A copy of the letter under reference, which is self-explanatory, is enclosed for


information and necessary action. The important points to be noted and must be followed to
prevent contact wire parting at RRA clamp locations are reiterated once again below for strict
compliance and the same may be explained to all staff with clear written acknowledgement.

1. The angle of deviation of contact wire at OOR location should be as minimum as


possible and also the angle of deviation is restricted preferably in the range of 2.5°
to 6.2° for anchor spans of 72.0m to 27.0m respectively with 3.0m implantation of
anchor mast. However the angle of termination should not be > 8°.All Depots shall
launch a drive to identify the location where angle of deviation is more than 8° and
list may be submitted to this office for further action.

2. Depots are advised to follow Special Maintenance Instruction No.TI/MI/0058.


In addition, whenever the RRA clamp is opened for shifting, the clamp bolts are to
be loosened properly and then only the shifting should be done. Under no
circumstances, should the clamp be hit/ hammered as the contact wire is liable to be
damaged.

3. Depots are advised to check all RRA clamp locations used in new electrification
works also to ensure adoption of latest RRA clamp as per RDSO drawing No.
ETI/OHE/P/1370-1 Rev.H issued during June 2019 (copy enclosed). Further it is
advised to conduct special check in contractor’s depot of RE/CN/RVNL and also in
the OHE already erected in the on-going electrification works to ensure RRA clamps
without sharp edges and without sharp angle of deviation.
4. The method of calculating the angle of deviation of contact wire at RRA clamp
location is given below for ready reference.

1. PREAMBLE:
Contact Wire parting in CR has taken place near RRA clamp on 01.11.21 due to sharp angle of
termination. It was advised to divisions earlier also to identify such locations and monitor them
frequently on quarterly basis to detect if there is any chance of contact wire parting. However only
Chennai division has identified one location and no location has been identified by any other division.
There was a case of contact wire parting from RRA clamp on 11.02.2022 in MAQ-JOKT section in PGT
division, where contact wire snapped at RRA clamp location No.6/38, which was erected by RE/MS
during February 2017. The detail of failed location is appended before for reference:-
 Span length – 29.5m
 Track Centre – 5.95m
 Degree of curvature in OOR span = 11.5° inside curve.
Subsequently the entire MAQ-JOKT section has been checked and it is observed that further 8 locations
has been identified with sharp curve of more than 8° curve; out of which 5 locations were executed by
‘RE/MS’ and 3 locations were executed by ‘CN/MS’.
2. In order to avoid similar failure at RRA camp location in future, all executing agencies viz.,’RE/MS’,
‘CN/MS’ and ‘RVNL/MTMY’ along with division/(s) shall ensure that the angle of deviation of contact
wire at OOR location should be as minimum as possible and also the angle of deviation be restricted
preferably in the range of 2.5° to 6.2° for anchor spans of 72.0m to 27.0m respectively with 3.0m
implantation of anchor mast. However the angle of termination should not be > 8°.
3. In order to avoid contact wire parting at RRA location, divisions are advised to follow Special

4. In view of the above, it is felt necessary to check all RRA clamp locations used in new electrification
works also to ensure adoption of latest RRA clamp as per RDSO drawing No. ETI/OHE/P/1370-1 Rev.H
issued during June 2019 (copy enclosed). Divisions are advised to conduct special check in contractor’s
depot of RE/CN/RVNL and also in the OHE already erected in the on-going electrification works to
ensure RRA clamps without sharp edges and should not have sharp angle of deviation

5. Action taken for Para 4.0 above may be submitted to HQ on PRIORITY please.

In all new RE/RVNL/Construction works this point must be made as a check point and a summary
statement indicating angle of deviation of all contact wire terminations should be submitted jointly
signed by executing agency and divisional officials along with EIG documents.

Further CPD/RE/MS and CEE/CN/MS may please take necessary action for correcting the locations
identified by PGT division in MAJN Yard and submit PDC for the same.
