1 METHOD STATEMENT

1.1 Introduction
This execution plan has been prepared to cover the construction of the Cardinal Namdini
Mines Limited – White Volta Water Abstraction and Pipe Line –Phase I on behalf of Cardinal
Namdini Gold Mines Ltd (CNML). Any amendments required during the work will be
incorporated into this document and issued in accordance with company procedures.
This document will demonstrate our ability to provide a planned approach to the construction
of the project.

1.1.2 Scope of Work


The scope of the Works includes the supply of all labour, equipment, and materials, and
undertaking of all Works necessary to construct the White Volta Water Abstraction and Pipe
Line –Phase I, and associated works, in accordance with the contract drawings and
specifications.
The major components of the construction are as follows:
 Site Clearance
 Earthworks
 Concrete Works
 Catchpit Hoist.
 Catchpit Shell and Intake
 Catchpit Sluice Valves access.

1.1.3 Site Location


The site for the permanent work will take place in Namdini which is
approximately 50 km southeast of the regional town of
Bolgatanga.

1.1.4 Description and Nature of Works


The works specified comprise:
a. (Re) Establish Abijah Site Facilities.
b. Clearing grubbing

c. Topsoil removal and stockpiling


d. Fills and embankment
e. Slope stabilization
f. Control of water

l. Excavation, backfill, and compaction for Structures bases, underground piping, roads, and
canals.

1.1.5 Schedule and Duration of Work


The work is likely to commence on site in early 2023. The duration of the work on site is
anticipated to last approximately ten (10) months.

1.2 Project Management Organization


1.2.1 Project Manager (PM)
The PM will be responsible for and have full authority for the complete administration,
organization, planning, and direction of site operations, and will be responsible for the
coordination of all client activities with Abijah’s construction operations on site and for this
contract. He will be based on site as required. He will report to the Board of Directors of the
company. He will meet as required with CNML and other contract parties as required to
manage the contractual aspects of the project.
1.2.2 Construction Manager
This person is the s Abijah Construction Manager on-site and is responsible for the
supervision and execution of the construction operations. He will report to the PM and will be
responsible for the day to day organization of resources to meet work schedules set by the PM
to comply with client requirements.

1.2.3 HSE Manager


Abijah’s HSE Manager will be resident on site, dedicated to the function of HSE management,
to ensure that all operations are carried out in accordance with the requirements of the Abijah
SPS, the Contractor Safety Management Plan, and any particular requirements of the
Employer. All liaisons between the Employer and Abijah in regard to HSE will be channelled
via this person. He will represent Abijah on any CNML HSE committees. The HSE Officer will
have overall responsibility for coordinating the HSE aspects of all operations on site. He will
report to the PM.
1.2.4 Engineer / Surveyors
The Engineers / Surveyors will be responsible for survey and setting out operations in the
field, identification of positional queries and will report to the PM, and maintain the required
working relationship with the CM. He will be responsible for the execution of the primary
survey and assessment of generated information to enable the works to be completed
according to contract requirements. He will be responsible for the direction of field staff
involved in survey and setting out operations, as the work execution and completion require.
He will be responsible for site measurements and data generation for invoice and Daywork
build-up and preparation. He will be familiar with suitable surveying equipment / data logging
software. All reports will be stored and generated electronically.
1.2.5 Materials Engineer (optional position)
The Materials Engineer will perform all testing required by the specification for Abijah and will
possess relevant experience in earthworks and concrete works. He will report to the PM, and
maintain the required working relationships with CM. He will liaise with the Resident
Engineer’s QA/QC team staff on site.

1.2.6 Plant Manager

The Plant Manager will be responsible for regular planned maintenance, and day to day repair
of the equipment used on the project. He will report to the PM, and maintain the required
working relationship with the CM. He will lead the team of workshop staff.

1.2.7 Organisation Chart


The following organizational chart sets out the intended Abijah management structure for the
project. The communication lines between Abijah’s management and the CNML staff are
indicated.

Abijah Communications Plan.


Communication lines will be maintained at a senior level between the Abijah PM and the
Senior Reps from CNML / Resident Engineer. The Abijah Engineering staff will maintain the
required contact with the Employers Reps / assistants on the project to ensure the technical
information flow is ongoing as needed. HSE staff from Abijah will liaise with third parties and
also the CGML staff in these functions.

Abijah staff will communicate formally in writing and confirm all verbal communication received
and issued, in writing to the Employers Rep.
Abijah staff will attend HSE / E&S / Progress / Technical meetings as required for the project.
Reports for these meetings will be prepared and issued to the relevant CNML / Resident
Engineers staff.
Currently the only such specialist work that is envisaged is the Piezometer scope of work.

1.3 Mobilization, Site Organization and Site Establishment


1.3.1 Mobilization
Mobilization will proceed in accordance with the construction schedule.
On signature of the contract, the required arrangements for plant, equipment and materials
(where defined) will be placed.
The equipment for the contract is already in country (workload dependent).
The permanent materials for the contract will be ordered in the early stages of the project life
span in order to meet the programme. Each major order will be separately addressed in the
following stages.
 Materials supply quotations from tender stage will be re-confirmed and intended material
supplier will be provisionally selected.
 Submission of technical literature, specifications and samples as necessary to Resident
Engineer for review and approval.
 On receipt of Resident Engineers approval the order will be placed with the now
confirmed supplier.
 Abijah logistics and finance departments will deal with matters relating to payment,
shipping, customs clearance and delivery to site.
 The PM shall track this process on the project master programme reporting as
necessary.
Call off supply contracts are already in place for most of the major resources required, and the
suppliers will be notified of the extension to existing delivery arrangements.
The necessary surveyor’s equipment will be provided to site, including the required total
stations, automatic levels, and other equipment to facilitate survey and setting out works.
1.3.2 Site Organization
The project site will be run on a continuous pattern, operating on a seven day week basis.
In general, the work day would revolve around a core of 10 hours from 07.00hrs to 18.00hrs,
with one hour break at 12noon. On the last Friday of each month, national staff are paid
monthly salary and production operations will cease at 12noon until 07.00hrs the following
Monday for the pay weekend break. This rotation may be altered should progress or site
circumstances require this.
The project complexity and quantity means that a 40 hour working week will not permit this
project to be executed in the allotted time frame, hence sustained weekend work and overtime
is unavoidable.
1.3.3 Site Establishment
Contractor Site Facility
Abijah Site Facilities will be (re)established as required by the project demands. The combined
facility will cater for an office, materials laboratory, mess, stores and workshop.
Abijah offices will be computer equipped with adequate computer hardware and software
available for office and management functions. A3 and A4 printing will be possible.
The offices will be served by adequate communications facility.
Testing of earthworks, concrete and constituent materials will take place at the Resident
Engineers laboratory at this site. Testing will be carried out in accordance with the relevant
project specifications.

A basic on-site workshop and stores will be provided to handle all routine service and
maintenance requirements for the plant and equipment employed on the project. Major re-
builds or overhauls would be carried out off site at our Accra workshop.
Abijah will occupy and / or have access to all Abijah premises established on site for the full
contract period, including and up to completion of the defects liability period.
Abijah Security will be in place as required to cover all of these facilities day and night shift at
all times.
Rubbish and waste will not be allowed to accumulate unnecessarily. Regular removal to
agreed dumps shall be carried out.
Contractor Accommodation Facility
Accommodation for Abijah management will be located close to the Site locality, in local hotel
facility, or in containerised accommodation (both options having been used in the past
projects).
Living accommodation for Abijah senior staff will be located close to the Site locality, in local
housing.
Accommodation for Abijah junior staff is self-provided, as usual practice for the civil
engineering industry.
Resident Engineers Facilities
A converted container unit shall be provided (if required) within the Abijah site establishment
for the use of the Resident engineer / QC staff.

1.4 Construction Methodology


1.4.1 Sequence/phasing
The project would be undertaken in the sequence shown in the Construction Schedule.
For details see the relevant section of the tender submission document.
1.4.2 Resources
Plant Resources will be deployed to the site from Ghana or elsewhere as required.
In terms of human resources, the project would be supervised and managed by the site team
as shown in Section 1.2 of this PEP.
Material resources will be procured from locations within Ghana and elsewhere.
Fill materials will be obtained from the nominated borrow/mine pits on site.
Cement materials (if required) will be taken from Ghacem in Tema/Kumasi
Reinforcing steel (if required) shall be sourced locally for the project. Material shall be sourced
to comply with the specification.
Precast concrete items will be procured from established suppliers.
1.4.3 Execution of the Works
General Principles
All construction work will be handled directly by Abijah employees with the exception of agreed
subcontracted elements. Labour teams will be led by experienced Foreman (national staff).
Operators of machinery and artisans will be directed by CM and Foremen.
In advance of any permanent works, the location of existing services will be determined and
shut off or relocated by the Employer.
Concrete will be produced in accordance with proven mixes. The concrete will be produced
using GHACEM-supplied Portland cement. Mix details will be presented to Resident Engineer
for approval. Upon acceptance the mixes will be utilised in the permanent works.
Survey control measures will be established, existing site levels will be checked and agreed
with the resident engineer in a rolling program prior to the commencement of permanent works
in the area of the survey.
1.4.3.1 Site Clearance
The site clearance will be undertaken by CAT D9 / D6 dozer with material arising removed for
disposal as required.
Bush clearance and topsoil will be stripped from the work areas in a progressive clearance
operation. First measures will be carried out to open up sufficient areas of footprints for
embankment etc. At this time, the clearance operations will open the borrow/stockpile areas
for fill material. Thereafter the clearance and stripping will progress throughout the work areas
in accordance with the sequence plan for the various areas.
Material arising will be removed by local communities. Surplus material arising will be taken to
spoil area.

Site clearance works


Topsoil will be stripped from the work areas by the D9 dozer. Topsoil from the footprints/work
areas will be stripped in stages working from across the various areas in a planned direction. It
will be removed offsite to topsoil tips as determined by the resident engineer in accordance
with the site’s environmental requirements.

1.4.3.2 Earthworks
PREPARATION OF FORMATION
The embankment formation (for buttresses etc.) will be prepared using grader to remove any
windrows remaining after topsoil stripping. If unsuitable material is discovered in the formation,
resident engineer will be informed and instructions sought. Any unsuitable instructed for
removal by resident engineer will be replaced using fill material. The material removed will be
taken to agreed spoil areas.
Subgrade scarification, proof rolling and compacting shall be performed using CAT 14 working
in conjunction with water tanker and 10T vibrating roller. No material movement is required in
this scope.
BULK EARTHWORKS
Excavation of material in mine stockpiles or borrow areas for use as embankment fill materials
will be carried out by different methods relating to the plant fleet employed.
It is envisaged that the earthworks on this project will be performed by excavator loading direct
to haul trucks for stockpile and borrow pit work, and also via scraper fleet for earth materials
removed from borrow pits.
Haul trucks will deliver material to fill area where spreading, moisture conditioning and
compaction shall take place. This operation shall utilize 14H grader, D6 dozer, water tankers,
10T vibrating roller and 825 compactor.
Articulated Dump Trucks (ADT’s) will deliver rock fill material to fill area (buttresses or
construction platforms) where spreading by D9 dozer shall take place. This material shall be
traffic compacted per specification. Rock fill material going into construction platforms will be
recorded by trip count and multiply by the agreed volume of Articulated Dump Trucks(ADT).
No deleterious material will be allowed to accumulate on haul roads. Grader will be used to
ensure haul roads are kept in a usable condition.

Embankments
In general, the commencement of embankment raises will commence when an adequate
amount of buttress and construction platform work has been completed, which will allow
economic placing of embankment fill.
The cut off trenches (extensions) will be excavated using 360° excavator or scraper. The base
will be compacted using CAT 825 / 563. As the trench progresses it shall be backfilled with
borrowed Zone A material to surrounding ground level. Trench excavation will be managed to
ensure that excavation opens only the volume of trench that can be filled soon after.
Material arising from excavation in cut off trench will be taken to embankment fill areas or
carted to spoil area as the work quantities or material characteristics dictate.
Individual pockets of unsuitable material below formation in the key trench will be excavated
by 360° excavator and removed to spoil area.
As soon as sufficient area of preparation and cut off trench works have been completed, Zone
A fill material for the embankment will be placed. The embankment will be raised in layers
compacted in accordance with the Project Technical Specification (PTS).

Road construction
General Fill materials will be won from borrow by CAT D9 and deposited as necessary.
The material will be spread using D6 and compacted using CAT 825. Material will be watered
by tankers as required to achieve OMC. Compaction will be performed by CAT / Dynapac
vibrating rollers and CAT 825 deadweight roller, all delivering the number of passes as
required by specification and determined in site trials. These materials will be placed in
suitable layer thicknesses compacted in accordance with the PTS.
The road will be raised using the fill material in layers compacted in accordance with the PTS.
As the road is raised, the slopes will be periodically trimmed, and the material trimmed from
the face will be side cast ready for incorporation into the next lift of the embankment.
Final trimming will be carried out by CAT 14H grader and / or CAT D6 dozers as appropriate.
On completion of the road, the batters / overfill on the upstream face will be trimmed using
dozer or excavator as appropriate to the conditions.

1.5 Quality Management, Control and Testing


Quality of Execution
Sections in blue highlight will be further clarified once appointed to site; these overlap with the
KPGL role on this project.
Quality of Execution is the responsibility of the Project Manager. He will delegate specific
duties to the various Engineers in the project team to ensure this target is achieved. For
example, materials testing etc shall be within the remit of the Materials Engineer.
On site facilities will be established as already described to ensure all works can be fully
tested. (KPGL Facility; PW secondary equipment).
Relationships will be established with offsite agencies to provide independent testing should
this be required.
Quality Control and Testing
Receiving
Incoming materials will be checked for conformity to purchase order, damage etc. Any
immediate testing required per the project specification will be carried out.
In process
The Quality Control of the Works shall be achieved by carefully observing the requirements of
the PTS specification, in particular those sections that set down the testing requirements for
the various work sections.
All construction activities will be subject to testing, either in the field or back in the site
laboratory. This function will led by the Materials Engineer.
The Materials Engineer will prepare a project specific Inspection & Test Plan, which shall be
reviewed by the PM and agreed for use.
On Completion
On completion of any section of the Works, joint inspections shall be carried out between
PWG and the KPGL staff. Any punch list items will be recorded with follow up action noted and
agreed.
PWG shall attend to punch list items and thereafter a final inspection will be carried out to
confirm completion of these items.
Records
All testing and inspection records will be maintained on site and will be accessible to the KPGL
staff.
Testing and inspection status will be demonstrated by summary sheets.

1.6 Mine Site Conditions


The rigors of construction conditions on new and existing mines are well appreciated and
recognized by Abijah. We have been working on pre-production and operational gold mines in
Ghana for 15 years and directly understand the operational conditions pertaining to such sites.
We have successfully executed a number of TSF as sub-contractor and other earthworks
contracts on this particular mine site.
Abijah shall consult and liaise with the staff of CNML with regard to all matters that might affect
the mine operations, and provide all assistance necessary to ensure smooth running of the
Mine.

1.7 Safety & Risks


1.7.1 Risks
The risks to safety within the site limits / environs created by the execution of the works can be
summarised as follows.
 Construction Process Risks
 Personnel / Plant Interface Risks
 Mine Safety Risks
Risk to construction workers and third parties shall be those typical for civil engineering
projects of this nature, such as: falls from height / into excavations; strikes by falling objects;
strikes by moving plant, etc.
Such risks shall be managed by the implementation of the SPS.
Personnel / plant interface risks shall be managed by the use of worker training, signage,
barriers etc.
1.7.2 General Safety
ABIJAH operates an “In House” safety management system, known as the ABIJAH
SAFE PRODUCTION SYSTEM. This comprehensive system sets out corporate safety
standards, safety management plans, implementation guidelines etc. Full details of the
system in operation are available from the document, so they will not be repeated here.
Main points are summarised below.
(Daily) Pre-Shift Information Meeting
• Site safety meetings will be held on a weekly basis.
• All employees will receive safety training on a monthly basis.
• The safety system on site will be audited quarterly.
• All Abijah employees will attend safety inductions as required. Detailed safety
information will be provided at the various personnel inductions (Employer and Abijah)
• They will comply with any safety procedures in place or specifically introduced for this
project.
• All employees will be specifically briefed in relation to particular hazards on this project.
• All PPE required for the works will be provided to employees as required. The minimum
standards for each employee will be safety helmet, high visibility jacket and safety boots.
• All project team members required to undertake work on behalf of Abijah will comply
with the Abijah General Health and Safety Policy and all Mandatory Rules, Guidelines
and Statutory Instructions to ensure project safety.
• Prior to the commencement of work on site, the PM will hold a site safety induction
meeting that will be attended by the project team leaders and senior personnel. The
meeting will be open for attendance by the CNML / Resident engineer site
representative. The PM will record the names of all attendees at the meeting. The
purpose of the meeting will be to discuss the work and to provide all aforementioned
personnel with the required safety information to enable them to carry out their individual
responsibilities for safety.
• The use of safety hard hats whilst working on this project will be mandatory for all field
personnel. Any Hard Hat Exempt areas will be clearly signed accordingly prior to the
commencement of works.
• Control of Substances Hazardous to Health. All substances required to be handled

and/or used whilst undertaking the work will be handled, used, stored and documented
in accordance with assessments and recommendations suitable for the product in
question. Material Safety Data Sheets will be maintained for all products.
• Communications. The project team will be equipped with mobile telephones and
VHF/FM radio communications during operations. The PM will be available to contact by
mobile phone during all operations on a 24-hour basis to provide a point of contact in the
event of an emergency. Contact details for the PM, and other members of the project
team are included in the emergency contact list, which is included in the appendices of
this CMSP.
• Where Fuels, Oils and Lubes are required to be stored, suitable containers will be used
and stored to allow for ventilation and safe dissipation of any accidentally leaked liquid
or gas. No liquid will be discharged into local water systems at any stage of the work on
site. No smoking will be permitted when refuelling is taking place.
• Formwork Operations. Recognising the importance of safety in this critical operation, all
formwork and falsework operations will be managed to ensure safe systems of work are
achieved. This will commence with design of formwork where required (i.e. where
complex constructions are involved). Formwork and falsework will be designed in
accordance with the design codes produced by the system manufacturers, to ensure
overloading cannot take place, and that assembly, erection, striking, etc is carried out in
a safe manner. Industry best practice will be ensured by reference to standards and
regulations such as
1. Health and Safety in Construction (HSENI 2 00 (B)) published by the Health and
Safety Executive UK.
2. Checklist for Assembly, Use and Striking of Formwork published by the Concrete
Society UK
3. Checklist for Erection and Dismantling of Falsework published by the Concrete
Society UK
4. Construction Site Safety, published by the Construction Industry Training Board, UK.
• Electrical Safety. All electrical systems will be manufactured, installed and operated
within the guidelines for the safe use of electricity. The Plant Supervisor will be
responsible for ensuring:
1. All equipment used on site meets the relevant design, installation and operating
requirements of the guidelines for the safe use of electricity.
2. All equipment is inspected and tested routinely before and during operations.
3. All personnel required to operate equipment are competent operators of the
equipment and fully understand the associated operating procedures.
• Noise Hazard. The plant and equipment that will be used during the work may generate
noise, therefore, ear plugs and ear defenders will be available for use by personnel
operating or working near to noisy plant and equipment.
• First Aid Facilities. Medical first aid kits will be available in site offices. The Site Safety
Manager shall ensure that sufficient numbers of personnel are appropriately trained and
hold current first aid certificates.
• In the event of a medical emergency, Ambulance will be called. The injured party will be
transported to on- or off-site medical facilities as appropriate to the situation.
• Site Traffic. The Works Supervisors will be responsible for ensuring that project activities
do not affect the safety of other mine traffic and that a watch is maintained to ensure that
other mine traffic in the vicinity does not compromise the safety of the project

operations.
• Induction, Drills, Toolbox Talks, Training. A formal programme of personnel induction,
drills, training and toolbox talks will be undertaken in accordance with the SPS.
