Starting the mission


In The Scarlet Shadow Strikes, adventurers
are new recruits in The Ministry, a top-
secret agency within the government that
exists to uncover and thwart threats to The
Empire.
After a recent scandal involving a
treasonous ex-member, The Ministry now
recruits mercenaries, criminals, outcasts
and other outsiders to its ranks, promising
them much in the way of reward if they serve
the agency well. To date, this policy has
proven effective, with the promise of riches,
pardon and freedom ensuring the loyalty of
The Ministry’s new and somewhat
unconventional agents.
The Ministry is run by Director Alice
Monk, a dispassionate and determined
woman who is a distant cousin to Queen
Valentina II. From The Ministry’s
headquarters in a secret base beneath the
River Thames, Monk gathers the
adventurers in her office to give them their
first mission.

After having risen through the ranks of the
Special Investigations Branch and proven
her unwavering loyalty to The Empire and
the Queen, Monk is utterly committed to The
Ministry and its goals of eradicating threats
to The Empire at any cost.
She has a no-nonsense attitude and does
not take kindly to impoliteness or brevity. As
the adventurers are new recruits, she does
not yet fully trust them, although she treats
them with a polite but firm fairness in her
dealings with them.
Monk is unaware of the larger schemes at
play in Shadow of the Empire, and is driven
by a single goal of wishing to put a stop to
what she believes are the senseless killings
