at Hubli Airport include – Alliance Air and
Indigo. Both airlines deploy the ATR 72 is a twin-engine turboprop, short-haul regional airliner
which accommodates maximum 78 passengers. Frequency of flights from the destinations is
presented below:
The passenger traffic at the airport has increased with the rate of 64.90% CAGR, with significant
dip in the years 2019-20. However, the passenger traffic is improving post COVID-19.
Considering the average capacity of aircraft as 78 seats, the flights are operating an average of
54% occupancy rate. Low occupancy rate indicates overall less demand for air connectivity to
Hampi from the existing destinations.

The Government of Karnataka signed a memorandum of understanding (MoU) with the Airports
Authority of India (AAI) in January 2013 to develop the airport. Accordingly, 588 acres
(2.38 km2) of land were acquired by the State Government and handed over to the AAI.
The area of the airfield was increased to 615 acres (249 Ha) and the runway was extended to
8,500 feet (2,600 m). A new taxiway, roofing, car parking, fire station and a new terminal
building were also part of the upgradation project that would enable the operation of larger
aircraft like the Boeing 737 and the Airbus A320.
The airport is connected to the city by Gokul Road. The National Highway 48 passes right next
to the airport. The NWKRTC operates air conditioned bus services from Hubli Railway Station to
the airport and a mini-bus service between Hubli Central Bus Terminus (C.B.T.) and the airport.
The AC buses make ten trips a day and mini-buses 24 trips a day.
The nearest rail head is Hosapete Junction Railway Station (~12 km) has 32 trains connecting it
to various towns in Karnataka. The facade of the railway station is designed to reflect the Hampi
monuments and temples. The railway station is well maintained in terms of infrastructure,
facilities, hygiene and cleanliness. The Tourist help desk is also available in railway station. The
trains are well connected to major cities like Bengaluru, Mysuru, Hyderabad, Goa, Chennai,
Trirupati, Ajmer, Jodhpur etc. However, Hosapete lacks direct trains to other major regional
cities like Mumbai, Pune etc. Further, the luxury tourist train - The Golden Chariot - also operates
via Hampi.
Hosapete Railway Station is category of NSG-4 equipped with essential amenities and facilities
to accommodate the needs of passengers. The station premises feature well-maintained waiting
rooms, seating arrangements, and clean washrooms, ensuring comfort during travel.

For the purpose of analysis of the tourist footfall, data from FY17 to FY21 has been used for
analysis. It is critical to note that the years FY20 and FY21 had a significant impact on the tourist
footfall across the nation due to impact of COVID-19. Hence, the analysis for tourist footfall has
been two-fold, (a) analysis of tourist footfall pre-COVID – F17 to FY19, and (b) analysis of tourist
footfall post-COVID – FY17 to FY21.Between FY17 and FY21.
Statewide Ballary (Hampi) receives 9th highest average tourist footfall for the period
of 2018-21, while the district ranks 5th for the average international tourist footfall for
the same period. Considering the 2017 to 2021 statistics, on average the Bellary (Hampi)
district ranks 9th in the state with respect to the total tourist footfall. On the other hand, the
district ranks 5th in the state with respect to the average international tourist footfall only behind

Tourist arrivals in the city are driven by domestic tourists, however, the city struggles
to attract tourism at pre-covid levels for domestic and international tourists. Over the
year Hampi has been one of the major tourist attractions drawing nearly about 2-3 million
tourists every year (Domestic + International) owing to its wealth of UNESCO World Heritage
Sites, including the Hampi Archaeological Site, which showcases the awe-inspiring ruins of the
Vijayanagara Empire. However, post-pandemic, the city seems to struggle to attract tourist
footfall at the pre-covid level. The domestic tourist arrivals in the city have fallen from 33,07,184
in 2018 to 7,16,681 in 2022 registering a significant loss of almost 78%. On the other hand,
international tourist footfall has fallen from 60886 in 2018 to 6892 in 2022 registering a total
loss of about 90%.

The total tourist arrivals in the city declined sharply over 2017 to 2019. However, the
city fails to bring back tourist footfall at pre-covid levels. Considering the Pre-Covid tourist
statistics, the district faced a unique situation where in the domestic tourist declined from 2017
to 2019 at a CAGR of around 9% on the other hand the footfall for international tourist increased
at CAGR 22.5%. However, the tourist footfall in the city has significantly decreased during the
post covid period and the city struggles to reach to its pre-pandemic levels. For the period of
2017 to 2021, the city seems to be losing on both domestic as well as international tourist
footfall. During the same period, the city recorded a decline in domestic tourist footfall at a CAGR
of 19.5%, while the footfall for international tourists decreased even more steeply at a CAGR of
23.5%. How so ever, being a domestically driven tourist destination the overall decline in tourist
footfall was recorded to be around a CAGR of 19.5%.
The onset of winter seasons from October marks the major tourist arrivals in the city.
The city however receives tourists throughout the year, but the onset of the winter seasons and
post-monsoon periods mark the major tourist inflow (both Domestic + International). The major
tourist arrivals in Hampi starts with September and continues till march. The Hampi Mohatsav is
major tourist event that take place during January every year.

Gaps/Issues
General issues
• Conservation and Restoration: The monument faces the ongoing challenge of conservation
and restoration due to its age and exposure to natural elements. Preservation efforts must be
continuously undertaken to maintain the structural integrity and aesthetic appeal of this
historical monument.
• Balance between Heritage and Commercialization: Finding the right balance between
preserving the historical significance of the monument and allowing commercial activities is a
delicate task. While generating revenue through tourism is important, it is crucial to ensure
that excessive commercialization does not compromise the integrity or diminish its cultural
and historical significance. Striking a balance that respects both heritage and commercial
aspects is a continuous challenge.
• Lack of signage indicating way to King’s Palace.
• During peak seasons, the provided vehicular parking is insufficient. Organized parking needs
to be proposed at Vittala Temple.
• During peak seasons, EVs are not sufficient to cater to group visitors in Vittala temple.
• Poorly maintained seating and resting areas making it unusable.
• Lack of medical facilities and functioning security cameras within cluster.

• Tourist Appeal: Due to poor regulations or guidelines, the houses and buildings
in the village are being upgraded to generic architecture that takes away the
highlight of visiting the village and it architecture.
• Accommodation: Minimal number of homestays in Anegundi. The locals are
unaware of the potential that is untapped in terms of local economy for tourism.
• Untapped Potential and development: There are open areas along the river
and hills that are currently unused that could used by the locals to promote Village
tourism and bring in larger footfalls into Anegundi. Lack of adequate land parcels
identified with land use for development of tourist accommodation & amenities of
various categories reduces availability of accommodation and tourist amenities
with a result that duration of tourist stays is reduced.
• Community Engagement: No institutional framework to support, incentivize &
and promote the community to retain their vernacular art, architecture, local
practices in terms of tangible and intangible products.
• Accessibility: Only 1 boat service available for crossing the river and is limited
in availability from 8 AM to 6 PM. The boat ride, though run on contract by

• Promotion and Branding: There currently is a piecemeal promotion approach for the
activities available by government stakeholders. The destination could greatly benefit
from having a unified strategy with information provided about the variety of flora and
fauna to see here. It could also look at having merchandise of the zoo that could create
awareness of the existence of the zoo in Hampi as a destination worth visiting.
• Curating Programs to Create Engagement amongst Day Tourists: While the zoo
has a few research programs and education-based, programs aimed at tourists is
inadequate. The Zoo can benefit from having same-day events for visiting tourists to
engage in conservation programs and events.
• Sanitation: The Zoo lacks proper maintenance of park and green surroundings that
can be used by the tourists to rest or pause while walking through the premises. There
is a dearth of dustbins making the place susceptible to scattered rubbish along the
pathways.

• Daily average garbage collection of 100 tons per day is collected through
Trucks, Tippers and generated waste is transported to sanitary landfill.
• The Swachta rank of Hospet is 359 in the year 2022.
HWHAMA LPA:
c. Safety & Security Facilities (Police Booth, Police Post, Police Station, etc.)
Hospet: Total of 6 Police Stations are presently in Hospet, and one running Fire
Station.
HWHAMA LPA: In the LPA area, at Kamalapur, local police station is present. Rest of
the areas do not have a PS. For the safety and protection of tourist rights, at Hampi
one Tourist Police station, apart from the Civil Police Station is enforced.
Roads: All the major tourist destinations are connected with proper road network.
The adjacent villages near the destinations are also connected well, creating a good
Road network pattern.
The site is well connected by NH 67 and 50 which facilitate road access from various
parts of the country such as Andhra Pradesh and Telengana state. While, numerous
State Highways such as SH 25, SH 130, SH 49 and SH 131. SH 49 links Hospet the
key urban node to Hampi via Kadirampura and Kamalapur and extends to Kampli and
SH 131 links Hampi from Kamalapura to Daroji which is a key secondary attraction
within the Deliniated area.
Road networks linking Hampi from the key nodes Kadirampura and Kamalapur are the
main connecting roads to Hampi for visitors as can be seen in the map below.

Figure 93: Hampi Road linking Hampi from Kamalapur near HWHAMA Office
Drainage: All the sewage water from the households is connected to the drains that
run along the road network. The drains existing are open drains in few areas, whereas
most of the areas have closed drains. Separate storm water drains are present to
ensure free flow of surface runoff.
Signages: To ensure proper communication of the routes to the public signage boards
are erected almost at every tourist destination. Multiple signages are observed at
points such as Anegundi Village while in some location existing signages are not
maintained effectively. Not comprehensively combined to provide information to users
Figure 96: Multiple signages near Anegundi village hinders visual appeal of attraction

Key observations in context of employment and skilling at the destination are detailed below:
(i) High iteration rate in the industry: High iteration rate is observed among the
staff working in hotel and restaurant industry.
(ii) Few hotels meeting the set hospitality standards: Only a few hotels meet the
set hospitality standards and are catering to big corporate groups / club meetings.
Banquet facility is missing at majority of the hotels which means a separate
conference space needs to be created.
(iii) Department of Skill Development imparting select courses: Department of
Skill Development is running a number of courses beautician, apparel
management, hair stylist, front office and housekeeping.
(iv) Limited programs for skilling of guides: Programs for skilling of guides
(example under IITFC programs) have been limited in no – except a few organized
with big tour operators and sector experts. They also showed skepticism towards
learning English as a language for some areas except for tour guides, hotel staff
(especially the back office), computer operators and skilled craftsmen. Guides need
training on Story telling & better communication skills
(v) Offline is the preferred mode of training: Offline mode of trainings is preferred

Several major industries and private players have contributed to the tourism
development in Hampi.
Hospitality and Accommodation:
• Major hotel chains and resorts have established their presence in Hampi,
providing a range of accommodation options to tourists.
Travel and Tourism Agencies:
• Numerous travel agencies and tour operators offer guided tours, transportation
services, and customized itineraries for visitors. These agencies help tourists
explore the heritage sites, arrange activities, and provide local insights. This
may benefit from formulating some of regulations or single association.
Transportation Services:
• Private transportation companies and taxi services play a crucial role in
facilitating travel to and within Hampi. They provide transportation options
such as cabs, buses, and rickshaws to ensure convenient and accessible
transportation for tourists. There is a lack of last mile connectivity which can
hamper the tourist experience.
• Restaurants, cafes, and food stalls have sprung up in and around Hampi to
cater to the culinary preferences of tourists. These establishments offer a
variety of local and international cuisines, ranging from traditional South
Indian dishes to global favorites.
• Local artisans and crafts persons produce and sell handicrafts and souvenirs
that reflect the cultural heritage of Hampi. Visitors can find items like
traditional clothing, jewelry, pottery, paintings, and miniature sculptures,
contributing to the local economy.
Adventure and Outdoor Activities:
• Private adventure sports companies provide opportunities for activities such
as rock climbing, trekking, and camping in the Hampi region. These activities
attract adventure enthusiasts and promote eco-tourism in the area.
Guides and Tourist Services:
• Certified local guides and tour operators offer their services to tourists,
providing valuable insights, historical information, and assistance during visits
to the various attractions in Hampi. They enhance the visitor experience and
contribute to the tourism ecosystem.
PG Diploma courses in Archeology, Culture and Tourism, Drama Art and Epigraphy.
(iii) Status of Tourism Clubs in schools, colleges and institutes at / near the
destination
• The Kishkinda Trust was established at Anegundi of Hampi UNESCO World Heritage
Site in 1997 with a vision of securing the future of the cultural landscape and
community through promotion of cultural industries and creative economies based on
locally available resources.
• The Kishkinda Trust focuses intensively on improving peoples economic conditions and
quality of life by engaging and empowering the local communities through various
multi – disciplinary projects and undertaken capacity building of communities across
fields such as architectural conservation, heritage restoration, crafts and design,
hospitality and management, education through performing arts and markets and
festivals, so that their lives are nurtured, enriched and empowered by their own culture
and identities
(v) Identification of any local Celebrity / VIP related to the destination for active
involvement in tourism promotion and development.
Hampi, the ancient and awe-inspiring city nestled in the heart of Karnataka, is a treasure
trove of history, culture, and architectural marvels, and as an iconic destination, Hampi is
renowned globally. However, branding initiatives that market and promote Hampi are
limited, and they are explored as follows:
details.
• Despite its status as a renowned Heritage Site, Hampi is currently absent from
the social media landscape, missing out on valuable opportunities to engage
with a broader audience.
• The Government of India's Department of Science and Technology undertook
an ambitious academic project called "Digital Hampi," which concluded in
2017. This pioneering initiative aimed to digitally preserve and reconstruct
Hampi, leveraging Augmented Reality technology to provide accessible and
immersive experiences.
Physical Carrying Capacity (PCC) is defined as the “maximum number of tourists that can visit
from a specific destination during a given time”.
It into consideration the factors - tourist flows, the size of the area, the optimum space
available for each tourist and the visiting time,

• The stakeholder consultations were conducted time to time to understand the proposed
feasible projects and potential requirements of the destination the Details of Consultations
held is provided in Annexure-D.
• The network in overall Hampi is very poor due to restrictions of regulations in core
area.
• In the realm of the digital world, many captivating attractions remain largely
untapped. These remarkable places often lack comprehensive digital experiences
and possess only rudimentary online representation. It is evident that there is
considerable room for growth through the implementation of digital branding and
the integration of information and communication technology (ICT). By leveraging
these opportunities, significant enhancements can be achieved.
(ii) Tourist Products
• Local Handicrafts and Souvenirs: Hampi is known for its traditional handicrafts
and souvenirs. Visitors can find a wide range of items such as stone carvings,
miniature replicas of Hampi's monuments, traditional jewelry, handmade
textiles, and artifacts. Shopping in Hampi offers an opportunity to take home
unique mementos and support local artisans. A large portion of these is sold by
individuals and leave the tourists vulnerable to being fleeced or cheated with
low quality products. Streamlining of this could lead to increase in sales and
tourism as there will be fewer chances of tourists being defrauded. Lack of
branding and promotions of these handcrafts make these products
unrecognizable in the market.
• Anegundi village is known for its traditional arts and crafts, providing visitors
with opportunities to witness and purchase unique handmade products. Local
artisans specialize in stone carving, woodwork, pottery, and banana fiber craft.
There is a huge untapped potential for tourism.
• There is potential to develop the value of tourist products by providing skill
development programs to the locals about the business and branding.
• The predominant form of marketing is through word of mouth. However, this
is slowly changing incrementally as digital influencers have been actively
promoting them in the recent days. Most of these products are always found
as stand-alone products and lack integration with the existing tourist
attractions around the city
(iii) Tourist Activities
• Tangible and intangible products: While there are several vernacular
handicrafts and hand made products to be found, there are many nontraditional
areas of tourism, that are experiences and not tangible such as bouldering,
stargazing, boating, angling, wildlife spotting which would enrich the tourist
experience that is untapped that could encourage more tourists to stay longer
in these areas.
• There is a lack of awareness among tourist regarding the vast range of activities
to do/see/experience that can lead to longer stays or repeat visits. By fostering
cross-attraction activities within similar or related environments, we can create
unique experiences that promote longer stays and attract a larger number of
visitors. This innovative approach not only increases footfall at individual
attractions but also cultivates meaningful connections among tourists,
amplifying their overall enjoyment and exploration.
(iv) Festivals, Fairs and/or events
• Hampi utsav is celebrated since the time of Vijayanagara reign making it
possibly one of the oldest celebrated festivals of the country.
• Virupaksha Car Festival is an annual event held at the Virupaksha Temple in
Hampi. Phalapuja Festival, Renowned musicians and singers gather to pay
homage to the composer by performing his compositions. This festival attracts
devotees from immediate and a small set of tourists that gather to witness the
grand spectacle and seek blessings but is a niche event that does not have
enough popularity.
• Anegundi festival is typically held in the month of January and lasts for a few
days. It showcases the rich cultural heritage of the region and attracts both
locals and tourists from all Karnataka. The festival features a variety of cultural
events, including music and dance performances, traditional art exhibitions,
folk theater, puppet shows, and craft demonstrations.
• There is a need for upgradation in terms of marketing, and capacity holding in
order to popularize these events as tourist events/festivals.
(v) Tourist Amenities
• Some of the basic amenities have been provided at most tourist attractions that
need upgradion. There is a disparity in the quality of offerings and in some
attractions. There are insufficient number of amenities to cope with the footfall.
• The provision of tourist amenities in public places is lacking and this causes
issues in circulation, wayfinding, and hygiene. The number of available public
toilets is heavily insufficient, and maintenance is very poor.
• The provision of safety amenities, especially for women is also lacking.
• It is also noted that the Wi-Fi connectivity is not available in most attractions,
there is connectivity issues and lack of service. There is potential for
This will help to revolutionize the way people perceive, explore and engage with Hampi
utilizing the key assets that the destination has to offer by capitalizing these assets to help
provide a wide range of activities that can cater to the unique interests and preferences of
travelers. By strategically integrating various sectors such as cultural, natural, adventure and
heritage tourism, the ultimate goal is to create a network of sectoral destinations that inspire
exploration, create lasting memories and contribute to the long-term well-being and
satisfaction of visitors and the local inhabitants of Hampi.
The vision seeks to enhance the key assets of Hampi considering its current significance as a
prominent tourist destination while also enhancing other potential segments that can overall
offer a unique time-travelling experience to visitors.
Target segments
The proposed vision aims to cater to the following target segments so as to enhance the
visibility and assets of Hampi being the unique national treasure that results in substantial
tourism footfall increase along with measurable local economy growth through:
3. Appeal to niche tourists on rural/agro tourism, eco-tourists & adventure tourists for
long term stays
The key assets can be translated into tourism-oriented growth and development through 6
big moves thereby seeking to achieve the aforementioned vision while also being true to
sustainable tourism principles. The 6 big moves can be summarized as:
1. Heritage District:
Heritage district considers Hampi as an Anchor to which the major transit nodes and
secondary attractions are linked which can be further enhanced through initiatives envisioned
in the ‘Let’s Connect Hampi’ and ‘Legible Hampi’ move. The potential of good linkages with
various urban nodes can be further complimented through initiatives taken in ‘Legible Hampi’
which aim to enhance visibility and try to ensure conservation and retention of Hampi’s core
values and assets.
A holistic tourist experience is envisioned for the region that leaves an indelible mark on
visitors' memories. We strive to achieve this by exploring and implementing every possible
avenue to ensure a comprehensive and immersive encounter with Hampi's rich heritage. The
main emphasis of the proposed interventions cover:
2. Ecology District
Our vision for Hampi includes the development of a robust hospitality eco-system that caters
to the diverse needs and preferences of every class of society. This intervention is mainly
centered at Daroji where appropriate interventions have been envisioned that cover nature
based activities, luxury eco-resorts and are hubs of vernacular lifestyle.
interpretation center and other knowledge facilities that serve as hubs for information,
enabling tourists to discover local hotspots and immerse themselves in the vibrant
culture and heritage of Hampi.
5. Local recreational activities: The development of spot recreational activities,
including amusement parks and other leisure facilities, will provide further
entertainment options for tourists, ensuring a well-rounded and memorable visit to
Hampi and Daroji Wildlife Sanctuary.
3. Vernacular Living:
Due to the large percentage of population engaged in rural activities in Hampi and nearby
regions, Rural/Agritourism could be used to supplement the experience of the travel to Hampi
and make it more engaging and compelling via local people’s participation.
For this purpose Hampi can be considered in different segments and regions such as
Anegundi, Sanapura and Venkatapura can be considered which are agri-focused regions and
could lead to more community empowerment through tourism. The activities mainly focused
upon in this move are:
a) Vernacular lifestyle: The presence of vibrant country-side landscape, with rich flora
& fauna, dense agricultural produce (fruits & vegetables), vivid arts & crafts (bamboo,
water-hyacinth crafts, dance forms etc.), supported by the pulsating Tungabhadra
river can be packaged into a wholesome community engagement model provides a
huge opportunity for tourism development in nearby rural regions of Hampi.
b) Home stays: Empower people through local handicraft and hospitality businesses that
can provide visitors to a snapshot of rural lifestyle through engaging activities such
traditional meals while also engaging the local community in the development and
management of tourism infrastructure. This can help create ancillary services such as
food and restaurants to create employment opportunities and foster a sense of
ownership among the local population
c) Rural trails and walks: Hampi is famous for bouldering. There is also scope for
introducing river-based activities such as commercial coracle rides. This could be
promoted as part of the tourism promotion thereby strengthen Hampi’s position as a
destination able to cater to niche tourism segments such as rural, adventure and
heritage tourism
This program intends to connect the main transit nodes such as Hospet with the ‘2 Pitstops’
that link Hampi to the outside world. On approaching from the West from Hospet and East
from Bellary the 2 Pitstops; ‘Pitstop A: Kadirampura’ and ‘Pitstop B: Kamalapur’ serve as
gateways to Hampi and regions (e.g. Anegundi, Sanapura & Venkatapura) envisioned for
Vernacular living respectively.
Pitstop A: Kadirampura and Pitstop B: Kamalapur will have accommodation and hospitality
related infrastructure while also having points for food and beverages due to the limited
options currently available in the Hampi core zone and will also be a point for guide hiring and
information while Kamalapur also have the scope for developing temporary pilgrim
accommodation during festivals such as Hampi Utsav that see high footfalls.
5. Legible Hampi
Developing transit and tourism infrastructure in and around Hampi that can greatly enhance
the tourists’ experience while promoting more sustainable forms of mobility. Some of the
activities that will be conducted under this move includes:
(i) Road Intersection Improvements: Identify and enhance the road network and
infrastructure by improving intersections, widening roads, and ensuring smooth traffic
flow. This will help accommodate increased tourist traffic, ease congestion and create
a better experience in the destination this type of initiative is much necessary in key
nodes such as Kamalapur.
(ii) Signages: Install clear and informative signages at strategic locations to guide
tourists and provide directions to important landmarks, attractions, accommodations,
and facilities. This will make navigation easier for visitors and enhance their overall
experience.
(iii) Traveler Nooks: Establish visitor’s centre, information kiosks and ancillary facilities
at strategic locations where tourists can obtain maps, brochures, and information
about the heritage sites, historical significance, local customs, and events while also
having access to necessary facilities such as washroom, Wi-Fi, public bicycles, snacks
and souvenirs. Trained and skilled staff can provide guidance and answer queries to
help visitors make the most of their visit.
While developing Kadirampura and Kamalapur as Pitstops through initiatives such as ‘Lets
connect Hampi’, the significance of Hospet as the most crucial node to Hampi as a destination
cannot be overstated. Our vision focuses on equipping Hospet with essential components that
can ensure seamless inflow and outflow of visitors to Hampi from various parts of the country
and beyond while also having suitable provisions to extend their stay and also engage in
diverse activities.
The interventions under this move includes programs for enabling travel connectivity through
programs such as ‘Lets connect Hampi’ and ‘Legible Hampi’, Development of accommodation,
medical facilities, food and beverage options and enhancing safety and security
1. Heritage trails with corresponding activities and pause points and identification of
projects across trails.
2. Pedestrian priority Plazas and intersection redesign at strategic locations to enhance
tourist experience.
3. Signage strategy and design for information dissemination and wayfinding
Under Legible Hampi program, the following interventions are being proposed as per need to
improve the ease of movement between various tourist destinations and its adjoining nodes
The potential of good linkages with various urban nodes can be further complimented through
initiatives taken in ‘Legible Hampi’ which aim to enhance visibility and try to ensure
conservation and retention of Hampi’s core values and assets.
• Historic monuments
• Outdoor activities
The first step to achieving this project is through the creation of 3 trails that encompass all
the necessary components and address existing issues so as to achieve the project vision.
Target Audience
These trails are expected to cater to a wide array of tourism segments and audiences but
can be broadly categorized into 3:
• Families and friends that visit for scenic beauty and to get away from the city
• History and cultural enthusiasts
• Niche tourists such as adventure tourists and rural/agri tourism enthusiast and
backpackers
Existing scenario
This trail has vehicular circulation entering from the 2 pitstops of Kadirampura and Kamalapur
via the Sri Krishna Swami temple and has a tendency to be congested during peak seasons
due to the number of unorganized parking. But has multiple options of transit in the form of
buses, auto stands and ferry service across the Tungabhadra river.
Challenges
Opportunities
The existing pedestrian trails are heavily disconnected and leaves out several monuments
that are otherwise missed such as Kama Bhupa’s path which all have some form of existing
trail and pedestrian pathways which can be further enhanced to curate trails that capitalize
on effective story telling of the destination and its various diverse attractions. Lack of rest
points and seating area is also a concern while there are several scenic vantage points such
as Matanga Hill and Hemakuta Hill that can add different dimensions to existing trails.
Challenges
• Disconnected circuits that do not cover several attractions and associated story.
• Lack of signage and orientation
Opportunities
• Integrating tourist interations with the unique physical landscape for diverse
nature/rural trails
2 pedestrian trails that are complemented by seamless integration of available nearby transit
modes while enhancing existing services have been conceived for this intervention.
These trails cover 2 major zones of Hampi while also ensuring integration with the
incorporation of diverse options that expand the choice of experiences that visitors can enjoy.
Trail Design Consideration: Connect with history, culture and landscape while maximing
trail’s wow factor
Trail infrastructure elements: Provide exciting view and observation opportunities whilst
protecting historical cultural and environmental values through innovative trail design

2) EV buggy/shuttle route & stops
3) Signage policy
4) Gender inclusive vending policy
5) Vijayanagara themed bazaar
6) Angling
7) Public bike sharing system
Existing scenario
The existing Vehicular circulation occurs via primary and secondary entrance/exit points with
primary entrance/exit happening from Kamalpur junction with secondary entrance points at
Queen’s Bath house and near Underground Shiva temple. Although there are designated
parking spaces in the site, it is seen that many of the vacant land next to monuments are
also utilized for parking purposes by vehicles. This may pose negative impact to the
destination’s archeological sanctity if left unregulated.
Opportunities
Challenges
There are a number of pedestrian trails with some paved and other unpaved with
discontinuous tourist trails that enable visitors to have guided tours of the monuments. But
this type of pedestrian circulation does not harness the unique landscape of Hampi and
neglects certain attractions of the periphery such as Bhima’s Gateway, Chandrashekara
temple and surrounding rural landscapes.
Opportunities
• Disconnected circuits that do not cover several attractions and associated story.
• Integrating Unique physical landscape for diverse nature/rural trails
Challenges
There are currently numerous amenities and facilities within the trail but their location and
level of service is not integrated with the complete experience that a traveller can opt. For
e.g. street vendors who provide the only available form of refreshments such as snacks and
bottled water is positioned away from the entries of major enclosures while lack of ticketing
in Dannaika’s and Royal enclosure does not allow revenue generating opportunities to these
key attractions which can utilize such models to facilitate better conservation and
infrastructure improvement.
Moreover, lack of seating/resting areas with shade and lack of universal accessibility
infrastructure hinders access for elderly and specially abled persons which may discourage
visits from such tourists who happen to visit Hampi.
Opportunities
Challenges
4 pedestrian trails that are complemented by seamless integration of available nearby transit
modes while enhancing existing services have been conceived in this intervention.
This trail consists of 3 trails that cover the 3 major enclosures of Hampi while also ensuring
integration with the surrounding attractions and landscape so as to curate a diverse
experience that can enhance story telling of Hampi’s enclosures while also integrated with the
fourth trail that uses a mix of Hampi’s rural backdrop and its offbeat attractions to offer a
varied experience to visitors in the form of rural /adventure tourism complimented by heritage
tourism that disseminates knowledge about the glory of Vijayanagara Kingdom.
Trail Design Consideration: Connect with history, culture and landscape while maximizing
trail’s wow factor.
Trail infrastructure elements: Provide exciting view and observation opportunities whilst
protecting historical cultural and environmental values through innovative trail design.
• Main attractions: Royal Enclosure; Mahanavima Dibba, Royal Palace, King’s Audience

Traveler’s Nook: Aimed to offer vital ancillary amenities at accessible points. Identification
of strategic locations for information Kiosk and ancillary facilities at Hampi , Kamalapur &
Hospet.
For the ease of getting information by the Tourists, strategic locations such as inception
points, major tourist arrival places have been identified to install Kiosks for Tourist
Information Centers. The locations for Ancillary facilities like Money Exchange Machines,
Transport related services etc., have also been identified and marked in the map attached
below.
Main Tourist nodes such as Hospet Railway Station, Bus Stand, Kamalapur Junction and near
major attractions such as Virupaksha Temple, Royal Enclosure etc. are some major Strategic
locations.
Plaza: The baseline scenario has shown a lack of resting spaces in strategic locations that
can enable visitors to spend more time at the attraction and encourage visitors such as elderly
and specially abled persons to participate in the available activities and attraction to a much
greater extent while providing normal sections of tourists a wider array of social spaces and
public realm to interact and better absorb the essence of Hampi as a destination. These plazas
can also enable in better streamlining existing commercial activities such as street vending in
a much more organized manner in locations which attract visitors.
Pedestrian Pathways: The large number of formal and informal pedestrian trails can be
formalized and enhanced to create a better packaged experience to visitors that can help
complement the story telling element of Hampi during activities such as guided tours and
trekking and trails while ensuring access to all sections of people through principles such as
universal design language.
Viewpoints: Viewpoints can help facilitate the visibility of a number of Hampi’s major
secondary attractions such as Hemakuta which can utilize the unique landscape of Hampi to
the fullest extent while providing accessible, inclusive and sustainable infrastructure.

The PDMC Team As a part of its Deliverable 2 - Master Plan, Strategy and Action Plan -
Iteration one has conducted the following:
As next steps, over the coming weeks, the PDMC team intends to undertake the following
activities:
(i) Address the data gaps in data collection and obtain necessary information/ data
