I. CALL TO ORDER AND QUORUM
The activity was held at Catolohan Bargy. Hall on February 14, 2023 at 10:00 in the
morning. Presided by the BAC Chairman Hon. Gerald H. Jorolan, upon certification by the BAC
Secretariat of the presence of the quorum.
II. OPENING AND PRELIMINARY EXAMINATION OF BIDS
The BAC Chairman read the Project Title, Approved Budget for the Contract and the
Bidders who purchased bidding documents. Checking of the Philgeps posting and the official
receipt for the bidder were also done. The first envelop “ Technical Aspects” of Big Cart
Supermarket were opened and examined. The submitted bidding documents were checked as to its
technical requirements against the checklist of required documents to ascertain if they were all
present using a non discretionary “pass/fail” criterion. At the same time processing of the electronic
eligibility check were done for the said bidder to determine if they would qualify for the bidding.
After determining the compliance of the requirements using a non-discretionary
“pass/failed” criterion as specified in the Implementing Rules and Regulation (IRR). The Bidder of
the above mentioned project for the bidding were rated “passed”. The second envelop for the said
qualified bidder were then opened and checked for the financial Component.
IV. READING OF BIDS AND THE APPROVED BUDGET CONTRACT (ABC)

V. COMMENTS/REACTIONS FROM BIDDERS AND THE BAC MEMBERS
The BAC Chairman, Gerald H. Jorolan declared Big Cart Supermarket as the bidder with
the lowest Bid as read for the said Contract. He is also informed the Bidder that the bid were subject
for further evaluation.
VI. ADJOURMENT
Their being no other bids to be read and clarifications to be made, meeting for the bid
opening adjourned at 11:00 in the morning.
