EXECUTIVE SUMMERY
The flood 2010 was unprecedented and extra ordinary known
history in the Indus River System and flood peaks were for in excess of the
recorded historical floods. In Irrigation Zone Bahawalpur, during flood 2010
the highest gauge of 14.6 feet was recorded against 12.30 Lac Cfs discharge at
Chachran on 07-08-2010. While the river was in action, the vulnerable sites
where the erosive action of exceptionally high flood in River Indus was
experienced was personally inspected by the Chief Engineer, Irrigation
Bahawalpur and references were immediately made to Government for allowing
to take up the works under para 2.89 of PWD Code and the same were got
completed

by

the

hectic

efforts

of

Irrigation

Engineers

within

the

stipulated period.
Drawing upon the lessons of flood 2010, the strategies for
improving flood management include establishment of new bench marks on the
basis of recorded highest flood levels. Furthermore, during the emergency at
large scale level, lack of leadership and coordination at local level was quite
apparent in District and Tehsil Administration System. Planning for improving
flood management on new bench marks was revised by adopting Standard
Operating Procedures (SOPs) to combat with any unpleasant situation for the
flood 2011. Standard Operating Procedures (SOPs) for flood management were
prepared for individual structure keeping in view the identified weak areas /
hotspots. Contingency plans were also got prepared which indicate the location
of infrastructures, flood route with special focus on low lying areas and
villages / towns to be affected.

INTRODUCTION

covers

entire

Bahawalpur

Civil

It operates Suleimanki Headworks, Islam Headworks and Panjnad

Headworks of Sutlej Valley Project and irrigates the entire area of this Zone
through different canal systems.
Since operation of Water Treaty between the two countries i.e IndoPak, river Sutlej upstream Suleimanki Headworks has gone with its total
supply to India. All the above three Headworks have been linked by means of
Link Canals emanating from Mangla and Tarbala Dams.
Left Bank of River Sutlej from Suleimanki to Panjnad, Left Bank of
River Chenab from Panjnad to Kot Mithan (Junction of River Chenab with
Indus) and the Left bank of River Indus from Kot Mithan to Guddu Barrage
face Bahawalpur Civil Division and spills / erosion from these rivers become
the concern of this Zone. In addition water from old Hakra River after entry
into Pakistan Border near Walhar in Fortabbas Tehsil also becomes concern of
Bahawalpur Civil Division.

FLOOD HISTORY
In the past history Sutlej River had experienced worst historic
floods during September 1988. A total discharge of 5.0 lacs Cusecs was
recorded at Suleimanki Headworks against its designed capacity of 3.25 lac Cfs.
At Islam Headworks recorded total peak discharge was 3.66000 Cfs. At that
time this flood water passed safely through Mailsi Syphon without any damage;
but great pressure was experienced at Empress Railway Bridge Bahawalpur.
Likewise supper flood of 962000 Cfs. was experienced at Panjnad Headworks
during the year 1973 which caused serious damages in Bahawalpur and
Rahimyarkhan Districts.
In the history of Punjab, floods have created heavy damages to
property and infrastructure. The major losses of floods of 1988 and 1992 in
Bahawalpur Irrigation Zone are tabulated as under:-

PRE FLOOD ACTIVITIES
Keeping in view the heartbreak experience during super flood-2010,
necessary measures were taken up to combat any eventuality owing to
expected flood of 2011.

All valuable recommendations of the Punjab Flood Enquiry


Tribunal 2010 were implemented in letter and spirit in connection with
pre flood activities resultantly no eventuality experienced during the
flood 2011.

Flood Fighting Plans were prepared.

Flood Fighting Material were made available in light of provision in the


Flood Fighting Plans.

Inspections of Flood Bunds and Spurs were carried out by organizational


hierarchy of this Zone.

Departmental Inspection Team also visited the Flood Protection Works.

Reserve Stock of Stone was recouped as per sanctioned limit.

Critical Gauges were updated.

The River Sutlej, Channab and Indus fall in Irrigation Zone
Bahawalpur remained silent during the year 2011. Hence, flood affected area
no area / abadi was inundated during flood 2011.

CONCLUSION
In the light of lessons learnt during the super flood 2010 and identifying the
weakness and deficiencies in the existing system of flood planning and management SOPs were
revised by making Flood Fighting Plans on new format. By implementing valuable suggestions
and recommendations of the Punjab Flood Enquiry Tribunal 2010, the flood management was
considerably improved, resulting in saving the lives and properties in flood zone areas.

RECOMMENDATIONS
Although Rivers Sutlej, Channab and Indus remained silent in Irrigation Zone,
Bahawalpur during flood season 2011 yet necessary measures are important to be adopted to
overcome any eventuality in the expected flood 2012. Therefore, it is recommended that:

PC-1 for Rs. 1219.28 Million of flood restoration work namely Flood
Restoration Works in Rahimyarkhan Canal Circle already stands submitted to
the Federal Government for approval, which has already been discussed in the
CDWP meeting held on 14-10-2011 and was cleared for submission to ECNEC
for approval. It is important that the funds may be allocated / released at the
earliest so that the work be got completed before the ensuing flood 2012.

An amount of Rs. 20.00 Million is long outstanding to be paid by this Zone to the
Army Authorities on account of purchase of flood relief explosive / accessories
for Breaching Sections at Panjnad Headworks. It is appropriate to arrange the
funds at the earliest for making payment to the quarter concerned before onset of
flood season 2012 for avoiding any eventuality during expected floods in future.
Special funds application has already been submitted.
