Local Safety Rules (LSRs) are designed to enhance the resilience of staff in the office and field in order to prevent injury or the loss
of life, and to stop further suffering and injury. This document is designed to create a quick reference for safe practice and enable
all staff and consultants to operate to a high standard. This document complies with DRC Global Safety Policy.

1) Staff behavior and Conduct: All staff must adhere to the Code of Conduct and are required to project a positive image of DRC/.
All people must be treated with respect and dignity. DRC will not pay bribes, ransoms or be subjected to blackmail.
2) Safety: It is the responsibility of all staff to report any safety concerns immediately to the Safety Officer - Mocha, Base Manager,
Safety Manger – South (SM-S) or Area Manager (AM-S) to prevent safety issues escalating. All incidents must be reported verbally
to the SO/STL-S BM/AM as soon as possible through Line Managers. Written reports must be submitted online within 48 hours
(Please refer to safety links at bottom of this doc). The CD should be notified by the CSM, SM - South or AM within one hour of any
safety incident. All staff will make themselves aware of the fire safety procedure/use of fire-fighting equipment.
3) Medical: The most reliable and best equipped hospital in Mocha for serious trauma emergencies is MSF temporary hospital (First
Line Temporary Hospital). After stabilization of the casualty arrangements will be made accordingly to transfer patient/s to hospitals
in Aden.
Ambulance service is not available in Mocha, but DRC vehicle will be used in emergencies after guidance from both MSF doctors
and Safety. Mocha General hospital can be considered for normal medical treatment. Emergency services and hospital contact
numbers can be found in table below:

If required, medevacs to the nearest city (Aden or Sana’a) and then outside the country with good treatment services can be
arranged. Consult the DRC South Critical Incident Management Plans (CIMPs) for details and protocol.
4) Vehicles/Movements: All vehicles are to be equipped with a first aid kit, fire extinguisher, recovery kit, drinking water and
emergency contact details. All vehicles will comply with the Field Travel SOP:
a All staff will wear seatbelts when in a DRC vehicle—both front and back.
b Drivers will not use mobile phones when the vehicle is in motion.
c All vehicles are to adhere to speed limits and local regulations both Governmental and Organizational; 80 – 100 km/h on
tarmac, outside of town; 60 km/h ordinary road, outside of town; 40 km/h, in town; 20 km/h by school, market, hospital or
camp areas.
d No travel after dark and all vehicles should be in the compound by the latest 19:00 hours where staff from the field like
Khokha, Kharaz, Bab Al Mandab, Aden, or Taiz have to move as early as possible considering the cut off time to arrive to
Mocha before 19:00 hours.
e International and national staff are not allowed to drive either DRC or rental cars unless authorized by the CD or AM and
only during emergency in coordination with the safety department,
f Movement to government offices should be cleared by safety and BM in advance.
g In the event that international staff has to use non-DRC vehicle e.g. other NGOs vehicles, this should be communicated to
safety first with the BM to authorize it.
h International staff to use only DRC vehicles for all the movements and private vehicles should not be used.
5) Walking Out: Walking out is only permitted for international staff between DRC Guesthouse and Office during daylight hours, and
only if international staff walk in pairs and/or if escorted by a guard/national staff. Culturally appropriate attire should be worn.
6) Curfews/Go-No go: International Staff movement in DRC driver/car is available up until the curfew time at 19:00; exceptions can
be granted after coordinating with the BM and Safety.
a Go areas: NGOs offices working in Mocha, and MSF facility., Al Haramain supermarket and small fruits/vegetables stands
beside it. All international staff are to be accompanied by a DRC driver, who is to always remain in the vehicle and due to
potential threat of vehicle hijacking.
b No go areas: local restaurants, qat market, military camps or government institutions (out of work reasons) and open
beaches.
6) Communications: All staff will carry their mobile phone at all times, preferably with both Yemen Mobile and MTN sims. It will be
charged and with airtime. All emergency contact numbers as per table 1 are to be stored on the phone. Staff will always carry an
emergency contact card. Satellite phones are available in the office and expat guesthouse to be used during the emergency as an
alternative means of communication. Additionally, due to the lack of mobile phone coverage on the West Coast, satellite phones
are to be carried by teams when traveling to the field as a second means of communication for emergencies but due to the
sensitivity of these items they should be carried discreetly and not on show due to the risk of confiscation. Staff arriving Aden
airport or departing should not carry satellite phones as they would be confiscated at the airport by security authorities.
7) Weapons: Weapons are not allowed at DRC sites or inside DRC vehicles. ‘No Weapons’ stickers should be displayed at the entrance
to all DRC sites and on all DRC vehicles.
8) Drugs/Alcohol: The use, procurement or possession of drugs is explicitly not permitted unless prescribed by a registered
physician. The chewing of Qat is not permitted during duty hours. Although alcohol may be available, consumption during duty
hours or in public is not permitted. Bringing alcohol into the country is not permitted due to potential custom clearance or breaking
the law issues. Extensive substance abuse which impacts on work productivity, disturbance of peace or the image of DRC in any
way will be viewed a misconduct as per the DRC code of conduct and will result in disciplinary action.
9) Media/Social Media: Staff will not talk to any media organization without prior permission from the CD. The CD in turn will follow
organizational policies regarding media. Staff must make themselves aware of, and comply with, DRC’s global policy on social media:
“Private social media use as a DRC and DDG employee”, available on DRC Insite.
10) International Staff (Expatriate behaviors): Movements should be pre-shared with the BM or Security Focal Point (SFP). When
departing and arriving at end destinations, the passenger must send a departure/arrival SMS to the safety staff. Expats will always
be accompanied by a local staff during their movement if traveling outside of Mocha to the project sites or field offices. Expatriate
personnel must ensure that they are dressed and behaved in a culturally appropriate manner; consult senior national staff or safety
team if unsure.

11) Duty Station: No pets are allowed inside office or GH. Staff should assist in maintaining the cleanness of the workplace. Smoking
is only allowed in designated areas and cigarettes are to be extinguished and disposed of correctly. Staff are advised to switch off
all electrical appliances including power strips before leaving the office/GH.
12) Accommodation: DRC/DDG is providing accommodation in Mocha where international staff stay, expat guesthouse keys will be
issued in Mocha by the Admin who maintains the key register. Kindly ensure to sign for your key on arrival and return the keys back
to the office on departure.
As accommodation is shared, it is requested that the respect the privacy of others in the house is considered and that the frequency
and duration of visits by international non-residents from other organizations does not infringe on other residents’ privacy.
International visitors are to comply with DRC curfew time. Expats from other NGOs can stay in DRC GH but this needs approval from
both the CD and CSM and after considering the consensus of other DRC colleagues living in the same house, any visitor staying
overnight after approval is to sign the DRC waiver. Visitors staying over in DRC GH must be communicated to Safety + CD/ AM (in
field locations).
DRC national staff can visit the guest house on work related activities and upon invitation by a guest house resident. Sleeping over
at UNCAF/INGO guest houses is by prior permission of the CD and should be communicated to Safety at least 5 hours before the
anticipated stay.
13) Travel Arrangement from Aden to Mocha/Al Khokha and vice versa:
a Five days prior to traveling all DRC staff need to submit their ITCRs. All approvals on their ITCR must be given before
movement.
b All staff must depart from the office at or before 11:00 am. Staff pick-up en route are no longer allowed. All staff must meet
at the office before 11:00 and ready to move. Departure after 11:00 must receive permission from Safety before 11:00
c Traveling in route from Aden to Mocha and vice versa, 1 rest-stop is allowed, max 30 mins for snacks or a toilet break. Travel
from Aden to/from Mocha, the 1 allowed stop must be at the mid-way point to Mocha/Aden, not earlier. In all cases, no
lunch stop allowed. Staff must eat their lunch before their travel
d Check-in SMS are required at the following points to the respective base safety focal points. SMS must include time sent:
i At departure from location
ii Reporting intervals
1 For road from Aden to Mocha,/Khokha, movement between Aden to Bab-Al Mandab will require reporting every
hour
2 Exchange/KISS point
3 Al Huriqah area before Thubab CP
4 Finally, on arrival at final destination
iii Movement between Mocha and Khokha will require an SMS once departed, half-way and when arrival
iv At arrival at location
v 1 x person to be designated to be safety focal point
