REQUEST FOR PROPOSALS


FOR
El Cerrito Swim Center Slide Demolition

1. The City of El Cerrito, Public Works Department is requesting cost proposals before 2:00
p.m., on Wednesday, May 1, 2024 in the office of the Public Works Director/City Engineer: by
email only, Email: [email protected]

An optional Pre-Bid Meeting will be held on Wednesday, April 17, 3 PM, at 7007 Moeser
Lane, El Cerrito, CA. If you plan on attending, please email [email protected] at your
earliest convenience.

2. The work to be done consists of furnishing all materials, equipment, tools, labor, and
incidentals as described below and is indicated on the attached special plan, that is attached
herein and as follows:

• Demolish existing fencing around the slide and stairs and coordinate with Recreation
Staff for on-site storage
• Demolish and dispose of the existing slide tower, slide flume, and slide stairs and risers
• Protect and cap off the existing 8” Schedule 80 water supply pipe to the slide flume to
8” above finished concrete grade and securely and carefully protect it for future City
use
• Unscrew all nuts securing the tower and stair structures to the bolts imbedded in the
below-grade foundations at five (5) locations
• Remove all structural supports from existing bolts imbedded in the existing below-
grade foundations and securely and carefully protect all bolts at five (5) foundation
support locations for future City use
• Repair cracks in the concrete elements of the flume and stair supports utilizing a
pressure-injected epoxy adhesive in general accordance with ACI 503.7-07
• Haul away all demolished materials to leave a clean area for the later installation of a
new slide structure
• Patch holes or openings in the pool deck where the fencing, slide tower, slide flume,
and slide stairs and risers were removed
• Provide temporary fencing around the work area in between work hours when the
pool is open to the public
• Work hours shall be Mondays through Fridays, 7 AM to 3 PM, and completed within 15
working days

3. The classification of Contractor’s license required in the performance of this Contract is


Class A.

4. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the
City has obtained the general prevailing rate of per diem wages and the general prevailing rate

for holiday and overtime work in this locality for each craft, classification or type of workman
needed to execute the contract from the Director of the Department of Industrial Relations.

All contractors and subcontractors who bid or work on a public works project must register and
pay an annual fee to Department of Industrial Relations (DIR) pursuant to California Labor Code
section 1725.5. Information regarding DIR registration can be found at the following website:
http://www.dir.ca.gov/public-works/publicworks.html.

In accordance with Section 1771.1 of the California Labor Code, a contractor or subcontractor
shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section
4104 of the Public Contract Code, or engage in the performance of any contract for public work,
as defined in this chapter, unless currently registered and qualified to perform public work
pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to
submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by
Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to
perform public work pursuant to Section 1725.5 at the time the contract is awarded. No
contractor or subcontractor may be awarded a contract for public work on a public works project
(awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations
pursuant to California Labor Code section 1725.5. In accordance with Section 1771.4 of the
California Labor Code, this Project is subject to compliance monitoring and enforcement by the
Department of Industrial Relations.

5. The work to be performed shall be completed within 15 working days after issuance of
a Purchase Order and Notice to Proceed. Time is of the essence.

6. Each bidder shall submit the attached proposal form. Proposals must be sent via email.
The bidder will receive an email that their proposal was received.

7. The successful bidder will be issued a Purchase Order from the City of El Cerrito upon
award.

8. The successful bidder, including prime contractor and subcontractors, will be required to
obtain and pay for City Business Licenses.

9. The successful bidder will required to obtain a City Encroachment Permit, at no cost.
Refer to attached sample City Encroachment Permit Application, Standard Conditions, and Special
Provisions.

SECTION 02 41 13
DEMOLITION

PART 1 - GENERAL
A. SCOPE OF WORK

a. The Scope of Work for this project includes the removal of the existing slide tower,
slide flume, slide stairs and risers, This work also includes the protecting all existing
bolts imbedded in the foundations securing the structure, protecting and capping off
of the existing water supply piping to the slide flume and the hauling away of all
demolished materials to leave a clean area for the later installation of a new slide
structure.

b. Carefully cap off the existing 8” schedule 80 water supply pipe to the slide flume to 8”
above finished concrete grade and securely and carefully protecting it for future use.

c. Carefully unscrew all nuts securing the tower and stair structures to the bolts
imbedded in the below grade foundations – five (5) locations. Carefully remove all
structural supports from existing bolts imbedded in the existing below grade
foundations, and securely and carefully protect all bolts at five (5) foundation support
locations for future use.

d. Removal, transportation and disposal of all items pertaining to the slide tower
demolition.

e. Project area site clean-up.

B. REFERENCED DOCUMENTS

a. Reference documents for this project are to the original White Water Outdoor Slide
Drawings, as prepared by White Water West Industries LTD in 2002, and the City of
El Cerrito Swim Center Recreation Pool Drawings SP 2.4 through SP 6.1 as
prepared by NTD Architects and Aquatic Designer Rowley International Inc. in 2002.
Both sets of drawings will be supplied as reference documents by the City of El
Cerrito.

C. QUALITY ASSURANCE

a. Provide all machinery, equipment and materials as will be required to perform all
work requirements of the project.

b. Provide quality assurance oversight and reporting as required by the City of El


Cerrito.

D. SAFETY

a. Contractor is solely responsible for worksite safety.

b. Perform all work in accordance with applicable OSHA, state and local safety
standards.

E. PERMITS

a. Unless otherwise noted, Contractor shall be responsible for obtaining and paying for
all permits necessary to complete the work.

F. CONSTRUCTION LIMITS

a. Construction Limits are limited to the immediate vicinity of the project area and
access and egress as required by the contractor to complete. Contractor to confine
work to the minimum area reasonably necessary to undertake the work as
determined and agreed with by the City’s Representative. In no case shall
construction activities extend beyond property lines or construction easements.

b. The Contractor shall restore all disturbed areas to pre-construction conditions as


approved by the City’s Representative.

G. PROVISIONS FOR FUTURE WORK

a. Protect and cap off water supply piping and bolts imbedded in the foundations for
future installation of new slide tower as described in A - Scope of Work.

H. CODES

a. Comply with the requirements of all applicable, local, state and federal codes.

I. CERTIFICATIONS AND INSPECTIONS

a. Obtain and pay for all required inspections, and certifications except those expressly
listed as provided by the City of El Cerrito. Deliver originals of certificates and
documents to the City’s Representative w/1-3 days.

PART 2 – MATERIALS
A. BARRICADES, SIGNS, AND WARNING DEVICES

a. Traffic barricades, traffic signs, and warning devices shall meet the requirements of
applicable OSHA standards and requirements of the City.

B. TEMPORARY PLASTIC BARRIER FENCING

a. UV stabilized high-density polyethylene barrier fence free of holes tears and other
defects. Fencing shall be a minimum of 3’-0” high unless otherwise required by the
City.

PART 3 – EXECUTION
A. MAINTENANCE OF SITE AND BUILDING ACCESS/EGRESS

a. Unless otherwise shown or directed, maintain existing access and egress to the
facility throughout construction. Maintain ANSI A117 compliant access for disabled
persons, delivery access, emergency vehicle access, and emergency egress. Do
not interrupt access and egress without prior written approval from the City’s
Representative.

B. CONTINUITY OF EXISTING TRAFFIC/PARKING AND TRAFFIC CONTROL

a. Discuss the interruption of any traffic, parking, delivery service, or utilities with the
City’s Representative and facility representatives prior to completing the work. If
work is required outside of regular work hours, this must be indicated in the
specifications and/or working drawings. Add specifics regarding locations, hours,
lengths of disruption, etc.
b. Do not interrupt or change existing traffic, delivery, or parking without prior written
approval from the DFD Construction Representative. When interruption is required,
coordinate schedule with the Owner agency to minimize disruptions. When working
in public right-of-way, obtain all necessary approvals and permits from applicable
municipalities and WISDOT.
c. When Contractor’s activities impede or obstruct traffic flow, Contractor shall provide
traffic control devices, signs and flaggers in accordance with City requirements.

C. PROTECTION AND CONTINUITY OF EXISTING UTILITIES

a. Verify the locations of any water, drainage, gas, sewer, electric,


telephone/communication or other utilities and site features which may be within the
boundary of related work. All utilities shall be properly protected to avoid disruption
of service.

b. Do not interrupt or change existing utilities without prior written approval from the
City’s Representative. Notify all users impacted by any required outages a
minimum of 48 hours in advance. Notification shall be provided in writing and
describe the nature and duration of outage and provide the name and number of
Contractor’s foreman or other contact.

c. Any service connections encountered which are to be in the boundaries of the


project shall be cut off at the limits and capped in accordance with the requirements
of applicable codes and any specifications governing such removals.

D. PROTECTION OF EXISTING WORK AND FACILITIES

a. Verify the locations of, and protect, any signs, paved surfaces, buildings,
structures, landscaping, streetlights, utilities, and all other such facilities that may
be encountered or interfered with during the progress of the work. Take measures
necessary to safeguard all existing work and facilities that are outside the limits of
the work or items that are within the construction limits but are intended to remain.
Report any damage to existing facilities to the City’s Representative immediately.
Correct and pay for any damages.

E. REMOVAL / DISPOSAL / CLEAN-UP

a. Contractor to arrange for transportation, removal and disposal of all items


pertaining to the removal of the slide flume, slide tower, slide platform, stairs and
risers.

b. Contractor is responsible for the site area clean-up to the satisfaction fo the City’s
representative following completion of all work.
