This is regarding permitting Postal Staff residing in Kolkata and Suburban
areas for travelling in Suburban trains running in Kolkata.
2 Since lock down 1.0, Postal Staff is working as front line staff to provide
essential services to the common public including transmission of mail, booking
and delivery of medicines and medical kits, payment to the beneficiaries of Social
security schemes, pension payments, deposits/withdrawal in various small
saving schemes etc.
2.1 With unlock-1.0, Post Offices are to provide al normal Postal Services
related to mails and saving bank to the public. Due to non-availability of local
trains facility, Postal staff are facing lot of difficulty to attend duties, as most of
the staff stay at far off places in Kolkata suburban area. This has resulted in poor
attendance in the city offices leading to difficulties in providing effective counter
and delivery services thereby giving rise to public complaints.
3. Recently, Eastern Railways have started operating Suburban trains for
railway staff.
4. I would, therefore, request you to issue necessary instructions to Eastern
Railways to allow the postal staff to board the Suburban trains so that the
Department of Posts can also provide better postal services to the members of
public in and around Kolkata.
