1 Scope of the Service
1.1 General
The CIO+ is an ECDIS data overlay that currently includes the following:
1. CIO+ T&P includes Temporary and Preliminary Notices to Mariners (T&P NtM) published by
the UKHO, by the China Navi Hydrographic Office (NGD), by the Indian Hydrographic Office
(INHO), and by the Colombian HO.
2. CIO+ NAVAREA also includes Navigational Warnings for coastal areas and NAVTEX messages.
CIO+ is an efficient tool for helping the bridge team with the task of voyage planning and voyage
execution. It is intended to automate the process of applying additional data in ECDIS by means of
User Chart objects.
Delivery of the CIO+ takes place when a new voyage plan is sent by ChartWorld to MyRA (a new or
an updated VP); then there are weekly updates, normally every Thursday.
The complete delivery set of CIO+ consists of the following User Chart file.

Depending on the type of CIO+ subscription, T&P or NAVAREA, or both, are included in the User
Chart.
1.2 CIO+ T&P Data
Using the combination of global UKHO T&P and local Chinese and Indian T&P NtMs provides a
comprehensive and operative update service for vessels navigating in coastal waters of China and of
India. Where the UKHO T&P overlap local notices, UKHO T&P are used in the CIO+.
The data is delivered in NS 4000 MfD User Chart format; that way, when loaded for display, every
geo-referenced object is displayed on the chart and its content is available via Pick Report.
Important:
• Each item of message content may be reduced to a practical level. This is done to reflect the
nature of the change rather than to give the exact text of the relevant T&P NtM.
• Delivey of the CIO+ takes place right after a new voyage has been requested in MyRA. After
the first delivery, the new revision of CIO+ file will be delivered every week (normally every

Thursday); it gives up-to date content of recent new T&P NtM and removes T&P NtM that
have been cancelled.
• Each CIO+ delivery is NOT a global coverage of T&P NtM. The coverage of CIO+ that is
delivered is reduced, to cover the MyRA Voyage Plan requested, within 100NM distance on
each side. This is done to optimize the data volume for digital transmission; it also avoids
performance problems caused by loading onto the ECDIS a User Chart that is too bulky.
Therefore CIO+ must be updated with every new MyRA Voyage Plan.
1.3 CIO+ NAVAREA database.
The CIO+ NAVAREA database is created from the latest In Force Radio Navigational Warnings from
each Navarea Co-Ordinator, also for coastal areas. It is delivered to your vessels in the form of a User
Chart that can be overlaid in ECDIS. It also includes the active NAVTEX messages for the area and time
requested.
The database is updated every week. It always includes all the NAVAREA warnings and NAVTEX
messages in force. The NAVAREA data gets delivered in one file, together with the T&P NtM data.
CIO+ NAVAREA versus other radio and data services.
Please note that CIO+ service complements, but does not substitute, navigational warnings received
by VHF, NAVTEX or SafetyNet.
CIO+ NAVAREA data is updated once a week. This service is the most suitable for use during voyage
planning. This is because CIO+ NAVAREA delivers information for the full voyage, while VHF and
NAVTEX services are provided for the local area only. It should also be noted that NAVTEX includes
coastal and local warnings that might not be provided by NAVAREA Coordinators.
2 How to use CIO+ data
2.1 General procedure for using CIO+ T&P and NAVAREA in conjunction with
other data.
Whenever your vessel is licensed to receive CIO+, no additional steps are necessary to order it. It will
be delivered AUTOMATICALLY* on every new voyage request in MyRA (See Notes in Section 1.1
above) and then every week (normally Thursday).
The procedure for applying T&P and nav. warning information in the ECDIS should be the following:
1. During voyage planning, update your ECDIS with all ENC data required and load the CIO+
(T&P & NAVAREA) overlay.

2. Use the real-time NAVTEX overlay for obtaining information within the range of service.
3. Keep information about manually-added nav warnings and corrections in a separate User
Chart. Do not modify the User Chart by using CIO+ T&P and NAVAREA data.
4. Use CIO+, NAVTEX and a manually-created User Chart during the voyage planning and
voyage execution.
The weekly update will deliver a new CIO+ User Chart with all the current T&P NtM and NAVAREA
warnings along the route. This User Chart will overwrite previously delivered CIO+ data for the same
route.
2.2 Receiving and loading of CIO+ data – step-by-step guide
Step 1:(MyRA) CIO+ delivery is received by MyRA:
The CIO+ delivery for every voyage is indicated in the MyRA Data Delivery page; the voyage name is
indicated.
Go to the Data Delivery page of MyRA. Select the line with the latest (not yet exported) CIO+ delivery
for your voyage and click the Export button.

Press ‘OK’ to export this to an empty USB stick or into a FOLDER that is SEPARATE (from ENC data
and permits). The User Chart will be saved in a subfolder, with the voyage name and the current
date.
Step 2: Convert CIO+ data to Navi Sailor format:
Start the Data Tool utility, press the button in the Transas Integrator window.
After the utility is run, the screen displays a control window:

Within the Features drop-down list, select the AddInfo feature.
In the Internal list, press the button to display the list of files and select Text to Add Info
In the right-hand window, select the folder there received CIO+ data file was copied, specify the file
which has to be copied from an external carrier to the MFD, and press the left mouse/trackball
button. The file will be highlighted.
Press the Copy button in the main menu of the Data Tool utility. The name of the file, and
information on it, will be displayed in the left-hand window, with a list of files.

Select the copied file in the left-hand window and press the Convert button. Then press ‘OK’
The User Chart is converted to the format of Transas Navi Sailor 4000
Step 3. Load the CIO+ User Chart to Navi Sailor 4000 ECDIS for monitoring.
Open the Maps panel by selecting the appropriate line of the Tasks List menu. The menu is in the
tabs zone of the ECDIS task screen.
Use the tab in the top part of the Maps panel which will open up, to switch to the Maps page.
Check (tick) the checkbox in the right-hand column of the table, next to the CIO+ User Chart. This
should be loaded in the monitoring mode.

Press Monitoring button.
The User Chart that is marked will be loaded in monitoring mode. This means that when these User
Chart objects that have the ‘Danger’ attribute turn-up within the safety frame, the Navigational
hazard caution will be triggered off.
