NEOM / Parsons Safety Message
1. What is Safety?
✓ It’s the output of proper planning, supervision, training, resources and control
✓ Nothing we do is more important than safety
✓ Remember, everyone is responsible
2. All accidents are preventable and unacceptable?
3. Start Work:
✓ Pre-works briefing is mandatory
✓ Point of work Risk Assessments should be conducted at start and throughout the shift
4. Stop Work:
✓ Everyone has a right to stop work/task if they feel its not safe, without fear of retribution
✓ If you see it; report it and fix it, don’t leave it for others
5. Welfare:
✓ The minimum welfare standards are to be provided
✓ The world is looking at the NEOM project, bad press/media is not acceptable

What is Unsafe Action ?
Unsafe Act can be defined as any activity by workers which are not as per the prescribed safety
standard or practice and which can cause or likely to cause accidents or risk for self or others at
workplace, damage equipment's and bring losses in terms of reputations and revenue to
employer.
➢ Examples: Working at heights without full body harness
Operating equipment with Improper speed
Servicing Equipment in motion
Unsafe position or posture
Not Using PPE

What is Unsafe Condition ?
Unsafe conditions are hazards that have the potential to cause Injury or death to an employee.
Some of these hazards include erroneous safety procedures, malfunctioning equipment or tools,
or failure to utilize necessary safety equipment such as goggles and masks.
➢ Examples: Inadequate guards
Defective tools and equipment
Excessive noise
Improper ground level

Hazard vs. Near Miss
Hazard
Something with the potential caused to harm is known as hazard /An act or a condition in the
workplace that has the potential to cause injury, illness, or death to a person and/or damage to
company property, equipment and materials
Near Miss
Is an unplanned event that did not result in injury, illness or damage – but had the potential to do
so. Only a fortunate break in the change of events prevented an injury, fatality or damage

Identifying Hazard
It takes a hazard and someone exposed to the hazard to produce an incident.

Hazard Identification
HAZID process must be ongoing to ensure existing hazards are known, and New hazards
recognized before they are introduced:
- Prior to modification of facility
- Prior to change in workforce
- Before and during abnormal operations, troubleshooting
- Facility early warning signals
- Employee feedback
- After an incident

What is Accident ?
Accident, unexpected event, typically sudden in nature and associated with injury, loss, or harm. ...
With appropriate safety precautions and awareness of one's actions and environment,
many accidents can be avoided or prevented.
Simply,
It’s an incident which has given raise to injury. Ill health and fatality.
What is Incident ?
An incident is referred to as a work-related event(s) in which an injury or ill health (regardless of
severity) or fatality occurred or could have occurred.

What is Near Miss ?
A near miss, "near hit", "close call", or "nearly a collision" is an unplanned event that has the
potential to cause, but does not actually result in human injury, environmental or equipment
damage.
Simply,
An incident where no injury, ill health or fatality occurs
OR
It’s a narrow escape from accident or incident.

There are some reasons why employees might not report near miss/ incident at work site,
it includes,
- The employees being unaware of reporting procedure or the fact that no procedure was in
place.
- Peer pressure and a reluctance to take time off from the job in hand
- Possible retribution or blame by management
- To preserve the company’s or department safety record particularly when an incentive
scheme is in operation.
- Over complicated reporting procedure.
- Lack of obvious management response to earlier reported accident.

Heinrich’s Triangle Theory
Industrial Accident Prevention:
A Scientific Approach,” in which he said 88 % of accidents are
caused by “unsafe acts of persons” and put forth what often is
referred to as Heinrich’s accident triangle or pyramid:
In a group of 330 accidents, 300 will result in no injuries, 29 will
result in minor injuries and one will result in a major injury.

There are several benefits to having a near-miss reporting culture in place, including
these:
- It enables companies to pro-actively resolve hazards before a tragic or costly incident
occurs.
- It engages the workforce (all workers at all levels) in solving problems.
- It increases safety ownership and reinforces workers' self-esteem.
- It exposes valuable information that otherwise might not be discussed.
- It develops a positive and necessary attitude surrounding safety.
