ABOUT THE DEPARTMENT

The Department leads the delivery of education and development services to children, young people and
adults both directly through government schools and indirectly through the regulation and funding of early
childhood services, non-government schools and training programs.

ROLE CONTEXT
Security and Emergency Management Division

The Security and Emergency Management Division supports the Schools and Regional Services’ essential role to
make it easier for children, families, schools, and service providers to access responsive and high quality support and
services. The Division’s vision is one of education communities that are physically and psychologically safe.

The Security and Emergency Management Division delivers this vision by managing risks and incidents that may
impact the health and wellbeing of children and young people, or that may impact school operations or educational
services delivery. The Division supports the education sector to be prepared, to respond quickly and effectively when
incidents occur, and to provide appropriate and proportionate recovery supports after events.

The Security and Emergency Management Division has the following branch and units:
• Directorate Services Unit
• Policy and Intelligence Unit and
• Capability and Readiness Unit, and
• the Operations Branch which includes:
o Security Unit
o Incident Management and Support Unit

The Division’s units are responsible for:


• developing and implementing security, emergency and incident management policies and resources for all
Department of Education and Training sites, staff and education communities
• provision of alarm monitoring, installation, maintenance and response services to minimise the loss or damage
of school equipment and infrastructure
• representing the Department at whole of Victorian government emergency management planning, response and
recovery committees and meetings
• providing leadership, expert security and emergency management training, advice and support to all
Department of Education and Training sites and staff to prevent, respond to and recover from a range of
incidents
• coordinating with the children’s services, Catholic and Independent schools’ sectors to support the safety of all
educational communities
• incident management support for the effective recovery of students, families and communities affected by
incidents
• incident data analysis and reporting in order to inform prevention, response and recovery activities.
ROLE PURPOSE
The purpose of the Incident Support Coordinator role is to provide high quality support to school staff reporting
incidents occurring in school communities that have the potential to have negative impact on students or school
business continuity.

The Incident Support Coordinators collect relevant information from the caller regarding incidents and collaborate
with the callers to assess each event for its severity from an individual and system perspective. The severity rating
guides a proportionate Departmental response to the incident.

The role requires capturing accurate information, reporting, strong written communication and relationship building
skills. Superior verbal communication skills are also required to support callers in a calm, controlled and professional
manner.
To be successful in the position, you will also possess the ability to:
• demonstrate an understanding of an evidence informed framework for managing incidents of a potentially harmful
and distressing nature in schools
• provide emotional support to callers
• provide referrals to other areas within the Department or externally
A sound understanding and knowledge of policy and legislation related to child protection, child safe standards,
emergency management, reportable conduct is desirable.
The role is required to work as rostered for shift work, generally between 8 am to 6 pm. Infrequently, during
significant emergencies/crises, this role may be required to be available outside of business hours to support the
department and whole of government emergency management operations.

Relationship • Participate and assist in training programs to improve incident recording, support and
management and monitoring
communication • Support schools to adopt the Department's reporting requirements

• Desirable : Current Working with Children Check
• Desirable : Bachelor's degree in Psychology, Social Work or equivalent experience in allied health.
