Rationale:
Pursuant to DepEd Order No. 022,s. 2023 entitled “ Implementing Guidelines on the
School Calendar and Activities for the School Year (SY) 2023-2024, the Division of Cebu
Province announce the conduct of the Five-Day Mid-Year Performance Review and
Evaluation (MPRE) and School-Based In-Service Training (INSET) for Teachers. Among the
participants are the 392 elementary and 271 secondary teachers of San Francisco District
who are performing teaching related functions.
This five-day session emphasized in the same Order that the first two (2) days of the

five-day midyear break shall be spent in evaluating the school’s progress in the
implementation of the educational programs, projects and activities, as well as in reviewing
the performance of teachers and the school staff to address concerns through cooperative
effort. In addition, the last three (3) days shall be devoted to the conduct of the school-based
INSET activities for the, teachers’ continued professional development and the preparation of
their Instructional Materials (IMs). The participants are still advised to observe the minimum
public health and safety standards during the conduct of this week-long professional
undertaking.
Being competent and well-performing teacher is one of the most important resources
in any educational institution. The teacher is considered the professional agent and the most
directly responsible person in the process of learning; he is the one in charge of
making/helping students learn and benefit or suffer from the quality of his teaching. That is
why Teachers’ professional training and professional development is a necessary ingredient
to support innovative and beneficial teaching. Thus, this training is designed.
This INSET is an output- based, teachers are required to prepare and submit their
outputs on time. Therefore, meals and snacks of the participants of the Five- day In- Service
Training for Public School Teachers will be served on their respective schools/ venues .
Hence, meals which include lunch (Php80.00) and two snacks (Php70.00) shall be charged to
the School MOOE Funds subject to the usual accounting and auditing rules and regulations.

By the end of the School In-Service training, the participants would produce the outputs required by
the Division Office which are essential in developing teacher’s performances, personal and
professional growth and development in preparation of IMs which are essential and useful in
delivering quality instruction.

Outcomes/Success Indicators:
The elementary and secondary teachers of San Francisco District, Division of Cebu Province will be
participating in the Five-Day Mid-year Performance Review and Evaluation (MPRE) and School-based In-
Service Training (INSET) for Teachers on January 24-26, 29-30, 2024.
It is emphasized in the same order that the first two (2) days of the five-day midyear break shall be spent in
evaluating the school’s progress in the implementation of the educational programs, projects and activities,
as well as in reviewing the performance of teachers and the school staff to address concerns through
cooperative effort. In addition, the last three (3) days shall be devoted to the conduct of the school-based
INSET activities for the teachers’ continued professional development and the preparation of their
Instructional Materials (IMs).
This five-day session aims to further expand the participants` skills and knowledge on different digital
teaching materials (ICT), systems and approaches that are useful in delivering quality instruction as well as
the mental health and well-being of the teachers.

Purpose/s:
The FIVE-DAY MID-YEAR PERFORMANCE REVIEW AND EVALUATION (MPRE) AND SCHOOL-BASED
IN-SERVICE (INSET) TRAINING FOR TEACHERS, is a training for all Elementary and Secondary teachers
of the Department of Education in which the District of San Francisco of the Division of Cebu Province will be
participating. Thus, making them updated of the Programs, Projects and Activities implemented in the school
as well as their professional growth.

Terminal Objectives:
1. Evaluate the school’s progress in the implementation of the educational programs, projects and
activities.
2. Review the performance of teachers and the school staff (RPMS Cycle, IPCRF, Portfolio).
3. Improve the personal and professional growth of the teachers.
4. Improve the quality of teaching and knowledge on Inclusive Education.
5. Improve teachers’ strategies on developing learners’ ability on HOTS.
6. Enhance teaching approaches and strategies thru learner-centered teaching approaches and
strategies on numeracy and literacy.
7. Develop Instructional Materials (IMs) to be use in the teaching process.
8. Discuss other relevant topics particularly those that are reflected in the teachers Individual
Development Plans in their Individual Performance and Commitment Review Form (IPCRF).
