AN EXECUTIVE ORDER CREATING THE PROJECT MONITORING COMMITTEE
IN BARANGAY POBLACION CENTRAL BARCELONA, SORSOGON
WHEREAS, Executive Order No. 376, series of 1989, as amended by EO 93 series
of 1993, established the Regional Project Monitoring and Evaluation System
(RPMES) to facilitate project implementation and devolve facilitation, problem-
solving, monitoring and evaluation of foreign, national and locally-funded
projects to the sub-national levels;
WHEREAS, DILG Memorandum Circular No. 2004-78 dated June 22, 2004 titled
Organization/ Reactivation of Project Monitoring Committee in the Local
Government Units enjoins all LGUs to organize the local PMCs.
WHEREAS, the PMC shall have the following functions:
1. Provide a system for the integration, coordination, and linkage of all
monitoring activities in the barangay,
2. Process and provide up-to-date information on the overall status of project
implementation for planning and decision-making,
3. Identify problems and issues which impede project implementation for
remedial actions and elevate unresolved issues and problems to the Office
of the Punong Barangay for resolution and final action as appropriate,
4. Provide information on lessons learned in project implementation for
planning and implementation of future similar projects;
5. Assess and ascertain whether projects implemented are supportive of
barangay development goals and plans as well as national development
thrusts and priorities;
6. Present the consolidated Monitoring and Evaluation Report to provide the
Punong Barangay management information regarding the implementation
of local development projects; and
7. Submit quarterly monitoring and evaluation report to the Punong Barangay
for action and shall hold a regular quarterly meeting to discuss the
problems and remedial actions to be elevated to the management
committee.
NOW THEREFORE, I, ROMULO E. FORTADES, Punong Barangay of Barangay
Poblacion Central by virtue of the powers vested in me by law, do hereby create
the the Barangay Project Monitoring and Evaluation Team of Barangay Poblacion
Central, Barcelona, Sorsogon, with the following composition:

REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC) OF
BARANGAY POBLACION CENTRAL, BARCELONA, SORSOGON
WHEREAS, Section 106 of the Local Government Code of 1991, provides that each
local government unit shall have a comprehensive multi-sectoral
development plan to be initiated by its development council and approved
by its sanggunian;
WHEREAS, the development council shall assist the sanggunian barangay in
setting the direction of economic and social development, and coordinating
development efforts within its territorial jurisdiction;
WHEREAS, Section 34 of the same RA provides for the promotion of peoples and
non-governmental organizations to become active partners in the local
autonomy and development;
WHEREAS, Section 108 of RA 7160 provides for the representation of non-
governmental organizations (NGOs) in the local development council;
WHEREAS, Section 107 provides for the composition of the local development
council.
NOW, THEREFORE, I, ROMULO E. FORTADES, Punong Barangay of Poblacion
Central, Barcelona, Sorsogon, by virtue of the power vested in me by law, do
hereby order the Reorganization of Barangay Development Council of Poblacion
Central, Barcelona, Sorsogon.
SECTION 1: Composition: The Barangay Development Council, referred
to as the Council, shall be composed of the following:

ORVILLE G. NICOLAS, Sang. Brgy. Member

SECTION 2: Functions:The Barangay Development Council shall exercise
the following functions:
1. Mobilize people’s participation in local development efforts;
2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local
programs and projects; and
4. Perform such other functions as may be provided by law or
competent authority.
SECTION 3. Meetings: The Barangay Development Council shall meet at
least once every six (6) months or as often as may be necessary.
SECTION 4. Executive Committee: The Barangay Development
Council Development Council shall create an executive committee to represent it
and act in its behalf when it is not in session. The Executive Committee shall be
composed of the following as provided for in Section 111 of RA 7160:

SECTION 5. Functions of the Executive Committee: The executive
committee shall perform the following powers and functions:
1. Ensure that the decision of the council are faithfully carried out and
implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans, and programs based on the general
principles laid down by the council; and
4. Act on other matters that may be authorized by the council.
SECTION 6. Secretariat: The Barangay Secretary shall head the secretariat
to be assisted by the Municipal Planning and Development Coordinator (MPDC).
The Secretariat shall be responsible for providing technical support; documentation
of proceedings; preparation of reports and such other assistance as may be
required in the discharge of its functions.
SECTION 7. Effectivity: This Executive Order shall take effect
immediately.

A RESOLUTION APPROVING THE CY 2024-2026 ENHANCED BARANGAY
DEVELOPMENT PLAN (e-BDP) OF BARANGAY POBLACION CENTRAL,
BARCELONA, SORSOGON
WHEREAS, the Barangay Development Council, together with the representatives
of the various sectors of this barangay has conducted an enhanced
barangay development planning process to formulate a plan that truly
reflects the sentiments of the community;
WHEREAS, the various programs, projects, and activities identified by the Council
were prioritized and ranked according to the immediate needs of the
barangay;
WHEREAS, the BDC is optimistic that external funds may be sourced out for some
of the PPAs identified that may not be funded by the barangay;
NOW, THEREFORE, on motion of BDC Member Hon. Russel G. Mendoza duly
seconded by BDC Member Hon. Danilo G. Florano;
RESOLVED, as it is hereby resolved to approve the CY 2024-2026 Enhanced
Barangay Development Plan (e-BDP) of the barangay;
RESOLVED, FURTHER, that copy of the development plan should be forwarded to
the sangguniang barangay, for their information, approval and adoption.

furnished to the Municipal Development Council (MDC) for integration to the
Comprehensive Development Plan (CDP) of the municipality;
