We take this opportunity to invite all collectors, philately publishers and

in this celebration of philately.

We are proud to have the patronage of the Federation Internationale de

MESSAGE

Another major world stamp exhibition is about to be

unveiled in India, the INDIPEX 2011. I was in New Delhi last
February to sign the FIP Exhibition Agreement and am filled with
excitement for this impending exhibition.

Those of you who were in New Delhi in 1997 for INDEPEX

1997 would be familiar with the Exhibition site, the Pragati Maidan Complex which
will be the venue for INDIPEX 2011 too, the exhibition site will undergo major
renovations to update its facilities.

In addition to the various philatelic activities planned for the children and
many stamp lovers, several significant philatelic seminars will be conducted for
philatelists and potential jury apprentices which should not be missed.

I truly appreciate the support in all ways given by the India Post.

India Post is pulling our all stops to ensure the success of INDIPEX 2011.

I wish INDIPEX 2011 World Philatelic Exhibition success.

good wishes and extend a very warm and hearty welcome to our
philatelist colleagues, friends, dealers and Postal Administrations
from all over the world. It is indeed an honour and privilege to be

INDIPEX 2011 - An introduction

INDIPEX 2011 World Philatelic Exhibition is tobe held from 12th to 18th February,
2011, at New Delhi, India. It is being organized by India Posts, Government of India, in
association with the Philatelic Congress of India. The Federation International Philatelic
(FIP) is extending its patronage, and the Federation of Inter-Asian Philately (FIAP) its
auspices, for conduct of the Exhibition.

The first of such international philatelic exhibitions In India was organized in a

small way in 1954 as part of the centenary celebrations of the Indian postages stamp.
This was followed by INDIPEX-73 International Philatelic Exhibition held in New Delhi
from 14 to 23 November 1973. The first Asian International Philatelic Exhibition was
held at Bangalore in 1977. In 1980 the Department of Posts and the Philatelic
Congress of India jointly hosted INDIA-80 International Stamp Exhibition at New Delhi
from 25 January to 3 February. This was followed by INDIA-89 World Philatelic
Exhibition held at Pragati Maidan Complex at New Delhi from 20 to 29 January, 1989.
INDEPEX-97 was also organized at Pragati Maidan in New Delhi, and was significant in
that it commemorated fifty years of the country's independence. This was followed by
INDEPEX ASIANA-2000, the second Asian International Philatelic Exhibition hosted by
India, which was held at Calcutta (now Kolkata) and celebrated 50 years of the Republic
of India, and the New Millennium.

INDIPEX 2011 is being organized in Hall Numbers 8, 9, 10 & 11 of the

prestigious and sprawling Pragati Maidan Exhibition Complex Located in the heart of
India's capital, New Delhi. This exhibition complex is constantly evolving, in keeping
with changing times and needs, and has been the venue for international stamp
exhibitions on previous occasions also.

The city of Delhi, steeped in history and tradition, has also been constantly
reinventing itself through the ages. Dating back to at least the First Century BC, it has
been the capital or major city for as many as 15 dynasties that ruled from time to time
even before the British came into the picture. In its latest incarnation, as the capital of
modern India, New Delhi is a bustling cosmopolitan city drawing people from far and
near. It has played host to a number of major international events and is presently
gearing up to host the Commonwealth Games, in 2010. INDIPEX 2011 promises to be
another landmark event.

This exhibition aims to bring the international philatelic community together to

celebrate philately, and will provide a unique platform for interaction between all the

13
philatelic stake-holders, viz. the collectors, the dealers, the philatelic journalists and
publishers, the designers and security printers, and the postal administrations who
issue stamps and stationery. We will also be celebrating the centenary of the first
official airmail flight which took place in India between Allahabad and Naini on 18th
February 1911. And, by showcasing the best philatelic collections, INDIPEX 2011 looks
to attract many newcomers to explore the fascinating world of philately.

Welcome to INDIPEX 2011.

- Ms. Kavery Banerjee

Chairperson (WPE Secretariat)

Delhi: A Vista and a Threshold

A city with a historical past, a pulsating present and a future that could well
define the shape of things to come in the world around us: that is Delhi. Dehleez in Urdu
means the “Threshold” and Delhi, perhaps taking the overtones of the word, stands on
the threshold, between the old
Safdarjung’s Tomb world and the new. Sometimes the
transition is graceful and
sometimes tortured.

With its myriad faces, Delhi

challenges definition. If you find in
its old monuments and streets the
flavors and fragrances of old Hindu
kingdoms lost in time and the
Islamic influences of Tughlaq and

Mughal relics, one step beyond
the edges takes you into a vista of
Government offices and
embassies, interspersed with look alike Government accommodation and beetling
with security men. Take another step beyond that, and you run into the commercial
heart of Delhi from the well-heeled business executives and bankers to the proprietors
of little and large businesses and shopkeepers. Not to be outdone are the young at
schools, colleges and universities which are integral to the city and set the rhythm of the
future. And as a backdrop is the ethnic variety from Punjabi Bagh and Rajendra Nagar
to Chittaranjan Park and Kalkaji, with pockets housing each linguistic and ethnic
component of India. India, however, has not stood still. The Capital is a little cosmos: a
megapolis folding into itself people from across the world who, after their initial shock at
the sheer colour and sound of India, find themselves irretrievably a part of Delhi.

If you want to get a visitor's Begampur Masjid

eye view of the city, begin by taking
a walk through Lutyen's Delhi,
starting with Rajpath, once known
as the Central Vista, arrowing
down from the Rashtrapati Bhavan
flanked by the North and South
Blocks and the impressive

Delhi rolls out the history of
seventeen different cities which lie
in layers around you. Purana Quila
or the Old Fort offers a mix of
history and legend that dates back
to the times of the Mahabharata
and brings you up right to the
present with a Zoological Park that
can delight the young. Weaving in
and around fascinating pieces of

history like the Kashmiri Gate,
Khooni Darwaza, and the Blue
Dome, you can visit the tombs of Humayun or Safdar Jang or the Lodhi gardens, the
cluster of monuments in Mehrauli which include the slender Qutb Minar and the
Quwwatul Islam Mosque or the unique Iron Pillar, the sprawling Red Fort and Jama
Masjid and the fortifications of Tughlaqabad, the Begumpur mosque, or the village of
Hauz Khas. If your interest lies in a more spiritual direction you can choose to go to the
Dargah of Nizamuddin Aulia, or the Lotus Temple, the ancient Hanuman Mandir, or the
Gurudwara Bangla Sahib, the Birla mandir or the Akshardham Temple, or the Sacred
Heart Cathedral.

Delhi is also a shopper's dream, offering as it does every kind of shopping

experience. From malls to flea markets, Delhi has them all. Up market shops can give
you a special feel if you visit Khan market, South Extension, or M-Block in Greater
Kailash I . A road full of emporia bring you the best of Indian crafts and textiles at Baba
Kharak Singh Marg as does the Cottage Emporium housed in Jawahar Vyapar Bhavan
at Janpath. But if you are ready to face the rough and tumble of the Indian markets, then
grip your purse and your bags and have a great deal of fun at Karol Bagh, Chandni
Chowk, Sarojini Nagar and Lajpath Nagar .Or look for the works of Indian designers at
Hauz Khas, or take a walk through Shahpur Jat. Looking for mementoes to carry home?
Try Janpath and its Indian and Tibetan antique shops and the roadside spread of
embroidery and mirrorwork. An evening at Dilli Haat is likely to sum up the Indian
experience, combining as it does
the music, cuisine and crafts of
India.

The National Museum, the

Crafts Museum and the Museum of
Modern Art are close to the venue
of the World Philatelic Exhibition.

street corner and can provide a change from the sanitised (though undoubtedly
delicious!) fare offered in the cushioned and perfumed surroundings of hotels. Each lifts
an edge of the curtain and whets the appetite for more.... and more ....and more.

If you wish to pay a final tribute in silence to the richness of this country, go to
Rajghat, the tranquil resting place dedicated to Mahatma Gandhi. It symbolises the hub
of the wheel which has moved on to write the history of India. As the periphery moves
forward, the heart of India throbs, always on the threshold between the dream and the
reality.

Pragati Maidan is a world class exhibition complex in the heart of New Delhi
managed by the India Trade Promotion Organisation (ITPO). Sprawling over 149 acres,
it offers 62650 sq. meters of covered space in 17 state-of-the-art exhibition halls,
besides 10000 sq. meters of open display space. Every year as many as 50 exhibitions
are held here, featuring everything from gigantic machinery to delicate jewellery and
watches. The activities and services of the ITPO equip it to handle the vast complex and
the variety of promotional tasks involved and make it the perfect venue for the conduct
of the World Philatelic Exhibition. Indipex-2011 will be held in Halls 8-11 of Pragati
Maidan.

February sees the flowers and trees of Delhi in bloom. The weather is mild and
as winter transforms into spring, the sun is on its best behaviour! Welcome to Delhi, the
venue of Indipex-2011, the World Philatelic Exhibition.
