JOB DESCRIPTION
Computer Operations Manager

GENERAL PURPOSE
Under general direction, performs a variety of complex professional duties in providing information
systems and technology support for the achievement of City missions and objectives; administers,
maintains operating stability and efficiency and ensures the security of the City’s network systems and
infrastructure; administers, maintains the City web site; administers, maintains the City’s Cisco Voice over
IP phone system; administers, maintains the Electronic Document Management System; administers,
maintains the City’s Geographic Information System; conducts technology research; purchases, deploys
and configures new hardware and software; assists in budget development and monitoring; provides user
training and support; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
An incumbent in this class performs a wide range of journey- to advanced journey-level systems and
network administration responsibilities to enable City technology users to accomplish their business and
public service requirements through effective operations and sharing of information and applications. The
incumbent is expected to operate with a high degree of independence and frequently performs problem
solving and project assignments during non-business hours so that systems are up and available during
City business hours. Assignments are usually given in terms of broad operational or project requirements
and performance is measured in terms of overall effectiveness in providing prompt support and main-
taining efficient, stable systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES


The duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the position if the
work is similar, related or a logical assignment to the class.

Performs systems administration functions for the City’s servers, including administering system-level
security procedures; establishes and maintains user accounts, assigns file permissions and establishes
password and account policies; installs, upgrades, configures, tests, maintains and supports operating
system software in a production environment; reviews performance logs and monitors system
performance; troubleshoots and resolves system hardware, software and communications problems;
creates shell programs and utility scripts; performs configurations and adjustments to enhance database
file capacity; performs automated and manual backup and restore processes.

Performs network administration functions for the City’s interoperating LAN/WAN, including the mainte-
nance of network functionality and the installation, upgrade, configuration, integration and troubleshooting
of network software and network devices; fine-tunes hardware and software to optimize network
performance and functionality; administers the firewall; administers network security.

Installs, configures and tests software packages; provides user support, conducts user software and
hardware training and works with City staff to formulate technology solutions and ensure the effective
safeguarding and sharing of enterprise data.

Evaluates requests for hardware and software; researches and recommends solutions to technology
needs, compatible with the City’s technology architecture and infrastructure and resource constraints;
drafts Requests for Proposals for hardware or software; solicits quotes and recommends products and
vendors; processes purchase requests.

Establishes and maintains documentation of the City’s network and systems architecture, operating
systems software, devices and communications specifications.

Administers the TV Studio computer systems and networks; performs system security functions; installs
and configures new software; responds to and resolves trouble calls; assures the City Council meetings
successfully videostream to the internet.

Provides network, system, and printing support for the City’s Finance System – Eden Inforum Gold.

OTHER DUTIES
Maintains and updates content on the City’s web site, creates web content templates for the City’s site
using Microsoft’s Content Management Software; insures the web site design elements are consistently
applied.

Deploys, maintains and repairs or coordinates the repair of hardware devices; maintains the warranty
logs, maintenance agreements; makes recommendations for hardware/software replacements/upgrades.

Monitors trends and developments in computing, networking and multi-platform communication techno-
logies; evaluates new operating system and/or network software, hardware, methods and techniques to
improve systems/network reliability and performance; plans and coordinates migration to new
technologies.

Contributes to the development and implementation of long-term plans, goals and objectives to achieve
City technology priorities.

Participates in the development of City standards and policies for hardware and software; administers
City software licensing; assures licensing compliance.

Maintains the technology inventory database.

Coordinates offsite storage of backup tapes.

Maintains an inventory of computer supplies.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:
Operating system architectures, characteristics, commands and components applicable to computer
platforms/operating environments used in the City, including Windows NT/XP/2003, Citrix Access
Platform; Cisco IOS; network architectures and theory and principles of design, integration and
administration, including topologies and protocols that include TCP/IP, Ethernet, FDDI, VPN,
ISO/OSI, IPX/SPX, DNS, DHCP, WINS, SNMP, Wireless (802.11 a, b, g), Wan Technologies (T-1,
DSL, Cable, ATM), Voice Technologies (T-1, PRI, H.323, SIP, Voice Codecs, POTS), Layer 2 & 3
Switching, VLan; principles, practices and methods of systems/network administration and main-
tenance, including configuration, performance tuning and security; principles, methods and
techniques for layout, installation, configuration, integration and operation of network systems,
equipment and devices; Internet/intranet technologies and design concepts and techniques, including
firewall configurations, security techniques and threat management; applicable programming
languages, including Visual Basic, C++, C#, Java, Transact-SQL, HTML, VB.Net, ASP.Net, XML,
Crystal Reports; principles and practices of systems analysis and design; methods and techniques for
performing connectivity testing and network analysis and troubleshooting, including use of diagnostic
tools and equipment; computer programming principles, techniques and procedures for business and
technical system applications; standard programming languages and utilities similar to those used by
the City; advanced project planning, prioritizing and scheduling techniques; standard business and
office software packages. Proficient using the following tools: Citrix Presentation Server, Cisco Call

Manager, WatchGuard Firebox Suite, Microsoft Office Suite (Word, Excel, PowerPoint, Access,
Project, Outlook, Visio, SharePoint, Publisher, FrontPage, InfoPath), WhatsUp Professional, Microsoft
SQL Enterprise Manager, Microsoft Content Management Server, Windows Server Update Services,
Microsoft Exchange Server, VMWare, SurfControl Email Filter, MX-Logic Email Defense, EMC
ApplicationExtender Document Management, Visual Studio, .Net 2003, Microsoft TechNet, ESRI
ArcGIS.

Ability to:
Plan, organize and deliver comprehensive City-wide information services to meet City business and
operating objectives; maintain effective customer-focused service processes with all City end users;
configure, maintain and manage the operations, components and services of a complex LAN/WAN
infrastructure to achieve optimal technical performance and user support; understand, analyze and
define user requirements and recommend cost effective systems solutions; troubleshoot network
hardware and software and connectivity issues to resolve problems promptly; analyze complex
problems, evaluate alternatives and make sound independent decisions within established guidelines;
communicate effectively, orally and in writing; prepare clear, concise and accurate documentation
and reports; read, interpret, explain and apply technical information on business processes, software
and hardware for technical and non-technical users; work collaboratively and effectively with users,
outside resources and others encountered in the course of work.

Training and Experience:


A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a
college or university with a major in computer science, information systems or a closely related field;
and five years of recent, progressively responsible experience in systems and/or network analysis,
design and administration.

Education:
Bachelor’s degree from an accredited college or university with major course work in computer
science, information systems or related field. Desired Microsoft and Citrix certifications combined
with recent years of experience may substitute for a bachelor’s degree.

Licenses; Certificates; Special Requirements:


A valid Class C California driver’s license.

Certification as a Microsoft Certified Systems Engineer and/or Citrix Certified Administrator is highly
desirable.

Physical Demands
While performing the duties of this class, the employee is regularly required to sit, stand and walk;
talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel or operate

and climb steep ladders. The employee is regularly required to lift up to 60 pounds.

Specific vision abilities required by this job include close and distance vision, the ability to adjust
focus, depth perception and color vision.

While performing the duties of this class, the employee is regularly required to use written and oral
communication skills; read and interpret complex data, information and documents; analyze and

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this class. Reasonable accommodations may be

The employee works under typical office conditions, and the noise level is usually quiet. Work
environment is an 80 hour bi-weekly work period, with unscheduled breaks. Duties may require working
varying hours and days. Work is performed in City Hall and at a number of off-site locations; some work
may be performed by telecommuting. Work characteristics are both formal and informal; both
autonomous and team-oriented; having both routine and variable tasks; with variable pace and pressure.
The employee must be available to be on-call 24x7 to perform network maintenance functions during
non-business hours and in the event of network or system problems.
