1. Executive Summary
1.1 Vision
In relation to the 1 st Phase of this project (the commercialisation of JURISCRIPTA®), the vision of
ALDRAP is to spearhead the shift from the conventional adjudication of cases in Nigerian court to a more
digital administration of justice which is flexible to technology and innovations and conforms to global
best practices. With the admission of electronic evidence in Nigeria and the move for the amendment of
the Oath Act, to enable the administration of oaths electronically, and also the issuance of Practice
Directions that enables electronic filings and virtual proceedings in Nigeria, the vision of ALDRAP is to
provide a software for Judges that will enable them live up to these times of technological advancement in
the Judiciary.
In relation to the 2nd Phase of the project (the commercialisation of the LEGISCRIPTA) ALDRAP aims to
be at the forefront of the drive for e-parliament in Nigeria by pushing for the reform and accelerate the
adoption of innovative digital technologies , placing information and communication technologies (ICT)
at the center of Parliaments' daily operations. One giant step taken in this regard is the design and
development of a unique software that makes for an easy drafting of error-free Bills.
These software has the potentials that will reduce the cost of both legislative and judicial proceeding
while not compromising the efficiency of the process. With a higher return on investment, the
commercialsation of these two software (LEGISCRIPTA® & JURSICRIPTA®) the economy of Nigeria
will benefits greatly through the exportation of the software to other African Countries. For instance, in
2021, the Republic of Gambia invited ALDRAP to install the JURISCRIPTA® software on 20 computers
and electronic tablets of the Ministry of Justice, Rupublic of Gambia and also to train 20 lawyers and
legislators on the use of these unique software. Offering a product with enhanced features and greater
capabilities that is unmatched in this legal industry will further position ALDRAP as an organisation of
great strength with superior brand and product through technological innovation.

The JURISCRIPTA® and LEGISCRIPTA® software product creates value for the judiciary and the
legislature respectively through increasing efficiency in research, Bill drafting, judgment writing etc.
Juriscripta & LEGISCRIPTA® both have potentials competitive advantages and the convenience over
other lawtech products because of its uniqueness and efficiency. Even the biggest lawtech company in
Nigeria, Law pavilion, do not have a software or any product that can compete favourable with
ALDRAP’s software. During the first 2 years of the commercialization of both software our organisation
intends to expand its operations to develop more software that will perform similar task in other countries
of Africa.
1.2 Organisation
The Association of Legislative Drafting and Advocacy Practitioners (ALDRAP) is a non-profit
organisation of lawyers with more than 500 members who are lawyers from across several African
Countries including: Nigeria, Zambia, Kenya, Tanzania etc. The main objective of our organisation
(ALDRAP) is promoting research and development of technologies that facilitates legal research, Bill
drafting, judgment writings etc. all with a view of ensuring an improvement in the quality of legislations
as well as the quality of judgments in Nigeria. ALDRAP was licensed by the Nigerian Bar Association
(NBA) as providers of continuing legal education programmes since September 2017
In January, 2021, the Honourable Attorney- General and Minister of Justice of The Gambia invited our
organisation (ALDRAP) to install our indigenous software (JURISCRIPTA®) and train 20 lawyers and
staff of the Ministry of Justice of The Gambia on the use of this software. The United Nation

1.3 Products
This this business plan relates to two indigenous software designed and developed (JURISCRIPTA® and
LEGISCRIPTA®) by the Association of Legislative Drafting and Advocacy Practitioners (ALDRAP)
“The JURISCRIPTA®”
Electronic Automated Judgment Writing Software
JURISCRIPTA® is a judgment writing software designed and build by the Association of Legislative and
Advocacy Practitioners (ALDRAP). The software was designed to aid judges to easily write flawless
judgments within a very short period of time. Giving the rate at which judgments of lower courts are set
aside on appeal as a result of avoidable mistakes, this software presents a long term solution to judges
while making the judicial process smooth and seamless. The software complies with the Nigerian Data
Protection Regulation 2020, issued by the National Information Technology Development Agency
(NITDA) as the data and privacy of its users are guaranteed.

The software provides an automated service of summarizing the facts of the case and helping the judge
make inferences when the following information is imputed : suit number, names of parties to the case,
Facts of the case, summary of the plaintiff’s case, summary of the defendant’s case; list of cited
authorities, Obiter Dictum and Ratio decidendi.
ALDRAP’s JURISCRIPTA® software comes with the option of pre-loaded electronic tablet computers
(supplied by our partners Zinox Technologies Nigeria Limited or Czech Republic partners-Continental
Exports) or installation upon the computer of clients
JURISCRIPTA® is a complete electronic digital research hub system consists of two main components
i.e. the legal research component and the judgment writing component. To this end, the software contains
all judgments of the Supreme Court of Nigeria from 1960 till date. This judgment ease the hurdles of
judicial research and makes the software user friendly to judges and research assistants to judges.
“The LEGISCRIPTA®”
Electronic Automated Bill Drafting Software
LEGISCRIPTA® is a Bill drafting software designed and developed by the Association of Legislative
Drafting and Advocacy Practitioners (ALDRAP) in 2017. The software is an automated technological
hub that produces clean and error-free Bills when information is imputed in it. It helps a draftsman to
compliance with the requirement of drafting a standard with all parts and components intact. The
LEGISCRIPTA® software is the first of its kind in Nigeria and its features are very relevant to legislative
business at the National Assembly, all States Houses of Assemble and the Local government councils in
Nigeria. The software that contains an in-build electronic law library containing the 552 laws of the
federation and other e-resources for legal research. The software applies a simplified method for the
drafting of Bills and other legislative documents.
In the year 2014, our Organisation undertook as research on the causes of low quality, and erroneous Bills
passed by the National Assembly as well as the various State Houses of Assembly and the effect of these
Bills on democracy and good governance in Nigeria. Our research identified a huge gap: a large
percentage (over 70%) of the legal research and legislative drafting functions of the National Assembly
and the 36 States Houses of Assembly are not technologically driven and this has resulted in poorly
passed Bills which are often refused executive Assent as a result, thus creating a rift between the
executive and the legislature.
The LEGISCRIPTA® project is aims at completely replacing the manual Bill drafting process with the
electronic Bill drafting process by purchasing electronic devices and installing the software
(LEGISCRIPTA®) on the electronic devices for the legislative drafting officers of the National Assembly
and all the 36 states of Nigeria including ECOWAS Parliament
Consulting Services
Consulting services will be offered to potential clients and existing customers on a contractual basis
during the integration of this software in to the judicial or legislative process and ALDRAP’s team of ICT

and Legal experts shall work round the clock to ensure that all customers and clients maximize the benefit
of this software.
1.5 Market Analysis and Marketing
JURISCRIPTA®
The global market lawtech is growing rapidly and is valued at $15.9bn. The adoption of new technologies
could increase productivity growth in the legal sector from 1.3% per year to 2.7% per year. Every £1
spent on legal services supports £1.39 in spending across the entire UK economy – a contribution that
could be boosted by investment in lawtech.
The United Kingdom is investing Billions into law tech because of its potential impact in the delivery of
efficient and speedy judicial services and Nigeria is in dire need of lawtech because of the plethora of
cases in the Nigerian courts.
This software is projected to thrive in Lagos and other South-Western region of Nigeria especially in the
High courts as represented by the Chart in fig 1.2 below. This is because High Courts are the courts with
the most pending cases. The court is a court of general jurisdiction and any matter can be brought before
the High Court except expressly provided otherwise by an Act of the National Assembly or by the
Constitution. Magistrate Courts, Customary Courts and Customary Courts of Appeal, etc. are all
potential users of the JURISCRIPTA® software at varying quantities as illustrated in the fig below. While
the largest market of the software will be in Nigerian commercial cities mostly in the south-west and
south-south, other regions like the South-East and the Northern part of Nigeria shall also be secondary
markets. this is because of the paucity of cases in courts in those regions.

The anticipated market for JURISCRIPTA® can be simply described as being “huge”. As courts are
looking for an alternative for their traditional judgment writing method to a more digital method which is
less time, labour and money consuming.

LEGISCRIPTA®
There are over 845 legislative bodies in Nigeria who are potential users of the LEGISCRIPTA® software
as follows: The National Assembly, the 36 State Houses of Assembly of the states, the 774 Local
Government Legislative Councils, The Law reform of the 36 states, ECOWAS Parliament, and the
various Ministries of Justice.
ALDRAP decided to target its product offering at the National Assembly which has more over 470
legislators, over 2500 legislative aides and over 100 staff that are directly or indirectly involved in
Legislative drafting. The market for the LEGISCRIPTA® is very wide as there is a daily need for drafting
Bills such as Amendment Bills, Establishment Bills, Repeal Bills, Regulations etc. according to Policy
and Legal Advocacy Centre(PLAC) over 2,800 Bills have been presented before the 9 th National
Assembly, thus the market for this software is limitless.
There are 36 States Houses of Assembly having several legislators each of which is directly involved in
Bill drafting. In the conferences of Clerks to State Legislatures of Nigeria, 21 Clerks indicated interest in
ALDRAP’s Bill drafting software (LEGISCRIPTA®). Please see annexure for a list of all Clerks of State
legislatures that have indicated interest in ALDRAP’s software.
Although the sales estimate may not be completely accurate; however, ALDRAP is moving forward with
the following assumptions. JURISCRIPTA® sales forecast is estimated to be $120,000,000 in 2026;
LEGISCRIPTA® sales is forecast is estimated at $124, 000,000 in 2026. To be realistic ALDRAP
believe it can achieve 31 % success rate with the first 2 years of commercializing both software and
contribute significantly to the gross domestic product by exporting this software to other African
countries.

ALDRAP’s shall manage and coordinate the distribution of this software from its Head office which is
located at suite 1.39 House of Representative, National Assembly Complex, Three Arms Zone, Abuja.
ALDRAP also has an office at the Customary Court of Appeal Rivers State and the Law Clinic, Nasarawa
State University Keffi from where it shall coordinate the distribution of theses software to other location
within the respective regions.
ALDRAP has set in place modalities to open and maintain offices in all the 6 geo-political zones of
Nigeria and liaison offices in all 36 states of the federation to enable it achieve success in the
commercialization of the software. The head office shall coordinate the distribution of the software to
West- Africa and other African countries pending the establishment of sub regional offices.
1.7 Financials
The total financial value of this project (both JURISCRIPTA® and LEGISCRIPTA®) is 36 Million USD.
(N15, 515,640,000.00). To fund the commercialization of these software, being a not-for –profit
organisation, ALDRAP shall seek funding from:
Federal government grants;
State government grants;
Donations from local and foreign bodies;
Bank loans;
Contribution from its members and Trustees etc.
1.8 Growth Strategy
Growth Strategy
In this proposal, growth possibilities are divided into domestic and international growth possibilities.
For the domestic growth, ALDRAP will initially target large Judicial and legislative bodies in Nigeria
particularly those located in Nigeria’s major commercial cities such as Lagos, Abuja, Port Harcourt,
Enugu, Calabar, Kano, Maiduguri etc.
For International growth: In targeting the global market, ALDRAP plans to enter the West African
markets first before expanding to the whole of Africa. These software are novel to the African continent
and Africa will be the largest market starting from ECOWAS Parliament and ECOWAS Court of Justice.

2. Organisation
2.1 TECHNOLOGY REQUIREMENTS
In order to undertake a smooth commercialization of these software, there is certain technological items
that are need to be in place in order to achieve maximum optimization of the product. There is a need to
set up two e-learning classrooms to be located in the proposed ALDRAP office. The two e-learning
classrooms will have 100 super laptops for hands-on training lawyers and judges on the application of
ICT in performance of legal and judicial research and drafting.

2.2 COLLABORATIONS
ALDRAP in collaboration with our partners (Office of the Administrator, National Judicial Institute) will
establish Legal and Judicial Informatics Academy to conduct annual hybrid training for staff of courts and
judiciary on how to use ICT to perform judicial tasks such as judicial research and judgment writing.
ALDRAP also in collaboration with our partners (Office of the Clerk, National Assembly) will establish
Legal and Legislative Informatics Academy to conduct annual hybrid training for staff of legislatures on
how to use ICT to perform legislative tasks such as Bill drafting

PROCERTAS which is a USA based ICT Company, has certified our Organisation, Association of
Legislative Drafting and Advocacy Practitioners (ALDRAP) as the sole distributors of its product and
partner in technology
2.3 PRODUCT MODIFICATION FOR EXPORT
Language difference – The language used for the JURISCRIPTA® as well as the LEGISCRIPTA®
software is English Language. Thus for this product to be commercially viable in other African countries,
there is a need to design the software in such a manners as to enable it adopt both local languages and
circumstance.
2.4 COMPATIBILITY WITH DEVICES
The JURISCRIPTA® and LEGISCRIPTA® software are compatible, and can be installed on any
Android, Apple or Windows device. ALDRAP is however in partnership with Zinox Technologies
Nigeria Limited as well as a Continental Exports & Trading s.r.o of Czech Republic, for the supply of
durable and efficient electronic tablets and computers for the installation of these software.
PRODUCT OPTIONS
ALDRAP Two Software come with the option of pre-loaded On Electronic Tablet Computers (supplied
by our partners Zinox Technologies Nigeria or Czech Republic Partners-Continental Exports) or
Installation upon the computer of clients. If the client elect to have the software installed on a brand new
electronic tablets to be supplied by ALDRAP, the client may choose from a wide range of devices as
shown in fig 2.1 below

2.5 PRODUCT/ MARKET ADAPTATION STRATEGIES
ALDRAP shall apply product adaptation, communication extension strategy, which means differing local
language-spoken in other African countries mandates changes in the software while the communication
strategy remain essentially unchanged.
As mentioned above that ALDRAP is interested in entering the African markets, the project team of
ALDRAP considers that many African countries are turning to use both the USD currency as well as
national currency. This shows that price for both software will fixed in US Dollars since there is no
currency common to the whole of Africa.
