SW4: Disaster Preparedness of LGU

1. Review our past discussions on the meaning of distributive justice and describe it in your own
words. (at least 5 sentences)
- Distributive justice is the government’s responsibility to serve its constituents by pursuing laws,
rules, and regulations to benefit its citizens. In so far as justice is concerned, it is only fair and just
for these elected leaders to distribute the rightful benefits to the people because it is the people
who voted for them to be seated in the office at the end of the day. Moreover, under the principle
of distributive justice, leaders should be servant-leaders; they are called to serve the people and
lead. Consequently, servant leaders should guarantee their people’s welfare through their
governing bodies and policies. One of the good manifestations of distributive justice is a
community striving and thriving amidst adversity because their government provides safety nets
that are prepared to safeguard their constituents.

2. Provide the following information about your hometown/Local Government Unit (LGU)
- Name of town and province: Balagtas, Bulacan
- Name of your Mayor: ELADIO E GONZALES JR.
- Description of your town (what is it known for? economy, people, culture, etc.)
o Balagtas is a considerably small town in Bulacan with just nine barangays under it.
Located in Central Luzon, my hometown is part of the Rice Granary of the Philippines.
Thus, farming and rice milling are the primary source of livelihood there. Moreover,
since the town is tiny, almost everyone knows each other! For instance, in our barangay,
Lungos, everyone seems to be blood-related from one another. The streets are filled with
houses per clan. Growing up in one of the smallest towns in Bulacan was a good
childhood. I felt safe with the knowledge that everyone there is family. Hence, I have a
special place for putting family first above everything else.

3. Analysis and Insights

- Analyze your LGUs distributive justice in terms of disaster preparedness. Support your analysis
with corresponding facts or information. (at least 10 sentences)
o Bulacan is prone to flooding because it is surrounded by several dams, including Angat
Dam, Ipo Dam, Bustom Dam, and others. LGUs must have precise disaster-preparedness
planning because one heavy rain could cause hundreds of lives. Considering Bulacan
LGU’s preparation for tropical storm Paeng, I think they did pretty well insofar as the
death rate was less than a hundred. On October 28, 2022, acting Governor and OIC-
PDRRMC Chairman Alexis C. Castro conducted an emergency meeting with the
Provincial Government of Bulacan and the Provincial Disaster Risk Reduction and
Management Council in preparation for the landfall of tropical storm “Paeng.” They
planned to put the province on red alert no. 2, which requires immediate action for the
affected areas. Later, before and during the typhoon, the LGU of Bulacan evacuated
residents. Up to almost 4,000 residents were evacuated.
Moreover, the PDRRMC coordinated with the city/municipal heads of all of Bulacan to
inform them of the possible hazards that might occur. They also had a zoom conference
meeting to give further instructions to those municipal leaders who couldn’t attend the
emergency meeting. And lastly, they also prayed for the rescuers who would be
dispatched for evacuation measures for their citizens. They reminded the rescuers to be
careful at all times to look after one another and maximize their skills but try to avoid
going to out-of-reach areas if possible.

- On a scale of 1-10, how would you rate how your LGU leader/mayor practiced distributive
justice. Explain your rating (at least 5 sentences)
o I'll give it around 7. The landfall of tropical storm Paeng was on October 28, 2022, and
the LGU of Bulacan planned on the same day of landfall. I only gave them a seven
because I feel like addressing the matter more urgently can be further improved.
Moreover, I found and heard little to no news about LGUs' actions after the storm. People
would need distributive justice after the storm because they would need support from
their LGU to recuperate and stand on their own feet again after being affected by the
typhoon.
Consequently, since Bulacan's primary livelihood is agriculture, the local government
should have a plan for that. Unfortunately, there's none. Thus, I gave it a 7 hoping for
improvements in disaster preparedness and hoping they would consider safeguarding the
livelihood of their people as well.
