This application specification was prepared by the VGB Working Panel "Reference
Designation and Plant Documentation“, which is attended by power plant operators
and maintenance contractors as well as designers and suppliers of power plants.
The tasks of this working panel include the preparation and maintenance of disci-
pline-specific and power plant type-specific guidelines as well as the letter codes for
power plant systems (system key), basic functions and

1 Scope

1.1 General
The international and national reference designation standards for power plants pro-
vide basic rules and code letters for the designation of technical objects and their
documentation.
In addition to these standards, the VGB Working Panel “Plant Designation and
Documentation” developed several Application Guidelines.
These application specifications intend to clarify the normative definitions by the in-
clusion of additional practical designation examples.
The application specifications are divided into:
― a general part for all fields of engineering

― the parts with discipline specific scope and
― the parts for power plant type specific scope
The application specifications are also basically applicable for user trainings.

1.2 Application
Application specifications apply to the Reference Designation System for Power
Plants – RDS-PP – in relation to the basic and specific standards as well as the VGB
guidelines.
The application specifications are applicable for all planners, operators, manufactur-
ers and suppliers who are involved in the designation process of technical projects.
The general part of the application specifications applies to all fields of engineering. It
clarifies the definitions of the specific standard, explains the basics of designation
and describes common topics for all fields of engineering.
The engineering discipline specific parts of the application specifications apply to the
following disciplines:
― Mechanical engineering
― Civil engineering

― Process control

The power plant type specific part describes the designation of different types of
power plants. Sections of the general part which are necessary for the common un-
derstanding will be summarized in chapters 4 and 5.

The present application specifications VGB S-823-T32 provides the specific designa-
tion rules for wind energy in chapter 6. It further provides the basic representation of
these rules.

Chapter 7 contains a structured list of solution examples with complete designations.


The annexes include a checklist for the designation procedure which needs to be
agreed at the beginning of a project execution.

Furthermore, the relevant designations for wind energy and their denominations are
listed in a clear overview.

4.1.1 General

Objects are physical things or virtual "things” which are handled throughout the life-
span of a power plant and must therefore be identified.
In the world of power plant technology, we differentiate between
― Infrastructural objects like technical machine systems, buildings, switchgear
― Technical facilities such as generator sets, reservoirs, switching units
― Equipment like valves, doors, circuit breakers
― Subprocesses, functional groups
The question of which technical objects must be identified and therefore have to re-
ceive a reference identifier cannot be answered in a general manner. For guidance
purposes, the following considerations should be borne in mind:
― Must the object be unambiguously addressed, for example as a "technical loca-

― Will information and documents have to be appropriated to the object?

The technical objects can be viewed in terms of different main
aspects:
― Functional aspect: What should an object do or what does it actually do?
― Product aspect: By what means does the object do this?
― Locational aspect: What planned or actual space will/does the object occupy?
One individual object can be considered and identified based on several different
aspects.

Each object can be considered from the point of view of one or more aspects. The
aspect being considered is identified by a preceding character. This character must

4.1.4 Structuring

4.1.4.1 Partitive relation


In order to rationally plan, set up and operate a power plant system, it must be organ-
ised into systems, which are further subclassified into subsystems, facilities and
equipment. This structuring takes place based on the rules of partitive relation,
which means that a particular object may be the sole component of a system but can
itself consist of several parts, its so-called constituent objects.
Figure 3 illustrates this hierarchical relationship using the example of an electrotech-
nical system.

Generally speaking, a structure tree is developed within a particular aspect.


Rule 2: Partitive relation
Structuring within an aspect must occur in accordance with the principle of partitive
relation as described in EN 81346-1. Each object has only one predecessor but may
have one or more successors.

4.2 Determining designations during a project

4.2.1 General
For the purposes of structuring a whole system and for determining reference desig-
nations, there are generally applicable rules contained within the basic and technical
standards, which are supplemented by so-called application explanations and – in
the case of water and wind energy – by VGB application guidelines.
At the beginning of the designation process however, it is necessary to specify the
freedoms of the standards, application explanations and guidelines (using a checklist
– see Appendix A.2) by way of project-specific determinations, document these and
provide all those involved in the project with a designation guide to act as a basis for
their work.
It is recommended to create a central contact point for all designation questions and
extensions.

4.2.2 Project development


During the first planning stages, the subject of the project is first broken down into
manageable sections using overview documents, project descriptions, site plans, etc.
This means that a site containing different technical systems for example can be di-
vided into wind turbine generators, the wind farm cabling system, transformer substa-
tions, etc. This takes place at the higher levels of the structure and is referred to as
"conjoint designation".
Assuming that company-related specifications have been made, the client and the
project developer must then decide in what form the conjoint designation will be de-
ployed. In this context, each wind farm must be viewed as an independent unit. This
means, for example, that a site with different technical facilities can be broken down
into specific areas (e.g. wind power systems, infrastructure?). These objects must be
defined as the top nodes in the structure and serve as a starting point for further sub-
divisions into subordinated aspect-oriented structures.

In conjunction with the relevant permit authority, the project developer determines
how the basic structure of the designation for the individual wind turbine generators
should look. Preferably, this determination should be based on the structure of the
GS0 of the function designation.

4.2.3 Detailed design


At the beginning of the detailed design stage, the client (C) and/or planner, with the
aid of site plans, flow diagrams and block diagrams, will determine with the contractor
how the entire wind farm should be subdivided into main systems such as wind en-
ergy plant rows and common facilities.
The main contractors must inform the subcontractors on all project specifications
relevant for the latter. The extent of the designation must be agreed between the cli-
ent and the contractor. The exchange of information necessary for the establishment
of designations should take place on the basis of VGB R171.
The task-related depiction of the objects must be transferred to a hierarchical func-
tion-based tree structure at the early planning stage. All system components will first
of all be structured into systems, subsystems and basic functions based on their
function aspects. For the time being, the product and location-based point of view is
left out. In this context, the rules of partitive relations (consists of / is a component of)

must be adhered to. This also applies to installation units such as cabinets, panels,
and locations such as buildings, areas. etc. These objects are the same elements of
a location-related structure.

The objects identified during this step are now classified and allocated code letters
and sequence numbers in accordance with the provisions of the VGB key guidelines
for power plant systems (B101) and for basic functions / product classes (B102) as

well as combined in a hierarchical fashion with multi-level reference designations. In
this context, the structure and rules of the designation blocks must be observed. The
results obtained through this are incorporated into the corresponding task-descriptive

documents such as flow diagrams, block diagrams, system descriptions and permit
applications.
Furthermore, the code letter is used as an identifier in databases for computer-aided
engineering systems and serves as an address for the storage of design data for the

respective system functions.


In the later detailed planning stages, the transition from the function aspect to the
product aspect is made by allocating the product categories to the required function.
Here, it must be borne in mind that the product category chosen only serves to fulfil
one function. Structuring in the product aspect can take place on several levels and
is complete when the smallest part for a specified purpose (production, operation,
maintenance, etc.) is reached. The combination of identifiers thus formed is termed
an "equipment designation". The equipment designation is unambiguous and serves
as an identifier for, amongst other things, engineering systems during order proc-
esses, system and product documentation and the like as well as in maintenance
systems where it may be used to address work orders, unlocking instructions, etc.
The decoupling of basic planning and detailed planning when it comes to technical
identification creates the necessity for independent designation for task-oriented con-
sideration and product-oriented realisation.

The equipment designation thereby created is independent of the equipment compo-


nent from certain manufacturers that may be incorporated into the system. However,
with its requirements data, it forms the basis for the selection of equipment compo-
nents with corresponding properties and, as a reference designation, functions as a
relational element for the allocation of type identifiers, inventory numbers, part num-
bers, etc. Equipment components do not receive any reference designation as they
can be used at different locations within the system throughout their lifetime (e.g. a
function location in the case of computer-aided maintenance tools), may be lying in a
warehouse, might be gone for repairs or ultimately scrapped (see Figures 6 and 7).
In order to locate errors and carry out the subsequent maintenance work necessary,
knowledge of the location of the equipment components installed or set-up is indis-
pensable. Here, a differentiation is made between installation units like switching
cells, control cabinets, desks and panels and set-up units like surfaces and buildings.
In order to designate these units, the rule that each object can be viewed according

to different aspects is applied. Within the meaning of the location aspect, the "Control
cabinet 15" item of equipment provides space for the installation of other equipment.
The functional unit "Room 01" provides space for the setting up of other equipment,
e.g. control cabinets.

If the design data of equipment, its allocated equipment component and their loca-
tions are stored and maintained with their product information and documentation in
operations management systems, task-related information can quickly be generated,

which ultimately increases the availability of the system. If, for example, there is a
disturbance to a process step, it can be ascertained quickly which equipment may be
involved and which equipment types are installed or set up and where, making the
maintenance documentation, for instance, immediately available.

Rule 6: Alphabetical data positions (classification)


In order to identify the objects, the identifying letters as per VGB Guidelines B101
and B102 must be used. Here, only Latin capital letters fro A to Z but excluding I and
O are allowed; letters peculiar to a particular country as well as mnemonic allocations
must be avoided.

5 Designation tasks

5.1 General
The RDS-PP has several designation types for the identification of the various tech-
nical objects and their associated documents:
― The so-called "conjoint designation", with which locations, plant complexes, power
plant blocks and so on can be identified
― Identification based on the function aspect with differentiation based on "Func-
tional allocation" and "Function"
― Identification based on the product aspect
― Identification of equipment based on the function aspect together with the product
aspect

5.2 Conjoint designation


The conjoint designation is the same for the designation types of the three main as-
pects across all technical fields. By applying the conjoint designation, different loca-
tions or different location complexes within one location can be differentiated from
one another. If the conjoint designation is part of the designation, the systems, tech-
nical objects and equipment which carry out the same tasks in different locations or
location complexes can have the same reference designation. The designation
uniqueness is achieved by corresponding modification of the conjoint designation.
This incorporates a significant ergonomic and economical advantage for planning,
set-up, operation and maintenance tasks.
Conjoint designation must be applied as a basic principle. If there is only one location

5.3.1 Function structure


The function-based structure is based on the purpose of the system, without consid-
ering the products that realise the functions or the location.
The designation based on the function aspect is applied at the early planning stage
of a project and is used unaltered throughout the entire lifespan of a whole system.
In the world of power plant technology, we differentiate between

― Functional units with a dynamic effect

For rational planning, design and operation of large, complex systems, it is wise and
indeed necessary to divide the overall process into several parts (largely closed in
nature), which in turn are connected with each other logically via a small number of
interfaces. In order to identify the subprocesses formed here, so-called "functional
allocation" is applied.
The basics of functional allocation are dealt with in detail in Part A.
Its application in the field of wind energy is only required in special instances; such
cases are dealt with in Sections 6 and 7 that follow.

The equipment designation makes use of the possibility of viewing the objects that
succeed each other in a hierarchical structure based on different aspects.
The only condition is that the object must only be a component of the preceding unit.
In power plant technology, only the transition from the function aspect to the product

The product-based designation is added to the function designation and, through this
combination, forms a unique designation for the equipment.

6.4 Designation block „function“

6.4.1 General
This designation block is used to identify systems and basic functions. This designa-
tion is oriented towards the role of the object in question. Neither the location aspect
nor the product aspect is taken into account here.
A system is a set of interrelated objects considered in a defined context as a whole
and separated from their environment. Links to other systems are limited to the
minimum. A system in general is defined to perform a specific task.

A system must have a certain minimum level of complexity in order to be classed as


a system. Otherwise, it is deemed to be equipment or technical installation. The limits
of systems are defined by specific tasks and are a component of VGB B101.
Boundaries within systems are defined below and are not part of B101.

Basic functions are very simple operations within a technical process. Conveying,
switching, storage etc. are parts of every system. Common basic functions in the field

The function of the main system „energy transmission“ is the transport of electrical
energy, which is provided by the main process “energy generation” in each WTG, to
the electrical substation of the main system “energy distribution“. The limits are

In a wind farm, several main systems are formed, which depend on the structure of
the cable connections (linear or ring structure). The limits are shown in Figure 29.

The main systems „general tasks“ Z01 to Z99 include all superordinate infrastructure
systems, e.g. central storage of material and spare parts or access roads.

6.4.4.6 Installation systems for equipment in all main systems


Cabinets, racks, shelves, desks and tables have primarily the task to carry other
equipment, to protect them from environmental influences and to avoid disturbing the
environment.
These object types are thus characterized in terms of "function" and receive the "="
as a prefix. This provides the basis for further functional structuring into basic func-
tions such as cabinet cooling, signal connection, temperature monitoring, etc. and for
the formation of unique equipment designations.

With their property to provide places for other equipment, they can also be
considered as points of installation and receive the same designation, but with the
prefix "+".

6.4.5.1 General
In BL2 of the designation block “function”, the basic functions of the system men-
tioned in GS1 is described. The basic functions are classified by letters and counted
by digits.
The classes of basic functions are set out in a binding manner for all technical spe-
cialist fields in international standard IEC 81346-2 and adapted to meet the particular
needs of power plant technology in VGB Guideline B102.
Note: This letter code also applies to technical installations and product classes in
connection with the equipment designation (see 6.6).

There are two levels to the classifying part of the basic function, which is divided into

classes and subclasses. Subclasses do not constitute a new level within a constitu-
ent structure; i.e. they do not describe any subdivision of the object within the mean-
ing of "consists of". Both class and subclass refer to the same object.

Rule 17: Use of the BL2 digit block for energy distribution
The following stipulations apply for HV and MV distributions:
Each branch (feeder, coupling) within a distribution is assigned a basic function,
which is mainly fulfilled by this (principle of majority). This also includes all necessary
equipment to fulfil this basic function but also the associated measuring and protec-
tive components at the field level, without which a reliable fulfillment of the basic
function can not be guaranteed.
The following stipulations apply for LV distributions:
Each distribution within a LV distribution system is assigned a basic function “distrib-
uting…”. This also includes all necessary equipment to fulfil this basic function but
also the associated measuring and protective components at the distribution level,

6.5 Designation block „product class“

6.5.1 General
In this block, objects are given a product class designation, irrespective of what
product of a particular manufacturer they are implemented with.
This means that different manufacturers can document and label their products,
which fulfil the same purpose, with the same coding. In this way, production and
product documentation is possible for different manufacturers and suppliers, even
without precise knowledge of what systems or subsystems their delivered parts will
be used in.

6.5.2 Designation structure.


The designation block “product class” consists of at least one breakdown level. Fur-
ther breakdown levels may be attached if a further subdivision according to the rule
“consists of…” becomes necessary. This, when read from left to right, always repre-
sent smaller and smaller observation units.
The code letters must comply with the rules of the international standard IEC 81346-
2. Preferred stipulations for power plant technology are included in VGB B102 con-
tained in the VGB-Directive B102, more specific definitions can be found in section
6.6
The numeric part consists of maximum three digits to count similar product classes.
Another classification is not provided. Only 2 digits should be used in the numeric
part to avoid confusion with the contents of BL2 in the designation block “function”.

6.6 Designation block „Equipment“

6.6.1 General
In order to be able to administer and, in particular, address objects in databases, un-
ambiguous designations must be assigned. To this end, the equipment designation is
used, which classifies an object into two associated designation blocks based on
function and product aspects (see Section 4.1.4.1, Figure 4). This transition allows
the function-related basic function to be simultaneously looked at as a product-
related technical installation. This technical installation consists of one or more as-
semblies, which in turn may be made up of one or more subassemblies. In this way,
the rules of partitive relation are adhered to.
Example: The basic function “switching of electrical energy circuits”, looked at from a
product point of view, also corresponds to the technical installation “switchgear as-
sembly”. This in turn consists of components such as "circuit breaker" and "current

monitor". The circuit breaker itself can consist of other assemblies, e.g. housing, but-
tons and terminals. Further examples are shown in Table 32.

The point of installation designation indicates the point of installation of one or sev-

For identification of the installation place no universal stipulations can be made be-
cause there are too various design characteristics existing.
However, the following recommendations apply, if timely arrangements can be made:

ƒ The designation of the installation place should preferably consist of two code
letters and three following numbers.
ƒ The letters serve as the vertical subdivision of an installation unit in rows and the
numbers of horizontal division of the installation places in columns. This principle
is applicable for grid installation, units without grid and mixed construction.
ƒ Counting is done from the operator side viewed from top to bottom and from left
to right, each ascending

6.8.3.1 General
Breakdown level 3 of the designation block „location” serves as designation of rooms
in buildings/structures and sections of areas.
For both applications, no universal code letters can be defined.
The following sections provide solutions according to international standards.

Buildings/structures are used for holding and protecting people and property. They
usually have a foundation, walls, roof and several floors usually with several rooms
included. Tower, platform, switchgear building, administration building or information
centre also belong to buildings/structures.

The purpose of the auxiliary power supply is the provision of electrical energy for all
drives and installations which are necessary for the main and the auxiliary processes.
These include for example:

― Hydraulic supply
― Circulation pumps of the cooling systems
― Heating and fans

7.3 Energy transmission

Energy transmission includes the distributions of the electrical grid and distribution
system which are normally installed inside the WTG, as well as the cable connec-
tions between the separate WTG and the electrical substation. This also includes the
feeds to the distributions of the energy transmission, beginning from the high-voltage
terminal connection of the main transformer (MST) in each WTG.

These distributions are assigned to the main systems W01 to W99 on BL0.
Main systems are distinguished between the cabling structures in rings or stings.
