When the British took possession of Hong Kong on 26 January, 1841, Hong Kong was by no means a
city. In the famous words of Lord Palmerston, the British Foreign Secretary, Hong Kong was ‘a barren
island with hardly a house upon it,’ and it could never replace Canton as a major city in the region.
Indeed, the British did not pick Hong Kong for its land resources, but for its geographical importance in
promoting trade in China. Thus, as soon as Charles Elliot landed in Hong Kong in 1841, he declared
Hong Kong a free port open to traders from all nations. Hong Kong became a major station of the Royal

Navy, whose assistance might be required to further British interests in China.
