Now u tell all things to check on deck. Cross question on location of emergency trip. I
told at manifold port and stbd side, near pump room(this automatically came from my
mouth, however i dont know), ccr. Then he verified that 4 emergency stop! I smelled
something fishy from his voice. I justified my answer by sayin on my 2 ships only 3 but
one ship had also at pump room

I mentioned emergency generator also. After telling all things he asked what u check on
Auxiliary engine. I told fo leak off alarm, sump low level alarm, lo low pressure trip, all
generator taken to be on load whether
working fine or not.
3. Fo overflow during bunker. I confirmed by saying fuel oil is already on deck. Then he
told 3rd engr and motorman on manifold, they asked barge to stop. Bunkering is
already stopped. Now your action(he did not specify my rank) .I assumed myself as 2nd
engineer. I told many Sopep equipment, reason of overflow, overflow tank transfer bla
bla. Clean up party, announcement in accomodation for extra man power needed . I did
not want to stop so i dive into reason and overflow tank transfer alarms bla bla, ,. Then
he stopped and asked u have sailed on many chemical tankers and u connect wilden
pump to slop tank but why u did not mention it . Then i repeated "sir as i mentioned
wilden pump earlier i will start wilden pump and start transfering😊 he told me no , u
didnt mention. I put my face expression in sorrow mode

lettering , 1 ,2, 3...numbering, any openings, watertight doors. Detailed view. He was
asking what else. U only told zbout plates. Then again i repeated opening , doors, db
tank plugs , sea chest gratings, overboard valves locations, strenthening members

5. Tell life boat davit safety- i told two limit switch, deadman handle, safety harbour
pin. I did not want to tell others as mentioned in ashish sehgal and ankur sharma notes.
Then immediately he asked where limit switch located. I toldOn both arms of davit,
microswitch is located, at approx 10-15 cm distance it will cut off power of motor.
Value i could not recall exactly as i read somewhere in inch. So i guessed it will be
around 10-15cm and told him. Then if limit swithch wont work,mechanical stopper will
be there with thick rubber cushion. I told all these as my policy was to continue
speaking whatever i know
Last ques- Explain GZ Curve- i told two Gz curve ,statical stabikity and Gz cross curve of
stability. However whenever we talk about gz curver usually it is curve of statical
stability. I started explaining it. As soon as reached point of conflexture he understood
that i know properly. So oral finished.

using the pressurised hydraulic oil.Hydraulic motor converts pressure energy of high

Regulation 18.2 of MARPOL Annex VI describes what to do in case a ship is not able
to get the required fuel as per MARPOL. This includes:
Notify your flag state and the port authority at the next port of call
Provide a description of actions taken to attempt to achieve compliance
Provide evidence that you attempted to purchase compliant fuel oil in
accordance with the ship’s voyage plan and, if it was not made available where
planned, that attempts were made to locate alternative sources for such fuel oil and
that despite best efforts to obtain compliant fuel oil, no such fuel oil was made
available for purchase
The FONAR (Fuel Oil Non-Availability Report) form was later developed by the IMO
and is meant to capture the information above. The ship should not be required to
deviate from its intended voyage or to delay unduly the voyage in order to achieve
compliance.
Even if a FONAR is accepted, the disadvantages and hassle following a FONAR
situation may in many cases outweigh possible benefits from using cheaper non-
compliant fuel.
The second responsibility of the port states is to notify IMO when any vessel has
submitted FONAR. IMO assesses the situation of fuel availability based on the FONARs
that it receives.
Recommendations
As soon as it becomes evident that compliant fuel will not be available for the next
voyage, it is important to notify the next port of call and the flag administration
directly (and not to class) without any delay about the situation and circumstances by
submitting a FONAR. The FONAR shall provide the necessary evidence and
justification for bunkering non-compliant fuel.

The USCG evaluates BWM system performance using a test which measures the
number of living organisms after treatment (FDA/CMFDA method). On the other hand,
the IMO evaluates UV-based BWM systems by determining whether the treated
organisms are viable or non-viable, i.e. whether they capable of reproducing. If they
cannot reproduce, IMO determines that the organisms do not pose a threat of
becoming invasive species. The organisms’ ability to reproduce is measured with the
MPN (most probable number) method.
IMO BWM convention effectively spells out two performance standards: the D1
standard, which addresses the appropriate volumes of ballast water exchanged, and
the D2 standard which covers approved ballast water treatment systems and specifies
levels of viable organisms left in the water after treatment.
On the other hand, USCG legislation, which became effective in June 2012, applies to
any ships planning to discharge ballast water in US waters, and comes with its own
exchange or treatment operations as well as sediment management guidance

The D2 standard is one of the few similarities between IMO’s and USCG’s otherwise
distinct regulations, as both specify the same number of permitted organisms that can
be carried and discharged.
“USCG regulation asks that any organisms dumped into their waters be already dead,
whereas IMO refers to “viable” organisms.”, meaning those who cannot survive the
transition or are unable to reproduce in the new environment.
The USCG also requires a management plan, clean ballast tanks free from sediments,
and a report to be submitted to the US authorities 24 hours before arriving at a US port.

A Critical Period is the interval of time from, when the stern of the vessel touches the
blocks to the time when the entire weight of the vessel is borne by the blocks (i.e. the
vessel sits completely on blocks). This period is very crucial and continuous monitoring
is required.The word ‘critical’ means something which has the potential to cause a
disaster. So, it is logical as to why the critical period is ‘critical.Also, vessel shall keep
minimum required trim so that the critical period is reduced to minimum.
The blocks (normally made of reinforced concrete having wood padding on top ) are
arranged throughout the dock prior arrival of the vessel to the dock. The position of
blocks is determined keeping in mind the length / breadth of the vessel and also the
position of Bottom plugs and Doppler/EM Log and Echo sounder sensor.
To keep the vessel aligned with the centerline of the dock normally a Leica theodolite is
used. Theodolite is a surveying equipment which is widely used to measure the
horizontal and vertical angles.

Critical draft- The draft where GM = 0 is called the ship's critical draft. Calculating the

just before critical draft is reached so it can be verified that the ship is properly
supported by the side blocks.Since the center of gravity always rises faster than the
metacenter, the two stability points will eventually be in the same position. This results
in neutral stability, where no righting arms are being produced. The draft where GM =
0 is called the ship's critical draft.

safety of ships, or in search and rescue operations, and ships dedicated to oil spill
preparedness and response would be exempted. Ships which meet certain construction
standards with regard to oil fuel tank protection would need to comply on and after 1
July 2029.
Q. What are the amendments to MARPOL Annexes I and IV concerning the exemption
of UNSP barges from survey and certification requirements?
The MEPC adopted amendments to draft amendments to MARPOL Annexes I and IV
concerning the exemption of unmanned non-self-propelled (UNSP) barges from survey
and certification requirements.
Thus, the Administration may exempt a UNSP barge from the annual survey and
certification requirements, for a period not exceeding 5 years provided that the UNSP
barge satisfies certain conditions. A form for the International Oil Pollution Exemption
Certificate for Unmanned Non-self-propelled Barges is provided. A circular in this
respect is also issued on guidelines for exemption of UNSP barges.

This banning illustrates that AMSA has a zero-tolerance approach to ships that are
poorly maintained, and that the Australian community expects that any ship operating
or travelling throughout our waters is seaworthy.
Inspection process:-
We will undertake the FIC in conjunction with normal port State control inspections.
AMSA surveyors will use a checklist when they conduct this FIC. A copy of this checklist
is provided below. Our focus is on ensuring that the ships that carry livestock from
Australia are fit for purpose, safe, and properly maintained.
Where a surveyor finds a deficiency in relation to the items in the checklist, the
surveyor will discuss the deficiency with the Master, and their intentions with regards
to rectifying the deficiency.
There are two parts to this FIC checklist. The first part relates to Marine Order 43
specific requirements. These are Australia’s national requirements. Any deficiencies
found that relate directly to Marine Order 43 will be recorded on the record of the
inspection form (SV-CC).
The second part of the FIC relates to International Convention requirements. Any
deficiencies will be recorded as part of normal port State control practices.
Every livestock ship that carries livestock as a cargo from Australia, will be subject to
one FIC inspection during this campaign. The duration of the campaign allows for each
livestock ship that holds a current ACCL to be inspected once during this campaign.
Outcome of the focussed inspection campaign
The results of the focussed inspection campaign will be analysed and a brief report
prepared. This report will be published on our website.
