RECOMMENDEES FOR THE CHIEF OF POLICE OF
MATI CITY POLICE STATION,
DAVAO ORIENTAL POLICE PROVINCIAL OFFICE
WHEREAS, NAPOLCOM Memorandum Circular Number 2008-004 dated March 18,
2008 Prescribing Guidelines in the Placement of Police Commissioned Officers to Staff
Positions in the Police Regional Offices and National Support Units, Regional Chiefs of NSU's,
Group Directors of Regional/Provincial Mobile Groups, Chiefs of Police (COPs) of City Police
Stations (CPS) and Municipal Police Stations (MPS) and other Positions of Responsibility;
WHEREAS, NHQ PNP Memorandum Circular Number 2007-013 provides for the
creation of a Police Regional Officers Placement Board;
WHEREAS, HQS PRO 11 issued General Order Number 237 creating the Police
Regional Office 11 Officers Placement Board;
WHEREAS, the PRO 11 OPB convened to deliberate the recommendees for CHIEF OF
POLICE of MATI CITY POLICE STATION, DAVAO ORIENTAL PPO;
WHEREAS, MATI CPS is classified as Component City Police Station Class “A” based
on NAPOLCOM Resolution No 92-036 entitled “Approving the Revised Organizational Structure
of the PNP and Providing Policies and Guidelines in the Implementation Thereof” and
NAPOLCOM Resolution No 2005-140 “Resolution Amending Sections “E”, “G” and “H” of
NAPOLCOM Resolution No. 92-036;
WHEREAS, pursuant to Section 8, f, of NAPOLCOM MC No 2008-004, the rank
requirement for the Position of Chief of Police for Component City Police Station Class “A” is
Police Lieutenant Colonel in Permanent Status;
WHEREAS, five (5) PCOs namely, PLTCOL ERNESTO MIRASOL GREGORE,
PLTCOL LINO NATALAK AKIANGAN, PLTCOL KENNETH CASTANARES LADOR,
PLTCOL DECANO JUANILLO MORALES JR and PLTCOL LEONILO LOMBONG LAD were
presented;
WHEREAS, it was deliberated that aforementioned Police Commissioned Officers are
eligible for the position;
NOW THEREFORE, after a thorough evaluation and deliberation, the Board has
RESOLVED, AS IT HEREBY RESOLVES to recommend for approval of the Regional Director,
PRO 11 the following PCOs PLTCOL ERNESTO MIRASOL GREGORE, PLTCOL LINO
NATALAK AKIANGAN, PLTCOL KENNETH CASTANARES LADOR, PLTCOL DECANO
JUANILLO MORALES JR and PLTCOL LEONILO LOMBONG LAD for subsequent
endorsement to the Regional Director, NAPOLCOM Region 11 for confirmation.

1. Reference: NAPOLCOM MC No. 2008-004 Section 6 paragraph (c) and
Section 7 paragraph (a).
2. This pertains to the list of recommendees for Chief of Police of Panabo City
Police Station, Davao del Norte Police Provincial Office.
3. Please be informed that the PRO 11 Officers’ Placement Board vetted the
candidates for Chief of Police of Panabo City Police Station and found the following
PCOs qualified for the position:

PLTCOL PHILIP JEFFERSON SORIANO AYBAN
PMAJ FREDERICK ESTRELLA DELES
PMAJ ESTEBAN MACAYRA FERNANDEZ IV

4. Further, PLTCOL VERNA LIMBO CABUHAT is designated as Chief of Police
(Acting), Panabo City Police Station on January 21, 2021.
5. As per NAPOLCOM MC No. 2008-004 Section 6 paragraph (c) Confirmation
by the NAPOLCOM Regional Director “All designations to positions enumerated in
this Circular made by the Regional Directors of PROs shall remain interim in
nature until after confirmed by the NAPOLCOM. No PCO shall be designated to a
certain position unless he or she holds the minimum qualification standards for
the rank required for the positions.”
6. In this regard, the Board recommends for the approval of the above-mentioned
PCOs for subsequent endorsement to the Regional Director, NAPOLCOM Region 11
for confirmation.
7. Request signature on the attached worksheet, resolution and letter addressed
to Regional Director, NAPOLCOM Region 11.
