Quality Management (QM) is a business-oriented approach that maximizes competitiveness by
constantly improving the organization's products, services, people, processes, and environment. QM
achieves its goal by developing the following characteristics in the organization:

Continuous process improvement
Education and training
Independence through control
Goal to unite and empower
Quality management (QM) can solve similar problems for security managers as it does for
quality managers. QM helps to create a culture of quality by making everyone responsible for
quality, rather than limiting the responsibility to a few quality employees. This can also be applied to
security, where everyone in the organization should be responsible for security, not just security
administrators.
In addition, a standard product is a safe product, and the best environment for producing
standard products is a safe and healthy environment. This is because a standard product is
one that has been designed and manufactured to meet specific requirements, which include safety
requirements. A safe and healthy environment is essential for producing standard products, as it
helps to ensure that employees are not exposed to hazards that could compromise the quality of the

Total Safety Management (TSM): A Sustainable Competitive Advantage
Total Safety Management (TSM) is a safety and health management approach that provides
organizations with a sustainable competitive advantage in the global market. It is achieved by
involving all employees in establishing, maintaining and continually improving the work environment.
The basics of TSM are:
Strategic basis: TSM is aligned with the organization's overall goals and objectives.
Performance orientation: TSM is focused on achieving measurable results in terms of safety
and health.
Management commitment: Senior leaders are committed to TSM and provide the necessary
resources and support.
Teamwork orientation: TSM is implemented through a collaborative effort of all employees.
Employee empowerment and inclusion: Employees are empowered to make decisions
about safety and health and are included in the planning and implementation of TSM initiatives.
Scientific decision-making: TSM is based on sound scientific principles and data.
Continuous improvement: TSM is a continuous process of improvement that is never
finished.
Complete and continuous training: All employees receive comprehensive and ongoing
training on safety and health.
Unity of purpose: All employees are united in their commitment to safety and health.
The rationale for TSM can be found in the link between work performance and the work environment.
To compete in the global marketplace, organizations need to ensure that their employees are working
at their maximum potential. A safe and healthy work environment is essential for achieving this goal.
The TSM implementation model is organized into 15 stages in three steps:
Planning and preparation: This step involves creating a safety and health policy, developing
a safety and health management plan and conducting a safety and health assessment.
Identification and evaluation: This step involves identifying and evaluating hazards,
developing and implementing control measures and monitoring and evaluating the
effectiveness of safety and health programs.
Implementation: This step involves putting all of the elements of TSM into practice and
maintaining a continuous improvement process.
