PROCEDURES (SOPS) FOR NET-METERING IN
BAHRIA TOWN, LAHORE
Step 1:
Application forms along with By-laws & SOPs for the installation of solar panels
along with the list of Solar System vendors approved from Alternative Energy
Development Board (AEDB) for Net-Metering to be available at the Billing Office
(Mohlanwal), Receptions etc. & Complaint offices of all the Bahria Town Project
Sites.

control are mentioned below at the reverse of the application form).
Step 2:
The owner will carry out installation of solar system as per mentioned By- laws
attached with the application form.
Step 3:
3.1 The owner will fill the application form and submit it to Bahria Town billing
department, Al-Falah Plaza, Mohlanwal for Net-Metering. It will be
compulsory to submit the application form along with the Net-Metering
File which prepared by installer duly approved by AEDB.
3.2 Billing department will process the application and if there is no objection
they will note in a separate register being maintained for each project site.
Priority and seniority will be assigned in the date of depositing of photo
copy of the paid demand note.

3.3 An acknowledgement slip will be issued upon successful submission of the
application form.
Step 4:
Billing department will send the filled Application Form along with all the
supporting documents to Building Control and Manager Metering for their
verification.
Step 5:
Metering and Building Control inspectors will jointly visit the concerned house
for physical inspection within 7 working days from submission of the application.
5.1 The Metering Inspector will conduct a thorough inspection of the
equipment installed for Solar System and Net-Metering. As per inspection
report copy attached.
5.2 Presence of the technical representative of the Solar System installer
should be ensured at the time of inspection by the owner of the house.
5.3 Whereas, the Building Inspector will assess the quality of the Solar Frame
Structure as per the By-Laws attached with application form. (As per
inspection report copy attached).
Step 6:
6.1 If there are some observations and the case is not ready for approval, it
will be immediately informed to the owner and the Solar Panel installer
by issuing a Site Visit Observation Slip.
6.2 If no observations are found and case is fit for approval, then both the
inspection teams will submit their respective fitness report to the billing
department.

Step 7:
7.1 After receiving a positive ‘Fitness Report’, the billing department will issue
the Fee Challan form for Net-Metering of Rs. 25,000/- for the connection
of net-metering.
7.2 On receipt of the copy of the paid challan form the seniority will be
accorded by the Billing Department.
Step 8:
The billing department will prepare service connection order and send it to
metering department.
Step 9:
9.1 The metering department will send a team for the installation of Net-
Metering connection to the owner within 7 working days.
9.2 The old meter (Uni-Directional) will be replaced with the new meter (Bi-
Directional).
Step 10:
10.1 As soon as the connection is given the current month bill will be generated
with the Closing readings of the old meter, and the next bill will be
switched to Net Billing.
10.2. The net units will be worked out by the Net-Meter, one records the
imported units which are the units consumed from Grid and the other
portion records total units received from perspective solar system. At
Billing Department the difference of both will indicate the credit or
discredit units will be adjusted accordingly.

BY-LAWS FOR INSTALLATION OF SOLAR PANELS ON ROOF TOP
OF RESIDENTIAL HOUSES, BAHRIA TOWN LAHORE
Due to prevailing energy crises in the country especially in summer season, there
is a need to support solar energy system to resolve our energy crisis and be a
part of national drive against climate change. In the larger National Interest and
to encourage the residents of Bahria Town Lahore towards installation of solar
systems at residential as well as commercial roof tops, below are few salient bye
laws for installation of solar systems:
1. Overall height of residential / commercial building will be relaxed
(including solar panels) for installation of solar panels on roof top
being a temporary arrangement. However, Authority reserves the
right to change the policy.
2. In case of Residential houses, height of solar panels must not be
greater than 7 feet from the roof floor level to the top edge of the
highest inclined solar panel. In case installation on mumty/staircase
room / lift room, the height of solar panels should not exceed 3 feet
from roof to highest edge of solar panel.
3. Edge of solar panels shall not protrude out of building structure into
parapet wall or any of mandatory spaces.
4. Foundation of Solar Panel Mounting Structures shall be placed on
RCC Slab and concrete footpads must be constructed in this regard,
foot pads shall be placed on chiseled roof slab for extra bonding
between fresh concrete and roof floor.

5. Water proofing and structural stability of roof slab shall be ensured
by owner / vendor. Epoxy or other water proofing materials to be
used in case concrete pads require and drilling to roof slab.
6. Solar panels shall be placed in a way that drainage system and slopes
shall not be obstructed to avoid any collection of water on roof.
7. Any sky lights / open patios on roof top shall not be covered by solar
panels.
8. Mounting structure shall be used of proper gauge 14 or 16 minimum.
Bolts should be of Stainless steel and pencil welding shall be used.
9. Stability of mounting structure of solar panels shall be completely
ensured by owner & vendor and a valid structural stability certificate
from vendor shall be provided by the owner.
10. Any damage to structure of house caused by installation of solar
panels shall be exclusive responsibility of owner of house and Bahria
Town shall not be responsible.
11.Any steel used for mounting structure shall have corrosion resistance
and red oxide coating or galvanizing shall be applied to surface.

NET-METERING APPLICATION
1. Stability certificate of mounting structure from respective vendor.
2. Layout plan of solar panels on roof top / mumty in compliance with by-
laws and must show dimensions and other information such as mumty,
sky light, overhead water tank etc.
3. Section and details of mounting structure for solar panels with
specifications (Steel type, thickness, Coating, joinery, bolt size etc).
4. Under taking from owner on e-stamp paper (Rs 100) mentioning that any
damage to structure of house during / after installation of solar panels
shall be complete responsibility of owner of house and Bahria Town shall
not be responsible.
5. Complete Net-Metering file (Prepared and Vetted by a Certified Installed
of AEDB).

ARRANGEMENT REQUIRED W.R.T METERING POINT FOR THE
INSTALLATION OF NET-METER
Please make sure that you have done the following mandatory arrangements
before applying for the installation of Net-Meter:
1. Net-Meter is installed on boundary wall of the house only.
2. Two Meter Boxes are required to be installed for this purpose.
3. 1 x Net-Meter.
4. 1 x Isolator Switch.
(Both meter boxes should be installed alongside each other)
5. These Meter Boxes can be obtained from this office upon
payment
6. In case you want to install a custom made Meter Box, it is
required to get its design approved by this office before
installation
7. Boxes are required to be fixed inside the grouted wall structure
(Open or exposed installation is not allowed)
8. Supply cable (from Bahria DB to Meter) should be in one piece
(Jointed cables are strictly prohibited)
9. 4-Core cables with standard color coding (i.e. Red, Yellow, Blue,
Black) are permitted, single core or 2 core cables are strictly prohibited
Provision of Isolator Switch will be responsibility of the applicant
