1. PRELIMINARY TITLE
ARTICLE I.- OBJECT
COMMENT:
LEGISLATIVE DECREE 1267 HAS BEEN ESTABLISHED FOR THE GOOD OF
OUR POLICE WITHIN OUR COUNTRY AND FOR THEM TO BE ABLE TO DO
THEIR JOB AS IT SHOULD BE.
COMMENT:
OUR POLICE WAS PREVIOUSLY TREATED AS AN ORGAN OF A CIVIL
NATURE, NOW THIS QUALIFICATION WAS CHANGED BY WHAT IT SHOULD
BE FROM THE BEGINNING. NOW OUR POLICE IS AN ORGAN OF A POLICE
NATURE, IT IS A FACT THAT WAS WORTH IT FOR THIS DECREE TO BE
ESTABLISHED.
COMMENT:
IN OUR SOCIETY THE POLICE SIMPLY WANTS TO FULFILL THEIR
FUNCTIONS PROFESSIONALLY WITH A LOT OF POLICE ETHICS AND BE A
SERVANT WITH STRATEGIC CAPABILITIES AND BE ABLE TO REACH THE
POPULATION SO THAT THEY FEEL PROTECTED, FULFILLING EACH OF THE
FUNCTIONS ESTABLISHED IN THIS LEGISLATIVE DECREE, OTHERWISE THE
POLICE WOULD BE SUBJECT TO SANCTION.
COMMENT:
SINCE THE POLICE ENTERS THE POLICE TRAINING SCHOOL, THE POLICE
IS TRAINED, TRAINED WITH A LOT OF HONOR TO FACE THE VISIBILITIES OF
THE SOCIETY THAT CURRENTLY DOES NOT LOOK WELL AT THE POLICE IN
THEIR WAY OF WORKING, ALWAYS SAYS THEY ARE CORRUPT.
COMMENT:
EVERY ATTRIBUTION PRESENTED BY THE PNP IS TO IMPROVE THE
PROTECTION, AND ALWAYS GUARANTEE COMPLIANCE WITH THE LAW
WITHOUT HAVING TO ABUSE HIS PERSON AS THE AUTHORITY THAT HE IS.
ARTICLE VI.- SUPPORT FOR THE NATIONAL POLICE OF PERU
ARTICLE VII.- INSTITUTIONAL PRINCIPLES
COMMENT:
NONE OF OUR POLICE COLLEAGUES HAS FORGOTTEN OUR
INSTITUTIONAL PRINCIPLES SINCE WE CARRY THEM IN THE HEART AND
WITH THAT LINE WE FOLLOW THE GOAL OF AERADICTING EVERY
CRIMINAL ACT IN OUR SOCIETY AND MAKING THIS A QUIET SOCIETY
WHERE PEACE REIGNS.
COMMENT:
EVERY POLICEMAN IN HIS DAILY ACTION PRESENTS VALUES WHICH MADE
HIM A GOOD POLICE OFFICE BY VOCATION AND CONVICTION AND NEVER
BECAUSE IT WAS AN ALTERNATIVE. IT IS FOR THAT REASON THAT WE ALL
ACHIEVE THE GOAL OF BEING POLICE BUT WITH VALUES AND BEING
PEOPLE OF HONOR IN THIS SOCIETY.
COMMENT:
OUR POLICE LIKE OTHER INSTITUTIONS PRESENT INSTITUTIONAL
SYMBOLS, SLOGANS THAT ARE OURS AND A HOLIDAY TO PRAISE THE
GREAT FALLEN HEROES AND OUR OWN PERSON BECAUSE WE FEEL
IDENTIFIED AS THE BEST IN TOASTING AND GIVING OUR LIVES FOR OUR
COUNTRY.
1. TITLE I
COMMENT:
EVERY PERSON ENJOYS BENEFITS IN OUR COUNTRY, ALSO THE PNP
ENJOYS A REMUNERATION THAT IS ACCORDING TO THEIR WORK, A
DESERVED VACATION TO COMPENSATE THE HOURS OF TIREDNESS, TO
BE ABLE TO TRAIN AND BE FIT FOR PROMOTIONS, TO GO TO RETIREMENT
AND HAVE BENEFITS IN CASE OF MATERNITY OR PATERNITY. THE PNP
ENJOYS THESE RIGHTS BECAUSE THE STATE ESTABLISHED THEM AND IT
IS FOR THE WELL-BEING OF EVERY POLICE MEMBER WHO FULFILLS THEIR
POLICE FUNCTION IN A CONSCIOUS AND LABOROUS MANNER.
COMMENT:
EVERY POLICE CANNOT ABUSE THEIR CONDITION OF BEING A POLICE OR
AUTHORITY TO ENFORCE THE LAW, UNFORTUNATELY THEY CANNOT GO
AGAINST THE STATE IN ANY WAY BECAUSE THEY WOULD BE FALLING
INTO THE BIGGEST PROHIBITION OF BEING A POLICE, SO THEY MUST
AVOID ANY RECKLESS ACTS WITH TRA THE STATE SINCE THIS SERVES
FOR IT.
COMMENT:
OUR ORGANIC STRUCTURE ALSO CHANGED WITH THIS LEGISLATIVE
DECREE 1267, BUT WE THINK IT IS FOR THE GOOD, IT HAS ALWAYS BEEN
SAID THAT CHANGES ARE GOOD, SO WE ONLY DO THIS TO COMPLY WITH
WHAT IS ESTABLISHED AND MAKE EVERYTHING COMPLETE.
KNOWING THAT EACH ORGAN HAS VARIOUS FUNCTIONS AND
SPECIALIZED PERSONNEL, FOR THAT REASON WE WANT ONLY TO BE
FULFILLING AN EFFICIENT FUNCTION IN FACE OF ALL OUR COLLEAGUES,
WHETHER THE SPECIALIZED UNIT TO WHICH WE BELONG.
ARTICLE 8.- CONFORMATION OF SENIOR MANAGEMENT
COMMENT:
THE SENIOR MANAGEMENT OF THE NATIONAL POLICE OF PERU IS MADE
UP OF THE DIRECTOR GENERAL; THE DEPUTY DIRECTOR GENERAL AND
THE INSPECTOR GENERAL.
COMMENT:
EXERCISE THE COMMAND AND REPRESENTATION OF THE NATIONAL
POLICE OF PERU
APPROVE THE ANNUAL OPERATIONAL PLAN OF THE NATIONAL POLICE OF
PERU, IN ACCORDANCE WITH THE GUIDELINES OF THE INTERIOR SECTOR;
COMMENT:
PROPOSE TO THE DIRECTOR GENERAL RESOLUTIONS, MANUALS,
REGULATIONS, DIRECTIVES AND OTHER DOCUMENTS OF AN INTERNAL
NATURE THAT ARE NECESSARY FOR THE BEST OPERATIONAL
FUNCTIONING OF THE NATIONAL POLICE OF PERU IN THE EXERCISE OF
THE POLICE FUNCTION; WITHIN THE FRAMEWORK OF ITS COMPETENCE;
ASSUMES THE GENERAL DIRECTION OF THE NATIONAL POLICE OF PERU
ON A TEMPORARY BASIS, DUE TO THE ABSENCE OR IMPEDIMENT OF THE
HOLDER.
COMMENT:
THE INSPECTORY ORGAN IS THE BASIS OF EVERY POLICE INSTITUTION
SINCE IT IS IN CHARGE OF SANCTIONING THE BAD POLICE ELEMENT WHO
INFRINGES ITS OWN LAW.
IN ADDITION TO THIS, IT IS IN CHARGE OF GUESSING THE INTERESTS OF
THE SPECIALIZED UNITS SO THAT THEY CARRY OUT A JOINT POLICE
FUNCTION.
COMMENT:
THE BODIES OF THE EXECUTIVE SECRETARIAT ARE IN CHARGE OF
POLICE OR CIVIL PERSONNEL HIGHLY QUALIFIED AND/OR SPECIALIZED IN
ADMINISTRATIVE SYSTEMS. THE FUNCTIONS OF EACH OF THEM ARE
DETAILED IN THE REGULATIONS OF THIS LEGISLATIVE DECREE.
ARTICLE 13.- ADVISORY COMMITTEE
COMMENT:
THE SENIOR MANAGEMENT OF THE NATIONAL POLICE OF PERU HAS A
SPECIALIZED ADVISORY COMMITTEE FOR THE CONDUCT OF THE
STRATEGIES DESIGNED TO COMPLY WITH THE POLICIES REGARDING
INTERNAL ORDER, PUBLIC ORDER AND CITIZEN SECURITY ESTABLISHED
BY THE MINISTRY OF THE INTERIOR. PERFORMS ANALYSIS, STUDIES OR
TECHNICAL DOCUMENTS REQUIRED BY THE SENIOR MANAGEMENT OF
THE NATIONAL POLICE OF PERU AND THE SENIOR MANAGEMENT OF THE
MINISTRY OF THE INTERIOR; AS WELL AS, IT ABSOLVE QUESTIONS THAT
ARE FORMULATED, PROPOSING ALTERNATIVE SOLUTIONS.
COMMENT:
THE INSTITUTIONAL CONTROL BODY IS THE BODY IN CHARGE OF
CARRYING OUT GOVERNMENT CONTROL IN THE NATIONAL POLICE OF
PERU, PROMOTING THE CORRECT AND TRANSPARENT MANAGEMENT OF
THE ASSIGNED RESOURCES AND ASSETS OF THE STATE, GUARANTEING
THE LEGALITY AND EFFICIENCY OF ITS ACTS AND OPERATIONS, AS WELL
AS, THE ACHIEVEMENT OF ITS RESULTS, THROUGH THE EXECUTION OF
CONTROL SERVICES (SIMUTANEOUS AND SUBSEQUENT) AND RELATED
SERVICES, SUBJECT TO THE RULES OF THE NATIONAL CONTROL SYSTEM.
IT MAINTAINS A FUNCTIONAL DEPENDENCY WITH THE COMPTROLLER
GENERAL OF THE REPUBLIC AND ADMINISTRATIVE DEPENDENCY WITH
THE NATIONAL POLICE OF PERU.
COMMENT:
THE PURPOSE OF THE ADVISORY BODIES IS TO PROVIDE ADVICE ON THE
MATTERS WHICH BY THEIR NATURE ARE PUT FOR THEIR CONSIDERATION,
ISSUING OPINION AND RECOMMENDATION.
COMMENT:
THE INTERNAL ADMINISTRATION BODIES ARE CLASSIFIED AS FOLLOWS:
1) ADVISORY BODIES
2) ADMINISTRATIVE SUPPORT BODIES
3) POLICE SUPPORT BODIES
COMMENT:
THE NATIONAL CRIMINAL INVESTIGATION DIRECTORATE IS THE
TECHNICAL, REGULATORY AND OPERATIONAL BODY IN CHARGE OF
FORMULATING, EXECUTING, COMMANDING AND EVALUATING POLICE
OPERATIONS WHICH INCLUDES SUBJECTS SUCH AS FIGHT AGAINST
TERRORISM, ANTI-DRUG, ENVIRONMENT, CRIMINAL INVESTIGATION,
MONEY LAUNDERING ASSETS, HUMAN TRAFFICKING AND AGAINST
CORRUPTION.
COMMENT:
THE NATIONAL DIRECTORATE OF ORDER AND SECURITY IS THE
TECHNICAL, REGULATORY AND OPERATIONAL BODY, IN CHARGE OF
PLANNING, COMMANDING AND SUPERVISING POLICE OPERATIONS IN THE
FIELD OF STATE SECURITY; COMPREHENSIVE SECURITY; CITIZEN
SECURITY; SPECIAL OPERATIONS; TRANSIT, TRANSPORTATION AND ROAD
SAFETY; AND, TOURISM, IN CHARGE OF THE ORGANIC UNITS THAT
DEPEND ON IT.
COMMENT:
THE PNP IS MORE DECONCENTRATED AND THUS PERFORMS ITS
FUNCTION MORE EFFICIENTLY MAKING EACH DECONCENTRATED ORGAN
FULFILL AN EXCELLENT FUNCTION AND THE PRODUCTION OF WORK IS
GOOD, THE POLICE REGIONS CONCENTRATE PERSONNEL ACCORDING TO
THE DIFFERENT UNITS IN THE MACROREGION AND THIS WAY IT PLAYS AN
IMPORTANT ROLE OF BEING PRESENT EVERYWHERE AND THE POLICE
STATIONS ARE ANOTHER DECONCENTRATED ORGAN THAT
CONCENTRATES THE MAJORITY OF THE POPULATION OF A PLACE,
DEVOTING TIME FOR PEOPLE TO DOWNLOAD THEIR COMPLAINTS AND
CRIMINAL ACTS WITH WHICH THEY WERE FACED, THE PNP IN THE
STATIONS THEY ARE MORE SUPPORTIVE FOR THE CITIZENS, MANY TIMES
HAVING TO PROVIDE PROTECTION.
DECONCENTRATED BODIES
ARTICLE 21.- POLICE MACRO REGIONS
COMMENT:
TODAY THESE DECONCENTRATED BODIES HAVE BEEN DIVIDED,
NOW IT IS THE MACROREGION THAT DELEGATES MORE SPECIFIC
FUNCTIONS TO EACH OF ITS POLICE UNITS.
COMMENT:
THE MEMBERS OF THE PNP, WHEN PRESENTING A SPECIFIC
FUNCTION, ARE DEDICATED TO FULFILLING THEIR POLICE
FUNCTION WHICH MAY BE PREVENTION OF ORDER, SECURITY AND
INVESTIGATION, ALL OF THESE FRAMED IN THE APPLICATION OF
THE LAW.
COMMENT:
THE POLICE FRONTS ARE TEMPORARY THAT ARE THERE TO
PERFORM EXCEPTIONAL FUNCTIONS WITHIN THE POLICE MACRO
REGIONS.
COMMENT:
THE MAJORITY OF THE POLICE ARE CONCENTRATED IN THE POLICE
STATIONS WHICH ARE SPECIALIZED UNITS THAT SOLVE THE
PROBLEMS OF CRIME, COMPLAINTS FROM THE ENTIRE
POPULATION OF THEIR JURISDICTION.

ALL MEMBERS OF THE PNP BELONGING TO THIS INSTITUTION HAVE
BEEN PREPARED FROM THE POLICE TRAINING SCHOOL
ARTICLE 26.- POLICE CAREER
COMMENT:
THE MEMBERS OF THE PNP, SINCE THEY LEAVE POLICE SCHOOL,
ARE DESTINED TO PREPARE TO OBTAIN TITLES AND OCCUPY
HIGHER POSITIONS.
COMMENT:
EACH OF THE MEMBERS OF THE PNP HAVE THE RIGHT TO ENJOY
BENEFITS FROM FAIR REMUNERATION, PENSIONS TO RETIREMENT.
COMMENT:
THE SPECIALTIES PRESENTED FOR WEAPONS PERSONNEL ARE:
ORDER, SECURITY, INVESTIGATION, INTELLIGENCE, DISCIPLINE AND
CRIMINALISTICS.
COMMENT:
THERE ARE CIVILIAN PERSONNEL WHO WORK IN THE PNP
INSTITUTIONS, THEY ARE PEOPLE WITH PROFESSIONAL CAREERS
AND THEY ONLY ARE IN CHARGE OF SERVING THE PNP ACCORDING
TO THE MINISTRY OF THE INTERIOR.
COMMENT:
THE AUXILIARIES OF THE PNP ARE ALSO CIVILIAN PROFESSIONAL
PERSONS CHARGED ONLY WITH SPECIFIC FUNCTIONS, BUT NEVER
ABLE TO ASSUME THE FUNCTIONS THAT ARE OF A POLICE SINCE
THEY ARE TRAINED TO DO SO.
COMMENT:
THE POLICE OFFICER IN HIS INSTITUTION PRESENTS RULES AND
REGULATIONS TO WHICH HE IS SUBJECT AND BY CONVICTION HE
HAS TO COMPLY WITH THEM TO NOT BE PUNISHED.
COMMENT:
POLICE PERSONNEL WHILE PREPARING, THEIR TRAINING IS DONE
BASED ON ETHICS AND BASIC POLICAL DOCTRINE SO THEY CAN

ONCE POLICE GRADUATE SCHOOLS, WE HAVE TO CONTINUE TO
FULFILL OUR ACADEMIC RESPONSIBILITIES TO OBTAIN
QUALIFICATION RECORDS AND THUS BE ABLE TO Occupy POSITIONS
OF MORE RESPONSIBILITY AND ALSO PREPARED TO BE ABLE TO
PROMOTE.
COMMENT:
HEALTH CARE CANNOT BE DENIED TO ANYONE, THUS THE POLICE
AND THEIR FAMILY HAVE THAT BENEFIT, AS WELL AS ALL POLICE

INSTITUTIONS THAT PRESENT AN AGREEMENT WITH THE PNP
INSTITUTION.
COMMENT:
THE HOUSING PROGRAMS PROVIDE THESE TEMPORARY SERVICES
TO ANY POLICE OFFICER WHO IS CHANGED LOCATION AND HAS TO
STAY IN ANOTHER PLACE.
COMMENT:
POLICE WHO ARE GOING THROUGH LEGAL PROBLEMS ALSO
BENEFIT FROM BEING ABLE TO HAVE FREE LEGAL ADVICE AND
DEFENSE.
COMMENT:
THE POLICE WHO MAY FALL IN ACTION OR WHO DEATH DUE TO
ILLNESS ACQUIRES THE BENEFIT OF FUNERAL SERVICE, AS DOES
THE FAMILY OF EACH POLICE OFFICER.
ECONOMIC SYSTEM
COMMENT:
POLICE INSTITUTIONS IN OUR COUNTRY ARE BENEFITTED WITH
BUDGETS ESTABLISHED BY THE MINISTRY OF THE INTERIOR TO BE
ABLE TO EQUIP AND WORK CORRECTLY IN THE EXERCISE OF THEIR
FUNCTIONS.
NATIONAL DEFENSE
COMMENT:
THE ENTIRE COUNTRY KNOWS THAT THE NATIONAL POLICE OF
PERU IS AT THE SERVICE OF THE COUNTRY IN DEFENSE OF IT,
THAT'S WHY THEY WILL PREPARE BY DELIVING THEIR LIFE AND
YOUTH.
COMMENT:
BEING A RECOGNIZED INSTITUTION, THE NATIONAL POLICE OF
PERU NEEDS TO HAVE FIRST-CLASS TECHNOLOGY IN INTELLIGENT,
MOTORIZED PATROLS THAT RECENTLY ARRIVED IN PERU AND TO
BE ABLE TO HAVE LATEST GENERATION COMPUTERS TO BE ABLE
TO DEVELOP THEIR FUNCTIONS IN THE SHORTEST TIME POSSIBLE .
COMMENT:
THE CITIZEN INSECURITY THAT IS CURRENTLY GROWING IS BEING
ERADICATED DAY BY DAY BY CIVIC SUPPORT COMMITTEES.

COMPLEMENTARY PROVISIONS
FINALS.
COMMENT:
THE FINAL PROVISIONS ESTABLISHED IN A LEGILATIVE DECREE ARE
TO REMAIN AND COMPLY WITH WHAT IS REGULATED IN THE
MINISTRY OF THE INTERIOR, IF THE POLICE WISHES TO CARRY OUT
COURSES, THEY MUST HAVE SUFFICIENT FINANCES WITHOUT
HAVING TO ASK THE STATE.
PEOPLE WHO SEEK ASSIMILATION INTO THE PNP FULFILL CRIMINAL
FUNCTIONS. THE POLICE IS ALSO ABLE TO CARRY OUT
EXTRAORDINARY SERVICES.
COMMENT:
IN THE TRANSITIONAL PROVISIONS THE MINISTRY OF THE INTERIOR
TOGETHER WITH THE SECTORAL COMMISSION EVALUATE THE
LEGAL SITUATION OF INFRASTRUCTURE OF THE PNP FOR ITS
FUTURE SANITATIONS. AS WELL AS IN THE CASE OF THE
PENITENTIARY CENTERS, ONLY THE PNP IN UNITY WITH THE INPE
ARE THOSE WHO MAINTAIN THE DIRECTION OF THESE
ESTABLISHMENTS.
LEGISLATIVE DECREE 1174 PNP HEALTH INSURANCE FUND LAW IS
MODIFIED.
COMMENT:
WITH THE MODIFICATION AND APPROVAL OF THE SOCIAL HEALTH
INSURANCE – ESSALUD, THE COMPREHENSIVE HEALTH INSURANCE
(SIS) AND THE HEALTH INSURANCE FUND OF THE NATIONAL POLICE
OF PERU (SALUDPOL) THE PNP WILL FEEL SAFE IN REGARD TO
HEALTH, THE AND YOUR FAMILY WILL ENJOY THIS BENEFIT.
