Definition of Household
As a social unit consisting of a person living
alone or a group of persons who sleep in
the same housing unit, including any place
of dwelling or facility, and
Have common arrangements for the
preparation and consumption of food
(Philippine Statistics Authority, National
Statistical Coordination Board Resolution
No. 11 Series of 2013, Annex-BR-2003-1).
*Therefore, the initial consideration and basis in the validation of the
composition of a household should be based on this definition.

Monitored Children
In cases wherein the monitored children
exist in two (2) or more households based
on the roster profile in the Pantawid
Pamilya Information System (PPIS), it
should be determined where the children
actually reside (actual custody) through the
house-to-house approach validation.
This would help in determining which
households should be retained or delisted
from the Program.

Grants Received
Households that are validated to be one (1)
and the same should be checked in terms of
duplication in the grants received.
If the households were verified to have
overpayments, the Field Offices (FOs) shall
process the recovery of grants following the
procedures laid out in Memorandum Circular
No. 3, Series of 2021, or the Omnibus
Guidelines on the Recovery of
Overpayments from Pantawid Pamilya

Alleged Fraudulent Act
Household found to have intentionally committed fraud to access
or receive Program benefits, such as cash grants, they will
undergo case validation process conducted by the fact-finding
team according to the established procedural guidelines,
particularly those concerning Beneficiary Fraudulence.
Such behavior is considered a grave offense. The fact-finding
team will ascertain the veracity of the issue, either collectively or
individually, by conducting direct personal interviews with the
implicated beneficiary or through collateral feedback from
individuals known to be very familiar with the concerned
beneficiary.
Cases involving intent to deceive the program for benefits will be
considered non-appealable.
