PD 1096 – Philippine National Building Code. Adopting National Bldg. Code of the
Philippines, Revising R.A. 6541
R.A. 6541 – An Act to Ordain and Institute a National Building Code of the Philippines.
- Does not confirm with the developmental goals and infastracture program of
government.
- Does not Adequately provide all technological requirements of building or
structure, in terms of up to date design and construction standard criteria.
- Purpose of PD 1096 is to provide and regulate bldg. structures to reach
the minimum standards requirements and to control the location, site design and
quality of materials, construction use occupancy and maintenance.
PD 1096 must apply to design, location, siting , construction, alteration, repair, conversion, use
occupancy, maintenance , moving, demolition, addition to public and private building and
structure except traditional indigenous houses.
- Building and structures constructed before the approval on this code shall not be affected.
Except it will apply when some portions will be altered, added, converted or repair.

TYPES OF CONSTRUCTIONS
Type 1 – Buildings shall be wood construction.
Type 2 – Buildings shall be wood construction with protective fire resistant materials and with
one hour fire resistively. Except for non- bearing partitions.
Type 3 - Building shall be masonry and wood construction. It shall have 1 hour fire resistive
through out. Exterior wall shall be fire resistive construction.
Type 4 - Building shall be steel iron concrete or masonry construction. Permanent walls and
partitions shall be fire in combustion. Except permanent non-bearing partition of 1 hour fire
resistive construction, may use fire retardant treated wood for framing.
Type 5 – Building shall be fire resistive, structural shall be steel. Iron , concrete and masonry
construction.

Group A – Residential Dwellings
Group B – Residential, Hotels. and Apartment Group C – Educational and Recreational Group
D – Institutional
Group E – Business and Mercantile

MIN. REQMTS. FOR GROUP. A DWELLINGS


- Shall not occupy more than 90% of a corner lot and 80% of inside lot. Easement of light and
view shall be at lease 2mts from property line.
- Footings shall be 250 mm thk. And 600 mm below the surface of the ground.
- Live load at GF shall be 200kg/sq.mts. for 2nd flr. At lease 150kg/sq.mts.
- Wind load for roof shall be at lease 120kg/sq. for vertical projection.
- Stairs shall be at lease 750 mm clear widths, with rise of 200mm and 200mm
min. for run.
- At lease 1 entrance and 1 exit.
LIGHT AND VENTILATION (sec.804 size and dimension of court)
- Minimum horizontal dimension of court shall not be less than 2.o meters.
- Minimum of passageway is 1.20 meters.

CEILING HEIGHTS
-Habitable room with artificial ventilation is 2.40 meters from floor to ceiling.
-Ground floor: 2.70 mts. 2nd floor: 2.40 mts. Floor to ceiling
-Succeeding floors not less than 2.10 mts. Above finish floor line.
-For natural ventilation: not less than 2.70 meters
-Mezzanine is not more than 1.80 meters.

The height of Room: 3.048m / 10’ feet (Measure from the surface of all floors.)
The height of a room with a false ceiling: 3.2004m/10’6” feet (1’6” for false ceiling

Other Requirements: For Air, Conditioning-room height should not be less than
2.4 m.

Standard Specifications Of Kitchen


Minimum Area: 4.6 Sqm / 50 sqft
The height of Room: 3.048m / 10’ feet (Measure from the surface of all floors.)
Other Requirement: washbasin height should be 800-850mm
If not provided separately for a pantry, the instructions for washing kitchen utensils
can lead to a milled and trapped connection with the waste pipe either directly or
through the sink.
AIR SPACE REQUIREMENTS IN DETERMINING THE SIZE OF THE ROOM
Minimum air space:
-classroom - 3.0 cu.m w/ 1.0 sqm of flr area per person
-workshop, factory, offices – 12.0 cu.m. of airspace per person
-habitable room – 14cu.m per person.
WINDOW OPENINGS (sec. 808)
-For Natural Ventilation 10% of total floor area of the room
VENT SHAFT (sec 809)
-Unobstructed cross sectional area not less then .30 sqm. With a minimum dimension of 300mm.
- Air duct intakes minimum of 300 mm
ARTIFICIAL VENTILATION (sec 811)
-Above grade room like offices, restaurant, market, factory, workshop – Not less than 3 Air
change per hour.
-Bakery, hotels, restaurant kitchen, boiler room – 10 Air change per hour.
-Assembly Area - .30 cu/m per minute supply for every person.
-Wards and Institutional – Not less than .45 cu/m per minute supply for each person.
WALKWAY (sec.1105)
- During construction temporary walkway should not less than 1.20 mts.
-Pedestrian Protection : Railings1.0 mts. high, Fences: 2.40 mts,
Canopy: 2.40 clear height above the railways.

GEN. DESIGN AND CONSTRUCTION REQUIREMENTS


-Distance between sprinkler should not exceed 1.80 meters center to center.
STAIR, EXIT, OCCUPANT LOAD (sec.1207)
-1ST Storey - occupant load more than 10 shall have 2 exits.
-Mezzanine of storage area greater than 185 sqm. Or 18.00 meters in any length have at lease 2
stairways at adjacent floor.

-Every floor having an occupant load of 500 - 999 shall have 3 exits.
-Having occupant load 1000 or more must have 4 exits. PERMITS AND APPLICATION
(chapter 3)
Sec 302 Application of Permit – 5 Corresponding Plans and Specifications signed by license
architect and engineers.
Sec 309 Certificate of Occupancy – shall issue by building official within 30 days after the final
inspection and submittal of certificate of completion.

STAIRWAY WIDTH
- Occupant more than 50, minimum of 1.10 meters wide
- 50 or less minimum of .90 meters wide
- Private stairways less than 10 have .75 meters wide.
- Vertical distance between landing not morethan 3.60 meters.
- Minimum Thread = .20 meters Maximum riser = .25 meters

HANDRAILS
- 3.0 meters width of stairs – provide not less than 2 handrails.
- 1.10 meters or less – serving Group A and B have 1 handrails
- Intermediate railings is not less than 80 mm and not more than 90 mm.
- stairways not more than 4 risers don’t need railings.
- Handrail distance to wall – minimum of 38mm.
- Handrails – .80 meters to 1.20 meters high.
- Handrails diameters are 30mm – 50mm diameter
INTERIOR WET STAND PIPE – 38mm diameter in every storey
1.20 meters above the floor.
· 1 wet standpipe for more than 1000 persons for assembly building
· 15 meters high is known as a high rise building
· Fire hose – required 38mm diameter
· Down feed water distribution = 132 lit./min.

RA 7920 –New Electrical Engineering Law


· Electrical installations for more than 20 outlets and more than 4KW voltage shall
sign and seal by professional electrical engineer. PLASTICS (chapter 16)
· Approve plastics are 225 fire spread ratings.

PD 1096 (January 1, 1979) – The National Building Code of the Philippines.


· Construction – All site work done from site preparation, (excavation, foundation,
assembly, and installation of utilities in the buildings.
· Erection – installation in place of components of building.
· Addition – any new construction (increase the height or area of existing structures.
· Alteration – changes in material used, partitioning, location or size of opening,
structural parts and utilities, but does not increase the overall area.
· Renovation – Any physical change made on the building to increase its value (ex.
improve aesthetics)
· Conversion – Change in the use of occupancy in any portion of the structure.
· Repair – Remedial work done on any damage portions to restore its original condition.
· Moving – Transfer of any structure from its original loc. Or position to another, either in
same lot or another.
· Demolition – dismantling the whole part of the structure.
· Ancillary Building Structure – Secondary building located within the same premises.

DEFINITION OF TERMS:
BLDG OFFICIAL – Charge of duties of issuing bldg permit. BLDG PERMIT – Written
authorization granted by bldg official to applicant to proceed with the construction.
AGENCY OF THE GOVERNMENT – Refers to any various units of governments.
APPALICANT/PERMITTEE – Any character applying for an issuance of permits and
certificate.
NATIONAL GOVERNMENT – Entire machinery of central government.
PERMIT PRINCIPAL – Ancillary permit pertaining to building structures.

EXCEMPTIONS FOR BUILDING PERMITS:


· Shed, outhouses not exceeding 6.0sqm
· Garden pools max. of 500mm depth
· Garden walls max. 1.80 meters high
· Indigenous family dwellings
· Public buildings
· Government own housing units
· Construction by civic org. and charitable inst. Donated to government
· Blgd. Owned by electrical cooperatives

NOT REQUIRED FOR PLANS AND SPECIFICATIONS:


· Traditional indigenous family dwellings using native materials. Cost not exceeding
P15,000.
· Single detached dwellings not more than 20sq.m.

VALIDITY OF BUILDING PERMIT:


· 1 year from date of issue.
· No longer valid after suspension and abandoned of construction for 120 days.

LOWRISE – From 1 storey to 5 store’s in height from 3.0 meters – max of 15.00 meters high.
MEDIUM RISE – From 6 storey to 15 storey’s in height.( 18.0 meters
– 45.0 meters)
HIGH RISE – 16 storey above ( 48.0 meters above)

REQUIREMENTS FOR OTHER GROUP OCCUPANCIES


· ROW SEATING - 0.84 meters measures back to back of chair.
· BLEACHERS – Riser = .40 meters Run = .60 meters Width of person .45-.48 meters.
· AISLES – 1st = 1.10 meters, 2nd .80 meters, 3rd 1.0 meters.
DEFINITION OF TERMS:
· ABUTMENT – Semi–permanent/permanent structure constructed along property line.
Ex. Firewall.
· INCREMENTAL – Hor. setback along outermost part of a bldg.. For rear or side property
line 0.30mm setback per storey starting second floor. For front yard 1.17 meters setback
starting at 9th flr.
· FRONT YARD – Part of total open space created by setbacks along road right of way
(RROW).
· VENT WELL – Minimal opening along the portion of firewall. Min. clear width of 3.0
meters, and min. depth of 1.5 meters.
· FIRE ZONE – Bldg. Permitted to construct base to their occupancy type of construction
and resistance to fire.
· FIRE RESISTANCE RATING – Degree of material can stand the fire.
· FIRE RESISTIVE TIME PERIOD RATING – Length of time material can stand when burned
· FIRE RESISTIVE STANDARDS – Classification of construction according to fire retardant
or flame spread rating.
· BUILDING STRUCTURE – 3 dimensional physical developments within a lot.
· DEVELOPMENT CONTROL – Physical utilization of the lot. Can determine the carrying
capacity of the lot.
· FIREWALL – Reinforce concrete separator with appropriate fire resistive rating, position
between dwelling units.Permitted vent well for firewall is 400mm – 1000 mm vertical
· LOT – Physical setting of any structure/building.

DEVELOPMENT LEVEL OF LOT;


· Grade – Above surface Lot
· Below Grade - Below surface lot / excavations and backfills
· Above Grade - Above the surface of the lot up to the air.

BUILDING HEIGHT;
· BASEMENT – Below natural and finish grade.
· BASEMENT FOOTPRINT – Actual land area occupied by the basement, measured by its
outer wall.
· BUILDING HEIGHT LIMIT – Max. height to be allowed for the building.
· ESTABLISH GRADE ELEVATION – Highest adjoining natural grade.

· TOWER – Fully enclosed component of the building, Not more than 5 times the height of
the podium.
· ALLOWABLE MAX. BUILDING FOOTPRINT – Max. pportion of lot that occupied by
building . measure at the outermost part wall of the building.
· FRONT YARD – Created by setbacks along RROW. Transition area between sidewalk and
other similar portion of RROW.
· FRONT LOT – Side opf the lot which the main pedestrian and vehicular access in the
property shall be situated.
· COURT – An occupied space between the faces of the building lines.
· INNER COURT – Court bounded on all sides
· OPEN COURT – Bounded on 3 sides by building lines.
