V. MODE OF REGULATION AND TYPES OF CONFORMITY ASSESSMENT REGIMES

Indonesia Technical Regulation • Technical regulation on EEE by adopting partially or fully technical specification
based on SNI and/or parameter of SNI is stipulated by Ministerial Decree taking into account
safety, security, health, environment, moral hazard, and economical aspects, that
are equally imposed to both domestic and imported products which are traded in
Indonesian teritory

• Manufacturers of EEE which are technically regulated based on SNI shall fulfill the
SNI requirements and shall affix the SNI mark on the products, packages and/or
label of their products

Product Registration • Pre-market surveillance over imported or products produced domestically, shall be
done through Product Registration Number (Nomor Pendaftaran Barang – NPB

• NPB is issued by the Director of Standardization and Quality Control, Ministry of

Trade

• The validity NPB are in accordance with the validity period of SPPT SNI

• NPB shall be affixed underneath SNI Mark and/or other recognized conformity mark,
on to their products or packages

Registration of CAB • CAB issuing an SNI Mark Product Certification can be a domestic or foreign
product certification body supported by accredited testing laboratories and/or
inspection institutions

• Domestic CAB shall be accredited by KAN according to its scopes, CAB shall be
registered to the Directorate of Standardisation and Quality Control, Ministry of
Trade

EEE products from ASEAN countries could enter Indonesia through three mechanisms:

1. Using Certificate of Conformity (CoC) from Product CB outside Indonesia

1.1 Manufacturer certify their products in CB from outside Indonesia (Listed in ASEAN)
1.2 Importer submits an application to Registered CB in Indonesia to issue SPPT-SNI, by attaching required documents
1.3 CB in Indonesia verifies the application and the documents
1.4 In the case of questionable data/information in CoC and/or test report, CB in Indonesia may re-test the product
1.5 In the case of different edition of referenced standard, modification, or others, CB in Indonesia may take test of untested
parameters
1.6 Based on verification result, CB in Indonesia may approve or reject the application
1.7 CB in Indonesia will conduct market surveillance
1.8 CB in Indonesia will evaluate factory surveillance report conducted by foreign CB which issued CoC

2. Using test report from testing laboratory in home country

2.1 Manufacturer test their product in Testing laboratory in their home country (Listed in ASEAN)
2.2 Importer submits an application to Registered CB in Indonesia to issue SPPT-SNI, by attaching required documents
2.3 CB in Indonesia verifies the application and the documents
2.4 In the case of questionable data/information in test report, CB in Indonesia may re-test the product
2.5 In the case of different edition of referenced standard, modification, or others, CB in Indonesia may take test of untested
parameters
2.6 Based on verification result, CB in Indonesia may approve or reject the application
2.7 In the case of the application is approved, CB in Indonesia will continue the certification process (including factory audit) and
issues SPPT-SNI or reject the application
2.8 CB in Indonesia will conduct market surveillance
