3. Departure/arrival of the officer will be reported to this HQ (E1B/MIS ADP/MIS Civ) by signal/fax by
the relieving/receiving unit on the day of their SOS/TOS. Movement order of officer will also be sent
to this HQ within 48 Hrs from the date of issue of movement order.
4. APAR of the officers will be initiated soon after their SOS date, if they have completed three months
or more in the current APAR year under the reporting officer.
5. It will be ensured that the officer is not involved in the following before placed in higher
appointments as envisaged in Government of India. Department of Personnel and Training OM No.
22011/4/91-Estt (A) dated 14 Sep 1992.
(a) Government Servant under suspension.
(b) Government servants in respect of whom a charge sheet has been issued and the
disciplinary proceedings are pending and.
(c) Government servants in respect of whom prosecution for a criminal charge is pending.
(d) Before placing in position on promotion it should be ensured that officers are not involved
in any disciplinary/SPENigilance cases.
(e) MES number, category, date of birth, educational qualification, details of
passing of MES procedure examination etc are verified.
6. The officer running under currency of period of penalty will be placed in the next higher grade only
on expiry of the currency period of penalty.
7. Before moving the officer to sensitive appointment, the provisions as envisaged in Government of
India, department of personal training OM No 11012/2017-Estt (A) dt 14 Dec 2007 shall be strictly adhered
to. Disciplinary cases shall invariably be referred back to this HQ.
8. A per the directions of DoP&T vide F. No. 36012/11/2016-Estt(A) dt 15.6.2018, these promotions
shall be subject to further order which may be passed in various SLPs pertaining to reservation in
promotions by the Hon'ble Supreme Court.
9. DGN Particulars of the officer will be sent to this office (E1B) along with his/her full name and
present permanent rank.
