1. Objective/Purpose

1.1. This standard aims to establish a clear and comprehensive process for annually assessing the
competency of MHE operators.
1.2. The objective is to ensure that operators possess both theoretical knowledge and practical skills
required for efficient operations, with a primary emphasis on prioritizing safety, efficiency, and
compliance with company policies and regulatory standards.
1.3. We aim to guarantee that all MHE operators have the necessary skills and knowledge to operate
equipment safely and effectively.
1.4. We will identify areas for improvement and provide targeted training to enhance operator
competency.
2. Scope

2.1 This SOP applies to all employees who operate MHE within the company, including
counterbalance, reach truck, motorized pallet mover, order pickers, and other related
equipment.
2.2 It covers the initial evaluation, periodic re-evaluations, and continuous improvement processes.

3. Responsibilities

3.1. Management: Ensure that all MHE operators are evaluated and meet the required competency
standards.
3.2. Supervisors: Schedule and facilitate competency evaluations and monitor the ongoing performance of
MHE operators.
3.3. HSSE Supervisors: Conduct competency evaluations, provide feedback, and recommend further
training if necessary.
3.4. MHE Operators: Participate in competency evaluations and undertake any recommended training or
corrective actions.

4. Definition of terms

4.1. MHE (Material Handling Equipment): Any equipment used for moving, lifting, or transporting
materials within the workplace.
4.2. Competency: The ability of an operator to perform their job responsibilities safely and efficiently.
4.3. Evaluator: A designated person responsible for assessing the competency of MHE operators.

5. Policies/ Requirements

5.1. Safety is the most important consideration in all MHE operations. Operators must follow safety rules,
wear the right protective gear, and use safe operating procedures.
5.2. Only trained, authorized and National certified individuals are allowed to operate MHE.
5.3. Operators must follow to speed limits to prevent accidents and ensure the safety of everyone during
evaluation.

6. Guidelines

6.1. Theoretical Assessment

6.1.1. MHE operation principles.


6.1.2. Safety regulations and procedures.
6.1.3. Equipment maintenance.
6.1.4. Emergency response protocols.

6.2. Passing Criteria

6.2.1. Operators must achieve a minimum passing score to demonstrate competency in theoretical
knowledge.

6.3. Practical Assessment

6.3.1. Skills Evaluated:

6.3.1.1. Pre-operational checks.


6.3.1.2. Maneuvering and handling of loads.
6.3.1.3. Equipment operation in various scenarios (e.g., confined spaces, inclines).
6.3.1.4. Adherence to safety protocols.

6.3.2. Assessment Method

6.3.2.1. Conduct hands-on evaluations where operators demonstrate their skills in operating MHE.
6.3.2.2. Evaluate performance based on predefined criteria and standards “MHE Operator Evaluation
Form”.
6.3.3. Passing Criteria

6.3.3.1. Operators must demonstrate proficiency in practical skills to ensure safe and efficient
operation of MHE.
6.3.4. Evaluation Process

6.3.4.1. Pre-Evaluation Preparation

6.3.4.1.1. Documentation:
6.3.4.1.2. Ensure all operators have completed required documentation, including training
records and certifications.
6.3.4.1.3. Equipment Readiness:
6.3.4.1.4. Ensure MHE is in optimal condition for evaluation, including functionality and safety
features.
6.3.5. Scoring and Feedback:

6.3.5.1. Evaluate assessment results based on predefined criteria.

6.3.5.2. Provide constructive feedback to operators on areas of strength and areas needing
improvement.

6.3.6. Scoring and Feedback:


6.3.6.1. Evaluate assessment results based on predefined criteria.
6.3.6.2. Provide constructive feedback to operators on areas of strength and areas needing
improvement.

6.4. Issuance of MHE Badge

6.4.1. The evaluator will complete the necessary documentation to issue an MHE Badge.

6.4.1.1. The MHE Badge will include:


6.4.1.1.1. The operator’s name and employee ID.
6.4.1.1.2. A photograph of the operator.
6.4.1.1.3. The type(s) of MHE the operator is authorized to operate.
6.4.1.1.4. The date of issuance and expiration date of the badge.
6.4.1.1.5. The badge will be laminated or otherwise protected to ensure durability.

7. Procedure/Detailed Activities
