Services are required for Qualitative Risk based Inspection (RBI)

Study of Pressure Safety/Relief Valves (PSVs) and its corresponding Protected Equipment; using
(RBI) Inspection software; to optimize the inspection & calibration interval and develop inspection
plan, as per given Specifications, Scope of work and Terms & conditions by employing risk
assessments based on operational, design, material, and environmental considerations.
A) Scope of work
1) Unit Description: Crude Distillation Unit
2) No. of PSVs: 14 Nos
3) No. of Equipment Protected: As per Attachment-I
4) Applicable Code: API 580, API 581, API 510, API 570, API 571, API
576, ASME PCC-3, ASME Sec VIII-I, TEMA, API 660, B31.3 (Latest Editions) or applicable5)
Equipment: PSVS, Pressure Vessels, Process Piping, Heat Exchangers
6) RBI Software requirements: E2G, MISTRAS, or equivalent compliant to
API 580 & 5717) Drawings: Attachment-II
A.1) RBI Study Requirements:
Following are the minimum requirements (as applicable) but not limited to:
1) Development of Inspection Plan as per API 581, Part 1: Inspection
Planning Methodology, Section 4.4: Inspection Planning Based on Risk Analysis

2) API 581, Part 1: section 5, 7 and 8: Pressure Vessels, Piping, Heat


Exchangers & Relief Devices

3) Establish the probability of failure as a function of time and


inspection effectiveness as per API 581, Part 2 and its corresponding calculations.

4) Establish the probability of failure as a function of time and


inspection effectiveness for each applicable damage as per API 581, Section 4 to 24

5) API 581, Part 2: Determination of Probability of Failure in an API


RBI Assessment, Annex 2.B: Determination of Corrosion Rates

6) API 581, Part 3: Consequence Analysis in an API RBI Assessment,


Section 4: General

7) API 581, Part 3: Consequence Analysis in an API RBI Assessment, and


its relevant subsections.

8) API 581, Part 3: Consequence Analysis in an API RBI Assessment,


Annex 3.A: Basis for Consequence Analysis

9) References of codes shall be stipulated against each calculation.

10) Compliance to all other applicable parts and sections of API


580/581 is at the responsibility of Service Provider.

B) DELIVERABLES REQUIRED ALONG WITH QUOTATION:

Service Provider:

1) To enlist the data required from PARCO to carry out qualitative


RBI.

2) To submit detail of software to be used for qualitative RBI.

3) To submit job completion time and method statement for completion


of study.
4) Prior to issuance of service order, has to submit detailed
methodology to be used by him along with qualification and previous experience of similar job.

5) must have performed qualitative RBI study of more than 20 PSVs &
Equipment.

6) To submit details of previous clients and project for similar job.

7) shall provide complete timeline for performance of the subject job.


8) shall submit details and competency certificates of all RBI and
Corrosion engineers with relevant certificates.9) All RBI calculations shall be performed by Engineer
experienced in
PSVs, Pressure Vessel, Heat Exchangers, Piping RBI study having relevant experience not less than
05 years. Details of experienced personnel shall be submitted to PARCO.10) shall submit the CV of
RBI and Corrosion expert who has experience
of RBI study.11) Shall submit one sample report of PSV / Pressure vessel / Heat
Exchanger.
C) TERMS AND CONDITIONS:
1. RBI study should be completed within 4 weeks after award of
contract.2. Comprehensive detailed report (soft & hard color copy) shall be
submitted.3. The output of study shall be on Software based solution in
compliance with methodology of API-580, API-581 and other applicablecodes and standards.4. Final
deliverable of RBI shall be a complete and thorough
inspection and (degradation) process monitoring plan for PSVs, piping,Pressure vessels under
consideration and optimizes inspectionintervals.5. Service Provider shall prepare and submit Asset
register of
equipment under consideration.6. RBI Study shall involve equipment data gathering, developing its
asset register, identification of critical process parameters, identification of Corrosion Precursor,
identification of damagemechanisms, Damage Mode and Failure Modes related to each
damagemechanism, recommended inspection techniques, inspect intervals andinspection task
generations based on identified Damage Mechanisms.7. Damage mechanism Register, and basis for
allocation of each damage
mechanism shall be provided with the report enabling PARCO to updateapplicable damage
mechanism with future change in process conditions.8. In case of un-availability of data related to
service design/
operating conditions, required to mark corrosion loops, contractorshall follow industry practice and
consider those loops globally. Forthis purpose, valid reference of renowned refineries / process
plantsshall be produced.9. Service Provider to present at least one case (online) of complete
RBI process prior completion of study.10. Kick-off meeting shall be arranged after award of contract
and any
modification in above mentioned scope of Work shall be absorbed byContractor in the quoted
price.11. All the manpower (Helpers) required to perform the subject job is
on cost and arrangement of Service Provider.12. Transportation to PARCO site will be at the
responsibility of
Service provider.13. Service Provider shall abide by all prevailing Safety / Security
rules and regulations and work permit system in PARCO, MCR.14. Quotations shall be submitted
based on lump sum basis.
15. Service Provider shall submit progress/final invoice after
completion of part or overall job. All payment shall be made againstactual work done pertinent to
satisfactory completion of part oroverall job and after submission of detailed inspection report
againstinvoice verified by PARCO's officials.16. Covid Pandemic / Government issued rules and
regulations shall be
applied.17. Any loss or damage to PARCO's property will be charged to the
contractor as per actual estimated by PARCO's officials and theirfindings shall be considered final and
conclusive.18. PARCO reserved the right to increase or decrease the scope of work
based upon quoted rates.19. Service Provider can visit the site for clear understanding of
scope.20. CONFIDENTIALITY: Contractor shall keep in strict confidence all
technical or commercial communication, specifications, inventions,processes or initiatives which are
of a confidential nature.
