It was in 2004 when the city
government of Talisay
expressed its common desire
for the establishment of a
local college, an institution of
higher learning for the poor
but deserving constituents of
Talisay City, Cebu.
A brainchild of an educator himself,
Atty. Eduardo “Eddiegul” R. Gullas
during his incumbency as city
mayor (elected as congressman),
the Talisay City College opened its
doors to young Talisaynons in the
middle of June 2004. Its creation
was made possible by virtue of
Sangguniang Panlungsod
Ordinance No. 2004-05 (later
amended by Ordinance No. 2005-
15) authored by City Councilor
Richel N. Bacaltos, who eventually
became College President in 2016.
Former Regional Director of the Civil Service
Commission, Dr. Tomas L. Ramos served as the first
College Director. The First Board of Trustees was
composed of the following: Atty. Eduardo R. Gullas,
Congressman, 1st District, Cebu Chairman Emeritus
Hon. Socrates Fernandez, City Mayor Chairman of the
Board Hon. Richel Bacaltos, SP Chairman-Education
Committee Member Dr. Tomas Ramos, College
Director Member Dr. Ester Velasquez, CNU President
Member Dr. Bonifacio Villanueva, CSCST President
Member Dr. Elsa Suralta, DepEd Talisay City Division
Superintendent Ex-Officio Member Atty. Owen
Alguso, City Legal Officer Ex-Officio Member Dr.

Owing to the instrumental role he played in the


establishment of the college, Atty. Eduardo R. Gullas
has been regarded as the “father of Talisay City
College”. The transfer of seat of government of
Talisay City to a new site in Barangay Lawaan II,
paved the way for TCC to occupy the old municipal
hall in Barangay Poblacion.
During its first year of operation, the college
offered Bachelor in Elementary Education
(BEED), Bachelor in Secondary Education
(BSED), Bachelor of Science in Industrial
Technology (BSIT) and Bachelor of Science
in Nursing (BSN). These were made possible
with kind assistance of Cebu Normal
University, Cebu State College of Science
and Technology (now Cebu Technological
University) and the University of the Visayas.
The succeeding school years saw a tremendous increase
in the enrolment which led to the conversion of other
municipal buildings into classrooms and laboratories. The
two-storey adjacent building formerly the offices of the
city engineering and city planning departments was
transformed into an Academic Building. Partition walls
were installed converting the offices into classrooms. The
other two-storey building across, formerly occupied by
the Municipal Trial Court near the Tres Aliños monument

metamorphosed into a Technology Building which housed
the Mini-Hotel, Kitchen, Drawing Room, Electronics Room
and Science Laboratory.
In 2006, Bachelor of
Science in Hotel and
Restaurant Management
(now Hospitality
Management) was offered
to answer the pressing
demands in the
hospitality industry,
locally and globally.
However in 2011, the
Board of Trustees was
compelled to cease the
offering of the nursing
program due to financial
constraints on the part of
the city government.
Talisay City College’s relentless pursuit for academic excellence
bore fruit when it produced topnotchers in the Licensure
Examination for Teachers (LET) in five (5) consecutive years,
namely: Aiza Pansacala 9thplacer in 2009, Zaldy Villarias
10thplacer in 2010, Mary Kaye Misa 8th placer in 2011, Diana Rose
Zamoras 7th placer in 2012, and Junnalie Brago and Angelo
Pahamutang 10th placers in 2013. Because of these
achievements, Talisay City College had been recognized as one
of the country’s top performing schools in the March 2012
Licensure for Teachers as per Professional Regulation
Commission Resolution No. 2010- 547 series of 2010.
November 22, 2011 carved a milestone in the college when the
Commission on Higher Education Regional Office VII (CHEDRO
VII) granted authority to Talisay City College to offer the three
(3) of its programs, namely: Bachelor in Elementary Education,
Bachelor in Secondary Education and Bachelor of Science in
Industrial Technology. Strength in character, hardwork and
determination, characteristics of a true Talisalite spirit reaped
outstanding results. The college’s ROTC Unit has always been
awarded with flying colors during its Regional Annual
Administrative Tactical Inspection (RAATI).
The participation in the different competitions
both local and national like Pasigarbo sa Sugbo,
chorale contest, sports, performing arts, cookfest,
literary, debates and academic researches has
been bringing honor and pride to the college.
On July 1, 2016, more offices were created to be more
compliant with CHED requirements which included the
Students’ Affairs and Services, Guidance Center, Medical
Clinic, Research Center, Community Extension, NSTP Office,
Scholarship Center, Alumni and External Affairs and SSC. To
keep abreast with the changing times and with the strong
desire to attain excellence, TCC’s Academic Council
convened on July 20, 2016 and moved to conduct series of
meetings to review the college’s vision, mission, goals and
core values. Inspired by the ideals of the 21st century
teaching-learning, the council came up with a new and more
dynamic directions which was adopted unanimously by the
Board of Trustees on August 3, 2016.
After raising the program to higher
standards, the much-awaited government
authority was finally issued by CHED to
Talisay City College to operate Bachelor of
Science in Hospitality Management (BSHM)
effective Academic Year 2017-2018 on April
4, 2018. To enrich teaching-learning
situations, the college’s library underwent
major upgrading in its collections pursuant
to CHED standards in 2017 and continually
updated every year.
To provide better venue for students’
science experiments and activities, a 1.3
million-peso new Chemistry/Physics
Laboratory was inaugurated on December
15, 2018.
With all program offerings recognized by
CHED, Talisay City College has been
included in the list of local colleges in the
country to implement the free higher
education (RA 10931) beginning academic
year 2019-2020. This development has
drawn much appreciation from Talisaynons.
12 The increase in enrolment in 2019 brought
about by free tuition law led the college’s
unprecedented expansion.
The tennis courts beside the Talisay City
Sports Complex had to give way for the
construction of a 5-storey edifice to
accommodate more students and expand
the school’s facilities and instructional
resources. Thus, on January 12, 2020 in the
occasion of the city’s 19th Charter Day
Anniversary, the new academic building (first
and second floors) was opened. The
inauguration was led by the Honorable
Mayor Gerald Anthony “Samsam” V. Gullas.

three times. Dr. Tomas L. Ramos served as
college director/president from 2004 to 2013.
The Board of Trustees then appointed Dr. Richel
N. Bacaltos as acting college president from
July 2013 to May 2014 and eventually Dr. Edgar
M. Martinez took over as caretaker of the
college from 2014 to 2016. Dr. Bacaltos was
reappointed by the board on July 1, 2016 and
has been serving as college president until
present.
The Talisay City College has gone a long way
from its original three hundred (300)
students and twenty-five (25) teachers way
back in June 2004. The college’s growth has
been largely due to the well-coordinated
efforts and dedication of the local
government officials, the administration,
faculty, studentry, non-teaching personnel,
alumni and the community.
Holistic, proactive and value-laden, the Talisalite
trademark of education extends beyond the integral
formation of the students. It reaches out to the
community through its community extension services
making them participating members of the pluralistic
society. It is also anchored on the statement of Sta.
Teresa de Avila (city’s patron saint) “Todo se Paso,
Solo Dios basta” inscribed in the school’s insignia
which means “All things are passing, God alone
suffices” recognizing God Almighty as the source of
wisdom. Talisay City College has been steadfast in its
quest for excellence and continuously soaring high
bringing itself to greater heights.
