Subject: Preventing the circulation of child sexual abuse material – Draft revision of the Baseline
Standard Agreement
The ICPO-INTERPOL General Assembly, meeting in Vienna, Austria, from 28 November to
1 December 2023, at its 91st session:
BEARING IN MIND Article 41 of INTERPOL’s Constitution,
AWARE that online child sexual exploitation and abuse is an ever-growing crime area for
member countries,
CONSIDERING that such abuse is often documented in the form of images and videos,
constituting evidence of a crime and perpetuating the victimization of depicted children,
RECALLING INTERPOL’s long-standing commitment to combating offences against children,
evidenced by previous Resolutions directed against the sexual exploitation of children, especially
Resolution AG-2005-RES-09 addressing websites offering child sexual abuse material and
trafficking of children on the Internet; Resolution AGN/65/RES/9 addressing the production,
distribution and possession of child sexual abuse material; Resolution AGN/65/RES/10
addressing the improvement of international police co-operation in combating offences against
children; AG-2015-RES-04 addressing the need to cooperate with private entities to reduce the
circulation of child sexual abuse material online; and Resolution GA-2022-90-RES-05, supporting
countries in their efforts to identify and investigate online child sexual exploitation,
STRONGLY ENCOURAGING prevention as an essential element in dealing with the issue of
the possession and distribution of child sexual abuse material (CSAM),
URGING international entities and private entities to be vigilant and ensure that their
networks are not being used to store, view or propagate child sexual abuse material either
internally or on the Internet,
HAVING NOTED that file signatures are a valuable resource for network administrators to
be able to recognize child sexual abuse material and allow it to be reported to the appropriate
authorities, removed from their systems, and prevented from being uploaded again,

CONVINCED that empowering international entities and private entities to recognize
known child sexual abuse material contributes to the prevention of identified child sexual abuse
material from being further stored, circulated or distributed within their networks or accessed by
third parties,
CONSIDERING the Standard Agreement is in the framework of the Baseline Initiative given
in Report GA-2023-91-REP-10, which is intended to replace the Standard Agreement previously
approved by General Assembly Resolution AG-2015-RES-04,
RECALLING the data protection principles enshrined in INTERPOL’s Rules on the Processing
of Data,
BEARING IN MIND that the extensive development of platforms making it possible to
store, share and access child sexual exploitation material necessitates a revised Standard
Agreement,
APPROVES the Standard Agreement as given in Report GA-2023-91-REP-
10; AUTHORIZES the Secretary General to sign the Standard Agreement;
TASKS the Secretary General to conclude and sign long-term agreements with
international entities and private entities for the supply of the Baseline List using the Standard
Agreement. When necessary for the implementation of the Standard Agreement, the Secretary
General may also conclude and sign supplementary arrangements.
