Job Purpose • Oversees Civil/Structural engineering, in covering all aspects of design
to ensure the same in construction with technical objectives were met
within the approved scope, budget and schedule.
• Ensures that technical requirements (such as project specifications,
data sheets, procedures, etc.) developed EPC phases fully comply with
project requirements.
• Provides clear guidance to the EPC contractors and facilitate
resolution of technical issues to complete civil/structural engineering
activities to meet project objectives and milestones.
• Provides engineering surveillance on civil/structural deliverables.
• Monitors discipline schedule and progress.

Reporting and • Reports to Head of Project Engineering.


Relationships
Internal
• Regular interface and collaboration with NFS Engineering Division
Manager, Mechanical, Piping, Electrical, Telecom, Loss Prevention
Heads and engineers. Interactions with Interface Department,
Operations Advisors and Project Engineers within the NFS and NFE
Onshore Project organisation.

Part A: Job Specification
Job Purpose • The Onshore Quality Specialist - Assurance & Preservation is responsible to
coordinate effective implementation of the Company Construction Quality
Surveillance Program and Preservation Compliance program for the NFS project.
• The Quality Specialist is responsible to coordinate the site Quality Assurance
audits and Preservation field inspections. The position is responsible to establish
KPI reporting including recommendations for improvement and corrective action.
• This position provides guidance and leadership for all matters relating to the
preservation compliance program to maintain the integrity of equipment and
materials for the project.
Reporting and • Reports to the Quality Manager with day-to-day interaction with construction

Job Description – Lead Onshore Pipeline Engineer_COMP 1

Part A: Job Specification

Job Purpose • Able to fill either a project assignemenmt role or a home office functional
assignment role.
• In the project assignment role, is responsible for technical oversight of all
onshore and offshore pipeline engineering, design, fabrication, installation,
construction and pre-commissioning activities. Ensure that the Project ‘s
requirements are met. Facilitates interfaces amomg the Project /
Engineering manager, home office Functions and EPC contractor’s
organization with respect to pipeline issues.
• In the functional assignment role, is to provides support to QG Projects,
support EPC ITB/ITT bidding process, capturethe best practices and lessons
learned from completed and ongoing projects. Transfer learning and
knowledge to applicable QG projects and occasionally support ongoing QG
projects as required.
• Focus to ensure the design is safe, constructible and operable for personnel
and processes.
• Support Offshore pipeline engineering design, fabrication, installation and
construction activities as needed.
Reporting and • Reports to Head of Pipeline / EPC Engineering Manager
Relationships • Direct Reports : 0

Internal
• Head of Process, Head of Execution, Head of Structures, Dsicipline
Engineer(s)
• Regular contact with Offshore & Onshore Operations and Maintenance
departments
• Periodic contact with Supply, Safety and other departments within Qatargas.

External
• Regular contact with other NFPS projects, QE/RLIC.
• Occasional interaction with government bodies.

Job Context & • Reviews the detailed design developed by the EPC Contractor and verify
Major compliance with Qatargas standards and Qatargas objectives
Challenge(s) • Identify where existing equipment can be used and utilize existing designs
and equipment where practical and fit for purpose
• Understand and communicate the requirements of pipeline design
• Efficiently translate Company requirements and data into an efficient
delivery from the Contractor
• Manage the Contractor in the safe delivery of pipeline design scope of work
for pipeline components
• Verify compliance with Company requirements, standards, specifications
and instructions
• Monitor the progress and delivery of the engineering sections of the work
scope
• Interfaces with other QG projects EPC Contractors
• Understand complications of brownfield work

Key Job Accountabilities (Max 10, each unique, exclude generic)


1. Manage the onshore/offshore pipelines scope as focal point and ensure all deliverables are
met in respect to time, cost and performance to ensure project requirements are met in the
design.
2. Collaborate with Project teams to provide expertise, advice, guidance and to implement
recommendations and review installation and operating procedures as required.
3. Up to date knowledge and experience in onshore & offshore pipeline design codes for oil and
gas industry. Reviewing and approving all relevant Engineering documents throughout the
design and EPC phases, which typically include pipeline mechanical design, expansion
analysis, route optimization and field layout, on-bottom Stability Analysis, Lateral
Buckling/Pipe-Walking Analysis, Free Span Analysis, Cathodic Protection design, crossing
analysis, riser stress analysis, Installation analysis, shore approach/trenching design,
Construction, Pre-commissioning and Commissioning Feasibility/Analyses etc.
4. Ensure that all elements of Pipeline Integrity data are captured and managed effectively to
support the project an ongoing operational needs.
5. Ensure familiarity with GIS to monitor Contractor development of the GIS database.
6. Provide constructability input into the design and coordinate with onshore and offshore
construction teams to ensure effective implementation of pipeline engineering deliverables.
7. Support the development and maintenance of pipeline engineering related procedures and
best practices as needed and review design changes, specification revisions and exceptions to
ensure compliance to the Project Management of Change (PMOC) processes.
8. Support engineering aspects of the Risk Management Plan (including emergency response and
business continuity) to ensure identified hazards/risks are mitigated and to maintain the
expected level of quality and safety as defined in the Quality Assurance and Safety
Management Plans.
9. Support engineering and review of decommissioning of existing pipelines
10. Experience in sour service pipeline system design and safety aspects
Part B: Person Specification – Minimum Requirements

Qualifications • Bachelor Degree in Metallurgy, Mechanical, Civil Engineering or


equivalent.

Knowledge and/or • 15+ years of experience in onshore/offshore pipeline engineering with


Experience at least 5 years demonstrated senior onshore pipeline engineering
experience in major capital projects
• Experience with EPC contractors, sub-contractors and vendors
involved in the oil and gas industry.
• Experience on Qatar RLIC onshore project(s) is an added advantage.

Technical and Business • Competent in use of Pipeline engineering softwares e.g. AutoCAD,
Skills Microstation, CAESAR II, MATHCAD
• Sound knowledge of ASME B31.4 and B31.8 with DNV ST F101 design
codes is an added advantage.
• A high level of proficiency in written and spoken English
• Good problem solving skills
• Good communication and interpersonal skills
• Computer literacy involving the regular use of professional office
applications and some technical applications
