Abstract : In recent years, the military power rivalry between the United States and China in the
Asia Pacific has attracted significant global attention. This research aims to examine in depth the
complexities, obstacles, and impacts of this competition from 2021 to 2023. By applying secondary
data analysis from various sources such as government reports, scientific articles, and international
media, the research identifies an escalation in military competition during this period . Both
countries have strengthened their military presence through cooperative exercises with allies,
reflecting improvements in military capabilities, technological advances, and diplomatic
maneuvers. Key challenges include territorial disputes in the South China Sea, political tensions,
and economic rivalries. These factors have increased the risk of military clashes and have reshaped
regional security dynamics. The impact of this competition goes beyond bilateral relations, affecting
broader security and stability in the Asia-Pacific region. Effective diplomatic engagement and
regional collaboration are critical to reducing tensions and preventing conflict escalation. This
research provides valuable insights into understanding the evolutionary dynamics of US-China
military competition in the Asia Pacific from 2021 to 2023, offering a basis for more nuanced policy
formulation to address the region's diverse security challenges.

INTRODUCTION

As a dominant power on the global stage, the United States upholds its role in
maintaining international stability. Recognizing the importance of global collaboration, the
country actively invites all countries around the world to participate in these efforts.
Through various collaborations, both in the military and trade fields, the United States has
formed strong alliances with various countries in various parts of the world. History
records that under the leadership of President Barack Obama, there was a shift in the focus
of United States foreign policy. Initially, the United States' primary focus was on the Middle
East, especially in the context of ongoing conflicts in the region. However, in recent years,
there has been a significant shift towards the Asia Pacific, including the South China Sea.
This shift in focus is not without reason. As global political and economic dynamics
develop, the Asia Pacific has become an increasingly important focus for the United States.
This region is an area with great economic potential and rapid growth. Apart from that, its
existence is also important in the context of regional security and global stability. The
South China Sea, as an integral part of the Asia Pacific region, has become a focal point of
attention for the United States in recent years. Disputes over territorial and resource claims
in the South China Sea between several countries in the region have raised tensions and
concerns about potential conflicts that could disrupt regional stability. In this context, the
United States plays an active role in efforts to maintain security and stability in the region.
The steps taken by the United States in dealing with the South China Sea issue cover
various aspects, from diplomacy to military presence. The United States has publicly
expressed its support for freedom of navigation in the South China Sea, sending a message
that it will not recognize claims deemed inconsistent with international law.(Liu, Ming,
2022)

Apart from that, the United States is also actively involved in various regional
forums, such as ASEAN (Association of Southeast Asian Nations), to discuss issues related
to the South China Sea and find solutions that are acceptable to all parties. It is hoped that
these diplomatic efforts can reduce tensions and encourage constructive dialogue between
the countries involved. Apart from diplomacy, the United States' military presence in the
Asia Pacific region is also an important factor in maintaining security and stability. The
United States has a significant military presence in the region, including in allied countries
such as Japan, South Korea, and the Philippines. This military presence is intended to
provide security guarantees for countries allied to the United States and as a deterrent
against potential threats from other parties. However, the United States' military presence
is also a source of controversy and tension in relations with other countries, especially with
China. China has criticized the United States' military presence in the Asia-Pacific region as
interfering in its internal affairs and threatening regional security. Tensions between the
United States and China in the context of the South China Sea have become one of the
flashpoints in their bilateral relations. In facing complex dynamics in the Asia Pacific
region, the United States is faced with complex challenges and dilemmas. On the one hand,
they need to safeguard regional security and stability interests, but on the other hand, they
must also pay attention to relations with China and efforts to prevent conflict escalation
that could disrupt world peace. In this context, multilateral diplomacy and dialogue are key
in finding solutions to complex and sensitive issues such as the South China Sea. The United
States should continue to strive to build cooperation with other countries in the Asia-
Pacific region and engage China in these efforts. Only through constructive cooperation and
dialogue can stability and peace in the region be maintained for the common good.

In supporting its country's military capabilities, China does not only rely on its
military strength alone, but also needs a strong economic foundation. This policy considers
strong economic stability to be one of the main pillars in building and maintaining an
effective military force. As the country with the second largest economy in the world, China
fully understands the importance of maintaining sustainable economic growth to support
its ambitions in the fields of security and defense.

China has implemented a progressive economic strategy, including close trade


cooperation with various countries in the Asian region. In particular, China has built strong
trade relations with ASEAN (Association of Southeast Asian Nations), a regional
organization experiencing rapid economic growth. Through this trade cooperation, China
hopes to strengthen its position as an economic leader in the region and indirectly support
the development of its military capabilities. China's economic success has had a significant
impact on the country's military budget. Moreover, with strong economic growth, China
was able to increase its military budget substantially to advance its military power,
especially in the context of becoming a dominant maritime power. Under Hu Jintao's
leadership, China shifted its focus to the sea, recognizing the importance of maritime power
in guarding its territory from potential threats.

This change in military focus is reflected in China's military deployment strategy in


the South China Sea. China considers the South China Sea as one of the strategic areas in its
security policy and, therefore, has increased its military presence there as a first step
before expanding its influence to the Asia-Pacific region as a whole. This shows China's
ambition to play a more dominant role in maritime affairs in the region. China's military
modernization, especially those focused on maritime aspects, is strengthened by the
development of blue water navy capabilities. By having a strong blue water navy, China
hopes to assert its dominance as a maritime power in the Asia Pacific region and perhaps
even at the global level. This move is part of China's efforts to increase its overall military
power, in line with its ambitions to become a major player in regional politics and security.
However, China's increasing military power not only has local impacts, but also creates
tension in the international community, especially regarding regional stability. The
increasingly strong military presence in the South China Sea and the surrounding region
has raised concerns among neighboring countries and other major powers, including the
United States. Some believe that China's increasing military power could disrupt the
balance of power in the region and increase the risk of conflict. China has taken concrete
steps in an effort to modernize and increase its military strength, including building blue
water navy capabilities. Apart from that, China has also succeeded in increasing its military
capabilities from the green water navy to the blue water navy, confirming its position as an
increasingly dominant maritime power. This of course raises fears among neighboring
countries and the international community in general.

China itself has emphasized that the increase in military strength is aimed at
maintaining its territorial sovereignty and security, as well as making a positive
contribution to regional stability. However, on the other hand, many parties see China's
increasing military strength as a potential threat to regional peace and security. Therefore,
constructive dialogue and cooperation between China and other countries is needed to
prevent conflict escalation and ensure stability in the region. In facing complex dynamics in
the Asia Pacific region, China is faced with complex challenges and dilemmas. On the one
hand, China needs to maintain its security and territorial sovereignty, but on the other
hand, it must also pay attention to relations with neighboring countries and efforts to
prevent the escalation of conflicts that could disrupt world peace. Therefore, multilateral
diplomacy and dialogue are key in finding solutions to complex and sensitive issues such as
the South China Sea. China should continue to strive to build cooperation with other
countries in the Asia-Pacific region and engage in constructive diplomatic efforts to ensure
stability and peace in the region.

RESEARCH QUESTION

Based on the background explained above, the author formulates the research problem.
How can United States and China's military cooperation in the Asia Pacific affect the
dynamics of the two countries' military power competition?

PURPOSE

The purpose of this research is to analyze the military power competition between the
United States and China in the Asia-Pacific region in 2021-2023, with a focus on strategic
implications for regional stability and global security. This study aims to provide a
comprehensive understanding of the complex dynamics that drive competition, including
the role of territorial disputes and military modernization. In addition, this research will
explore the potential for military cooperation between the two countries and its impact on
regional stability, as well as provide recommendations for constructive management of
competition that promotes peace and security in the Asia-Pacific region.

LITERATURE REVIEW

“The Indo-Pacific: Trump, China, and the New Struggle for Global Mastery” (2019) by
Robert D. Kaplan: This book illustrates the importance of the Indo-Pacific region as the
center of global competition between the US and China. Kaplan outlined the transition of
power and how the region became a strategic focal point for both countries.

"The Asian Century" (2022) by Parag Khanna: Khanna examines China's increasingly
dominant role in the Asia Pacific region and how this is changing regional and global
geopolitics. This analysis provides insight into China's economic and political power in
influencing regional dynamics.

“The US-China Military Competition in the Indo-Pacific: A Chinese Perspective” (2022) by


Toshi Yoshihara and James R. Holmes: This book provides a Chinese perspective on
military competition with the US in the Asia Pacific. This analysis helps understand China's
military strategy and doctrine in dealing with the US military presence.

THEORY AND CONCEPTS

Realist Theory in International Relations: US-China rivalry can be understood


through the lens of realist theory in international relations. This theory emphasizes the
importance of power competition between large countries and national security in
determining foreign policy. In this context, competition between the United States and
China reflects efforts to maintain national interests and geopolitical influence in the Asia-
Pacific region. Geopolitical Concept plays an important role in the dynamics of competition
between the United States and China in the Asia-Pacific region. Geographic, economic and
military factors influence the foreign policy decisions of both countries and shape their
international security strategies. This competition also reflects efforts to control natural
resources, trade routes and regional strategic areas. The foreign policy of the United States
and China plays an important role in strengthening their position in the military race in the
Asia-Pacific region. Both countries use diplomacy, military cooperation, and political
leadership to expand their influence and maintain national security. At the heart of their

power competition. Both countries continue to improve their military capabilities through
technological development, cooperative exercises and defense investment. This military
modernization reflects efforts to strengthen its strategic position and influence regional

tensions and preventing the escalation of the US-China conflict in the Asia-Pacific region.
Through military cooperation, diplomatic dialogue and regional cooperation, countries can
achieve greater stability and security in the region. Effective diplomatic engagement is key

By understanding these theories and concepts, we can see the complexity of the US-China
rivalry in the Asia-Pacific region and the importance of regional cooperation to reduce
tensions and prevent conflict escalation in the region.

METHOD

The research method used in this research is descriptive research using qualitative
methods, where this method is often used by researchers in the field of social sciences.
According to Suharsimi Arikunto (2013: 3) Descriptive research is research to investigate
circumstances, conditions or other things, which are then described in a research report.[1]
In descriptive research, phenomena can take the form, characteristics, activities, changes,
relationships, similarities and differences between one phenomenon and another. In this
research the author tries to analyze the factors that cause military power competition
between the United States and China in the Asia Pacific.

Meanwhile, researchers used qualitative research methods. According to Moleong


(2017:6) qualitative research is research that intends to understand phenomena about
what is experienced by research subjects such as behavior, perceptions, motivations,
actions and so on holistically and by means of descriptions in the form of words and
language, on a special natural context by utilizing various natural methods.[2] This is
because researchers collect and extract the essence of research data in written form
through journals or previously read articles whose data have been tested and can be
trusted.

RESULT

-US-China rivalry in the Asia-Pacific

The rivalry between the United States (US) and China in the Asia-Pacific region is one of the
most important global political dynamics today. Both countries have great economic and
military power and complex strategic interests in the region. This competition has created
tensions that affect regional and global stability, as well as triggering shifts in geopolitical
power in the Asia-Pacific region. One of the most important aspects of the competition
between the United States and China in the Asia-Pacific region is territorial disputes,
especially regarding the South China Sea. Countries compete for influence in the region,
which often affects relations with neighboring countries. This dispute has increased
tensions and created an arms race in the region that could threaten regional stability. In
addition, economic competition between the United States and China plays an important
role in the dynamics of competition in the Asia-Pacific region. The two countries compete
for dominant markets and investment in the region, which can create trade and financial
tensions that affect the global economy. The trade war between the United States and China
has created economic and geopolitical uncertainty that can affect global economic growth.

regional and global security issues. Countries compete with each other to expand their

cooperation can help reduce tensions and prevent the escalation of conflicts between
countries. In addition, efforts to build trust and promote peace in the region are important
steps to overcome this complex challenge. Therefore, competition between the United
States and China in the Asia-Pacific region has broad and complex implications for global
politics. A smart approach, effective cooperation and commitment are needed to maintain
regional and global stability in facing the challenges faced by both countries.
- International Relations and Diplomatic Strategy

competition between the United States and China, their diplomatic strategy also plays a
role. an important role in preventing conflict escalation and encouraging constructive
dialogue. Military diplomacy, security dialogue and cooperation in international forums
such as the United Nations (UN) and regional summits have become tools for reducing
tensions and building trust between countries.Through strong international relations and
wise diplomatic strategies, the United States and China can strengthen cooperation,
manage competition and create a stable security environment in the Asia-Pacific region.
Regional cooperation, open dialogue and openness to joint solutions are the keys to
overcoming the complex challenges facing both countries. Therefore, international
relations and diplomatic strategy play an important role in the dynamics of competition
between the United States and China in the Asia-Pacific region. With an approach based on
cooperation and dialogue, countries can build mutually beneficial relationships and
maintain regional stability in order to achieve common interests.

DISCUSSION

- The Role of Military Cooperation and Military Modernization in Military Power

Chinese military modernization on military power competition in the Asia-Pacific region is
very important. Both countries have increased their defense capabilities and military
power projection, thereby creating complex tensions in regional security dynamics.
Challenges such as territorial disputes, political tensions and economic competition further
complicate relations between the United States and China and have an impact on regional
security stability. In this war race, diplomacy and regional cooperation are the keys to
reducing tensions and conflicts. Joint efforts to encourage constructive dialogue, build
trust, and seek diplomatic solutions are critical to maintaining security stability in the Asia-
Pacific region. With a wise approach and effective cooperation, it is hoped that the military
power competition between the United States and China can be managed well, thereby
creating a more stable and peaceful environment in the region.

increase constructive dialogue, build trust, and seek diplomatic solutions to resolve
disputes and reduce tensions. Effective regional cooperation can help create a more stable
and peaceful environment in the Asia-Pacific region. Therefore, it is important for countries
in the Asia-Pacific region to work together to overcome existing challenges and tensions in
order to create a safe, stable region , and prosperity for all parties.

consequences for global politics . Overcoming today's complex world challenges requires
strong cooperation, smart diplomacy, and a commitment to maintaining global stability.

CONCLUSION

Based on the discussion, it can be concluded that the US-China military power competition
in the Asia-Pacific region is a complex and important issue in international politics. Both
countries have increased their military presence through cooperation with allies, military
modernization, and efforts to strengthen defense capabilities and military power
projection. Challenges such as territorial disputes, political tensions and economic
competition have exacerbated the military power struggle between the US and China, with

Based on the analysis provided, navigating the intricate landscape of the US-China military
power competition in the Asia-Pacific region requires a nuanced understanding of the
underlying dynamics. Here are some suggestions derived from the discussion:

Enhanced Diplomatic Engagement, Given the multifaceted nature of the challenges,


diplomatic channels should be leveraged to address underlying issues such as territorial
disputes and economic competition. Regular dialogues and negotiations can help mitigate
tensions and foster greater understanding between the US and China.

Transparency and Confidence-Building Measures, Transparency in military activities and


intentions can help alleviate suspicions and build trust between the two powers.

assistance or disaster relief, can demonstrate goodwill and promote cooperation.

between the US and China. Collaborative responses to these shared challenges can build
mutual trust and create opportunities for positive-sum interactions.

characterized by both competition and cooperation, a long-term strategic approach is
essential. Both countries should prioritize building resilient and sustainable relations that
withstand short-term fluctuations and contribute to regional stability.
By adopting these suggestions, the US and China can work towards managing their military
competition in the Asia-Pacific region in a constructive manner, minimizing the risks of
conflict and maximizing opportunities for cooperation and shared prosperity.
