THE EFFECTS OF HEAVY RAINFALL IN NORTHERN CAGAYAN DUE TO
FRONTAL SYSTEM ENHANCED BY TROUGH OF TYPHOON “QUINTA”

Type of Disaster : Landslide and Flooding due to continuous heavy


rains brought about by the Frontal System
enhanced by Trough of Typhoon “Quinta”.

Location : Northern Cagayan (6 Municipalities)


Sta Praxedes, Claveria, Sanchez Mira, Pamplona,
Abulug, and Sta Ana

I. BACKGROUND

On 23 October 2020, a massive landslide and flooding occurred in the Municipalities


of Sta Praxedes and Claveria in Cagayan due to heavy rains brought about by the
Frontal System. The following day, 24 October 2020, the Municipality of Sanchez
Mira also experienced flooding. Various National Government Agencies, the
Provincial Government of Cagayan and the affected Municipalities immediately
responded to the situation. PLGU Cagayan activated the Incident Management
Team (IMT) and established an Incident Command Post (ICP) at Baggak Hotel and
Restaurant in Sanchez Mira, Cagayan.

The Chairperson, CVRDRRMC and Acting Regional Director, OCD Region 02,
Harold N. Cabreros conducted ocular assessment and dialogue with the Provincial
Administrator of Cagayan, Darwin Sacramed who was also the Incident Commander
as well as with the MDRRM Council of Claveria, Cagayan on October 25 – 26, 2020
respectively.

The Chairperson issued CVRDRRMC Memorandum 84 s 2020 re conduct of Rapid


Damage Assessment and Needs Analysis in the Municipalities of Sta Praxedes,
Claveria, Sanchez Mira, Pamplona, Abulug and Sta Ana in Cagayan. The team was
deployed on October 28 – 29, 2020 which composed of representatives from the
Department of Health, Department of Social Welfare and Development, Department
of Agriculture, Department of Public Works and Highways, DENR- Mines and Geo-
Sciences Bureau (to conduct technical assessment) and the Office of Civil Defense.

II. PROFILE OF DISASTER

On or about 7:30 PM, 23 October 2020 a heavy rainfall and strong winds was experienced in
the municipalities of Sta Praxedes, Claveria and Sanchez Mira, Flooding and landslide
incidents were monitored particularly in the Northwestern part of Cagayan Province caused
by the heavy rainfall combined with the swelling of Cadcadir and Cabicungan Rivers of
Claveria. The heavy rainfall in Apayao area in Cordillera Region contributed to the swelling
of the said rivers. Portions of the National Highway along Sta Praxedes and Claveria were
reported to be not passable due to series of landslides and uprooted trees.

The LGUs conducted clearing operations with PDRRMO Cagayan, Task Force Lingkod
Cagayan, Provincial Engineering Office, DPWH , PNP and AFP for augmentation.

The Sanchez Mira Substation Feeded 1 was manually tripped by CAGELCO 2 to ensure
safety of distribution lines in various locations of Claveria and Sta Praxedes affected by
flooding and landslides. The Municipality of Claveria was heavily affected by flashflood. Pre-
emptive and forced evacuation was conducted in Sta Praxedes, Claveria, Sanchez Mira,
Pamplona, and Abulug.

Sanchez Mira reported one (1) missing person on 24 October 2020 who went to transfer his
cattle to safety but has not come back. A body was retrieved on October 2020, 04:30 PM at
Brgy Santiago, Sanchez Mira, Cagayan and was identified as the reported missing person.

III. EFFECTS

An estimated amount of Php 88,060,000.00 cost of repair were reported by DPWH along Manila
North Road. The municipality of Sta Praxedes and Claveria incurred heavy damages. The team
noted that the damaged along Barangay De Leano, Claveria, Cagayan was the most damaged
followed by the damage on Carriage Way and Slope Protection along Cadcadir West, Claveria,
Cagayan.

G. ELECTRICITY

At around 09:40PM, 23 October 2020, the Sanchez Mira Substation Feeded 1 was
manually tripped by CAGELCO 2 to ensure safety of distribution lines in various
locations of Claveria and Sta Praxedes that has been affected by flooding and
landslides. As per report, there are toppled posts and damaged electrical wires. As of
this report, CAGELCO 2 is currently assessing the amount of damage incurred.

H. COMMUNICATION

Intermittent disruption in internet and mobile services of PLDT and SMART has
been reported since 24 October 2020. Restoration of service was reported on
26 October 2020.

V. RESPONSE OPERATIONS
 DPWH, AFP – Philippine Navy (Marine Batallion Landing Team), PNP,
Provincial Engineering Office, Cagayan PDRRMO, Task Force Lingkod
Cagayan (TFLC) LGUs of Sta Praxedes and Claveria conducted Clearing
Operations at Sta Praxedes and Claveria, Cagayan. DPWH and LGUs as of

Barangay Officials conducted SAR Operation, Pre-emptive and Forced
Evacuation on 23 and 24 October 2020.

 PSWDO-Cagayan, MSWDO and MHO of Sta Praxedes, Claveria, Sanchez
Mira, Pamplona, Abulug and Barangay Officials conducted relief distribution
and Evacuation Center Management.

VIII. RECOMMENDATIONS

 Establish child-friendly and woman spaces in evacuation centers


 Replenishment of basic medical supplies and equipment for health facilities
 Observance of Minimum Health Standards in Evacuation Centers and Communities
 Enforce information campaign drive in the community and evacuation centers
 Conduct mental health and psychosocial support to the community
 Strengthen disease surveillance system for outbreak prone diseases
