SUBMISSION OF APPLICATION FOR MONETIZATION
OF LEAVE CREDITS

1. Per the Omnibus Rules on Leave as adopted though the CSC Memorandum
Circular No. 41, s. 1998, monetization of leave credits is allowed. Consequently, as
stated in DBM Circular Letter No. 2024-1 dated January 31, 2024, Processing of
Requests for the Monetization of Leave Credits (MLC) in Fiscal Year (FY) 2024,
payment of MLC may only be allowed under extraordinary circumstances, e.g., for
medical emergencies and calamity-related concerns, and shall be charged against
the departments/ agencies’ available Personnel Services (PS) allotments from their
built-in appropriations, after satisfying the requirements for the RG/TL of retirees.
2. Pertinent to this, the Schools Division Office of Rizal through the Human
Resource Management Unit is now accepting applications for monetization of non-
teaching personnel including Head Teachers, Principals and Teachers In-Charge.
3. A minimum of ten (10) days and maximum of 22 days can be applied for
monetization charged to vacation leave credits. Provided that at least five (5) days is
retained after monetization.
4. In case that the number of your available vacation leave credit is not sufficient
to be monetized, your sick leave credits may be used upon approval of the Schools
Division Superintendent. A request letter shall be submitted, and justification shall
be attached. Justifiable reasons subject to the discretion of the agency head and
availability of funds.
a. Health, medical and hospital needs of the employee and the immediate
members of his/her family; Clinical abstract/medical procedures to be
undertaken in case of health, medical and hospital needs;

b. Financial aid and assistance brought by force majeure events such as
calamities, typhoons, fire, earthquake and accident that affect the life, limb
and property of the employee and his/her immediate family; Barangay
Certification in case of need for financial assistance brought by calamities’,
typhoon, fire, etc.
c. Educational need of the employee and immediate members of his/her
family;
d. Payment of mortgages and loans which were entered into for the benefit,
or which inured to the benefit of the employee and his/her immediate
family;
e. In cases of extreme financial needs of the employee or his/her immediate
family where the present sources of income are not enough to fulfill basic
needs such as food, shelter and clothing;
f. Other analogous cases as may be determined by the Commission.
4. The following documents as per COA Circular No. 2023-004 shall be
submitted together with the duly accomplished and signed CS Form No. 6,
Application for Leave revised 2020:
❖ Request for monetization of leave covering more than ten days
duly approved by the Head of Agency
❖ For monetization of 50 percent or more:
• Clinical abstract/medical procedures to be undertaken in case
of health, medical and hospital needs.
• Barangay Certification in case of need for financial assistance
brought by calamities, typhoons, fire, etc.
• Justification on financial needs for the education of employee or
children.
❖ Additional requirements if the monetization will be charged to Sick
Leave due to insufficient Vacation Leave credits:
• Request letter approved by the Schools Division Superintendent
❖ Additional requirements for JHS implementing units:
• Certificate of availability of funds signed by the School
Administrative Assistant III (Senior Bookkeeper) and noted by
the School Head
5. Attached is a blank CS Form No. 6, Application for Leave for reference.
6. The deadline of submission of applications for monetization of leave credits to
the Division Records Section is on November 15, 2024, 5:00pm. Submission
beyond the deadline shall not be accepted.
7. In case that the available Personnel Services (PS) allotments is not sufficient
to cover the payment for all the request for monetization, priority will be given to
those employees with justifiable reasons as stated in #4 of this memorandum.
8. Selected Administrative Officer II are instructed to report to the Division Office
on the dates specified in Enclosure 1, to facilitate the processing of monetization.
