INTRODUCTION Sites of cultural significance or heritage sites as you were taught in Grade 10 have become very popular tourist
attractions. Many tourists are coming to South Africa to visit these significant sites and therefore we need to manage
our heritage resources carefully so that they do not get destroyed or become worthless. The management of heritage
includes both cultural and natural heritage resources. Heritage bodies deal with the preservation, protection, and
management of heritage in South Africa and there are heritage bodies on national, provincial and local level.
CONCEPTS
Heritage sites Sites of cultural significance and geographic areas of great value.
National Heritage Structures or defined areas of land declared by the South African Heritage Resource Agency (SAHRA) to
be of historic or cultural importance. National heritage sites are known as Grade I sites.
Provincial Heritage Places or sites that are of heritage significance within the province that PAHRA has declared as a heritage
site. Provincial heritage sites are known as Grade II sites.

• It is also the national administrative body responsible for the protection of SA’s cultural heritage
• National heritage sites are known as Grade I sites

Provincial Heritage Agencies
• The Provincial Heritage Resource Authority (PHRA) identifies places or sites that are of heritage significance and then
declares them as heritage sites. Provincial heritage sites are known as Grade II sites.
• Provincial heritage agencies are responsible for compiling and maintaining the heritage resources in the province.
The main functions of Provincial Heritage Agencies are also:
- to ensure the protection, preservation, and proper management of the heritage of different cultures in the province
- to create awareness and educate communities about the importance of protecting their heritage resources

Special heritage permits and protection regulations
It is important to preserve heritage sites for future generations. Several regulations have been put in place to protect our heritage e.g.
the National Heritage Resources Act regulates a list of heritage objects under its protection to prevent that it is removed, changed, or
destroyed without permission from SAHRA.
The special heritage permits and protection regulations for the following objects include:
Structures older than 60 years
No person may alter or demolish any structure or part of a structure that is older than 60 years without a permit of the relevant PHRA
Archaeological and paleontological sites and materials
Individuals or communities that have claimed archaeological or paleontological sites must register these sites in heritage registers and
anybody who wants to change anything at these sites needs permission by means of a permit.
Meteorites
Anything that falls from the sky is the responsibility of SAHRA. People who already possess meteorites or parts of them must register
them
Shipwrecks
All shipwrecks in the oceans around SA are heritage resources of historical significance because they provide historical information and
instruments. Permission is needed to bring them to the surface or to take anything from them.
Burial grounds, graves
Graves, burial sites, and monuments are physical and symbolic reminders of South African history and is protected by SAHRA.
