RE-ORGANIZATION OF THE EXPANDED LOCAL HEALTH BOARD [LHB] IN THE MUNICIPALITY
OF SAN LUIS, PROVINCE OF AGUSAN DEL SUR
WHEREAS, the Local Government Code provides for the establishment of a Municipal Local
Health Board in every municipality;
WHEREAS, there is a need to ensure the delivery of basic service and health programs to the
people of this municipality;
WHEREAS, there is a need for an efficient, effective and economical implementation of health
services programs geared to implement health related programs, projects and
activities.
NOW THEREFORE, I, RONALDO Y. CORVERA, Municipal Mayor of San Luis, Agusan del Sur, by virtue
of the powers vested in me by law and sovereign will of the people of the municipality, do hereby
order:
SECTION 1 – COMPOSITION: The Local Health Board is composed of the following:

SECTION 2 – FUNCTIONS: The Expanded Local Health Board shall perform the following functions:
2.1 Municipal Mayor - Chairperson of the Local Health Board
● Promotes the general welfare of the municipality and its constituents through
efficient, effective, relevant and economical governance;
● Facilitates regular meetings;
● Overseer of the municipal health status and the 6 building blocks of health system;
● Accountable to the health plans made;
● Enact regulations and policies for sustainability of the health system;
● Build or strengthen linkages with key stakeholders in health;
● Coach and mentor the barangay leaders;
2.2 Municipal Health Officer – Vice Chairperson of the Local Health Board
● Co-facilitate regular meetings;
● Overseer of the municipal health status and the delivery of health services and
programs;
● Prepare appropriate budget plan for health programs and activities;
● Consolidate and assess health reports from the barangay and other stakeholders;
● Update the board on health issues and programs;
2.3 Rural Health Physician/DTTB
● Assist MHO as overseer of the municipal health status and the delivery of health
services and programs;
● Helps prepare appropriate budget plan for health programs and activities;
● Consolidate and assess health reports from the barangay and other stakeholders;
● Update the board on health issues and programs;

[email protected]2.4 Sangguniang Bayan (SB) Member on Health
● The Influence or link with the Sangguniang Bayan (SB) on the budget allocation and
enactment of local policies and ordinances;
● Ensure community participation in the planning for local health policies and
ordinances;
2.5 Department of Health (DOH) Representative
● Ensure that local programs have synergy with the national programs;
● Ensure that advisories / advocacies are pushed at the local level;
● Mobilize resources to fill in for LGU shortfalls;
2.6 Municipal Administrator
● Serves as liaison between mayor and the department heads, keeping the Mayor
apprised on departmental health activities
● Ensures the actualization of resolutions of health problems
● Monitors and evaluates progress of health programs within the LGU
2.7 MUNICIPAL LOCAL GOVERNMENT OPERATIONS OFFICER (MLGOO)
● Serves as advisory members to the board and exercise general supervision in
accordance with the standards and criteria set by local governance
● Provides assistance towards legislation regarding health governance
● Helps in formulation of plans, policies and programs which will meet local health
emergencies arising from natural and man-made health emergencies
● Encourage the creation of the barangay health governance body in every barangay
(Barangay Health Board);
● Establish a system of coordination and cooperation among the citizenry, punong
barangays, to ensure effective and efficient delivery of basic health services to the
public
2.8 Municipal Planning and Development Officer
● Review and update the socio-economic profile of the municipality;
● Inclusion of the MIPH in the ELA and LDIP;
● Ensure allocation of the Municipal IRA (12 – 15%) and Barangay IRA (3 – 5%) for the
implementation of Health Programs;
● Strict implementation of the Municipal Zoning Ordinance;
2.9 Municipal Budget Officer
● Ensure adequate budget allocation for health sector
● Coordinate with MHO if there are adjustments in the budget proposal for health;
2.10 Bids and Awards Committee (BAC) and Pharmaceutical Therapeutics Committee

● Provides the MHO with a list of 3 suppliers and their corresponding rates for
medicines, medical equipment and supplies. The MHO will use this as guide for the
formulation of budget proposal;
● Ensure that the identified suppliers have affordable and quality products;
2.11 Municipal Accountant and Municipal Treasurer
● Ensure that financial concerns for health activities and program implementation will
be facilitated
● Review supporting documents before preparation of vouchers for health activities to
determine completeness and propriety of documents
● Ensure that the release of health funds will be facilitated accordingly
2.12 Human Resource Management Officer
● Review and assess the competency of health staff;
● In coordination with the MHO, prepare recommendations for training of health staff
to Mayor;
● Assess performance of health staff and prepare recommendation for appropriate
compensation and benefits;
2.13 Municipal Social Work and Development Officer
● Regularly coordinate with the MHO for program updates of DSWD;
● Discuss areas for convergence in the implementation of DSWD and MHO programs;
● Provide copy of the NHTS list to MHO and Barangay LGUs
● Attend community health summit and barangay health assemblies to help educate
the community of social welfare programs
2.14 MDRRMO
● Regularly coordinate with the MHO for DRRM-H plans
● Ensure consultation / participation at community level;
2.15 Disease Surveillance Officer, Population Officer and FHSIS coordinator
● Consolidate and assess health reports from the barangay and other stakeholders;
● Update the board on health issues and programs;
2.16 Municipal Nutrition Action Officer (MNAO)
● Activate Municipal Nutrition Council and create an Action Plan for Nutrition;
● Map target age groups and priority areas and ensure accurate data;
● Check for existing nutrition initiatives and ensure no duplication of interventions. Set
a convergence meeting with key stakeholders if necessary;
2.17 Rural Sanitary Inspector
● Activate the Municipal WASH Task Force and create wash Program;
● Map priority areas for intervention and ensure accurate data;
● Check for existing wash initiatives and ensure no duplication of intervention. Set a
convergence meeting with the key stakeholders if necessary;

2.18 Philhealth Coordinator
● Update members of the latest circulars and memos from PHIC;
● Report status, identify and present issues concerning engagements with PHIC;
● Provide technical assistance to expedite processing of Philhealth reimbursements;
● Educate the community on how to maximize their PHIC membership;
2.19 ABC President
● Encourage the creation of the barangay health governance body in every barangay
(Barangay Health Board);
● Include topics of health in the agenda during ABC Liga Meetings;
● Coordinate with the MHO for program updates and disseminate to the Liga of
Barangays;
2.20 Municipal Tribal Chieftain and Indigenous People Mandatory Representative
● Ensure that concerns of the indigenous group at the community level are aired out in
the LHB;
● Ensure consultation / participation at community level.
2.21 DEPED Representative
● Regularly coordinate with the MHO regarding updates on health programs;
● Ensure consultation / participation at school and community level;
2.22 Private / NGO Representative
● Ensure that concerns at the community level are aired out in the LHB;
● Ensure consultation / participation at the community level;
2.23 BHW / BNS President
● Disseminate with other BNS or BHWs information about health programs;
● Coordinate with MHOs, RHU staff and Barangay Captains regarding roles in the
health program;
2.24 Women’s, Senior Citizen, Sangguniang Kabataan and Persons with Disabilities (PWD)
Representative
● Ensure that concerns at the community level are aired out in the LHB;
● Ensure consultation / participation at community level.
SECTION 3 SCHEDULE OF MEETINGS: Regular meetings will be conducted every 3rd wednesday of
the month.
SECTION 4 -SOURCE OF FUNDS: Funds for regular monthly meeting and travel allowance for the
invited sectoral representatives will be shouldered by the Mayor’s Office and Rural Health Unit.
SECTION 5- SECRETARIAT: Ms Cleofe Lyda Lagahit will serve as the secretariat.
