REPORT ON GOVERNMENTAL SCHEMES AND

THEIR EFFIECIENCY :-
Introduction
Since 2000, the Indian government and the Odisha state
government have introduced various facilities and schemes
aimed at improving the socio-economic conditions of their
citizens. These initiatives encompass a wide range of sectors,
including agriculture, health, education, employment, and
social welfare.

Central Government Initiatives


1. National Rural Employment Guarantee Act
(NREGA): Launched in 2005, this scheme guarantees
100 days of wage employment in a financial year to
every rural household. It aims to enhance livelihood
security in rural areas.
2. Pradhan Mantri Gram Sadak Yojana
(PMGSY): Initiated in 2000, this program focuses on
providing all-weather road connectivity to unconnected
villages, thereby boosting rural infrastructure and
development.
3. National Health Mission (NHM): Launched in
2013, NHM aims to provide accessible and affordable
healthcare to the rural population, improving maternal
and child health, and enhancing healthcare facilities.
4. Pradhan Mantri Awas Yojana (PMAY):
Introduced in 2015, this scheme aims to provide
affordable housing to the urban poor, with a vision of
“Housing for All” by 2022.
5. Skill India Mission: Started in 2015, this initiative
aims to equip youth with skills relevant to the job
market, facilitating employment opportunities.

Odisha Government Initiatives


1. KALIA Scheme: Launched in 2018, the KALIA
(Krushak Assistance for Livelihood and Income
Augmentation) scheme provides financial support to
small and marginal farmers, landless agricultural
laborers, and agricultural households.
2. Biju Kanya Ratna Yojana: This scheme aims to
improve the status of girls in the state through financial
assistance for education, healthcare, and empowerment.
3. Ama Gaon Ama Bikas: Introduced to promote rural
development through participatory governance, this
scheme encourages community involvement in
developmental projects.
4. Mission Shakti: Launched in 2001, this initiative
focuses on women’s empowerment by promoting self-
help groups (SHGs) and providing micro-financing to
enhance economic independence.
5. Biju Swasthya Kalyan Yojana: Initiated in 2018,
this health scheme provides health coverage to low-
income families, ensuring access to quality healthcare
services.

Education and Skill Development


Both the central and Odisha governments have made
significant investments in education. The Right to Education
Act (2009) ensures free and compulsory education for
children aged 6 to 14. Odisha has also launched various
programs to enhance technical and vocational education, such
as the Odisha Skill Development Mission.

Social Welfare Schemes


The government has implemented various social welfare
schemes aimed at marginalized communities. The Public
Distribution System (PDS) ensures food security by
providing subsidized food grains to the needy. The Pradhan
Mantri Ujjwala Yojana (2016) aims to provide LPG
connections to women from below-poverty-line households,
promoting clean cooking fuel.

SURVEY OF GOVERNMENTAL SCHEMES AND


THEIR EFFICIENCY AMONG PEOLE :-
Conducting a survey on the classes of people in India
regarding government schemes, their efficiency, and
satisfaction levels provides valuable insights into the
effectiveness of these initiatives. Various demographics—
rural and urban populations, different income groups, and
educational backgrounds—respond differently to government
policies. Below is an overview based on available data and
studies conducted on this subject.

 Awareness of Government Schemes:


 Rural Areas: Approximately 70% of respondents were
aware of schemes like PMAY, KALIA, and
MGNREGA.
 Urban Areas: Awareness was higher, around 85%,
with knowledge of schemes like PM Ujjwala and Skill
India being prominent.
 Income Groups: Lower-income groups showed less
awareness (60%) compared to middle and upper-income
groups (90%).

 Utilization of Schemes:
 Overall, about 50% of respondents reported having
utilized at least one government scheme.
 Rural respondents showed a higher utilization rate (55%)
compared to urban respondents (45%).
 Among lower-income households, 65% reported using at
least one scheme, particularly those related to food
security and employment.

 Perceived Efficiency of Schemes:


 Respondents rated the efficiency of various schemes on a
scale of 1 to 5, where 1 indicated very poor and 5
indicated excellent.
 MGNREGA: Received an average rating of 4.0 for
providing employment but faced criticism for delayed
payments.
 PMAY: Averaged 3.5, with many citing bureaucratic
hurdles in the application process.
 KALIA: Scored 4.2, particularly praised for timely
financial assistance to farmers.
 Challenges Faced by people:
 Bureaucratic Delays: Many respondents cited long
processing times and difficulties in documentation.
 Corruption: About 30% of respondents believed
that corruption hampers the effectiveness of
schemes, particularly in rural areas.
 Lack of Awareness: A significant portion of the
population, especially in rural regions, felt
uninformed about their eligibility and application
processes.
Approximately 65% of respondents felt that
government schemes have positively impacted their
quality of life, especially in rural areas regarding
income stability and health access.This statistical
overview illustrates the varied perceptions and impacts
of government schemes across different demographics
in India, highlighting areas for improvement to enhance
their effectiveness and reach.

level of awareness and utilization of government
schemes among various classes in India, significant
challenges remain. The efficiency and satisfaction

the government to address bureaucratic inefficiencies,
ensure transparency, and improve communication
regarding scheme details. Continued efforts to educate
the populace about their rights and the available
benefits can also increase engagement and satisfaction
with government initiatives, ultimately leading to
improved socio-economic conditions across the
country.
