SALARY: A competitive package will be offered to successful candidates on a
contract basis.
The Eastern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR)
Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention
(CDC), is seeking eligible and qualified applicants for the positions listed below to be employed on a one
(1) year contract renewable subject to satisfactory performance and availability of funds. Below is a

1. STORES OFFICER – ONE (1) POSITION
JOB PURPOSE: To carry out the storage and distribution of goods for safe keeping and make them
available to end users for efficient program implementation and service delivery improvement.

RESPONSIBILITIES & ACCOUNTABILITIES

• Handling and monitoring receipt of all incoming goods, inspection, storage, issue and stock
verification.
• Managing stores operations ensuring optimum inventory levels.
• Conduct routine stock count.
• Responsible for allocation/transfer of stocks, conducting routine inspection to ensure reconciliation
of physical stock.
• Evaluation of safety stock limits and inventory order levels and balanced stock levels conforming
to the demand from the user departments.
• Ensure optimal utilization of available resources
• Responsible for stock control and manage stock movement and ensure inventory is properly
maintained and kept at an optimal level.
• Implementation of effective standards and proper inventory systems.
• Monitoring and improving the efficiency of stock management.
• Generating non-moving stock statement & distribution to all Departments.
• Ensure that stock is checked, labelled and stored in the designated storage area.
• Ensure good housekeeping & safety.

QUALIFICATIONS, SKILLS AND ATTRIBUTES

• Full Grade Twelve (12) School Certificate


• Advanced CIPS Diploma or Diploma in Purchasing and Supply.
• At least Three (3) years relevant job experience.
• Must be a Member of Zambia Institute of Purchasing and Supply (ZIPS).
• Computer literate, with competency in using Microsoft office applications (Word, Excel,
PowerPoint).
• Good proficiency in oral and written English as well as interpersonal skills.

2. DISTRICT MONITORING & EVALUATION OFFICER – ONE (1) POSITION
Reports to District Health Information Officer
JOB PURPOSE: To support the program monitoring and evaluation by timely collecting, analyzing, and
reporting program data for guiding decisions for efficient program implementation and service delivery
improvement.
RESPONSIBILITIES & ACCOUNTABILITIES
• Coordinates, collates, and undertakes timely health facilities (including health posts, OSC and
DREAM Centers) reporting using specified reporting systems and standard templates.
• Provides HMIS, MER and source documents technical support to Health Facility staff to ensure
accurate data collection, routine analysis, and timely reporting.
• Conducts routine updates, orientations, and provides SOPs on new and revised HMIS and MER
indicators including on information systems (DATIM, DHIS2, SmartCerv, ELMIS, DQMIS and
SmartCare).
• Undertakes monthly performance analysis and review meetings with supported Health Facilities.
• Routinely updates performance charts/graphs.
• Coordinates, collates, and undertakes routine Data Quality Audits to supported Health Facilities to
ensure report accuracy and consistency.
• Ensures data alignment for similar PEPFAR and GRZ indicators.
• Undertakes accurate and timely updating of all districts electronic Databases and web-based
reporting system (DATIM, GRZ DHIS2, District SC Server and More-ZM).
• Provides data for guiding program planning, implementation at DHO and facility service delivery
improvement.
• Participates in QI/QA activities.
QUALIFICATIONS, SKILLS AND ATTRIBUTES
• Full grade 12 School Certificate with at least five O level credits or better
• Degree in Demography, Development Studies, Computer Science, IT or Library Information
studies
• Minimum three (3) years relevant work experience.
• Able to write comprehensive reports.
• Computer literate and trustworthy.
• Able to communicate effectively in English and Local language.
• Experience working on PEPFAR supported project a plus.

• Basis training in HIV/AIDs reporting systems will be added advantage.

3. CLINICAL MENTOR – TWO (2) POSITIONS

JOB PURPOSE: To undertake the provision of onsite clinical care technical support to all health facilities
in the Districts for HIV/TB programs in order to improve clinical care services, HIV epidemic control and
TB elimination.

RESPONSIBILITIES & ACCOUNTABILITIES

• Effectively undertakes management of patients living with HIV in to improve care and treatment
and consults with MO as appropriate.

• Undertakes effectively management of patients in order to improve case identification, care and
treatment as well as support.

• Undertakes effectively the development and implementation of HIV/TB treatment capacity


building programs in clinical care staff in order in order to improve the quality of HIV/TB
treatment/care services.

• Undertakes regularly analysis of site level performance in order to assess the impact of HIV/TB
clinical care services and implement appropriate interventions.

• Undertakes effectively the formulation, implementation and review of HIV/TB action plans in
order to ensure quality clinical care health services.

• Undertakes regularly the maintenance and updating of the HIV/TB database, in order to facilitate
accessibility of information, generation of reports and decision making.

• Coordinates periodic (weekly, monthly, quarterly, annually) reviews of programmatic data with
facility staff using selected key indicators to inform decision making for program improvement and
track performance towards achieving facility targets in key HIV/TB program areas.

• Coordinates and conducts review of facility program data for gap identification and implementation
of quality improvement efforts in collaboration with the facility QI team. Further coordinates
efforts to ensure facility adheres to service quality standards stipulated in National guidelines.

• Undertakes effectively the provision of primary and secondary prevention programs in order to
control new infections and avoid recurrence of infections.

• Supervises effectively the utilization of human, financial and other resources in order to facilitate
achievement of set objectives.
• Ensures adherence to safety and health regulations.
• Responsible for all resources under job holder’s charge.
KNOWLEDGE & SKILLS REQUIREMENTS

• Full Grade 12 Certificate.

• Diploma in Clinical Medicine.

• At least 3 years’ demonstrated work experience in HIV/TB clinical management at District level

• Basic training in HIV/TB management in both adult and paediatrics ART is a must.

• Valid practicing license and full registration with HPCZ.

• Supervisory and mentorship experience in HIV/TB prevention, care and treatment services.

• Proven experience in coordinating HIV/TB services such as demand creation, HIV case
identification and community interventions in support of retention of recipients of care (RoC).

• Ability to provide daily mentorship to ART providers including Community health workers.

• A team player with ability to coordinate HIV/TB services at the district or facility.

• Computer skills: Microsoft word, Excel, PowerPoint.

• Experience working on a PEPFAR supported project a plus.

• Ability to communicate effectively in English and local languages.

• Ability to write technical and analytical reports.

4. PHARMACY TECHNOLOGIST (CHAMA DISTRICT) – ONE (1) POSITION


Reports to the District Pharmacist
JOB PURPOSE: To supervise and coordinate the provision of HIV/TB pharmaceutical services and
products in order to ensure effective delivery of health care.
RESPONSIBILITIES & ACCOUNTABILITIES
• Closely collaborate with ZAMMSA Regional Hubs to ensure steady supply of medicines and
medical supplies in all CoAg supported facilities.
• Participate in ARVs and other HIV related pharmaceutical supplies’ forecasting and quantification
events.
• Conduct weekly stock status analysis to inform the Provincial stock status and assure commodity
security in the province.
• Conduct joint quarterly assessment on the utilization and operational status of eLMIS in all
supported facilities, document the findings and escalate to Chaz eSCMIS for interventions where
necessary.
• Lead pharmaco-vigilance services among ART beneficiaries in all supported facilities and
communities in order to achieve desired treatment outcomes.

• Undertakes effectively capacity building programs in order to impart knowledge and skills.
KNOWLEDGE AND SKILLS REQUIREMENTS
• Full Grade 12 Certificate.
• Diploma in Pharmacy or equivalent.
• Valid practicing license and full registration with HPCZ.
• Minimum three (3) years relevant Pre-Job Experience.
• Demonstrated knowledge of HIV/TB drug management.
• Ability to work in - between DHO and Chama HAHC.
• Experience working in donor funded projects a Plus.

• Ability to write comprehensive reports.


• Ability to communicate effectively in English and Local Language.
• Must have a high level of confidentiality and Integrity

5. ASSISTANT MONITORING & EVALUATION OFFICER – TWO (2) POSITIONS


Reports to Facility - In charge
JOB PURPOSE: Work with facility staff to timely enter and analyze all TB/HIV data relating to patient
interactions using appropriate information systems for guiding clinical decisions making, programming and
service delivery improvement.

RESPONSIBILITIES & ACCOUNTABILITIES


• Enters all patient information in an accurate and timely manner using appropriate information
systems.
• Provides data for clinical decision support and feedback to HC/Ps on linkage, VL eligibility,
suppression, treatment attrition and patient records completeness.
• Provides data management, accuracy, and technical support to H/F staff on HMIS/MER indicators
including respective information systems (DHIS2, SmartCare, ELMIS, etc.).
• Submits of all required reports as per reporting deadlines and information system.
• Undertakes monthly data analysis and performance review meetings with Health Facility staff.
• Participates in ECHO sessions and Situation Room Meeting.
• Routinely updates performance charts/graphs for respective Health Facilities.
• Conducts data verifications and validations to ensure accuracy, completeness, and consistency prior
to HIV/TB report submission to the next levels.

• Undertakes effectively provision of capacity building to facility staff in Data management in order
to impact knowledge and skills.
• Ensures data alignment for similar PEPFAR and GRZ indicators.
• Provides data for guiding facility planning and service delivery improvement.
• Participates in QI/QA activities.

KNOWLEDGE & SKILLS REQUIREMENTS


• Full grade 12 School Certificate
• Diploma in M&E, Computer Sciences, Library Studies, Development studies, Information
Technology or equivalent.
• Minimum two years relevant work experience.
• Experience working on PEPFAR supported project is added advantage.

• Able to write comprehensive reports.

• Able to communicate effectively in English and local languages.

• Computer literate and trustworthy.

6. COMMUNITY LIAISON OFFICER – TWO (2) POSITIONS


Reports to Facility In - Charge

JOB PURPOSE: Undertakes implementation and coordination of comprehensive and sustainable HIV
Prevention and Testing Services, linkage to ART treatment and Care, linkage to cancer treatment, and
implementation of differentiated service delivery models to surrounding facilities and communities under
their care.

RESPONSIBILITIES & ACCOUNTABILITIES

• Participate in planning of HIV Prevention, Testing and Linkage to Treatment and Care, ART
missed appointments, Retention to care at facility to ensure effective coordination and
implementation of the program schedule of activities.
• Provide mentorship to volunteers, collaborate with Community IPs to strengthen coordination
between facility and Community planned activities to ensure comprehensive and sustainable
facility HIV program.
• Ensure that all participating health facilities and community outlets are well stocked with all needed
test kits and required support materials and track usage of stocks against outputs.
• Undertakes linkage of negative clients to HIV Preventive services such as PrEP, PEP and other
HIV preventive Services.

• Undertakes under the supervision of the Health Facility In-charge or any other person designated,
to provide quality and cost-effective HIV Testing Services focusing on Provider Initiated Testing
& Counseling (PITC) using prescribed screening tools, and Index Testing Services - Partner
Notification Services (PNS), IPV (Intimate Partner Violence) and Screened Biological Children.
• Ensures that all newly diagnosed HIV Positive clients are linked to appropriate HIV treatment
services within one day.
• Undertakes to obtain/print/generate a list of patients’ current on treatment who are due for drug
pick up, clinical visit, and viral load testing on daily basis.
• Ensures that all patients due for drug pick up, clinical visit, and viral load testing who did not show
up are contacted/followed up on daily basis.
• Ensures that all patients defaulting treatment are actively followed up, their status determined, and
brought back into care.
• Ensures that all patients on treatment for more than 6 months with a high viral load are put and
completes Enhanced Adherence Counseling (EAC).
• Facilitate provision of community and facility-based models of differentiated services delivery.
• Coordinate identification and referring of clients to Community based groups, and collaborate with
community Implementing Partners to establish ARVs distribution points in the community.
• Undertake community mobilization and in collaborate with stakeholders in order to create demand
for HTS, PMTCT, VMMC, TB, Cancer screening, as well as providing school health services
targeting adolescents.
• Provide technical support to all community level stakeholders implementing HTS distribution to
assure effective post-test linkage to other HIV preventive and treatment services at facility and
community level.
• Build the capacity of community and facility level stakeholders through training, mentorship and
supportive supervision to ensure quality of service delivery.

KNOWLEDGE AND SKILLS REQUIREMENTS

• Full Grade 12 certificate.


• Minimum Diploma in social work or equivalent
• Certified psychosocial counselor or equivalent.
• Experience in coordinating and managing community health workers
• Strong interpersonal and communication skills.
• Knowledge of the local community and cultural sensitivities.

7. PSYCHOSOCIAL COUNSELLOR

Reports to the Facility In-Charge

JOB PURPOSE: To undertake the provision of counselling and testing services in order to address the
client’s social, emotional needs and determine HIV status.

RESPONSIBILITIES & ACCOUNTABILITES

• Undertakes effectively, provision of counseling services in order to address their emotional and
psychological needs.
• Undertakes effectively provision of testing services in order to determine HIV status.
• Promote an understanding of the underlying issues in the counsellor – client relationship.
• Ensure data is entered into the daily register and DHIS2 for each patient counselled i.e. their age,
gender etc.
• Provide conducive environment, which will aid client’s free expression through application of
welcome services approach.
• Support and facilitate provision of health talks in designated areas (HF) to create demand for HIV
testing, viral load uptake, Cervical cancers, TB screening and other services.
• Collaborate and support HTS providers at facility and community level in provision of index case
testing and HIV self-testing.
• Refer clients to other services within the facility that are due such as viral load testing, and mental
health services.
• Support clients with referrals, to HIV testing services, ART clinic and reproductive health services
within the health facilities.
• Provide relevant feedback to health care providers who referred the clients for Psychosocial support
in an appropriate and timely manner.
• Schedule appointments for counselling sessions and record appropriately.
• Ensure all M&E tools used in psychosocial support are available and well documented.

KNOWLEDGE AND SKILLS REQUIREMENTS

• Full Grade 12 School Certificate.


• Certificate in Psychosocial Counselling or any social related field.
• Minimum two (2) years relevant pre-job experience.
• Trained in Common Elements Treatment Approach (CETA)
• Certified HIV testing services providers and those with experience in working with adults and
children living with HIV will have an added advantage.
• Basic HIV/AIDS training.
• Volunteering in Eastern Province as a CETA provider will be added advantage.
• Ability to write comprehensive reports.
• Ability to communicate effectively in English and local languages.
• Interpersonal relations, courtesy, counselling skills.
• Must have a high level of confidentiality and Integrity

8. MOTORBIKE RIDERS – THREE (3) POSITIONS

Reports to Human Resources Management Officer


JOB PURPOSE: To undertake the provision of courier services in order to facilitate transportation of
medical samples and results.
RESPONSIBILITIES & ACCOUNTABILITIES
• Scan samples at collection and delivery using the E-Lab system.
• Manage sample batches.
• Temperature Monitoring of samples in cooler boxes
• Undertakes regularly basic motorbike inspection in order to ascertain road worthiness.
• Ensure scheduled maintenance of motorbike by recommended service provider
• Report motorbike faults to line supervisor/manager and facilitate repairs of motorbike
• Immediately report motorbike accidents, theft or damage to line Manager
• Manage fuel retirements as per guidelines.
• Timely and efficient adherence to the courier schedule
• Maintaining an accurate record for all samples and results delivered and collected
• Use motorbike strictly for official errands only.
KNOWLEDGE AND SKILLS REQUIREMENTS
• Full Grade Twelve (12) Certificate
• Holder of a Valid Class A Rider’s License.

• At least 2 years working experience as a bike courier.
• Must be able to ride a motorbike efficiently.
