CHAPTER (1)
GENERAL REQUIREMENTS
1.1 Project Description
Salalah is the regional center in Dhofar Governorate and second largest town in
the Sultanate of Oman, located along the southern coast of Oman, more than 1,000
km from Muscat, the capital of Oman. Salalah is bounded by Al Mughsayl to the
West, Al Mamourah Palace to the East, Central Jabal to the North and the Arabian
Sea to the South.
The purpose of the project is to provide the potable water distribution network to
block A of Extension of North Awqad following the latest housing structural plan
issued from Ministry of Housing.
1.2 Materials and Suppliers of Materials
Before ordering or obtaining materials of any description intended for the
permanent work, the Contractor shall submit for the approval of the Engineer the
names of the makers or suppliers proposed, together with country of origin, a
specification of the materials and details of their place of manufacture. The
Contractor may be required to supply to the Engineer for his retention, a copy of
each order placed.
The Contractor shall provide samples and third party test certificates of the
materials at the request of the Engineer.
All materials, which are to come into contact with potable water, shall have been
approved for such use by the UK Drinking Water Inspectorate (DWI) under
regulation 25(1)(a). At the Engineer’s Discretion, materials, which have been
approved by similar National or International bodies, may be allowed. The
Engineer’s decision in such matters is final and the Contractor shall have no right
of appeal.
1.3 Natural Materials
The Contractor shall make all arrangements for locating, selecting and processing
natural materials in accordance with the specification and shall submit to the
Engineer for approval full information regarding the proposed location well in
advance of commencement of working of the material. Approval of a source does
not imply that all material in that source is approved. The Contractor's attention is
drawn to the fact that royalties will be payable on materials from borrow areas and
quarries and that it is his sole responsibility for the payment of such royalties.
There shall be no unregulated quarrying and aggregates shall only be obtained
from licensed suppliers or if project specific sites are proposed the Contractor will
be responsible for obtaining the necessary Environmental Permit.

1.4 Works to be Kept Clear of Water
In addition to what mentioned in the Technical Specifications chapter (3) Volume
(II), the Contractor shall keep the works well drained until the Engineer certifies
that the whole of the Works is substantially complete and shall ensure that so far
as is practicable all work is carried out in the dry. Excavated areas shall be kept
well drained and free from standing water.
The Contractor shall construct, operate and maintain all temporary dams,
watercourses and other work of all kinds, including pumping, that may be
necessary to exclude water from the Works while construction is in progress.
Such temporary work and plant shall not be removed without the approval of the
Engineer.
1.5 Discharge of Water Into Existing Streams
The Contractor shall make provision for the discharge or disposal from the Works
of all water and waste products howsoever arising and the methods of disposal
shall be to the satisfaction of the Engineer. The requirements of this clause shall
not limit any of the Contractor's obligations or liabilities.
1.6 Water Supply
The Contractor shall provide and maintain at his cost suitable supplies of water for
drinking, washing, sanitation and general cleaning in addition to any required for
the construction, testing and maintenance of the Works.
All water for drinking shall be clean according to standards.
The Contractor shall supply all temporary plumbing pipework and storage tanks
that may be required.
He shall pay all fees for connection of the site network to main supply and all
charges for water consumed.
In case of failure of the city water supply the Contractor is obliged to provide at
his own expense all necessary water requirements to the site to continue all the
works in the project and he may use water tankers for transportation to fulfill this
object.
1.7 Electricity Supply
The Contractor shall install, operate, maintain and subsequently remove sufficient
temporary supplies of electricity for the temperature control, lighting and
ventilation of all offices, stores, laboratories and other temporary buildings used
by the Contractor and by the Engineer and by the Employer in addition to any
supplies he may require in connection with the construction and maintenance of
the Works.

1.8 Site Details
The Sites of the Works specified are located in the Dhofar region of the Sultanate
of Oman.
Tenderers must inquire and satisfy themselves as to the physical conditions
prevailing at the sites and the underground pipe routes and shall take into
consideration all matters and possible contingencies affecting the design,
execution completion and maintenance of works.
1.9 Project Components
The component of this tender package can be summarized as follows:
- Construction of the distributed potable water network for Extension of
North Awqad Block A with HDPE, PN16, SDR 11 pipes with proposed
diameters ranging from 110 up to 560 mm.
- Replacemnt of existing pipes with new pipes as indicated in the drawings
with HDPE, PN16, SDR 11 pipes with proposed diameters ranging from
110 up to 315 mm..
- The Contractor is advised that the Contract Drawings and quantities are
indicative and the construction shall be as per the approved shop drawings
as result of data collection, survey, trail pits ad NOCs conducted by the
Contractor. The Contractor shall be paid for actual quantities, as these
quintiles are subject to change and the Contractor is not entitled for
any compensation for such differences in quantities.
1.10 Miscellaneous Works
- Construction of Roads Crossing (open cut and thrust boring/ micro-tunneling)
complete with all necessary works.
- Construction of Wadi Crossing complete with all necessary works.
- Obtain required Non Objection Certificates (NOC) and permits for the works.
- Obtain and maintain validity of MECA approval, Excavation Permits/Building
Permits for all the Works of this Contract.
- Participation in interface coordination with all other relevant contracts
involved in the area, including but not limited to attendance of regular
coordination meetings to ensure smooth progress of the construction activities
of the project without any delay and the same has to be incorporated in the
work program.
- The Contractor shall collect any other required information necessary to
successfully and effectively complete the work on time.

- Coordination with concerned authorities and other contractors working with
whole project area to ensure smooth construction activities for the project
without any delay and the same has to be incorporated in the work program.
- The Contractor shall consider the following requirements during the execution
of the project the same shall be reflected in the proposed work program,
organization chart and resources:
The Contractor shall carry out soil investigation, and shall submit a technical
report showing the nature of the different layers of the soil, depth to ground water,
etc. The report must determine the layer suitable for foundation and its level from
ground surface. It must also show the bearing capacity of soil at this level, the
recommended type of foundation and the differential settlement expected.
The Contractor shall also carry out a detailed topographic survey of site and shall
prepare a map showing surface levels.
1.11 Meteorological Data
The meteorological data based on historical records are as follows:

1.12 Topographical Data
The topographical survey to be carried out by the contractor including all
excavations, fillings, dewatering, drainage and stone pitching of slopes are
deemed to be included in the scope of work and Contract Price.
1.13 Datum Levels
All co-ordinates on the Tender Drawings have been measured by Total Stations,
and tied to the Omani National Co-ordinates System and their levels have been
referred to the Mean Sea Level (the Omani National Datum). However, the
Contractor shall carry out a detailed topographic survey of the project area and
shall prepare a map showing surface levels.
1.14 Seismic Data
To date, the coastal area has no recorded incidents of earthquake or tremors.
However, the Contractor shall consider seismic Zone co-efficient of 0.075 for the
purpose of design.

1.15 Site for Additional Accommodation
In the event of the Contractor making use of accommodation acquired by him or
any tip for the disposal of surplus materials he shall obtain the written consent of
the Employer and occupier or authority having charge of the land in which such
wayleave accommodation or tip is situated and shall make a record agreed by the
Employer, occupier or authority as aforesaid of the condition of that land before
entering thereon.
The Contractor shall permit the Employer and the Engineer to use for the purpose
of the Contract any such special or temporary wayleave or additional
accommodation at no extra cost to the Employer.
In the event of the Contractor making use of any special or temporary wayleave or
additional accommodation made available to him by the Employer for the purpose
of the Contract the land in which such way leave or accommodation is situated
shall be deemed to be part of the Site.
1.16 Site Procedures
1.16.1 Introduction
All work carried out at site is to be undertaken in a safe and efficient manner with
the minimum of interference with the duties of the Employer, the Engineer and
other Contractors.
Where pipelines are in operational (live pipes), the continuance of the operation
will take precedence over the new construction works. The Contractor shall take
due allowance for additional temporary works to accommodate operational
requirements. These works shall include:
▪ Provision of security fencing around the Contractor’s works area.
▪ Minimal shutdown period of water supply system for interface works and
such works to be timed at the Employer’s choice.
▪ Works to be carried out under a safety permit system where danger exists
or potentially exists.
▪ Minimisation of dust to existing plant.
▪ Excavations without the use of explosives.
Throughout the construction and commissioning period, the Contractor is to
maintain the necessary standards of Safety, Cleanliness, Health and Supervision as
required by the Employer /Engineer.
On completion of the work, the Site shall be left clean and tidy to the satisfaction
of the Engineer and the Employer. Any damage done by the Contractor or his Sub
Contractors shall be made good at the Contractor’s expense.

Contractor to submit a document that due consideration has been given to HSE
during the execution stage of the Project. This should be included as a compliance
in Contractors HSE plan.
1.16.2 Erection and Checking at Site
The Contractor shall submit to the Employer / Engineer for approval and
discussion, his proposals and plans as to the method of procedure to be adopted
and particulars of temporary works involved.
The construction installation procedures for each item of the system shall be
provided in bound volumes in a format and in sufficient detail to allow the
Employer / Engineer to appreciate fully how the Works are to be installed, and at
which stages inspections, alignment checks, grouting etc., are to be carried out.
In addition, the Contractor shall provide all installed checking lists for the Works,
copies of which are to be provided to the Employer /Engineer after signing at each
stage of inspection.
Four copies of the installed procedures and proposed installed check lists shall be
supplied to the Employer /Engineer at least one months prior to the commencing
of the erection activities.
As each part of the Contract Works is installed it shall be offered for the Employer
/Engineer’s inspection and approval. This particularly applies to the levelling,
setting and aligning of the various parts. The Engineer and the Employer reserve
the right to inspect all parts of equipment in the Works, and/or Site but, at the
discretion of the Employer /Engineer, inspection may be waived on certain items.
This shall in no way absolve the Contractor from his responsibilities.
The carrying out of all work included in the Contract is to be supervised by a
sufficient number of qualified representatives of the Contractor and full facilities
and assistance are to be afforded by the Contractor for the Employer /Engineer to
check the Works. The Contractor shall be required to carry out dimensional
checks at various stages of completion and these will be witnessed by the
Employer /Engineer.
The maximum personal safety must be afforded to personnel directly engaged on
this Contract or those in the normal course of their occupation find it necessary to
utilise temporary works erected by the Contractor or those who frequently visit the
working area.
In each case involving a connection between the plant supplied under this
Contract that may be energised or operational, the Contractor must obtain a
written “Safety Document” signed by a person authorised by the Employer.
The Contractor shall provide such protection and watchmen as he may consider
necessary to safeguard the materials and stores in the areas allocated to him,

together with the Works on the Site. The Employer will not accept responsibility
for any losses or damage which may occur during the execution of the Contract.
Temporary access gates provided by the Contractor shall be locked or guarded at
all times.
1.16.3 Clear Access of Roads
The Contractor shall take precautions to keep all temporary and permanent
roadways clear of any spillage from his traffic to the satisfaction of the Employer
/Engineer. All such spillage which occurs shall be cleared immediately to the
Employer /Engineer’s satisfaction at the Contractors expense. The Site is to be
kept clean and free from obstruction, rubbish and general spoil as the work
proceeds and is to be maintained to the satisfaction of the Employer / Engineer.
The public highways from which access to site is gained must be kept clear and
free from spoil, muck, rubbish and disturbance. The Contractor must also ensure
that the surfaces where damage occurs are maintained or repaired to the
satisfaction of the Employer /Engineer’s Site Representative.
1.16.4 Clearance of Site
The Contractor shall clear the parts of the Site subsequently to be occupied by the
Works and shall maintain it clear of vegetation.
The Contractor shall not clear the Site of any structure or mature tree without the
prior written permission of the Engineer.
The material arising from the clearance of the Site shall be the property of the
Employer. The Contractor shall remove it from the Site and dispose it off in a
manner and at a location to the approval of the Engineer.
The Contractor shall maintain the Site in a neat, tidy, and healthy condition.
1.16.5 Reinstatement of Site after Clearance
The Contractor shall fill and make good with appropriate materials those cavities
and losses of soil, which result from clearing the parts of the Site not subsequently
to be occupied by the Works.
1.16.6 Existing Properties, Facilities and Utilities
The Contractor shall locate and notify to the Engineer any existing properties,
facilities, underground or overhead utilities or any other obstructions that shall be
encountered during the execution of the Works. In undertaking this task, the
Contractor shall co-ordinate with utility Employers and concerned government
departments. In the presence of the Engineer the Contractor shall co-ordinate with
utility Employer s and concerned government departments. In the presence of the
Engineer the Contractor shall make records of the position and extent of such
properties, facilities, underground or overhead utilities or any other obstructions.

The Contractor shall protect, uphold, support, temporarily divert and maintain all
existing properties, facilities, underground or overhead utilities or any other
obstructions. The Contractor shall make good any damage due to any cause within
his control at his own expense or pay any costs and charges in connection
therewith.
1.16.7 Permits
Wherever possible existing services are shown on the drawings. However, the
Contractor shall be responsible for locating any other services.
The Contractor shall be fully responsible for obtaining all necessary excavation
permits and permissions, except those normally obtained by the Employer or
Engineer, prior to commencement of the Works.
These shall include:
a. General excavation permits;
b. Specific excavation permits relating to road crossings, … etc.;
c. Provision of all necessary bonds required by the permits;
d. Permission in respect of erection of site offices, labor camps, stores, … etc.;
e. Permission for shut down of water pipelines from Water Authorities;
f. Permissions associated with working in proximity to electrical and
communication cables.
1.16.8 Archaeological Remains and Historical Sites
The Contractor shall take all necessary precautions not to disturb archaeological
remains and historical sites in the vicinity of the Works including those shown on
the drawings.
During construction of the Works the Contractor will check for the discovery of
any artifacts such as pottery, bones, beads and coins. Should any such artifacts be
found the Contractor will inform the Engineer and the Department of Archaeology
and Antiquities of the Ministry of Heritage and Culture.
1.16.9 Program
The Contractor shall submit a detailed and annotated bar charts and critical path
method (C.P.M) by Primavera Programme showing a proposed Programme of
design, delivery, construction, installation and commissioning.
The Programme to be submitted by the Contractor shall include the planned
monthly rates and location of progress between the Programme date for
commencement and completion for each major item of work for various stages of
construction, including dates by which major items and related drawings if any
requiring approval will be submitted. A period not exceeding three weeks shall be

allowed from date of receipt of these drawings by the Engineer to enable his
approval to be given, subject to the accuracy of the submittal. The Programme
shall be updated throughout the project to ensure that all work items are
completed during the contract period.
1.16.10 Use of Motor Vehicles
Tracked vehicles shall not be permitted to travel along or across permanent or
temporary roads without the use of timber mats or other approved means to
prevent damage.
The Contractor shall hold the Employer indemnified against all actions, suits,
claims, demands, costs, charges and expenses arising from the death or bodily
injury to any person or damage to any property as a result of accident caused by or
through or in connection with any motor vehicle brought on to the site by an
employee engaged on the Works.
All motor vehicles are to be maintained in roadworthy condition and shall comply
with the necessary traffic regulations in force in Oman.
Particular attention is to be paid to the use of mobile cranes near overhead lines.
Failure to comply with recognised safety practices or failure to adequately
supervise the operator of mobile cranes may result in prosecution.
1.16.11 Precautions against Fire
The Contractor and all of his employees shall take all reasonable precautions
during and outside normal working hours to prevent the outbreak of fire. There
shall be no smoking within the substation sites.
The Contractor shall provide adequate fire fighting appliances in his own work,
access, Site storage and office areas. The Contractor shall acquaint all his
employees of fire hazards and procedure for containment of fire, reporting and
safe evacuation in the event of fire.
Where the Contractor carrying out specific heating, welding, burning and gouging
operations, then he shall provide his own fire fighting equipment for use in the
vicinity of the operations. When such operations take place at a high level then
the Contractor is responsible to provide fire watchers to those areas where falling
sparks, or hot metal could cause a fire to start.
1.16.12 Site Labour
The Contractor shall include for the provision of all necessary supervisory, skilled
and unskilled labour for erecting, testing, commissioning and maintaining the
Works together with all necessary transport, accommodation including obtaining
permission from local authorities for setting up labour camps where required, and
other services necessary to support his supervisory and labour force in accordance
with the Conditions of Contract.

All Contractor’s employees shall comply with the appropriate Health Regulations
and HSE Regulations pertaining throughout the Contract period.
1.16.13 Sanitary and Health Control
All persons connected with the Works shall be obliged to use the ablutions
provided and maintained on the Site by the Contractor as per MD 286/2008.
The Contractor shall prohibit the committing of nuisance on the Site of the works
or on the land of the Employer or adjacent land.
The Contractor shall be responsible for the removal from Site and ultimate
disposal of his refuse in accordance with the local regulations.
Special precautions shall be taken by the Contractor to keep the incidence of
malaria and other diseases to a minimum.
The Contractor shall spray with approved insecticides the inside of all buildings
under his control, including dwellings, within one week of their erection and at
frequent regular intervals thereafter or as directed.
All pools of water and other likely mosquito breeding places within and adjacent
to the Works and under the control of the Contractor shall be avoided wherever
possible and sprayed in an approved manner by the Contractor.
First aid measures shall be readily available at Site as per MD 286/2008. All the
personnel working at Site (Contractor, Sub-contractor etc.) shall be aware of the
contact persons and contact places for the first aid services.
1.16.14 General and Temporary Site Services
Contractor shall make his own arrangements for Electricity, Water, Fuel,
Compressed Air, Lifting Equipment, Site Safety and Medical Facilities.
The connection and their positioning shall be to the approval of the relevant
authorities and the Employer /Engineer’s Representative and executed in
accordance with the practices of safe working. The Contractor shall include in his
Tender for laying of temporary cables and pipelines and for all other expenses and
charges.
1.16.15 Temporary Works
The Contractor shall be responsible for the duration of the Contract for all
necessary clearance of the site and for constructing and maintaining all temporary
access roads which shall be suitable at all times for all goods vehicles and shall be
to the approval of the Employer /Engineer.
The Contractor shall furnish to the Employer /Engineer full particulars drawings
etc., of all temporary works necessary for the erection of the Works and shall
allow sufficient time for the Employer /Engineer to review the same. The
Employer /Engineer reserves the right to comment on the Contractor’s proposals

if he considers that modifications should be made but the Contractor shall be
solely responsible for the stability and safety of all temporary works and
unfinished permanent works and for the quality adopted for their execution.
1.16.16 Attendance upon the Employer /Engineer
The Contractor shall provide such labour as is necessary to assist the Employer
/Engineer in measuring supervising, checking, testing, examining or setting out
the Contractor’s work in any way whatsoever, at any time of the day or night
during the continuance of the Contract.
1.16.17 Facilities for Checking, Setting Out and Measurement of the Works
The Contractor shall provide equipment and personnel as the Employer /Engineer
may require for checking, setting out and measurement.
1.16.18 Continuous Working
If in the opinion of the Engineer/Employer it is necessary for the safety of the
Works or for any other reason, the Contractor shall, when so ordered, carry out the
Works, or any portion thereof continuously by day and night. However work on
Fridays, Holidays and Night shall be in accordance with the Oman Labour
Regulations and subject to the approval of the Owner.
1.16.19 Abatement of Noise
The Contractor shall take precautions to the approval of the Employer /Engineer
to minimise nuisance arising from noise, dust etc. Diesel and petrol engines shall
be fitted with efficient silencers which are not necessarily those supplied by the
plant manufacturers and if required plant shall be screened with acoustic
materials.
Compressed air operated road breakers, tools, ventilation equipment etc. shall be
effectively muffled or shall be of a design with acceptably low noise frequency.
1.16.20 Existing Services
Before starting any excavation the Contractor shall ascertain by all appropriate
methods the location of all above and below ground services such as water mains,
telephone and electricity cables etc., in the vicinity of the Works. The Contractor
shall protect all such services and keep them in sound working order during the
whole period of the Contract. If damage is caused, the Contractor shall repair to
the approval of the Employer / Engineer and relevant authority. The contractor
shall follow NDS’s excavation procedure throughout the contract.
1.16.21 Contractor on Completion to remove all Plant and Clear Site
The Contractor shall on completion of the works or when directed by the
Employer/Engineer, remove all plant, tools, materials and rubbish which may

have been used or may have accumulated during the progress of the works other
than those permanently taken into the work. All rubbish or surplus materials or
plant which the Employer /Engineer may require the Contractor to move at any
time, shall be removed by the Contractor to an approved dumping ground within
seven days after the receipt of the written notice from the Employer /Engineer
requiring him to remove the same. In default of compliance with such notice, the
Employer may forthwith remove such rubbish, surplus materials or plant and
deduct the cost of doing so from monies due to the Contractor.
1.16.22 Other Contractor or Statutory Authorities on the same Site
The Contractor shall give notice in writing to the parties concerned of his
intention of working alongside other Contractors or Statutory Authorities working
on the same site, three weeks prior to commencement of his work. The Contractor
will take due consideration of the working area and programme of work of outside
contractors and where possible arrange his working programme to avoid undue
disturbance to the continuance of the work.
1.16.23 Provision and final removal of Temporary Site Roads
Suitable roads shall be provided by the Contractor to allow access to all sections
of works at all times. The Contractor shall be responsible for reinstating these
areas to their original conditions after the completion of the works.
1.16.24 Contractor’s Plant
The Contractor shall at all times be responsible for the adequacy, efficiency and
sufficiency of his and his sub-contractor’s plant and equipment which shall be of
such type and size, and used in such manner to the approval of the Employer
/Engineer.
Details of the plant proposed shall be submitted for the approval of the Employer
/Engineer, which if granted will not relieve the contractor of any of his
responsibilities, nor shall reasonable refusal to approve such plant, entitle the
Contractor to any extra payment.
If circumstances arise which, in the Employer /Engineer’s opinion, make it
desirable that the use of plant or equipment be changed or suspended, the
Contractor shall make such changes at his own cost.
The Engineer/Employer may withhold or withdraw his approval for the use of
plant or equipment, which in the Employer / Engineer’s opinion is too noisy in the
circumstances or which may endanger members of the public, passing vehicles, or
adjacent roads, services and structures.
1.17 Water Supply, Sanitation and First Aid Facilities for Contractor’s Staff

The Contractor shall provide on site, to the satisfaction of the Engineer, an
adequate supply of safe drinking and other water and suitable approved sanitary
facilities for the use of the Contractor’s staff and workpeople.
He shall also ensure that sanitary facilities provided for the use of his employees
are kept disinfected and clean at all times during the progress of the Works and
cleared away on completion of the Contract including making good the ground
thereafter. The location of the facilities must be approved prior to erection.
The Contractor shall provide complete first-aid facilities for his staff until the
issue of the certificate of completion. The first aid facilities shall be
accommodated in a clean and tidy office, held in a dustproof cupboard stocked to
the satisfaction of the Engineer and regularly replenished. They shall include an
adequate supply of sterile bandages, disinfectants, spray disinfectants, plasters,
scissors, ... etc.
The toilet and first aid facilities shall be fully available within one week of
commencement of work on site.
The Contractor's disposal methods and areas or hip shall be approved by the
Engineer. No wastes or sewage shall be disposed off or dumped within the site.
Any water connections, pipe runs and drainage pipework provided by the
Contractor shall be to the approval of the Engineer.
1.18 Site Laboratory
The Contractor shall provide - at his own expense - site laboratory for the sole use
of Engineer and his assistants. The laboratory consists of two rooms of area 24 m2
each. The Contractor shall provide the furniture shown hereunder. He also shall
provide a shaded area not less than 12 m2 in front of laboratory and concrete water
tank for curing concrete specimens.
The laboratory shall be furnished with furniture and equipment as detailed in
Appendix (C).
The Contractor shall at his own expense, run, preserve, service and maintain the
laboratory for the whole duration of the contract, until the provisional handing
over of the project.
The Contractor shall at his own expense assign a laboratory technician to be
approved by the Engineer with at least five years experience to be constantly in
attendance at the laboratory during all normal working hours for the whole of the
duration of the project, to assist the supervisory staff in running the different tests
required.
The laboratory shall be run completely under the direction of the Engineer.
The Contractor shall at all times keep in stock or order beforehand all materials,
spare parts, or any other material required to perform the tests, and he shall
provide all such material at his own expense for the whole duration of the job.

Also the Contractor shall ensure that the laboratory shall stay in running condition
at all times, and shall replace all broken equipment or tools at any time and as
required by the Engineer.
The site laboratory shall be completely equipped and ready for use prior to the
time of commencement of work such as to carry field-testing as detailed in the
specification in the proper time.
In case of Contractor’s delay in providing the material or equipment necessary for
carrying out tests, the Engineer shall have the right to carry out all the tests at any
other laboratory and the cost thereof will be deducted from any money due or to
become due to the Contractor without any need to notify the Contractor. The
Contractor shall also be deemed responsible for any delays in executing the work
and any damage, which might occur as a result of the delay in getting test results,
and the Contractor, shall not have the right to claim for any expense or
compensation or extension of time arising from such delay. Notwithstanding the
foregoing, an indemnity for delay shall be imposed on the Contractor in this
respect for each missing major apparatus listed, and the amount shall be deducted
from any money due or to become due to the Contractor without any need to
notify the Contractor.
1.19 Contractor’s Site Facilities
1.19.1 Site for Accommodation, Offices, Stores and Workshop
The Tenderer shall include in his proposal the proposed area for the
accommodation of his offices, toilets, stores and workshops and temporary
fencing to the said area as per MD 286/2008 and Employer `s HSE regulations
1.19.2 General Layout of Temporary Services
The Contractor shall submit, a plan for the area drawn to a scale of 1:200 with the
following information on it:-
▪ Location and size of his accommodation, site offices and stores
compounds he intends to use for the different materials and equipment.
▪ The locations of any proposed concrete mixing plant showing areas for
stock piling of materials and routes to be used by the mixing trucks.
▪ Suggested location of the offices for the Engineer/ Employer.
▪ Suggested location of dumping areas for excavated materials not needed
for backfill and roads to be used for hauling equipment.
▪ Suggested locations and methods of disposing of water accumulating from
dewatering and excavations, if any.
▪ Suggested locations for Chemical store, First aid room, Workers rest room,
Drinking Water coolers, Cement store, Carpentry yard, bar bending yard,
Diesel store, workers toilets, general store and assembly point etc. The

Contractor shall submit a site layout plan consisting of all HSE
requirements and obtain approval from NDS QHSSE department prior to
mobilization.
▪ Any other information which the Employer / Engineer requires or the
Contractor wishes to show.
This plan shall be submitted to the Employer /Engineer for his approval. Any
reasonable changes or modifications suggested by the Owner/ Engineer shall be
incorporated in the scheme.
Once the scheme is approved by the Employer/Engineer, the Contractor shall fully
comply with it. Should the Contractor wish to change or modify any of his
operations, he may do so provided he secures the Owner/ Engineer’s written
approval.
The Tenderer shall include in his Tender for reinstating the said locations to their
original conditions after removal of the offices, stores, concrete mixing plants etc.
The Contractor shall provide and maintain adequate air-conditioned offices and
other temporary accommodation and facilities for the use of the Contractor’s staff,
including a conference room suitable for a minimum of 30 people with table and
chairs.
The Contractor shall provide and maintain temporary facilities for the storage of
materials, tools and tackle and equipment used by all persons employed on site
including sub-Contractors. Those used for the storage of cement and other
perishable materials and the like shall have raised floors.
Should the Contractor provide or hire temporary site accommodation for his staff
and sub-contractors these shall be to a high standard and based on a minimum
internal plan area of 12 m2 per person.
All accommodation, together with fixings and fittings, shall either be new or
completely refurbished prior to the start of the Works. The accommodation shall,
as a minimum, include:
• Canteen Facilities providing food suitable to the different cultural diets
• Dormitory Type Accommodation (minimum 4 m2 per person)
• Toilet blocks with a minimum of one shower, hand basin, urinal and toilet per
10 people.
• Recreational Facilities including common areas, TV and reading rooms (minimum
2m2 per person)
• Parking for all vehicles in designated areas surrounded by barriers
• Potable piped water supply and water coolers (minimum 240 l/h/day)
• Continuous 220-volt power supply.
• Solid waste disposal facilities

• Laundry service
• ROP standard security fencing around the compound with a continuously guarded
vehicular entrance/exit.
• All windows and openings (e.g. Acs) shall be protected with sand netting.
• All buildings, parking areas, roads and footpaths shall be lit by security lighting
during the hours of darkness
• Fire safety and fire fighting arrangements shall be to the approval of the Royal
Oman Police.
Prior to establishing the site the Contractor shall submit proposals for the
accommodation its facilities and support services for approval by the Engineer
and appropriate government bodies.
The Contractor shall dispose of all wastes and maintain the accommodation and
all facilities in a safe, clean and hygienic condition, subject to the inspection by
and approval of an independent health and safety inspector and appropriate
government bodies. The inspector shall be appointed and paid for by the
Contractor subject to the approval of the Engineer. Inspections of the entire site
accommodation and facilities shall be undertaken on a weekly basis and reports
supplied to the Contractor and Engineer. Any failings identified in the reports
shall be rectified by the Contractor within one week unless otherwise agreed to by
the Engineer. Should the Contractor fail to rectify the failings the Engineer shall
commission a third party to undertake repairs, etc. the cost of such repairs,
together with all associated administration, supervision and incidental costs will
be deducted from the Contractor’s monthly payments.
The Contractor shall at the completion of the Woks be responsible for the removal
of his site facilities, foundations, etc.. And for the general leveling of the area.
1.20 Offices for the Engineer and the Employer
Within one month of the date of order to commence, the Contractor shall have
provided and erected a Site Office for the exclusive use of the Engineer and the
Employer. The location of the office shall be approved by the Engineer. The
Contractor shall submit his proposals for the site offices to the Engineer for
approval before starting construction.
The office shall be of approximately 300 m2 and comprise the following:
• 3 rooms of area 20 m2 each (bath attached);
• 4 rooms of area 15 m2 each;
• 1 rooms of area 20 m2 (Bath attached and for the Employer use)
• Enough Nos. Washroom and W.C. accommodation for Common use;
• Kitchen;

• Access corridor.
The rooms, washroom, and kitchen shall be connected by an internal corridor.
The floor shall be covered by proprietary heavy-duty vinyl sheet throughout. The
washroom shall be provided with a washbasin and hot and cold potable water
supplies and a flush operated W.C. connected either to a containerized STP or to
an approved holding tank provided by the Contractor (which shall be removed and
refilled at the end of the Contract). All doors shall be lockable and there shall be
sufficient windows and adequate fly-screened ventilation.
A car park for ten cars shall be constructed adjacent to the office building to
provide shaded accommodation for the sole use of the Engineer’s staff. Vehicle
and pedestrian access to the office shall be maintained and kept free of obstruction
at all times.
Payment shall be made according to the actual number of units provided by the
Contractor as per the instruction of the Engineer/Employer.
The Contractor shall supply and maintain in the main office building furniture and
equipment at least as included in Appendix A.
The kitchen shall be equipped with all required essential items for kitchenware,
tableware, cabinets, refrigerators, air-conditioning, Electrical or gas stove, waste
bins and the required consumables including the required maintenance and
services up to the satisfaction of the Employer/Engineer.
The office and the materials, surface fittings and furniture shall be new at the start
of the Contract.
The Contractor shall provide computer system for Engineer’s main office with
Network Server and 12 Laptops with Core i7 and 6 GB Ram as minimum and for
more details, please refer to Appendix A.
The Contractor shall also provide one more site office of area approximately
100m2 at location to be fixed by the Engineer and shall comprise three rooms,
kitchen and W.C. accommodation.
The offices shall be equipped and furnished according to Appendix A.
The offices shall be heated and air conditioned and lit by electricity. The
Contractor shall provide and replace as necessary gas cylinders and office supplies
adequately, plus separate toilet facilities and bottled potable water for the
exclusive use of the Engineer. Before placing any orders or delivery any materials
or fittings for the office the Contractor shall obtain the approval of the Engineer in
writing as to the location and type of the structure and the furniture, fittings, and
equipment to be supplied. The office and contents shall be maintained until the
Works have been completed and the Certificate of Acceptance has been issued
after which time they shall be removed by the Contractor and the site is cleared.

Upon completion of project, the above Documents/Standard Specification shall be
reverted to the Contractor.
Plans, Specification and availability of Office:
In case of prefabricated unit(s), it shall be constructed of such materials and
furnishings which shall be approved by the Engineer. The foundation shall be
taken down to solid bottom and the finished floor level shall be at least 60 cms.
above natural ground level.
The Contractor shall provide one prefabricated unit(s) with necessary facilities by
the end of the mobilization period and to be approved and accepted by the
Engineer. If the completion is not affected within the specified time, the
Contractor shall provide at his own expense adequate office as approved by the
Engineer until occupancy is possible.
Upon completion of the contract or at such time as the Engineer deems that it is no
longer required the ownership of the prefabricated unit (s), furnishings and
equipments shall return to the Contractor whose responsibility will be to remove
them from the site. All above items of works shall considered subsidiary to the
items described in the Bill of quantities.
1.21 Plans, Specification and availability of accommodation
Engineer’s housing accommodation shall be of prefabricated type or rented
buildings and provided with suitable compound fence and shall be constructed on
sites as approved by the Engineer. It shall be provided with Television facilities as
appropriate.
In case of prefabricated unit (s), it shall be constructed of such materials and
furnishings, which shall be approved by the Engineer. The foundation shall be
taken down to solid bottom and the finished floor level shall be at least 60 cm
above natural ground level.
The Contractor shall provide the prefabricated unit(s) or rented building by end of
the mobilization period to be approved and accepted by the Engineer, if the
completion is not effected within the specified time, the Contractor shall provide
adequate accommodation as approved by the Engineer until occupancy is
possible. All above items of works shall considered subsidiary to the items
described in the Bill of quantities.

Upon completion of the contract or at such time as the Engineer deems that it is no
longer required the ownership of Engineer’s accommodation shall return to the
Contractor whose responsibility will be remove them from the site (if required).
1.22 Materials to be provided to the Engineer's Staff for Setting-out the Works
The Contractor shall provide a sufficient supply of pegs, poles, paint, lines, spirit
levels and other materials, instruments, gauge and small tools for checking and
setting out the Works. The Contractor shall also provide for the Engineer and his
staff such waterproof clothing, safety helmets, rubber boots, torches and the like
as may reasonably be required by them. These articles shall remain the property
of the Contractor, and they shall be repaired or replaced by him to the extent
necessitated by fair wear and tear.
1.23 Survey Instruments
The Contractor shall provide all survey and measuring instruments of every kind
necessary for his own use in the execution of the Works.
The Contractor shall also provide at the site, and maintain for the sole use of the
Engineer and his staff, the instruments listed in Appendix (B) which shall revert to
the Contractor not later than at the issue of the Certificate of Acceptance;
Each item shall be approved by the Engineer before being accepted and shall be
new at the start of the Contract. The Contractor shall also provide the Engineer as
required with steel tapes, ranging rods and the like.
The Contractor shall be solely responsible for all such instruments and equipment
and shall ensure that they are at all times in good repair and adjustment and shall
make good any loss or damage howsoever caused.
1.24 Progress Reports
The Contractor shall submit to the Engineer during the first week of each month a
progress report in such form that actual progress to the end of the preceding month
may be compared with the Contractor's Programme for the site.
From time to time the Engineer will call meetings in his office or at the
Contractor's or other office or at the site, as he deems necessary for the purpose of
control of the Contract. Responsible representative of the Contractor shall attend
such meeting.
1.25 Forms for Monthly Statements
The Contractor shall provide standard forms for his monthly statements. Such
forms shall be printed or duplicated to A4 size to the approval of the Engineer as

soon as practicable after the order to commence the Works has been given and
their layout shall be as agreed with the Engineer.
Monthly statements shall be fully detailed and shall be submitted to the Engineer
through his representative, interim statements being in triplicate and the final
statement's being in quadruplicate.
1.26 Contractor's Superintendence
The Contractor shall Employ suitably qualified technical and supervisory staffs as
stated in the Instruction to Tenderers, Vol. 1 of 5 of the Tender documents.
1.27 Equipment and Labour Returns
The Contractor shall furnish the Engineer with the following:
(i) Detailed schedules having the form and sub-clauses approved by the Engineer,
stating the number of supervisors of the Works, the number and type of the
several classes of labor employed by the Contractor and his Sub-Contractors from
time to time as required by the Engineer.
(ii) Data in respect of Contractor's Equipment as may be required by the Engineer.
1.28 Quality of Materials, Workmanship and Tests
All materials and workmanship shall be of the respective kinds described in the
Contract and in accordance with the Engineer's instructions and shall be subjected
from time to time to such tests as the Engineer may direct at the place of
manufacture or fabrication, or on the Site or at all or any of such places.
The Contractor shall provide such assistance, instruments, machines, labour and
materials as are normally required for examining, measuring and testing any work
and shall supply samples of materials before incorporation in the Works for
testing as may be selected and required by the Engineer.
1.29 Loading Tests for Executed Concrete Structures
The Engineer may direct that a loading test be made or cutting cores from the
structures or any part thereof if he deems such test to be necessary for one or more
of the following reasons: -
(i) Failure of ‘Test cubes’ to attain the specified minimum strength.
(ii) Premature removal of shuttering.
(iii) Overloading of structure during construction.
(iv) Improper compaction or curing of concrete.
(v) Any other circumstances attributable to alleged negligence on the part of the
Contractor, which, in the opinion of the Engineer may result in a structure being
of less than expected strength.

1.30 Cost of Tests for Materials and Workmanship
The cost of making any test shall be borne by the Contractor if such test is clearly
intended or provided for in the Contract. In the cases only when the Engineer asks
for a test under load or of a test to ascertain whether the design of any finished or
partially finished work is appropriate for the purposes which it was intended to
fulfill, the Employer shall bear the cost of such tests if they show the
workmanship or materials to comply with the Contract or the Engineer's
instructions.
1.31 Examination of Work Before Covering Up
No work shall be covered up or put out of view without the approval of the
Engineer and the Contractor shall afford full opportunity for the Engineer to
examine foundations and any such things before the Permanent Work are placed
thereon. The Contractor shall give due notice to the Engineer whenever such
work or foundation is ready or about to be ready for examination and the Engineer
shall; without unreasonable delay, unless he considers it unnecessary and advises
the Contractor accordingly; attend for the purpose of examining such work or of
examining such foundation and any such thing.
1.32 Uncovering and Making Openings
The Contractor shall uncover any part or parts of the Works or make openings in
or through the same as the Engineer may from time to time direct and shall
reinstate and make good such part or parts to the satisfaction of the Engineer. If
any such part or parts have been covered up or put out of view after compliance
and are found to be executed in accordance with the Contract, the expense of
uncovering or making openings in or through or reinstating and making good the
same, shall be borne by the Employer.
1.33 Removal of Improper Work
The Engineer shall during the progress of the Works have power to order in
writing from time to time:
(i) The removal from the Site, within such time or times as may be specified in the
order, of any plant and materials which, in the opinion of the Engineer are not in
accordance with the Contract and the substitution by proper and suitable Plant and
materials.
(ii) The removal and proper re-execution, notwithstanding any previous test thereof or
interim payment therefor, of any work or plant which in respect of materials or
workmanship is not, in the opinion of the Engineer, in accordance with the
Contract.

The Contractor shall supply colour photographs of such portions of the works, in
progress or completed, as may be directed by the Engineer and specified herein.
The negatives and prints shall not be retouched. The negative of each photograph
shall be the property of the Employer and shall be delivered to the Engineer with
the prints. No. prints of these negatives shall be supplied to any other person
without the written permission of the Engineer.
The photographs shall be in two categories:
(i) Progress photographs – 150 mm x 100 mm
(ii) Record photographs – 250 mm x 200 mm
Both categories of photographs shall be properly referenced to the approval of the
Engineer, and on the back of each print shall be recorded the date of the
photograph, the direction in which the camera was facing, and identifying
description of the subject, and the reference.
Photographs taken for record purposes as ordered by the Engineer or as specified
herein shall be supplied with two prints, having the reverse of one subscribed with
the signatures of the Contractor and the Engineer (or their authorized
representatives) for the purpose of attestation. If required the Contractor may at
his own expense have an additional print similarly attested for his retention.
The Contractor shall supply one negative and two prints of each progress
photograph ordered by the Engineer. He shall supply two additional prints of
progress photographs selected by the Engineer for incorporation in albums. He
shall supply two sets of albums, mount the prints and title the prints and albums
all to the approval of the Engineer.
1.35 Progress Meetings
The Contractor shall attend regular progress meetings on site, which will be
convened by the Engineer. Monthly meetings will also be held in the Engineer’s
Office for which the Contractor shall submit Progress Reports (3 copies)
containing detailed information of progress, resources and progress photographs,
at least 72 hours prior to the monthly meetings.
1.36 Contract Sign Boards
The Contractor shall supply, erect Two (2) number signboards in locations to the
approval of the concerned authorities and maintain Contract Sign Boards. The
design of the Contract Sign Board, in line with the standard detail, shall be
submitted by the Contractor to the Engineer for approval.
1.37 Operating and Maintenance Instructions
The Contractor shall provide 3 sets suitably bound operating and maintenance
instructions for all plant installed in the Works. The introduction shall include a
general description of the Works and its operation.

Operating instructions shall give a step procedure for any operation likely to be
carried out during the life of the Plant including erection, commissioning, testing,
operation, maintenance, dismantling and repair.
A separate section shall be allocated for each type of equipment, which shall
contain all relevant information concerning construction and operation of that
item.
The manuals shall include but not be limited to the following sections:
- An introduction to and general description of the Plant and its
operation.
- Details of the mechanical and electrical equipment and how they are
designed to operate.
- Instructions for routine operation, monitoring and control of processes.
- Details of chemicals used for treatment and limits of their normal
dosing ranges.
- Details of safety considerations and safety procedures and equipment
- Instructions for routine maintenance with charts show the quantity and
type of lubricant to be used together with the recommended frequency of
application.
- Instruction for the stripping, inspection, re-assembly, testing and re-
commissioning of the equipment.
- Instructions for the emergency shutdown and start-up procedures
including emergency contacts and phone numbers.
- Where applicable, fault finding charts to assist in locating faults.
- Spare parts lists with names and addresses of suppliers and the
procedures to be followed for the purchase of such parts.
- A complete list of the equipment supplied with details of
manufacturers, model types and serial numbers.
- Reduced copies of all designs and drawings required to be submitted
for approval. Reduced copies shall be reduced only to a size at which detail is
still discernible.
- Copies of all test certificates, pump performance curves, etc…
- Application software listings.
- Maintenance schedules detailing recommended frequency of
inspection, maintenance and overhaul.
- Commissioning data and tests.
Reference to Record Drawing shall be included in the instructions.

A collection of manufacturer’s pamphlets, instruction sheets and such like will not
be accepted in place of Operating or Maintenance instructions but may form part
of them.
Information supplied by specialist manufacturers for particular plant items shall be
reproduced in the same detail and shall be included in the appropriate section of
the instructions.
The operations and maintenance manual shall include names, addresses, telex,
contact person, …etc.. for all manufacturers as well as those of their authorized
representative in the Sultanate of Oman.
As soon as possible after delivery of an item of the plant to the site, and prior to
commencement of commissioning, the Contractor shall submit to the Engineer for
his approval, draft copies in duplicated of the Operating and Maintenance
instruction, applicable to that item. The documents shall be reviewed by the
Engineer and the Contractor shall incorporate all the required additions and
alterations. After the Engineer has given written approval of the documents, the
Contractor shall supply 5 copies of the final Operating and Maintenance
Instructions.
The submission for the approval by the Engineer and subsequent delivery of the
approved instructions shall be condition, which must be fully satisfied prior to the
issue of a Certificate of Completion.
1.38 Drawings for the Plant
The drawings for the plant shall include the following:
1.40.1 Issued Drawings
Drawings supplied to the Contractor as part of the Tender Documents for the
purposes of tendering. Such drawing shall be deemed to have been issued for the
guidance of Tenderers and shall be referred to for the interpretation of the
Contract only where the drawings supplied by the Contractor at the time of
tendering and incorporated in the Contract are insufficient.
1.40.2 Contractor’s Tender Drawing
The Contractor’s Tender Drawings are those supplied by the Tenderer for the
purpose of illustrating his Tender. They shall conform to the requirements of the
relevant ISO Standards in respect of drawings size, presentation and use of
symbols.
The title shall be located in the lower right-hand corner and shall allow in addition
to the Contractor’s name, the name of the Employer, project title, contract
number, date of drawing, scale, a drawn scale, drawing number and drawing title.
A clear space 150 mm x 80 mm shall be allowed above this block to receive the
Engineer’s details etc. All dimensions used on drawings shall be in metric units.

The Contractor’s tender drawings shall be supplied whenever the Tenderer
considers them necessary to fully explain any point of his Tender. Tender
drawings, where submitted, shall be in triplicate.
1.40.3 Approved Drawings as Hereinafter Defined
The Plant shall be in accordance with approved drawings.
1.40.4 Drawings, …etc., for Approval
The Contractor shall prepare and submit in triplicate to the Engineer for his
approval within four weeks of the Employer’s acceptance of the Tender, all
project shop drawings including detailed drawings for all project components,
calculations, samples, patterns and models as may be called for therein or as the
Engineer may reasonably require.
Within a reasonable period after receiving such drawings, calculations, samples,
patterns and models the Engineer shall signify his approval or otherwise and once
approval has been obtained a further five copies of each will be submitted which
shall be deemed to be the final drawings to which the plant shall be manufactured
and installed.
The Engineer shall have the right at all reasonable times to inspect at the premises
of the contract, his sub-contract and suppliers all drawings of any part of the plant.
Any cost resulting from a delay in delivery by the Contractor of the drawings and
information required by this clause shall be borne by the Contractor.
1.40.5 Mistakes in Drawings
The Contractor shall bear the extra cost of any work necessitated by reason of any
discrepancies, errors or omissions in the drawings and other particulars supplied
by him whether such drawings and particulars have been approved by the
Engineer or not, provided that such discrepancies, errors or omissions be note due
to inaccurate information or particulars furnished in writing to the Contractor by
the Employer or the Engineer.
1.40.6 Drawings, Calculations, …etc., to be Submitted
The Contractor shall submit for approval:
• General arrangement drawings to illustrate the position of the plant in relation to
the relevant parts of the works in sufficient detail to show all the principal
dimensions, methods of support and other relevant information.
• Drawings, design calculations, prototype test results and technical details of the
plant in sufficient detail for the Engineer to satisfy himself that the several items
of the plant are suitable for their intended purpose.
• Detailed drawings of the plant in sufficient detail and with such additional
calculations and data as may be reasonably required for the Engineer to satisfy

himself as to the stability, durability and safety of the Works and for ascertaining
by inspection of the plant during construction that is it in conformity with the
Contract.
• Sectional drawings of the several items of the plant, with a parts list and a list of
materials to be used for each part.
• Diagrammatic outline and detail drawing of all services to, from and between the
several items of plant including pipework, electricity supply, wiring, connections
and fittings and drainage pipework and fittings.
• Electrical drawings shall consist of schematic and wiring diagrams for all
switchgear and control systems, together with arrangement drawings of each
electrical panel indicating the name, type ad positioning of instruments and all
wording to be used on the panel.
• Cable schedule for all power and control cabling between plant items.
• Requirements for incoming supplies, services, etc.. and details of interface
connections in respect of the plant, particularly where such connections are at the
limit of the Contract.
• Details of wastes, effluent discharges etc. and details of interface connections in
respect of the plant particularly where such connections are at the limits of the
Contract.
1.40.7 Programme for Drawings
The Contractor shall provide drawings in accordance with the Programme for
submission given in the Specification, and the times for submission shall be
confirmed in the outline Programme required under the Standard Conditions of
Contract. Unless otherwise approved, drawings submitted for approval of detail
will not be considered by the Engineer until the general arrangement drawings
specified before have been approved.
1.40.8 Alterations Required By Engineer
Any alteration required by the Engineer to be made to the drawings submitted for
approval shall be made by the Contractor without extra charge, provided that it
does not involve a change in the specification.
1.40.9 Approved Drawings
A drawings, which has been approved by the Engineer and has received his stamp
of approval will be termed an “Approved Drawing”. A copy of each Approved
Drawing will be retained by the Contractor.
Approved drawings may be required to be amended according to instruction
given. In such case the Contractor shall submit new or amended drawings for

approval and when approval has been given all copies of the superseded Approved
drawing shall either be destroyed or clearly marked “Superseded”.
1.40.10 Consequential Alterations to the Works
Any alterations to the Work, other than the plant, which are required to be made to
accommodate the plant in accordance with the Approved Drawings shall be
designed by the Contractor and submitted to the Engineer for his approval as if in
all other respects they were part of the Plant. In such case alterations shall not be
deemed to be variations within the provisions of the General Conditions.
The Engineer shall have the right at all reasonable times to inspect at the premises
of the Contractor, his sub-contractors and suppliers all drawings of any part of the
plant.
Any cost resulting from a delay in delivery by the Contractor of the drawings and
information required by this Clause shall be borne by the Contractor.
1.39 Record Drawings
Prior to the issue of the Certificate of Completion, the Contractor shall provide
two copies on paper of the draft Record Drawings. Within 28 days of receiving
the Engineer’s comments on those drafts the Contractor shall make the necessary
amendments and corrections and submit two further copies for approval. Upon
approval, the Contractor shall provide the following:
(i) Four bound sets (A1 size) of Record Drawings on paper.
(ii) Four bound sets (A3 size) of Record Drawings on paper.
(iii) One set (A1 size) of Record Drawings in black ink on transparent film.
(iv) As built drawings must be submitted by contractor at the end of the project in soft
copy and GIS (ArcGIS10) and shall be comply with Nama Dhofar Services (NDS)
requirement including Asset Management GIS Requirements.
The drawings shall include:
- General arrangement drawings of the permanent work and longitudinal
sections of all pipelines. All pipeline structures and chambers shall be labeled
as shown on the Issued drawings or as agreed by the Engineer.
- Pipeline drawings shall be drawn to a horizontal scale of 1:2000, and
building drawings at a scale of 1:100 or as agreed by the Engineer. They shall
contain the same level of detail as the tender drawings but also show details
of the washout and air valve branch sizes and the coordinated of all branches
and changes in direction.
1.40 Access to Existing Buildings and Associated Areas
The Contractor shall Programme and execute the Works in such a manner to
maintain access to existing buildings, etc at all times as far as is practicably

possible. Where disruption of access is unavoidable, the Contractor shall advise
occupants in writing in advance of the disruption and take all necessary steps to
minimize the period of disruption.
The cost of such repairs, together with all associated administration, supervision
and incidental costs will be deducted from the Contractor’s monthly payments.
1.41 Traffic Diversion
The Contractor shall take all necessary precautions and provide all necessary
traffic diversions including watching, temporary barriers, temporary signal etc..
All to the approval of the Engineer and relevant government authorities.
1.42 Protecting the Works from the Inclement Weather and Damage
The Contractor shall carefully cover up and protect the Works or any adjoining
property exposed by the Works from inclement weather or severe weather
conditions.
The contractor shall properly cure all cement based construction in order to keep
shrinkage cracks to a minimum and to ensure that the cement become fully set.
The Contractor shall protect the installed work from being damaged by any means
whatsoever.
1.43 Working in Urban Areas
The Contractor is advised that a substantial proportion of the Works are to be
constructed in an urban area. As such he should be familiar, and take heed of, the
requirements and regulations for working in an urban area with respect to the
allowable hours, traffic regulations, noise and pollution mitigation measures and
the like. In particular construction activities within 500 m of a mosque should not
occur during prayer times.
The Contractor shall ensure that roads and thoroughfares used by him for the
transportation of Construction Plant, labour, materials and excavated materials are
not dirtied because of his operations. If, in the opinion of the Engineer, the
Contractor’s operations result in dirty conditions, the Contractor, upon notification
by the Engineer, shall take all necessary steps to clean roads and thoroughfares so
dirtied, at no extra cost to the Employer.
As built drawings must be submitted by contractor at the end of the project in soft
copy GIS Format (ArcGis10).
1.44 Cleaning the Works on Completion
The Contractor shall clean the structures inside and out, removing stains and
touching up paintwork and polished work and leaving the whole of the Works
clean and ready for occupation to the satisfaction of the Engineer.

The Contractor shall clear the site and work area completely of all his temporary
installations on completion of the works and shall grade the area he has occupied
to remove all traces of his occupation and leave the site as close to its original
condition as possible.
1.45 Control of Noise and Pollution
The Contractor shall take all necessary precautions to control the level of noise
and pollution, including dust, caused by the progress of the works. Speed limits
are to be imposed on all graded roads in order to minimize dust pollution.
1.46 Petroleum Development (PDO) Gas Pipeline
The Contractor shall obtain approvals and excavation permits from Petroleum
Development Oman (PDO) for all excavation within 25 m of any PDO pipeline,
and shall comply with all requirements of the permit.
At all PDO pipeline crossings, or where PDO pipelines are proposed, the DI
pipelines shall have double wrapping of PVC tape with bitumen rubber adhesive
or similar of total thickness 1000 microns giving a zero cathodic effect.
The Contractor shall duly notify PDO of all pipeline testing carried out under the
Contract in the Vicinity of PDO pipelines sufficiently beforehand so that a PDO
representative can be present during the testing. Only hand excavation methods
are to be used for PDO pipeline crossings. Crossings shall be made in accordance
with the drawings.
1.47 Method of Measurement
The method of measurement for the different parts of the works is given in the
preamble to the Bill of Quantities.
1.48 Prevention of Impacts on Urban Amenity
The work should be constructed to avoid, wherever practicable, the destruction of
existing trees. Should any urban trees be destroyed by the work, the Contractor
will be responsible for the provision of an equivalent replacement tree.
1.49 Sterilization of Water Retaining Structures
After the reservoirs and tanks have been cleaned out, successfully tested and
accepted as watertight by the Engineer, sterilization shall be carried out by either
of the following methods:
(i) A solution having a chlorine residual of not less than 20 mg/l shall be prepared,
sprayed and brushed vigorously into the internal surfaces of the structure, left for a
contact period of one hour and then flushed with clean water.
(ii) The structure shall be filled to overflow pipe level or top water level with
chlorinated water having a chlorine residual of not less than 20 mg/l and left to

stand for 24 hours. Above this level all internal exposed surfaces shall be treated
as in (i) above.
After sterilization as described above, the structure shall be flushed out and then
filled with water having a chlorine residual of not less than 0.5 mg/l.
After 24 hours two 100 ml bacteriological samples shall be taken and tested in
accordance with WHO’s Guidelines for Drinking Water Quality. The structure
shall be considered to have passed the test if no coliforms are found in either
sample. Should the structure fail the test it shall be re-sterilized by the Contractor
at his own expense.
The Contractor shall provide his employees with gas masks, goggles, protective
clothing and other appropriate protective measures for carrying out this work.
The Contractor shall be responsible for disposing of the waste chlorine solutions
in a manner as to avoid injury or damage to persons, animals, works and
materials.
After completion of sterilization neither the Contractor nor his employees shall
enter or interfere with the structures or pipework in any way, except with the
written authority of the Engineer and only then on such conditions as the Engineer
may impose.
After sterilization has been carried out, should any fault in the Works require the
reservoir to be emptied and rechlorinated, the Contractor shall bear all the costs of
emptying repair, sterilization and refilling.
1.50 Witness Tests
The Engineer/Employer shall be entitled to attend the premises of any of the
Contractors suppliers to witness test for materials, equipment and plant to be
incorporated in the Works. The procedures for notice of tests shall be as according
to General Conditions of Contract.
The Contractor shall arrange and bear the entire cost (travel, accommodation, food
etc.) associate with the Factory Acceptance Test (FAT) inside or outside Oman by
the Employer and Engineer representatives.
1.51 Co-Ordination with Other Contractors
The Contractor shall liaise with and co-ordinate his activities with the other
Contractor(s). working at the same site. The Employer shall not be responsible
for any payment or extension of time arising from or relating to more than one
Contractor working in close proximity to each other.
1.52 Warranty for Electro-Mechanical Plant and Equipment
All electro-mechanical plant and equipment including valves which will form part
of the completed works will be provided with a warranty, which will extend 2

years beyond the end of the maintenance period of the Works. The warranties
shall be unconditional, with the Government of the Sultanate of Oman as the
beneficiary on first written demand.
1.53 Site Safety Policy
(i) The Contractor shall submit an organization plan and arrangements for the
implementation of a plan that specifies responsibilities and guidance relating to
health and safety for all employees.
The Contractor must be committed to ensuring that the necessary resources are in
place and are devoted to meeting their objectives. This includes the provision of
information training and instruction required as the needs arise. The performance
and standards of health and safety in each activity will be monitored and reviewed
on a continual basis.
The Contractor shall take every opportunity to liaise with the work force. The
Employer expects every employee to play their part and be committed to high
standards of health and safety at work.
(ii) Traffic Regulations: The Contractor shall ascertain and comply with any
regulations concerning traffic and parking in addition to the obligation imposed by
the Conditions of Contract and by law.
(iii) Traffic Control: The Contractor shall provide and maintain all necessary
diversions, diversion signs, barricades, fencing, lighting, flagmen or stop/go signs
where the Works affect the safety of traffic on existing roads or temporary
diversion roads.
(iv) Noise, Pollution and Nuisance: The Contractor shall ascertain and comply with
any regulations concerning noise, pollution and other nuisance in addition to the
obligations imposed by the Conditions of Contract and by law.
(v) Noise: Compressors, percussion tools and vehicles are to have effective silencers
of a type recommended by the manufacturers of the equipment. Pneumatic drills
and other noisy appliance shall not be used during days of rest or after normal
working hours without consent of the Engineer’s Representative.
(vi) Fire Precautions: The Contractor shall take all necessary measures to prevent
personal injury or death or damage to the Works or other property, including but
not limited to:
a. Provision of fire fighting facilities in all vulnerable areas and as instructed by the
Engineer.
a. Marking escapes routes and illuminating them if necessary.
b. Instructing workmen in fire precautions and use of fire fighting equipment.
c. Displaying notices on fire safety and procedures in the event of a fire on Site.

(vii) Nuisance: The Contractor shall take necessary precautions to prevent nuisance
from smoke, dust, rubbish, water, polluted effluent and other causes.
(viii) Explosives are not to be used. Rock excavation is to be carried out by the use of
jackhammers or other approved methods.
(ix) Protection of the Works
a. Security: The Contractor shall take all measures necessary, including watching
and lighting at night, to prevent unauthorized entry to the Site and to safeguard the
Site, the Works, Materials, Plant, Contractor’s Equipment and Temporary Works
against damage from trespass and theft.
b. Protection: The Contractor shall cover up and protect each section of completed
work from damage by water, extreme heat and inclement weather or from damage
caused by later operations and shall make good any damage to the satisfaction of
the Engineer.
c. Stability: The Contractor shall ensure that stability and structural integrity of the
Works are maintained during construction and shall provide temporary supports
where necessary and shall not overload any part of the Works with materials.
Plant or Contractor’s Equipment.
d. Moisture: The Contractor shall prevent any part of the Works from becoming wet
or damp where this may cause damage and shall provide fuel, equipment and
attendance as necessary, to dry out the Works in such a manner as to prevent
blistering and failure of adhesion, damage due to entrapped moisture or excessive
movement.
e. Heating, Ventilating and Air Conditioning Installation cannot be used for drying
out the Works.
f. Heating, Ventilating and Air Conditioning Installation may be used for drying
out the Works, subject to the following conditions:
The Employer does not guarantee that it will be available.
The Contractor must take responsibility for the operation, maintenance and
supervision of the system, indemnify the Employer against damage and pay all
costs.
The Contractor must indemnify the Employer against reduction in manufacturer’s
guarantee periods for equipment due to its use before completion of the Works.
g. Rubbish: The Contractor shall remove rubbish and debris from the Site as it
accumulates and keep the Works clean and tidy. Rubbish, dirt and debris shall be
removed from voids and cavities before they are sealed.
h. Infestation: The Contractor shall take all measures to keep the Works free from
infestation by rodents, insects and the like.

a. Roads and Footpaths: The Contractor shall protect public and private roads,
footpaths and the like from damage by site traffic or other causes arising from the
execution of the Works and shall repair any damage to the satisfaction of the
relevant public authority or private owner.
b. Existing Services: The Contractor shall:
• Notify all service authorities and private owners before commencing any work,
which may affect or damage existing drains and services and observe all service
authorities’ regulations and/or recommendations for work adjacent to existing
services.
• Ascertain the positions of all services not indicated in the Contract Documents and
check the positions of those, which are so indicated.
• Adequately protect, maintain and prevent damage to all services and shall not
interfere with their operation without the consent of the service authority or
owners.
If any damage is caused to existing services as a result of execution of the Works,
the Contractor shall notify the Engineer’s Representative and the service authority
or private owner and make arrangements to repair the damage to the satisfaction
of the service authority or private owner as appropriate.
c. Adjoining Property: The Contractor shall:
• Take all reasonable precautions to prevent damage to adjoining property and, if
any damage is caused as a result of the execution of the Works, make good to the
satisfaction of the owner.
• Obtain permission of the owners if it is necessary to erect Temporary Work or
otherwise use adjoining property and pay all charges.
• Advise owners or occupiers of adjoining property of the dates on which work,
which may affect them, is to be executed.
d. Existing Condition of roads, paths, features, services and adjoining property,
which is at risk from damage, shall be recorded by photographs or surveys as
appropriate.
1.54 Quality Standards and Control
(i) Generally
The Contractor shall submit a quality control plan for review and approval of the
Engineer. Inspection and test plans shall include hold, witness, review and
certification points.
Good Practice: Where and to the extent that materials, products and
workmanship are not fully specified they are to be of a standard appropriate to the
Works and suitable for the purposes stated in or reasonably to be inferred from the

Contract Documents, and in accordance with good building practice, including the
relevant provisions of current standards, regulations, … etc.
(ii) Setting Out and Accuracy
a. Site Survey: Before commencing Work on Site, the Contractor shall carry out a
topographical survey of the Site, in conjunction with, or as instructed by, the
Engineer, or of such parts of the Site as the Engineer may direct, to record the Site
limits, dimensions, ground levels, obstructions and other features and to establish
base lines and points for future setting out and to record the basis for
remeasurement of excavation and earthwork, where applicable.
b. Setting Out Building Work shall be performed using methods and measuring
instruments described in the relevant National Code/Standard or in accordance
with Engineer’s instructions.
c. Setting Out Utility Work shall be as shown on the Drawings or as instructed on
Site. Stakeout shall be revised if, in the opinion of the Engineer, modification of
line or grade is advisable.
d. Setting Out: Details of methods and equipment to be used in setting out the
Works shall be submitted to the Engineer.
The Contractor shall inform the Engineer when setting out is complete and before
commencing construction and shall provide instruments and assistance for
checking the setting out if required by the Engineer.
e. Record Drawings: The Contractor shall record details of all grid lines, existing
ground level, setting-out stations, bench marks and profiles on the site setting-out
drawings; retain on the Site throughout the duration of the Contract and hand to
the Engineer on completion.
f. All Dimensions and Levels both on the Drawings and the Site, shall be checked
particularly the correlation between components and the work in place. Materials
and components shall not be ordered or work carried out until any discrepancies
have been resolved with the Engineer.
g. Tolerance: Works shall be constructed to achieve levels of accuracy within the
permissible deviations of the relevant National Code/Standard or in accordance
with Engineer’s instructions, unless specified otherwise.
h. Appearance and Fit: The Works shall be constructed to higher levels of accuracy
than those specified where necessary to achieve a satisfactory appearance and to
ensure that materials, elements and components of the building fit together as
designed. Wherever the accuracy, fit or appearance of the work is likely to be
critical or difficult to achieve, the Contractor shall obtain the Engineer’s approval
of proposals or of the partially finished work as early as possible.
i. Non-Compliance: Work which fails to meet the specified levels of accuracy must
not be rectified without approval. Submit proposals for such rectification or

removal and replacement and meet all costs arising, including effects on other
work.
(iii) Materials
a. Products are to be new unless otherwise specified and are to be handled, stored
and fixed with care to ensure they are not damaged when incorporated in the
work.
b. Standards. For products and materials specified to a national standard, such as
BS or ASTM, certificates of compliance are to be obtained from manufacturers
when requested by the Engineer.
c. Single Sources: Where a choice of manufacturer or source of supply is allowed
for any particular product or material, the whole quantity required to complete the
work must be of the same type, manufacture and source. Written evidence of
sources of supply are to be provided when requested by the Engineer and sources
are not to be changed without approval.
d. Checking Compliance of Products and Materials: The Contractor shall check
all delivery tickets, labels, identification marks and where appropriate, the goods
themselves, to ensure that all products comply with the Specification. Where
different types of any product are specified, he shall ensure that the correct type is
being used in each location. In particular, the following shall be checked.
• Sources, types, qualities, finishes and colours are correct, and match any approved
samples.
• Accessories and fixings, which should be supplied with the goods, have been
supplied.
• Sizes and dimensions are correct.
• Goods are clean, undamaged and in good condition, with intact protective
coverings and unbroken seals.
• Materials, which have a limited shelf life, are not out of date.
e. Protection of Products and Materials: The Contractor shall:
• Prevent over-stressing and any other type of physical damage.
• Keep clean and free from contamination and staining.
• Keep dry and in a suitably low humidity atmosphere to prevent premature setting,
moisture movement and similar effects. Where appropriate allow free air
movement around and between stored components.
• Prevent excessively high or low temperature and rapid changes of temperature in
the material.
• Protect adequately from rain, sun and other elements as appropriate.
• Keep different types and grades of materials separately and adequately identified.

So far as possible, keep materials in their original wrappings, packing or
containers, with unbroken seals, until immediately before they are used.
(iv) Workmanship
a. Work is to be carried out by or under the close supervision of experienced
tradesmen skilled in the particular type of work.
b. Manufacturer’s Recommendations: Products shall be handled, stored, prepared
and used in accordance with manufacturer’s recommendations. The Contractor
shall inform the Engineer if these conflict with any other specified requirement
and submit copies of manufacturer’s recommendations to the Engineer when
requested.
c. Suitability of Previous Work and Conditions: Before starting each new type or
section of work the Contractor shall ensure that:
Previous related work is appropriately complete, in accordance with the project
documents, to a suitable standard and in suitable condition to receive the new
work.
All necessary preparatory work has been carried out including provision for
services, damp proofing, priming and sealing.
Environmental conditions are suitable, particularly that the building in suitably
weather tight when internal components, services and finished are installed.
d. Defects in Existing Work: The Contractor shall report to the Engineer if any
existing work is defective and obtain his instructions before proceeding with new
work which may cover up the defective work or which may be adversely affected
by the defective work.
e. Rectification of Defective Work: If any part of the work is known or is suspected
to be not in accordance with the Contract. The Contractor shall submit proposals
to the Engineer for opening up, inspecting, testing and rectification and carry out
the Engineer’s instructions in relation thereto, including, where so instructed,
removal and reconstruction.
(v) Samples and Approvals
a. Samples: Where approval of products or materials is specified, the Contractor
shall submit samples or other evidence of suitability. Orders shall not be
confirmed or materials used until approval has been obtained. Approved samples
are to be retained on the Site for comparison with products and materials used in
the Works and removed when no longer required.
Where samples of finished work are specified the Contractor shall obtain approval
of stated characteristics before proceeding with the Works and shall retain
approved samples on the Site for comparison with the Works. Samples, which are
not part of the finished works, shall be removed when no longer required.

b. Approvals: Where and to the extent that products, materials or work are specified
to be approved, or the Engineer instructs or requires that they are to be approved,
the same must be supplied and executed to comply with all other requirements
and, in respect of the stated or implied characteristics, either to the express
approval of the Engineer, or to match a sample expressly approved by the
Engineer as a standard for the purpose.
Inspection or any other action by the Engineer must not be taken as approval of
materials, products or work unless the Engineer so confirms in writing in express
terms referring to:
• Date of inspection
• Part of the work inspected
• Respects or characteristics, which are approved
• Extent and purpose of the approval.
• Any associated condition.
Approval, inspection or any other action by the Engineer shall not in any way
relieve the Contractor from his responsibility for the suitability and fitness for
purpose of materials, products or work.
(vi) Work at Completion
a. Cleaning, … Etc.: The Contractor shall clean the Works thoroughly inside and
out, removing all splashes, deposits, efflorescence, rubbish and surplus materials
consequent upon the execution of the work. Cleaning is to be carried out using
either cleaning materials and methods as recommended by manufacturer of
product being cleaned, or in the absence of such recommendations, cleaning
materials and methods approved by the Engineer.
b. Painting Surfaces: The Contractor shall touch up minor faults in newly painted
or repainted work, carefully matching colour and brushing out edges, and shall
repaint badly marked areas back to suitable breaks or junctions.
c. Temporary Markings coverings and protective wrappings shall be removed
unless otherwise instructed by the Engineer.
d. Moving Parts: The Contractor shall adjust, ease and lubricate moving parts of
new work as necessary to ensure easy and efficient operation, including doors,
windows, drawers, ironmongery, appliances and controls.
e. Security at Completion: Works shall be left in a secure condition, with all
accesses locked. Keys shall be labeled, scheduled and handed to the Employer.
f. Partial Possession by Employer:
• Where the Works are to be completed in sections and any such section depends
for its adequate functioning on work located elsewhere on the Site, such other
work shall be completed in time to permit sectional completion as required.

• During execution of the remainder of the Works the Contract shall ensure that:
- Completed sections or parts of the Works have continuous and
adequate provision of services, fire precautions, means of escape and safe
access.
- Occupants and users are exposed to minimum inconvenience, nuisance
and danger.
1.55 Data for Setting out the Works
The Contractor shall carry out all survey and leveling work to establish reference
points in order to fulfill his obligations.
1.56 Hydrological and Other Information
Any hydrological or other information given elsewhere in the Tender Document is
to assist the Contractor at the time of tendering. The information is not warranted
by the Employer, and the Contractor shall make use of and interpret the same on
his own responsibility.
1.57 Temporary Working Areas
Where any part of the Works are to be constructed on, over, under, in or through
land other than the specified areas or public highways the Contractor shall arrange
for temporary occupation of temporary working areas and such areas shall be
deemed to be part of the Site during the period of occupation.
The Contractor shall arrange also for the serving of any notices required by law in
connection with temporary working areas and the Contractor shall give to the
occupier of each such area 7 days written notice of his intention to enter and shall
ensure that his method of working causes the minimum of disturbance to the land
and to its owners and occupiers. Where necessary similar arrangements shall
apply to provide access routes to temporary working areas and such routes shall
be deemed to form part of the temporary working areas.
The extent of each temporary working area and the period of time for its
occupation shall be such as the Engineer considers necessary having regard to the
Contractor’s reasonable requirements which shall be submitted to the Engineer as
soon as practicable after commencement of the Works and to the Contractor’s
Programme.
The Contractor shall reinstate temporary working areas to a tidy condition as soon
as possible after other work in those areas has been completed so as to keep the
period of occupation to a minimum.
1.58 Work in Public Highways
Where any work is to be carried out in or adjacent to a public highway (which
term for the purpose of the Specification shall be deemed to mean any street, road,

footway or verge maintainable at public expense), the Contractor shall comply
with, amongst other things, the requirements and recommendations of the police
or other authorized body regarding traffic safety measures for road works current
at the time such work is carried out.
1.59 Traffic Control
Wherever single file traffic is necessary on a highway by reason of the
construction of the work, the Contractor shall provide and maintain a minimum
carriageway width in accordance with the requirements of the Road Traffic
Authority or in the absence of any instructions of not less than four meters, or
wider where necessary at curves and junctions, and shall provide operate and
maintain sufficient suitable traffic signs.
When alternate one-way working of traffic is required, the Contractor shall
provide, operate and maintain sufficient and suitable traffic signs and electrical
traffic control lights. Manually operated “Stop-Go” signs will be permitted only if
previously agreed with the Engineer. All written traffic signs shall be in Arabic.
1.60 Adjoining Property
If the Contractor’s work will cause unavoidable interference with access to
adjoining property, the Contractor shall first give seven days notice in writing to
the occupier of such property and shall provide temporary means of access for
vehicles and pedestrians.
1.61 Road Closures
No provision has been made for the closure of any road but if the Contractor
wishes to apply for any road closure he shall make all the proper arrangements for
the same with the appropriate person and authorities.
The Contractor shall bear the full responsibility for and cost of any road closure
which may be permitted and shall indemnify the Employer against any claim
whatsoever arising there from. The Contractor shall not be entitled to any extra
payment as a result of permission for a road closure being refused.
1.62 Obstructions
Should there be any obstructions, which would prevent the Contractor from
reasonably carrying out the Permanent Work, then the Contractor shall inform the
Engineer at the earliest opportunity in order that the Permanent Work may be
relocated or the obstruction removed.
1.63 Site Roads and Access
Except as may be otherwise provided in the Contract, the Contractor shall arrange
for, construct, maintain and afterwards remove and reinstate all temporary site

roads and accesses required for and in connection with the execution of the
Works. Reinstatement shall include restoring the area of such roads and access to
at least the degree of safety, stability and drainage that existed before the
Contractor entered the Site.
1.64 Claims for Damage to Persons or Property (Procedure)
Any claim received by the Employer in respect of matters in which the Contractor
is required under the Contract to indemnify the Employer will be passed to the
Contractor who shall likewise inform the Employer of any such claim which is
submitted directly to him by a claimant.
The Contractor shall do everything necessary, including notifying the insurers of
claims received, to ensure that all claims are settled properly and expeditiously
and shall keep the Employer informed as to the progress made towards settlement,
failing which the Employer shall be entitled to make direct payment to claimants
of all outstanding amounts due to them in the Employer’s opinion and without
prejudice to any other method of recovery to deduct by way of set-off the amounts
so paid from sums due or which become due from the Employer to the Contractor.
If the Contractor receives a claim, which he considers to be in respect of the
matters in which he is to be indemnified by the Employer under the Contractor, he
shall immediately pass such claim to the Employer. All information as aforesaid
shall be given in writing and shall be copied to the Engineer.
1.65 Security of the Works
Watching of the Works shall be provided by the Contractor at his own expense. If
the Engineer considers it necessary he will order in writing that additional
watchmen be provided all at the Contractor’s expense.
Unfenced openings and surface obstructions accessible by the public shall be
attended by day and night and shall be adequately lit at night and where applicable
with hazard warning lights to pedestrians and traffic and in accordance with
applicable Traffic Police Regulations.
1.66 Site to be Kept Tidy
Throughout the progress of his work, the Contractor shall keep the Site and all
working areas in a tidy condition and free from rubbish and waste materials.
Any Temporary Work, Contractor’s Equipment, materials or other things which
for the time being are not required for use by the Contractor may with the written
consent of the Engineer be removed from the Site but otherwise shall be dispersed
about the Site in an orderly fashion and shall be properly and securely stored.
1.67 Safety
The Engineer shall be notified by the Contractor immediately any accident occurs
whether on Site or off Site in which the Contractor is directly involved which

results in any injury to any person whether directly concerned with the Site or
whether a third party. Such initial notification may be verbal and shall be followed
by a written comprehensive report within 24 hours of the accident.
Transportation of any materials by the Contractor shall be in suitable vehicles
which when loaded does not cause spillage and all loads shall be suitably secured.
Any vehicle, which does not comply with this requirement or any of the local
traffic regulations and laws, shall be removed from the Site.
1.68 Anti-Termite Treatment
(i) General
Before laying foundations for structures, the sides and bottom of the excavation,
plinth filling and soil used for backfilling shall be sprayed with anti-termite
chemical solution approved by the Engineer.
Precautions must be taken not to disturb the treated areas by re-leveling
excavation or filling, as this will break the chemical barrier. If such a situation
arises, the area shall be treated again to restore the chemical barrier.
The treatment shall be built-in-termite and shall be carried out by an approved
specialist Sub-Contractor. The chemicals used shall have a certificate or approval
issued by the Sultanate of Oman Ministry of Health.
The specialist agency shall provide a guarantee that buildings shall be free from
termite infestation for a period of 10 years.
(ii) Stage 1: Treatment to Foundations, and Top Course of Block Masonry at
Plinth Level
After excavation for foundations and columns the bottom surface of the
excavation shall be sprayed with chemical emulsion. If the excavation bottom is
rock that does not retain the chemical emulsion, the top course of block walls,
both external and internal, shall be sprayed soon after the blocks are laid.
(iii) Stage 2: Treatment to Soil Under Slabs at Plinth Level
After filling and before the dry rubble or core packing, the entire surface of the fill
shall be treated with a chemical emulsion. Light rodding shall be done to facilitate
spraying and absorption.
(iv) Stage 3: Treatment of Wall and Floor Junctions
Rodding shall be carried out along the junction of plinth/basement walls and fill at
150 mm intervals and chemical emulsion sprayed so as to mix properly with the
fill.
(v) Stage 4: Treatment to Soil along External Wall Perimeter
After leveling and before paving or plinth protection is laid, the soil along the
external wall perimeter of the building to a depth of 300 mm shall be sprayed with

chemical emulsion. If necessary, rodding at 300 mm intervals shall be carried out
to facilitate spraying and absorption.
1.69 Cars
Provide 1W Cars 4000 CC :
Cost for providing one (1) no. brand new 1 wheel drive vehicle having 6
cylinder, 4000 cc engine along with fuel card having monthly limit of 600
litre per month only during the period of the contract up to Maintenance
period acceptance date for the purpose of field supervision by the owner
personnel. Provided vehicle shall be brand new at the time of handing over
and shall be fitted with roll over bar and IVMS and all other Safety
accessories. Contractor shall ensure periodical maintenance of vehicle as per
the manufacture's recommendations along with the servicing of fire
extinguishers and first aid box etc.
1.70 Compliance with Regulations
(i) Acts, Laws and Rules
The Contractor shall comply in all respects with all Acts, Laws, Rules,
Regulations and Orders applicable thereto at the time when the Works are taken
over whether the obligations imposed by such Acts, orders and Regulations are
imposed on the Manufacturer of the Works or any part thereof or on the occupier
of the place where the works have been placed or erected.
Nothing in this paragraph shall operate so as to oblige the Contractor to supply
plant additional to that comprised in the Works. The Contractor shall be
responsible for the payment of any charge by way of examination or certification
fees to Government or other Statutory Bodies.
(ii) Entry and Residential Regulations
The Contractor shall be responsible for the entry and residence of employee that
may be required to be brought to Oman for the purpose of the Contract. The
Contractor shall be responsible for ensuring that all his employees comply with
any regulations that may apply from time to time regarding residence within
Oman.
(iii) Health Regulations
The Contractor shall be responsible for making all necessary arrangements to
ensure his employees comply with all relevant health regulations both on entry
where applicable, and throughout the Contract period.
(iv) Employment Regulations
The Contractor is to comply with the requirements of all relevant local Statutory
Employment Regulations governing the employment of all the Contractor’s
employees.

The Contractor shall employ Omani personnel in accordance with Instructions to
Tenderer included in this Tender Document.
The Contractor shall be responsible for the behaviour on Site of all personnel
employed by him, either directly or through a sub-contractor.
The contractor shall ensure to follow Oman Labour regulations RD 35/2003
particularly Article 68, 70, 71, 73, 72 and 51. (Refer NDS’s HSE Requirements
for Contractors Clause 10 enclosed in Appendix D).
(v) Insurance
The Contractor shall be required to insure the materials and goods to be used in
the works with the insurance company registered in the Sultanate of Oman.
1.71 Civil Works Associated with the Project
(i) Tender Civil programme
The Contractor shall submit with his Tender an outline Civil Programme based on
the overall project completion schedule showing how the Works are planned to be
completed in the time available. The programme shall be in the form of a bar
chart.
(ii) Tenderer’s Proposal
The Tenderer shall submit with his offer sufficient information and drawings to
enable the full extent of the proposals for the Civil Engineering and Building
Works to be assessed.
The drawings showing Civil Engineering and Building Works, which have been
provided with the Tender Document, are intended to give, only a broad outline of
the principles to be followed and the standard required. The Tenderer may vary
the details according to his particular requirements, subject to the approval of the
Employer /Engineer and provided the overall scheme remains unaltered.
(iii) Civil Sub-Contractor
The Tenderer may employ a civil sub-contractor to carry out the civil works. Only
Excellent grade, experienced, financially sound civil sub-contractor shall be
engaged which are registered with Oman Chamber of Commerce and Industry and
with Tender Board.
If the Tenderer intends to sub-contract the Civil Engineering and Building works
design and/or construction, full details of comparable works and current workload
undertaken by the sub-contractor, together with details of the financial stability
and general efficiency of the sub-contractor shall be submitted at Tender stage, in
addition to names, position to be held and experience of personnel intended for the
Site. The tenderer shall submit all documents as per NDS’s HSE Requirements for
Contractors and obtain approval for engaging the subcontractor for any activities
of project.

(iv) Site and Sub-Soil Condition
The report of sub-soil investigations is carried out by the Consultant based on
which the civil design drawings are prepared and furnished with the tender
documents. The Contractor shall be responsible for any further tests if required
for satisfactory execution of the works.
The Contractor is also entirely responsible for making all due allowance for sub-
soil conditions, underground obstructions and services and for obtaining any other
further information necessary for the satisfactory design and execution of works.
1.72 Project Management
(i) General
The Contractor shall employ formal Project Management techniques to ensure that
the project is completed on time, to the lump sum price and to the Quality defined
in the specification. The Contractor may adopt his standard Project Management
method but shall be required to demonstrate to the satisfaction of the Engineer/
Employer that they meet the intent of the specification.
The Contractor shall use contract co-ordination procedures to ensure that the
relationships and responsibilities between the Contractor, Engineer, Owner and
Sub-contractors are fully defined and understood. These procedures may be the
Contractor’s standard from his Quality Manual and made project specific.
Contractor to ensure before any commissioning the system that the safety
concerns are closed in addition to the critical list issues.
(ii) Reporting
The Contractor shall be required to submit an accurate and updated monthly report
no later than one week later than the month it relates to. The report subjects and
detail may vary according to the phase of work being carried out or the specific
requirements of the Engineer or Employer. The report shall be subject to the
approval, but not limited to, the following:
▪ Overall project schedule
▪ Document control schedule
▪ Requisition/sub-contract control schedule
▪ Work carried out that period
▪ Work planned for next period
▪ Identification of problem areas that may effect either time, quality or cost
and proposed action plan for rectification

(iii) Planning
The Contractor shall adopt planning techniques commensurate with the nature and
size of the works and the requirements of the specification.
Planning shall include identification of all necessary resources required to
complete the Works in accordance with the specification.
(iv) Meetings
- General
During the course of the Contract, the Engineer/Employer will convene contract
meetings to discuss matters relating to design, planning, manufacturing and Site
progress.
During the design and manufacturing phases it is anticipated that meetings will be
held at on average, monthly. Such meetings will take place at the Engineer’s or
the Employer’s offices in Oman.
During the construction phase regular Site progress meetings will be held as
required by the Engineer/Employer. In addition it is anticipated that contract
meetings will also be necessary at an approximate monthly frequency, these
taking place on Site or in the Engineers or Employer’s offices in Oman.
The necessary responsible representatives from the Contractor’s head office or
Site office are to attend all such meetings described above.
The number of meetings indicated above are given for guidance only and the
Contractor shall include for attendance at any meetings deemed necessary by the
Engineering for the satisfactory progress of all phases of the Contract.

The agenda for regularly convened meetings will be intimated by the
Engineer/Employer 48 hours prior to the meeting. The intimation will include the

All correspondence shall indicate the date, contract number, job identification,
subject and sequential reference number. Correspondence shall be limited to one
subject and shall be issued under the signature of the
Contractor/Engineer/Employer or their nominated personnel.
Informal Communication
Informal day to day communication including telephone conversations between
the Engineer/Employer and the Contractor relating to the execution of the Work
shall be conducted under the following conditions.
▪ These occur with the knowledge and approval of their Project
Representatives or their nominated deputies
▪ Any agreement or decision made by informal communication is confirmed
in writing by the Contractor and forwarded to the Engineer/Employer for
comment/approval.
The intent is not to restrict communications but to regulate the basis on which
such communications occur such that resulting actions may be controlled.
- Sub Contractor
The Contractor shall ensure that the requirements of this specification are used on
all sub-contracts/sub-orders.
The Contractor shall be fully responsible for the review of all sub-contractors
drawings, documents, calculations etc., to ensure compliance in all respects with
the specification before submitting these to the Engineer/Employer. The
Contractor shall ensure to obtain approval from NDS for engaging any
subcontractors as per NDS HSE Requirements for contractors.
- Cost Control
It is the Contractor’s sole responsibility for maintaining effective cost for the lump
sum works.
The Contractor’s invoice for partial payments against work performed as defined
in the Specification shall be sequentially referenced and submitted with a control

- Quality Plan
The Contractor shall produce a Contract Specific Quality Plan detailing the
Quality Assurance and Quality Control procedures required throughout the
project. This Quality Plan may draw upon Standard Quality Procedures from the
Contractor’s Quality Manual. The Contractor shall operate a Quality System
according to ISO 9001 / Equivalent Standards.
The Contractor’s Quality Manual shall only be considered as a definition of his
policy and capability and shall not be considered as the Quality Plan.
- Health, Safety and Environment Plan
The Contractor shall follow NDS`s HSE policy and NDS’s HSE requirement for
Contractors copies which are furnished along with this tender documents and
produce a Contract specific, Health, Safety and Environment (HSE) Plan detailing
procedures to be adopted for HSE throughout the design, construction and
handover phases.
The Contractor may use his existing HSE Manual in the preparation of the HSE
Plan. The HSE Manual shall be considered as a definition of Company Policy and
shall not be considered as the HSE Plan.
The Contractor is expected to have a work specific HSE program/ Plan of their
own in line with NDS’s HSE Requirements for Contractors. The contractor shall
declare and agree to the Owner that NDS’s HSE Requirements for Contractors,
Safety rules, Procedures and SOP’s and other Oman regulations will be followed
and abide at all times with all the relevant contents and any subsequent changes
upon award of the contract.
The Contractor is expected to develop HSE Management System that is
compatible with NDS’s HSE Management System and also to be well-aligned
with OHSAS 18001/ ISO 45001 and ISO 14001 requirements, which the
contractor will demonstrate how to manage and deal with HSE issues.
The Contractor shall be responsible for the safety of all personnel on site and shall
take all necessary measures to ensure the HSE plan is fully implemented.
Contractor must have mobilized a NDS approved HSE Manager/Advisor /Officer
as per the NDS’s HSE requirements for contractors to monitor and comply with
NDS’s HSE requirements for contractors at all times upon award of the contract
and shall not be demobilized from the project without prior approval from Owner/
Engineer. Approved HSE/Manager/Advisor/ Officer for the project shall be
professionally reporting to Employer’s/ Engineer’s HSE Department.

2. CHAPTER (2)
SCOPE OF WORK
2.1 Introduction
The purpose of the project is to provide the potable water distribution
network to block A of Extension of North Awqad following the latest
housing structural plan issued from Ministry of Housing.
2.2 Detailed Description of the Project Components:
The scope of work of this tender the construction of the following:
- Construction of the distributed potable water network for Extension of
North Awqad Block A with HDPE, PN16, SDR 11 pipes with proposed
diameters ranging from 110 up to 560 mm with total length of 54.2 km .
- Replacemnt of existing pipes with new pipes as indicated in the drawings
with HDPE, PN16, SDR 11 pipes with proposed diameters ranging from
110 up to 315 mm with total length of 1.65 km .
- Construction of the following chambers including all required fittings ,
valves , concrete , piping ,,etc :-
• 1 No. Flowmeteter chamber including electromagnetic flowmeters.
• 1 No. PRV chamber
• 1 No. of Pressure Gauge chamber
- Construction of fire hydrants , gate valve chambers and buried valves as
indicated in the drawings and engineer approvals.
- Connection and interfacing with the existing potable water networks.
2.2.1 Miscellaneous Works
- Construction of Roads Crossing (open cut and thrust boring/ micro-tunneling)
complete with all necessary works.
- Construction of Wadi Crossing complete with all necessary works.
- Obtain required Non Objection Certificates (NOC) and permits for the works.
- Obtain and maintain validity of MECA approval, Excavation Permits/Building
Permits for all the Works of this Contract.
- Participation in interface coordination with all other relevant contracts
involved in the area, including but not limited to attendance of regular
coordination meetings to ensure smooth progress of the construction activities
of the project without any delay and the same has to be incorporated in the
work program.

Substantial Completion certificate (SCC).
• Supplying and installation assets tag using the Oracle assets numbers which
will be provided by Asset Management before preparing the Final Acceptance
Certificate (FAC) as per NDS standards.
• Include Assets tagging photos in the FAC for Verification.
• Submit Geographical information system (GIS) data.

2.4 Health Safety & Environment
The Contractor shall provide statements as to the policies and procedures that will
be observed and practiced throughout the duration of this project. This is to
include compliance with all relevant statutory provisions and all relevant policies
and procedures.
The Contractor is required to comply with, both their own and local authorities’
Standards whichever are more stringent.
The Contractor shall prepare and submit for Company approval an HSE Plan that
covers all phases of the Work and for each phase defines the HSE activities,
training, Management and organization to meet the Contract requirements.
The Contractor shall ensure and demonstrate to the satisfaction of the Company
that the requirements of the HSE Plan are understood and implemented by all
levels of personnel within the Contractor's organization.
2.5 Quality Assurance & Quality Control
It is important that the Contractor have well defined Quality Assurance
Procedures to ensure that all the works carried out by them satisfies the required
Standards and they shall be ISO 9001 Certified.
Contractor shall outline their intended Quality Assurance (QA) and Quality
Control (QC) measures for this project with the Framework of a Quality
Management Plan.
Contractor shall include the following item in addition to what is stated below
with this his tender submission:-

3. CHAPTER (3)
PARTICULAR TECHNICAL SPECIFICATION
FOR WATER NETWRKS
3.1 General
The manufacturer of pipes should have an approved quality management system
complying with ISO 9002 which shall cover all the activities being undertaken
during the manufacturing and installation of the subject pipe system.
The manufacturer will be responsible for the followings:
(i) Manufacturing and supply of the pipes, fittings, flanges, saddles and pipe make-up
pieces. Manufacturer will also supply the gaskets for use in connections and
provide general recommendations for installation of associated equipment such as
valves, nuts, bolts and other accessories.
(ii) Inspection and testing at the manufacture’s works in accordance with specified
requirements herein.
(iii) Pipes and fittings shall withstand a working pressure of 16 bars as specified in the
Bill of Quantities.
(iv) Pipes shall withstand a maximum negative pressure of 0.5 bar.
(v) Provision of site supervisors to assist the contractor during erection.
(vi) Pipes shall be transported, commissioned, unloaded and delivered as per
manufacturer instructions. The Engineer comments and instruction shall be
followed in erecting pipe connections
(vii) Immediately after site handing over, the Contractor shall conduct the necessary
survey works along the route of the pipelines as outlined in Clause 3.8.

Valves shall not contain brasses containing more than 5% Zinc. Gunmetal (to BS
1400 Grade LG2) aluminum bronze or nickel copper alloy may be used for
internal components.
The valve piston shall be stainless steel with a slotted regulating cylinder designed
to avoid cavitation at high differential pressures.
The tank shall accommodate a cheese or lens type float mounted on a central tube
connected to the valve operating lever and sliding vertically on a guide rod.
3.3.5 Flap Valves
Non-return flap valves shall be designed to suit the hydrostatic conditions at a
particular location, automatically to open when the downstream level falls below
the upstream level and close when the water levels equalize.
They shall be heavy pattern constructed of cast iron complying with BS 1452 not
less than Grade 12 to the dimensions indicated on the Drawings.
They shall be drilled for bolting to concrete, flanged or socketed to suit pipework.
Flaps shall be double hung with non-ferrous hings pins.
Seating faces shall be of cast iron or gunmetal to BS 1400-LG2 hand scraped for a
watertight finish.
Flap Valves – Plastic
Plastic non-return flap valves shall be suitable for either wall or pipe mounting.
Doors shall be constructed from flexible reinforced plastic with the hinge forming
an integral part.
Frames shall be of epoxy coated mild steel or welded stainless steel grade 304 516
and all fasteners shall be of stainless steel.
Flap valves shall withstand a maximum seating head of 6 m.
3.3.6 Flow Control Valves
Flow Control Valves shall comply with PAW standard (TET-SS-5009).
3.4 Nuts, Bolts and Washers for Pipework
Unless otherwise specified, nuts, bolts and washers shall conform to the
requirements of BS 4504. All nuts, bolts, and washers shall be SS316.
Bolts shall be of sufficient length that one thread shall show through the nut when
in the fully tightened condition.

3.5 Rubber for Gaskets
3.5.1 General
The gasket shall have smooth surfaces free from pitting, blisters, porosity and
other imperfections. The rubber compound shall contain not less than 50 percent
by volume of first-grade natural crude or first-grade synthetic rubber. The
remainder of the compound shall consist of pulverized fillers free from rubber
substitutes, reclaimed rubber, and deleterious substances. The compound shall
meet the following physical requirements when tested in accordance with the
indicated conditions and designated ASTM test methods. (ASTM D412, D395,
D2240, D512, D297).
Components
Rubber gaskets shall contain after manufacturing the following percentage of
rubber:

- Test Procedure
Test shall be conducted on circular disc rubber samples with diameters (131-
18mm) and thickness (4-0.25 mm) sample fixed in the testing apparatus is
subjected to a 1 kg load applied to the sample through a steel ball 6 mm diameter
for 30 seconds, the depth of penetration in rubber (without unloading) shall be
measured. The test shall be conducted 4 times and the mean of the readings shall
be taken as the hardness number.
3.5.3 Water Absorption
Water absorption test shall be conducted on a smooth surface rubber sample disc
15 mm diameter, sample shall be weighed then soaked in potable water 15 C for
seven days, sample is then reweighed after cleaning and excess weight
representing absorbed water shall not exceed 1% by volume of sample weight.

3.5.5 Handwheels
Operating handwheels for valves and gates shall be of cast iron and generally to
the pattern, materials specification and finishes set out in BS 5150 or equivalent.
All handwheels on valves or gates shall be provided with an arrow indicating the
clockwise direction of closing and the word "CLOSE" in English and Arabic.
External handwheels shall be fitted with purpose made integral locking device to
prevent operation by unauthorized persons. A padlock and chain will not be
acceptable.
3.6 Supply, Laying and Installation of Pipelines
3.6.1 Supplying
The contractor shall submit and get approval of network’s profile prior any supply
of pipes, and the quantity shall be submitted for Engineer/Client approval.
Also, the Contactor to be advised that the Quantities are estimated and to get the
unit price. The contractor shall be paid for actual quantities as these quintiles are
subject to change. The Contractor is not entitling for any compensation (the

contractor is not entitle for cost and time, he will be paid for the actual executed
works as per BOQ relevant items) for such change in quantities.
3.6.2 Handling
Always use sufficiently powerful equipment for loading and unloading.
Position the crane jib immediately above the wagon or lorry, so that the pipes are
lifted vertically. Guide them as they are lifted and lowered. Handle them gently.
Prevent swinging, hitting edges or other pipes and heavy contact with the ground,
as well as friction of the pipes against the supports, in order to preserve the
external coating.
These precautions are even more necessary with larger pipes (diameter or length)
or where pipes may be provided with special coatings. Use appropriately shaped
hooks covered with a special protection of plastic material or rubber, which will
not cause any damage to the internal coating on the pipes.
For external lifting, use wide slings held apart by a strut to prevent accidental
slipping.
On site, it is possible to use a single sling. In this case, the lift is made at the
middle of the pipe, preferably with the sling gripping the pipe tightly to give
perfect balance.
Always off-load the pipes in a place where they will not cause a problem and
where there is no risk of them being damaged by vehicles and equipment
operating in the vicinity.
Pipes can be transported from the works:.
• Either to the user’s depot. (Refer to the recommendations on stocking).
• or directly to site.
• To protect the pipes on site roll them on timbers, or better still, use the appropriate
handling equipment.
• In any case:
• Do not roll or drag the pipes along the ground as these movements risk damaging
the external coating.
• Do not allow the pipes to fall to the ground, even with tyres or sand interposed.
Unless otherwise indicated, string the pipes along the trench on the side opposite
the excavated material, with the sockets pointing forwards.
Avoid putting the pipes in contact with large stones or having an unsupported end,
e.g. on roots.

3.6.3 Storage
The storage area must be flat. The ground must not be marshy or unstable and it must not
contain any corrosive material.
On arrival in the storage area, the goods must be inspected and, if there is any damage (for
example, degradation of the internal or external coating), it must be repaired before going
into stock.
The pipes must be stocked in their respective stacks, according to diameter, in accordance
with a logical stock plan. The same applies for fittings and accessories.
It is always desirable to keep the time in stock to a minimum, if only to protect coatings from
the effects.
Wooden spacers (timbers, wedges, ... etc.) must be sufficiently strong and of good quality.
Precautions must be taken when the pipes have special coatings.
3.6.4 Pipe Laying
Make sure that there are no foreign bodies (soil, stones, rags) inside the pipes.
Lower the pipes to the trench bottom, without letting them drop.
Use sufficiently large and powerful lifting tackle.
All laying operations must be carried out methodically, taking care not to damage
the coatings and ensuring the cleanliness of the castings (particularly the sockets
and spigots) and according to the manufacturer instructions.
Check the alignment of the pipes regularly during laying. For accurate laying use
boning rods, site levels or a laser as recommended by manufacturer and as
approved by the Engineer.
If it is necessary to pack the pipes to align them, use loose soil or sand, never
stones.
Jointing must be done with well aligned pipes. If a bend has to be negotiated,
make the curvature after assembly of each joint, taking care not to exceed the
permissible angular deflection of the particular joint.
Whenever there is a pause in laying, close the open ends of the main with securely
fixed plugs to prevent the entry or foreign bodies.
3.7 Survey of the Pipeline Route
3.7.1 Conventional Survey
The Contractor shall undertake a survey of the routes of all the pipelines prior to
the commencement of construction work, and shall provide the Engineer with at
least two copies of the results of the survey which shall be in the same format as
the tender drawings, together with the Contractor’s proposals for the pipeline
gradient and invert level, location of air valves, washouts, bends (including co-

ordinates), …etc. The survey shall also show the location, dimensions and level of
underground existing services or obstructions in the pipeline route and shall
conform to the following:
(viii) The length of the route shall be accurately measured. The route thus marked shall
be agreed with Engineer prior to commencement of level surveying.
(ix) Using a total station or GPS system (accuracy 50 mm), ground levels shall be
taken at route and at significant changes in ground level.
(x) Levels shall relate to an approved datum, and permanent bench marks shall be
established, well clear of the proposed pipeline, at intervals along the pipeline
route.
(xi) Prior to the survey, the Engineer shall supply the Contractor with a data copy of
the tender drawings. The results of the survey shall be presented as a modified
form of the long section drawings plotted at 1:2000 horizontal and 1:200 vertical
scale.
The Contractor shall survey ahead of the pipelaying and copies of the results shall
be submitted to the Engineer without delay.
At all times the route surveying shall be at least one month ahead of excavation
and pipelaying to enable agreement to be reached between the Engineer and the
Contractor on the lines, levels and gradients,
3.7.2 Resistivity Survey
Whilst undertaking the conventional survey of the pipeline route the Contractor
shall undertake a resistivity survey in accordance with the requirements of BS
1377 Part 9, in case of using D.I pipes only.
Resistivity measurements shall be carried out on an average of 500 m spacings
along the pipeline route and at all wadi crossings. The results of the resistivity
survey shall be presented in a tabular report format to be approved by the
Engineer. As a minimum, the list should include the following information for
each measurement:
- Date and time
- WGS 84 grid reference
- Brief description of location
- Resistivity values at depths of 1.5, 2 and 3 m
The resistivity survey report for each section of pipeline shall be presented to the
engineer at the same time as the conventional survey drawings.
3.8 Pipe Trenches
The following must be regarded during trench preparation and backfilling:

• The data and instructions given by the pipe manufacture for excavation and
bedding.
• The data and instructions given by the Engineer.
• Particular practical recommendations at the time of laying.
3.8.1 Trench Excavation
Trench excavation means excavation of trenching into which pipes are to be laid,
and the term pipes shall mean all kinds and for whatever purposes.
The line and level of trenches are as shown on the Drawings or as may be directed
by the Engineer. Before commencing trench excavation, the route of the trench
shall be pegged out accurately by the Contractor and the natural ground levels
shall be agreed with the Engineer.
Prior to the commencement of any trench excavation, necessary official permits
should be obtained with the adherence to the time schedule for the completion of
works. Also permits should be obtained for the occupation of any part of the road
by excavation works.
Asphalt layers over trenches shall be cut by the sawing machine and all the
cracked surfaces shall be removed.
The Contractor shall fix day and night warning and lighting signals at the trench
sides. He shall provide an alternative for the pedestrians and traffic routes in the
areas of excavations. All the above mentioned shall be with the coordination of
the traffic department and according to their instructions.
The Contractor shall excavate reasonable length of trenches in advance of pipe
laying. No length of trench excavation shall be started until the pipes to be laid in
that length are available on site. All excavations shall be made as nearly as
possible to the specified dimensions so that the minimum backfilling will
afterwards be necessary.
The Contractor shall keep the sides of trench true by stuts, wallings, sheeting or
otherwise if necessary. If excavation is below ground water level, water shall be
removed by pumping to Engineer's approval, to permit concreting and laying of
pipes to be carried out in the dry. All works required for dealing with water shall
be solely the Contractor's liability.
Excavation shall be carried down to the depth required for laying the pipe
bedding. The bottom of the excavation shall, whenever required by the Engineer,
be watered and rammed, before laying the concrete foundation. The above
mentioned requirements are applicable in case of excavation for manholes, valve
chambers and any other pipeworks.
If the Contractor wishes to use explosives in connection with the works he shall
comply with the Government regulations. Blasting shall only be carried out in
those sections of the works for which permission in writing shall be given by the

Engineer and shall be restricted to such hours and conditions as he may prescribe.
Such permission shall not be withheld nor such hours and conditions be imposed
unreasonably.
The Engineer may require the Contractor at any time during the period of the
validity of the Contract to make any opening or cuttings in any part of the work or
to open out any part which may have been filled in, buried or covered, and the
Contractor shall abide by such requisition to such extent as the Engineer may
direct and shall reinstate the work and make it good again to the satisfaction of the
Engineer at no additional cost.
3.8.2 Trench Preparation
The trench width is obviously a function of the diameter of the pipe. It also varies
according to the nature of the soil, the pipe material, the type of joint and the
laying conditions. An extra width of 80 cm for ordinary soil and 30 cm for rock is
recommended, which should generally be sufficient to allow the backfill to be
compacted correctly at the sides of the pipe. Added to this, where necessary, must
be the thickness of trench shuttering and the extra thickness for large radius
curves, where these are negotiated by means of flexibly jointed pipes.
With pipes containing EXPRESS, GGS, QUICK joints, and any other type of
mechanical joint, joint holes are necessary to facilitate access to the bolts for the
tightening operation.
For each particular case, it is important to select the most suitable materials and
equipment to give the highest productivity and greatest cost effectiveness.
Remove large stones from the excavated material deposited on the trench side, to
prevent them falling accidentally onto the main when it is laid.
Carefully level the trench bottom to give a steady slope between points of
intended change in slope, not overlooking the obligatory slight slope required in
flat ground.
The smaller the required slope, the greater the care needed in leveling.
Large stones, rocky projections, rubble constitute natural stress raisers beneath a
pipeline. They must be carefully removed.
In rocky ground, and where rubble is present, dig the trench 15 to 20 cm below the
intended level. Bring it back up to the level with a bed made as directed by the
engineer in charge.
On inclines and in clay soils, where water flows or collects, make a bed with
gravel or crushed stones (passing through a 5 cm sieve) to ensure adequate
drainage.
In some particular cases, notably when the pipe has to cross a sewer or culvert, it
is highly advisable to lay it through a pipe sleeve for protection.

3.8.3 Classes of Bedding Materials
The classes of bedding to be employed are indicated below:

Class A bedding shall be used on all pipelines except at locations of structures or
where otherwise specified.

Class A Bedding material
The material for use in Class A bedding shall consist of fine aggregate to the
approval of the Engineer. Not more than 10% of such material shall pass BS test
sieve having apertures listed below:

In clays, silts or fine sands and when ordered by the Engineer, one part of free
draining sand shall be added to and well mixed with each two parts of the granular
material specified above.
Class B Bedding Material
The concrete employed in Class B bedding shall be mass concrete Class 20/20.
Construction of Class A Pipe Bed
Class A pipe beds shall be constructed as indicated on the drawings.
The bedding material shall be evenly spread over the full width of the formation
and lightly hand compacted to a level slightly than the level corresponding to the
underside of the pipe barrel to allow for settlement of the pipe to the correct level.
Special care shall be taken to ensure full contact of the barrel of the pipe with the
bedding. A length of approximately 100 mm on each side of the joint collar or
sleeve shall be left exposed until preliminary test of the pipeline is successfully
completed. The bedding material shall then be compacted evenly on both sides
and between pipes to an overall thickness as shown on the drawings, and to
provide a bedding angle not less than 120 degrees.
The Contractor shall ensure that the material to the sides of the pipes is adequately
compacted and the method of compaction used will be required to achieve not less
than 95% of the maximum dry density as determined by the compaction test in BS
1377: Part 4 (2.5 kg rammer).

Pipe cut-offs as shown on the drawings shall be constructed to limit the
uninterrupted length of a granular bed to a maximum of 500 metres, and the cost
of this provision shall be deemed to be included in the granular bedding.
Where cut-off structures are not opposite pipeline markers, additional markers
shall be placed opposite cut-off structures.
Construction of Class “B” Pipe Beds
Class B pipe beds shall be constructed as indicated on the drawings.
Before placing concrete the pipes shall be supported near each joint with a
padding of compressible material on a precast concrete block. Concrete shall not
be placed until the pipes have been jointed and inspected. The concrete shall be
placed to ensure full contact with the underside of the barrel of the pipe
throughout its length.
Concrete bedding shall be made discontinuous at flexible pipe joints by a
diaphragm of fiber board or other compressible material of at least 20 mm
thickness to the full section of the concrete bed.
3.8.4 Backfilling
Backfilling is part of the laying operation: it must be done carefully and in
accordance with the instructions of the Engineer in charge and manufacturer
requirements.
In addition to the requirements given in ANSI standard A21-50 (chapter “Depth of
Cover”), covering of the pipes with sand and clean soil is recommended: the
covering must not contain stones, frozen earth or foreign materials, harmful matter
or rock fragments residue or debris.
Backfill the sides of the pipes correctly and tamp each layer of backfill in
successive steps, about 20 cm thick after compaction, up to the crown of the pipe,
in order to obtain optimum density.
Excavated soil can only be used if it is free from stones and vegetable or organic
matter. It must not contain too much clay, mud or silt.
If the excavated material is unsuitable, an appropriate material must be used.
Before hydraulic pressure testing, backfilling is carried out to the final standard,
that is to say, to the intended laying condition. However, this backfilling is only
partial (heaps of soil for anchoring purposes): the joints are left exposed so that
they can be inspected during the test.
In fact, partial backfilling immediately after laying is of particular importance in
water saturated ground, or when heavy rain is forecasted, to prevent lifting or
displacement of the pipes if the trench is flooded.
In addition, partial backfilling ensures that the pipe is perfectly stable during the
pressure test, when the joints have been deflected.

After the pressure test, when the latter is considered to be satisfactory, the trench
is completely backfilled in layer of 20 cm each layer to be compacted up to 95%
Proctor test as quickly as possible in accordance with the pipe manufacturer
recommendation and supervision.
3.9 Anchor Blocks
Thrust Resistance
The forces arising due the thrust of the fluid conveyed can be very high and tend
to disjoint the components of the main.
These thrusts occur:
• At each end of the main (end caps).
• At each change in direction (bends) or diameter (tapers).
• At each branch connection (tees).
Since the purpose of the joints is to ensure leak tightness at the junctions between
the pipeline components and is not to restrain the thrusts, calculation of, and
compensation for, the thrust forces is imperative.
• Either, though adequately sized anchor blocks, which contain the forces.
- Through the reaction of the soil on their bearing surface.
- And by the friction of the block against the ground.
• Or, by the use of self anchoring joints.
3.10 Filling the Main
Filling of the main necessitates complete removal of air. The extreme importance
of this operation has already been indicated.
It is desirable to control the progress of the filling operation. An examination of
the longitudinal profile of the main suffices for this purpose. This indicates the
high and low points and enables a decision to be made on the sections to be filled
first and those which will fill last.
Fill the main slowly, at a flow rate of about 1/20 to 1/15 of the intended normal
flow. This precaution is mandatory, in order to allow the air time to move
forward, accumulate at high spots and finally be discharged through air valves and
the pressure column.
Make sure that the valves at the bottom of this equipment are open.
Use the wash out valves to check the progressive arrival of the water.
If it is a pumping main, use the pumps to fill from the bottom end, limiting the
flow to the value indicated above.

In the case of a large diameter syphon, it is better to fill it from the bottom by
means of a small diameter feed pipe. The water then mounts progressively in both
branches, without causing eddies.
As far as possible, it is desirable to wait 24 hours before carrying out hydraulic
pressure test. This time interval enables the main to reach a state of equilibrium.
3.11 Hydraulic Pressure Test
The pressure test constitutes the final examination: in particular it allows
verification that the joints have been assembled correctly. The test pressure shall
be 1.5 x the working pressure specified in the Bill of Quantities.
The hydraulic pressure test shall be carried out in two stages:
g. Initial Test:
The initial test shall be carried out after the pipeline section to be tested has been
laid, jointed and backfilled to a depth of at least 300 mm above the crown of the
pipe but leaving the joints exposed. The sections to be tested shall be approved by
the Engineer. The joints between each tested section shall then be left exposed
until the pipeline has passed the Test on Completion.
h. Final Test:
After all lengths have been joined on completion of initial testing, hydraulic tests
shall be carried out on the complete length of the pipeline, or such other length as
may be determined or approved by the Engineer.
The section lengths tested depend on the site configuration (layout, profile of
section to be tested): the greater the test length, the more difficult is the search for
possible leaks.
In practice, as work starts on a site, it is possible to test short lengths. The test can
then be extended to greater lengths, this being at the risk and at the responsibility
of the contractor or engineer in charge.
The joints are left exposed.
In built-up areas, operate on short sections to avoid too much interference with
traffic.
To avoid displacement of the pipes under the effect of pressure, take care to
weight them down with heaps of backfill at the mid-points of the pipes.
As far as any anchor blocks and anchorages are concerned, the sections under
testing will comply with the specifications stipulated by the engineer in charge.
3.11.1 Test Procedure
Blank-off the ends of the test section with end caps, equipped with:
• An outlet and stopcock at the top of the higher end, to vent the air.

• An inlet and stopcock at the lower end, situated in the middle or at the bottom, for
the pump and filler connection.
• Calculate the thrusts developed on the ends of the main and install a system of end
anchorages compatible with their size. The seating for these anchorages can be:
• Either a wall of well compacted earth.
• Or timbers embedded transversely in the trench, or any similar arrangement, sheet
metal piling for example.
Do not, under any circumstances, thrust against the length of main which has
already been tested. Under pressure, the anchor block will settle down. To
prevent the main extending it is essential to take up the slack. Wedges can be
used but they may slip. Jacks are more positive and give more precise control.
The ends of the test section can also displace sideways under pressure. Lateral
anchorages are therefore necessary as well.
To facilitate air removal, the water must be introduced at the bottom end of the
section. This is where the test pump must be situated.
Wait until all the air has been purged before raising the pressure.
The pressure must be raised slowly to allow inspection of the anchorages and
adjustment of the jacks. The pressure must not only reveal any possible defects in
the joint seals but must provide a definitive check on the main for any cases of
damage incurred during transport or laying.
During frosty weather do not leave the main charged with water. Drain it after the
test.
The details and results of the test shall be comply with AWWA standard C 600/82
and CP 2010 Part 3.
3.12 Pipeline Flushing
During pipe laying, the Contractor shall take every care to keep the main in a good
and clean condition.
However, despite all precautions, the main shall always contain soil or stones,
which if deposited in valves or other equipment, can prevent their operation and
damage the seats and closures.
The main must therefore be flushed out thoroughly before it goes into service.
The water used for flushing shall be obtained from an approved clean source and
the water pressure shall be sufficient to flush any debris out of the main through
the washout valves and fire hydrants.
3.13 Pipeline Inside Crossing Tunnel or Sleeve

3.14 Polyethylene Pipes and Fittings
3.14.1 Pipes
Polyethylene pipes and fittings shall comply with PAW standard (TET-SS-5002)
(Polyethylene pipes, Fittings & Accessories).
3.14.2 Joints
Joints shall comply with PAW standard (TET-SS-5002) (Polyethylene pipes,
Fittings & Accessories).
3.14.3 Fittings
Fittings shall comply with PAW standard (TET-SS-5002) (Polyethylene pipes,
Fittings & Accessories).
3.14.4 Construction Practices
i. Handling of Pipe:
Pipe shall be stored on clean, level ground to prevent undue scratching or gouging
of the pipe. If the pipe must be stacked for storage, such stacking should be in
accordance with the pipe Manufacturer’s recommendations. The pipe should be
handled in such a manner that it is not damaged by being dragged over sharp
objects or cut by chokers or lifting equipment. The pipes should be stored in
places protected from direct sunlight.
j. Repair Damaged Section:
Segments of pipe having cuts or gouges in excess of 10% of the wall thickness of
the pipe shall be cut out and removed. The undamaged portions of the pipe shall
be rejoined using the butt fusion joining method
k. Pipe Joining:
Sections of polyethylene pipe should be joined into continuous lengths on the job
site above ground. The joining method shall be the formed in strict accordance
with the pipe Manufacturer’s recommendations. The butt fusion equipment used
in the joining procedures shall be capable of meeting all conditions recommended
by the pipe temperature, alignment, and fusion pressure.
• Heat Fusion Joining: Joints between plain end pipes and fittings shall be made by
butt fusion, and joints between the main and saddle branch fittings shall be made
using saddle fusion procedures that are recommended by the pipe and fitting
Manufacturer. The Contractor shall ensure that persons making heat fusion joints
have received training in the Manufacturer’s recommended procedure. The
Contractor shall maintain records of trained personnel, and shall certify that

training was received not more than 12 months before commencing construction.
External and internal beads shall not be removed.
• Joining by Other Means: Polyethylene pipe and fittings may joined together or to
other materials by means of:
l. Flanged connections (flange adapters and backup rings).
m. Mechanical coupling designed for joining polyethylene pipe or for joining
polyethylene pipe to another material.
n. Electrofusion. When joining by other means, the installation instructions of the
joining device Manufacturer shall be followed:
• Mechanical Joint Installation: Mechanical joints shall be installed in accordance
with the Manufacturer’s recommended procedure. When an OD compression
mechanical coupling is used, a stiffener shall be installed in the bore of the
polyethylene pipe.
3.14.5 Construction Practices
o. Trench Construction:
The trench and trench bottom should be constructed in accordance with ASTM
D2331-section 7. All necessary precaution shall be taken to ensure a safe working
environment in accordance with all applicable safety codes and standards.
Excavation: Trench excavation shall conform to the plans and drawings, as
authorized in writing by the Project Engineer or his Approved Representative, and
in accordance with all applicable codes. Excess groundwater shall be removed by
the Contractor, Where necessary, trench walls shall be shored or reinforced, and
all necessary precautions shall be taken to ensure a safe working environment.
Large Diameter Fabricated Fittings: The plain-end inlet of 16”-400 mm IPS and
larger fabricated directional fittings shall be butt fused to the end of a pipe length.
Flanged directional outlet connection to the fitting shall be made up in the trench.
Flange connections shall be assembled, and tightened in accordance with the
flange adapter Manufacturer’s instruction. Under no circumstances shall more
than one pipe length be connected to a 16”-400 mm IPS or larger directional
fitting before placing the fitting in the trench.
Mechanical Joint and Flange Installation: Mechanical joint and flange connections
shall be installed in accordance with the Manufacturer’s recommended procedure.
Flange faces shall be centered and aligned to each other before assembling and
tightening bolts. In no case shall the flange bolts be used to draw the flanges into
alignment. Bolt threads shall be lubricated, and flat washers shall be fitted under
the flange nuts. Bolts shall be evenly tightened according to the tightening pattern
and torque step recommendations of the Manufacturer. At least 1 hour after initial
assembly, flange connections shall be re-tightened following the tightening pattern

and torque step recommendations of the Manufacturer. The final tightening torque
shall be 100 ft-lbs or as recommended by the Manufacturer.
p. Foundation and Bedding:
Bedding of the pipe should be performed in accordance with ASTM D2321-
Section 8. Compaction should be as specified in ASTM D2321. Deviation from
the specified compaction shall be approved by the Engineer. Pipe shall be laid on
grade and on a stable foundation. Unstable or mucky trench bottom soils shall be
removed, and a 6” foundation or bedding and the pipe. According to Soil
Investigation approved Recommendations.
q. Initial Backfill:
Initial backfill should be as specified in ASTM D2321. Section 9 using Class I,
Class II, or Class III materials. Materials used and compaction shall be as
specified by the Engineer. Compaction 90% Standard Proctor Density must be
maintained to at least 6” above the pipe crown.
r. Final Backfill:
Final backfill shall be placed and compacted to finished grade. Native soils
without debris, stones, boulders and clumps as specified in ASTM D 2321-Section
11.2, Minimum cover for load application, Section 11.3, Use of Compaction
Equipment and Section 11.4, Removal Protection, should apply unless directed
otherwise by the Engineer.
s. Joint Testing:
On every day butt fusion are to be made, the first fusion testing of the day shall be
trial fusion. The trial fusion shall be allowed to cool completely, then fusion test
straps shall be cut out. The test strap shall be 12” (min) or 30 times the wall
thickness in length with the fusion in the center, and 1” (min) or 1.5 times the wall
thickness in width. Bend the test strap until the ends of the strap touch. If the
fusion fails at the joint, a new trail fusion shall be made, cooled completely and
tested. Butt fusion of pipe to be installed shall not commence until a trial fusion
has passed the bent strap test.
3.14.6 Testing
t. Pressure Testing:
Leak testing will be conducted as specified by the responsible Project Engineer or
Employer.
Joints will be exposed to inspect for leakage. Heat fusion joints must be properly
cooled before pressure testing.
Testing may be conducted on the full system, or in sections. The test section size
is determined by test equipment capability. If the pressurizing or pumping
equipment is too small, it may not be possible to complete the test within

allowable testing time limits. If so, higher capacity test equipment, or a smaller
test section may be necessary.
Expansion joints and expansion compensators should be temporarily restrained, or
isolated, or removed during the pressure must be reduced.
The pipe system section under test and any closures in the test section should be
restrained against sudden uncontrolled movement from catastrophic failure. Test
equipment should be examined before pressure is applied to ensure that it is
tightly connected. All low pressure filing lines and other items not subject to the
test should be disconnected or isolated.
Safety precautions and procedures should be take care according to the
manufacturers instructions.
Test pressure may be limited by valves, or other lower pressure rated components.
Such components may not withstand the required test pressure. They should be
either removed, or isolated from the test section to avoid possible damage, or
failure of these devices, isolated equipment should be vented.
For pressure piping systems the maximum allowable test pressure is 1.5 times the
system design operating pressure at the lowest point of the section under test,
provided that test pressure limiting component or devices have been isolated, or
removed from the test section.
If a lower pressure rated device or component cannot be removed or isolated, then
the test pressure is limited to the pressure rating of that device.
For any test pressure from 1 to 1.5 times the system operating design pressure, the
total test time including initial pressurization, initial expansion, and time at test
pressure, must not exceed eight (8) hours. If the test is not completed due to
leakage. equipment failure, etc., depressurize the test section, then allow it to
“relax” for at least eight (8) hours before bringing the test section up to test
pressure again.
u. Hydrostatic Testing:
General:
The testing medium shall be clean water. The test section should be completely
filled with liquid. Take care to bleed off any trapped air. While the test section is
filling, venting at high points may be necessary to purge air pockets. Venting may
be provided by loosing flanges, or by using equipment vents. Retighten any
loosened flanges before applying test pressure.
Monitored Make-up Water Test:
The test procedure consists of initial expansion, and test phases. During the initial
expansion phase, the test section is pressurized to the test pressure, and enough
make-up liquid is added each hour for three (3) hours to return to test pressure.

The test phase follows immediately, and may be one (1), two (2), or three (3)
hours. At the end of the test time, the test section is returned to test pressure by
adding a measured amount of liquid. if the amount of make-up liquid added does
not exceed Table 1 values, leakage is not indicated.

Non-monitored Make-up Water Test:
The test procedure consists of initial expansion, and test phases. For the initial
expansion phase, make-up water is added as required to maintain the test pressure
for three (3) hours. For the test phase, the test pressure is reduced by 10 psi. If the
pressure remains steady (within 5% of the target value) for an hour, no leakage is
indicated.
v. Initial Service Testing:
Guidelines:
An initial test may be acceptable when other types of tests are not practical, or
when leak tightness can be demonstrated by normal service, or when performing
initial service tests of other equipment. An initial service test may apply to
systems where isolation or temporary closures are impractical, or where checking
out pumps and other equipment affords the opportunity to examine the system for
leakage prior to full scale operation.
Procedure:
The piping system should be gradually brought up to normal operating pressure,
and held at operating pressure for at least ten (10) minutes. During this time, joints
and connections should be examined for visual evidence of leakage.

3.15 Fire Hydrants
3.15.1 Underground Fire Hydrants
Type:
Underground fire hydrants shall be of the captive screw-down type with cast iron
stopper with neoprene rubber face complying with BS 750, complete with cap.
Nominal Pressure:
PN 16 or as indicated on the Drawings.
Body Ends
Flanged body ends faced and drilled to BS 4504.
Outlet screwed BS round thread complete with polypropylene protecting cap and
sherardised mild steel chain.
Body Tapping
As specified in BS 21 and fitted with bronze or gunmetal plug.
Materials
Hydrants shall not contain any brasses containing more than 5% zinc. Gunmetal
(to BS 1400 grade LG2) aluminum bronze or nickel copper alloy may be used for
internal components. The body and stopper shall be spheroidal graphite or grey
cast iron.
3.15.2 Pillar Type Hydrants
The pillar type hydrants shall be installed adjacent to public roads for the use of
the Civil Defence as shown on the Drawings or as directed by the Engineer. The
hydrants shall be to the approval of the Directorate General of Civil Defence.
The hydrant shall be tested and approved by Factory Mutual (FM) and meet all the
requirements of applicable AWWA and NFPA standards.
The upper part of the barrel shall be cast iron, and the lower part ductile iron.
Bolts and nuts shall be cadmium plated steel. The diameter of the barrel shall be:
a. Not less than 180 mm for use in crowded or heavily trafficked roads;
b. Not less than 150 mm for use in quiet or lightly trafficked roads.
The upper part of the hydrant shall contain three outlets, viz:
c. Two female outlets of 2.5 inch (65 mm) diameter to be installed on opposite sides
of the barrel. Each outlet shall be instantaneous in accordance with the type use by
the Directorate General of Civil Defence in Oman. The outlets shall be valved in
accordance with BS 5041.
d. One female 4 inch diameter British Standard screw type connection in the middle
of the upper part of the barrel, complete with cover. This outlet shall face the

street or road and shall be suitable for feeding the fire pumps with water through a
4 inch suction hose.
The distance between ground level and the lowest discharge point shall be
between 0.4 m and 0.5 m.
The operating nut shall be at the top of the hydrant and made from cast bronze.
The nut shall directly actuate the hydrant rod and shall be provided with a grease
groove to ensure complete lubrication.
The hydrant rod shall be steel and of two part construction held together by a rod
coupling with bronze pins.
The hydrant valve shall incorporate a top and bottom valve support in cast iron
with con-shaped valve moulded from synthetic rubber.
The hydrant should be provided with a drain valve made from non-corrodable
materials.
Friction loss through the hydrant shall not exceed the following values at given
flows:

All barrel castings shall be lined and coated in accordance with the requirements
of the Directorate General of Civil Defence. The hydrants shall be connected to
distribution mains in accordance with the arrangements shown in the Standard
Detail, complete with isolating valve and protective barriers.
Sufficient wrenches and tools required for operation and maintenance purposes
shall be provided with the hydrants.
3.16 Mechanical Flowmeter
Flowmeters shall comply with PAW standard (TET-SS-5023) (Bulk Water
Meter).
3.17 Pressure Gauges
A pressure gauge shall be oil-filled type having a dial not less than 3 ½" in
diameter and shall be connected near the discharge casting with a ¼" gauge valve.
The dial shall indicate pressure to at least 7 bars. The face of the dial shall read in
pounds per square inch and/or bar, with the manufacturer’s standard graduations.
A compound pressure and vacuum gauge having a dial not less than 3 ½" in
diameter shall be connected to the pipe with a ¼" gauge valve.

3.18 Pipelines under Existing Roads
The Contractor shall programme the works to reduce disruption to road traffic to a
minimum and before any work commences in existing road shall:
(xii) Obtain the full permission and approval of all authorities concerned serving
notices of intent to start work as may be necessary and observing all the local laws
and regulations.
(xiii) Submit details of his proposals, and obtain approval form the Engineer.
Pipelines shall normally cross roads at right angles.
The roadway shall be reinstated using the form of construction and materials as
ordered by the relevant authority.
The bedding and jointing shall be as specified but the trench re-filling shall be
carried out using granular bedding material and compacted at the sides of the
pipes to not less than 95% of the maximum dry density as determined by the
compaction test in BS 1377 : Part 4 (2.5 kg rammer).
Above this a 250 mm layer of Class 20/20 concrete shall be placed to bring the
level of the backfilling up to 100 mm below the finished road surface. This
method of backfilling shall extend at least 2 m either side of the surfaced road
carriageway.
The replacement of the road surfacing shall be carried out as soon as practicable
after backfilling has been completed.
The edges of the trench shall be cut to a uniform line consistent with the varying
width of the trench and the trimming allowances. Any part of the road wearing
course which has been damaged beyond the width of the trench must be cut out
and made good. The Engineer’s prior agreement for such additional work must be
obtained before additional payment can be considered, in cases where the damage
was beyond the Contractor’s control.
A vertical joint shall be formed between the new work and the existing road
surface and shall be painted with hot bitumen, or as approved by the Engineer, and
the two layer wearing course stepped 75 mm.
The finished levels of the completed reinstatement shall conform with the
adjoining carriageway surface.
Reinstatement of wearing courses shall match as nearly as practicable the colour
or other characteristics of the existing surface.
Where the carriageway surface adjoining the trench is of rolled asphalt the
Contractor may, with approval of the relevant authorities and the written approval
of the Engineer, lay a temporary wearing course of Class 20/20 concrete 100 mm
thick. At a later date, to be decided by the Engineer, the Temporary wearing
course may be removed and replaced with 2 layers of rolled asphalt each 50 mm
thick.

(xiv) With regard to Falaj Crossings, the following precautions must be considered in
order to avoid disturbance of Falaj structure:
- In case of crossing above the Falaj, a minimum distance of 1.0 m shall
be maintained between the pipe invert and the Falaj.
In case of pipe crossing below a Falaj, a minimum distance of 1.0 m shall be maintained
between the pipe soffit and the Falaj. In this case the pipe shall be encased and the Falaj shall
be diverted during construction and then re-constructed.
3.19 Thrust Boring Excavation
Where open trench excavation crossing of roads is not permitted, and where
existing ducts are not available, pipe laying shall be undertaken by trenchless
methods as described below.
3.19.1 General
Thrust boring is the preferred method of trenchless construction although other
suitable alternative methods will be considered by the Engineer.
The work shall only be carried out by a specialist Sub-Contractor with proven
experience in the particular methods of construction proposed.
The Contractor shall carry out the works to the approval of the Engineer and
strictly in accordance with the requirements of the relevant authorities.
The Contractor shall carry out any investigations necessary and shall be fully
responsible for determining the suitability of his proposed methods of construction
to the prevailing ground conditions.
The Contractor shall design the permanent and temporary works to withstand all
anticipated dead loads and traffic loading without damage to the pipeline and to
prevent any adverse effects on the road construction by way of settlement or
otherwise.
3.19.2 Method Statement
The Contractor shall submit to the Engineer for approval a fully detailed method
Statement which shall include inter alia all design calculations, details of
manufacture and suppliers of materials, details of vertical and horizontal loadings
and pressures, means of maintaining control of line and level, type and method of
pipe jointing and type methods of grouting.
3.19.3 Sleeves
The diameter of the sleeves shall be determined by the Contractor and shall be the
smallest possible size to accommodate the ductile iron pipes and joints and allow
free passage for the in-situ annulus grouting.

The sleeve pipes shall be of welded steel, having a wall thickness determined by
the Contractor.
3.19.4 Thrust Boring
Thrust boring shall be undertaken from and to supported excavations.
The Contractor shall provide continuous, experienced supervision of operations in
order to maintain the line and level of the sleeve to a tolerance of ± 75 mm of the
true line and level. Adjustment to the line and / or level should be gradual.
Thrust walls for jacking operations shall be constructed normal to the proposed
line of thrust and shall be adequate for installation of the sleeve. Intermediate
jacking stations may be used where frictional resistance might result in
unreasonable high jacking forces, subject to the approval of the Engineer and the
relevant authorities.
Thrust loads shall be imparted to the sleeve through a suitable thrust ring, which
shall be sufficiently rigid to ensure even distribution of the load. Unless otherwise
specified or directed by the Engineer resilient packing material shall be used
between the pipe end and the thrust ring and also at any intermediate jacking
stations.
The Contractor shall maintain up-to-date records of thrusting pressures and line
and level measurement for inspection by the Engineer as required.
3.19.5 Pipeline Installation
The pipeline shall be installed and maintained in position within the sleeve to the
line, level and gradient shown on the drawings and requirements of Clauses 3.7
and 3.9 of this Chapter.
Insertion of the pipeline into the sleeve shall be by towing or jacking using
suitable supports and spacers to facilitate installation and to prevent damage to the
pipes, shall be made before insertion into the sleeve.
3.19.6 Grouting
Grouting of the annulus between the sleeve and the pipeline shall not commence
until the pipeline has been hydraulically tested to the full specified test pressure
and approved by the Engineer.
Mixing shall be carried out in pans paddle type mixers suitable for the purpose to
produce a grout of adequate workability for pumping. Materials shall be batched
by the whole bag by weight with particular attention paid to the water content.
After mixing the grout shall be transferred to a holding tank before pumping.
Hand mixing of grout will not be allowed.
Grout shall be pumped continuously in one operation until the annulus between
the sleeve and the pipe is completely filled.

The amount of grout to be pumped to completely fill the annulus shall be
calculated taking account an allowance for wastage and the quantity of grout
pumped continually monitored to ensure that the annulus is completely filled.
The Contractor shall provide the Engineer with records of grout pressures and
quantities pumped during the filling operations.
3.20 Pipeline Disinfection
3.20.1 General
The Internal surfaces of all pipelines and pipework including all equipment
incorporated in a pipeline or pipework through which water will pass shall be
disinfected after they have been flushed and cleaned to the satisfaction of the
Engineer.
3.20.2 Disinfection Process
Disinfection shall be effected by filling the pipeline with water heavily dosed with
chlorine, and shall be carried out when filling the pipeline with water for carrying
out the hydraulic test has been completed. Alternative methods may be adopted
subject to the approval of the Engineer.
The level of chlorine dosing shall be such as to make available 50 mg/l of free
chlorine throughout the pipeline.
The water, heavily dosed with chlorine, shall stand in the pipeline for a period of
24 hours or for such longer period as the Engineer shall require and all valves in
the system shall be operated at least once during this period.
At the termination of the required period, chlorine residual tests shall be taken at
the end of the pipeline farthest from the point of injection and test shall be
repeated in necessary until the residual is not less than 10 mg/l. The site testing
procedure shall be as approved by the Engineer.
The Contractor shall obtain the Engineer’s approval to the method to be adopted
for disposing of the chlorinated water and the time when such disposal shall take
place on completion of disinfection.
The chlorine substances to be used shall be food grade .
The Contractor shall ensure the chlorinated water to be flashed out after the
disinfection process are with minimum chlorine residual as per Standards with
refer to EA regulation.
The contractor shall provide Sodium Metabisulfite or Sodium thiosulphate Food
grade for dichlorination .
The contractor Is prohibited from flushing chlorination water to the ground, wadi
surface area . etc. .

The contractor is responsible for any penalties raised from environmental
authority.
3.21 Painting of Pipework in Chambers
All pipework in chambers or above ground, unless otherwise specified, shall be
painted with a suitable heavy duty abrasion resistant coal tar epoxy paint to a
minimum dry film thickness of 300 microns.
3.22 Repairs
Prior to handing over, all coated surfaces will be checked for defects and made
good where necessary either by touching up or by coating as ordered by the
Engineer.
Damaged areas of coating shall be repainted on site after removing loose coating
and wire brushing any rusted areas.
3.23 Epoxy Coatings
Where epoxy coating is specified, completed fittings shall be coated on all
surfaces, both internal and external, including inside bolt holes etc, with a 100%
solids, thermosetting, fusion bonded, dry powder epoxy resin.
The metal surface shall be blast cleaned to BS 7079 second quality of surface
finish, the maximum amplitude of surface roughness shall be 0.1 mm. Surfaces
shall be cleaned to remove all traces of oil, grease and loose deposits, etc.
The coating process shall be commenced immediately after the blast cleaning and
surface and cleaning and before the formation of visible oxidation on the metal
surface.
The metal shall be pre-heated in an indirectly fired oven to a temperature not
exceeding 245 degrees centigrade. In the event of any oxidation on the surface the
metal shall be cooled to ambient temperature and re-cleaned before re-
commencing the coating process. The heated metal shall be immersed in a bed of
fluidized epoxy powder until such time as the thickness of the coating is 300
microns.
Alternatively, powder can applied by spraying onto the pre-heated surface until
the required and uniform thickness of coating has been achieved. The spray gun
shall have sufficient capacity to maintain a uniformly dense moderate velocity
spray pattern. The coating shall be applied in a uniform sweeping motion.
The coating shall be cured in accordance with the powder manufacturer’s
recommendations to achieve optimum physical and chemical properties.
The coating shall be tested with a calibrated thickness gauge to ensure a minimum
coating thickness of 300 microns. Spark testing for pin holes, cracks, voids,

contamination and damaged areas shall be carried out using a high voltage spark
generator of 2KV. Faults shall be repaired and cured in accordance with the
powder manufacturer’s instructions.
On delivery to site all pipes and fittings shall be carefully inspected for handling
or transit damage and shall be repaired following the manufacturer’s
recommended procedures.
At all times the Engineer of his Inspecting Authority shall be permitted free access
to the place of coating for the purpose of examining and witnessing the coating
process.
3.24 Pipeline Marker Tape
All pipelines shall be marked with a acid and alkali resistant polyethylene
detectable warning tape with a minimum width of 300 mm. The tape shall be blue
in colour and clearly marked in black lettering with “Caution- Water mains
Below” in both English and Arabic with a maximum repeat distance between each
text along the tape of not more than 1 m. the tape shall be placed during
backfilling of the pipeline trench at a depth of 500 mm below the finished ground
level.
The tape shall have a minimum strength of 125 kg/sq.cm in the longitudinal
direction and 105 kg/sq. cm transversely. The minimum thickness of the tape shall
be 0.5 mm. The metallic conductor shall be aluminum foil having a width of not
less than 50 mm and a thickness of not less than 10 microns. The foil shall be
totally enclosed within the polyethylene laminate such that the edges of the foil
are totally protected against corrosive attack.
The aluminum foil strip shall be detectable from the surface using a buried cable
locator. The manufacturer of the tape shall provide methods for joining and
terminating the tape, to enable a low resistance connection to be made to the
aluminum foil. Electrical connection points shall be made at each chamber along
the pipeline route.
3.25 Pipeline Marker Posts
Marker posts shall be 100 mm diameter galvanized mild steel pipe filled with
grout and set in concrete to the dimensions and at the locations shown in the
Detail drawings, or as specified below. Pipeline marker posts shall be painted in
alternate bands of red and white.
Marker plates shall be aluminum plates 125 x 80 x 3 mm thick with rounded
corners and secured to the post with 4 Nr rust-proof screws and as shown in the
Detail Drawing. They shall be engraved prior to installation with the word
“MWR”, the pipeline diameter and material and if the pipeline is offset, the offset
distance. Where marker plates are located at chambers, the plates, shall be
engraved in accordance with the detail drawing.

Marker posts shall be installed during the second stage backfilling and the backfill
around each post base properly compacted. Marker posts shall normally be spaced
at 100 metres intervals outside city boundaries and at valve chambers in the city.
3.26 Surface Box
Surface Box shall comply with PAW Standards (TET-SS-5015) Surface Box.
3.27 Valve Chambers
Valve chambers shall be constructed on the pipeline as shown on the drawings
and directed by the Engineer and shall be constructed in accordance with typical
details shown on the drawings.
All chambers shall be constructed of RCC slabs of sulfate resistant cement with
crushing strength at 28 days not less than 25 N/mm2, with dimensions as shown
on the drawings to allow easy access for operation and maintenance of valves.
All chambers shall be watertight.
All chambers shall project a minimum of 150 mm above ground level, except
under roads and verges where the chambers shall be constructed so that the top of
the cover is level with finished road level.
All chambers shall be numbered and each chamber shall have its number painted
on it in black matt waterproof paint.
All chambers shall have DI frame and cover, medium duty for sidewalks and
heavy duty for roads. All covers shall have “WATER” embossed on the external
surface. Covers for air valve chambers shall have air vents.
All frames shall be solidly bedded in cement mortar so that the covers when in
position are flush and even with the adjacent surfaces. Where required the frames
shall be bedded in Class 30/20 concrete not exceeding 250 mm thick.
Hinged surface boxes complying with BS 5834 Grade B2 shall be cast into
chamber cover over all valve spindles unless otherwise directed by the Engineer.
The Contractor shall be responsible for the design of all structural works of valve
chambers in accordance with the soil investigation carried out on site. The tender
drawings show typical details.

This section covers the requirement for testing, inspection and commissioning of
electrical and mechanical Plant to be supplied under this Contract. The Contractor
shall comply with the requirements as follows:
- Pre-Installation Tests and Procedures
- Pre-Handover Tests and Inspections
- Project Takeover Procedure
4.5.1 Reference
The following publications, codes and standards are referred to in this section.
BS 599 Methods of testing pumps.
BS 5514 Test method of reciprocating internal combustion engines.
Other standards may be used subject to the Engineer's approval
4.5.2 Submissions
The following submissions are required by this section.
4.5.2.1 Details of methods of testing.
4.5.2.2 Copies of certificates for tests carried out.
4.5.3 General
No Plant or material shall be despatched from the Manufacturer's Works, without
the written permission of the Engineer.
Full details of the method of testing proposed for each item shall be submitted
with the Tender. The expenses of all works and site tests shall be born by the
Contractor.
4.5.4 Test Instruments
The Contractor shall satisfy the Engineer to the accuracy of all instruments used
for the tests and if required shall produce recent calibration tests, or otherwise
have them calibrated at his own expense by an independent authority.
4.5.5 Test Certificates
Test certificates shall be provided giving a detailed record of all electrical and
mechanical tests carried out on the Plant both in the Manufacturer's Works and at
site.
Copies of certificates shall be provided in triplicate.
The certificates shall bear the description of the appropriate item of Plant together
with its serial number or other identifying reference, the methods of tests, standard
to which the item was tested and full results of such tests.

The certificate shall be signed by the Manufacturer and where appropriate the
Engineer, to certify satisfactory completion of the tests.
4.5.6 Works Hydraulic Tests
All Plant subject to water pressure including pumps, pipes, fittings and valves,
shall be hydraulically tested to at least (1.5) times the maximum working pressure
or (2) times the normal working pressure whichever is greater.
Any of the hydraulically tested items shall be subject to the Engineer's random
item proof re-test and notice of testing dates, shall be submitted to the Engineer.
4.5.7 Works Inspection Tests and Guarantees
All the design data and guarantee tables shall be completed with the Guaranteed
Particulars and efficiencies of the Plant offered at the duties specified, and these
will be binding and may not be varied except with the consent in writing of the
Engineer.
Full witness testing to the relevant standards and to prove any guarantees given
will be required for the following items:
Sewage pumps.
Electric motors.
Standby Generating Unit.
Odor control system.
Lifting equipment.
The Contractor shall give notice of at least ten days to the Engineer's
Representative of the date when materials will be ready for inspection.
No material is to be delivered to Site without the above described inspection
having been carried out, if the inspection has been requested by the Engineer.
In addition all other items of Plant not subject to witness testing shall be
temporarily erected at the Manufacturer's Works and tested for satisfactory
operation. Copies of Manufacturer's test readings shall be submitted to the
Engineer prior to packing for shipment. Certified copies of Manufacturer's test
readings of all items shall be submitted to the Engineer. Whilst the Engineer
shall be provided with facilities for witness testing and/or inspection of all items
of equipment at the Manufacturer's Works, he may at his discretion advise that the
tests shall proceed in his absence, whereupon the tests shall be made as if in his
presence and duly certified copies of test readings shall be submitted.
Where items of equipment are identical in size and duty it may be required, at the
Engineer's discretion, that a reduced number of items be subject to witness tests.
However this shall not relieve the Manufacturer from the requirement of carrying
out the performance tests on all items prior to offering for witness testing.

If after inspecting, examining, or testing any material or equipment, the Engineer
decide that, such items or any part thereof is defective, or not in accordance with
the Specifications or performance requirements, the Engineer shall reject items or
part thereof, giving the Contractor within a reasonable time, notice in writing of
such rejection, stating therein the grounds upon which the said decision is based.
All retesting shall be at Contractor's expense.
As and when the Engineer is satisfied that the equipment shall have passed the
Co-ordination of Site Testing Programme
The Contractor shall be responsible for co-ordinating the programme of site
testing of all items and to ensure that all parties concerned are present during any
tests to obligate their responsibilities.
4.5.8 Site Testing
4.5.12.2 All tests shall be carried out by the Contractor on his expenses under the
supervision and to the satisfaction of the Engineer, as follows:
(i) Pumping Units:
Rate of discharge at the duty point of pump, and within the working range.
(ii) Electric Motors:
An insulation resistance test shall be made on electric motors before and after
durability test.
(iii) Generating Unit
The generating unit shall run on actual loads for a period not less than
two consecutive days to demonstrate the ability and reliability of the
units.
During this test the temperature of the different parts of the engine, alternator and
exciter shall be measured and recorded.
The fuel consumption also shall be measured and recorded.
Starting, loading and stopping shall be tested.
(iv) Alternator :
An insulation resistance test shall be made on electric motors, alternator, exciters,
switchgears and cables before and after durability test.
Relays of circuit breaker shall be tested to see that they are functioning correctly.
(v) Hydraulic Tests of Pipes, Special Pieces, Fittings and Valves:
After completion of laying the pipes, valves and fittings for the pumping station,
the ground reservoir and the elevated tank, they shall be tested at 1.5 times the
max. working pressure or 2.0 times the normal pressure whichever is greater.

(vi) Auxiliaries:
Gantry and jip cranes shall be tested to prove that they fulfil the purpose for which
they are supplied.
(vii) Other Tests:
All relays, controls, alarm and apparatus for all units of the plant shall be checked
before carrying the durability test, to prove that they are functioning correctly,
they shall be also checked after the test, if it is found necessary, on all or some of
them to the satisfaction of the Engineer.
4.5.9 Functional and Preliminary Tests at Site
Upon completion of the erection of the various plant components and before the
first start up, the Contractor shall perform preliminary and functional tests as
deemed necessary in order to check whether the plant is ready for putting into
operation.
For this purpose the Contractor shall inform the Employer/Engineer in writing that
the plant is ready to undergo the preliminary and functional tests. At least one
week earlier he shall present the test programme proposed by him including the
respective time schedule for approval.
The Employer/Engineer shall, without undue delay, charge the Contractor to
perform the approved test programme and the Contractor shall carry out the
required preliminary and functional tests to his own as well as to the
Employer/Engineer's full satisfaction. The Employer/Engineer shall be given
opportunity to participate in all tests and shall have the right of access to all test
results.
4.5.10 Trial Operation
After having finished all functional and preliminary tests at site and before
commissioning of the plant, the Contractor shall notify the Employer/ Engineer in
writing that all erection work is complete and the plant is checked and
satisfactorily tested and is ready for start of Trial Operation.
The start of Trial Operation shall be mutually agreed upon between the Contractor
and the Employer/Engineer. During the Trial Operation period all procedures
required for start ups, operation at all imaginable loads and operating conditions,
shut down, ... etc., shall be performing by the Contractor and the plant shall be
operated according to the Contractor's requirements subject to Employer's consent
as long as the Contractor has satisfied himself that the plant is complete in every
respect and ready for an uninterrupted initial Operation. This fact shall be
communicated to the Employer/Engineer in writing. The minimum period for the
trial operation shall be two (2) weeks.

4.5.11 Operation Reliability Tests
Within three (3) days after of the notice mentioned above and uninterrupted
Operation and Reliability test shall be performed. This test shall continue until
two (2) months of uninterrupted operation have been completed. During this
period the Contractor shall operate the plant under all possible conditions as
requested by the Engineer. If the operation has to be interrupted owing to reasons
for which the Contractor is responsible, the two (2) months operation test shall be
restarted from the beginning after the cause of interruption has been removed by
the Contractor.
On satisfactory completion of the operation and reliability tests mentioned above,
the provisional taking-over of the plant may be issued in accordance with the
Conditions of Contract.
During such period the Contractor shall be responsible for training of the
Employer's Staff (Engineers and Technicians) on the operation and maintenance
procedure of the plant equipment.
4.5.12 Penalty and Rejection Conditions
4.5.16.1 Rejection Conditions at Manufacturer's Works
All materials tested at Manufacturer's Works shall be rejected if they fail to pass
type and routine tests and if the results of the tests do not correspond with the
guaranteed figures submitted by the Contractor, after applying the tolerances of
the International Organization for Standard Specifications or equal.
4.5.16.2 Penalty Conditions on Site
If results of tests on site do not correspond with the guarantee figures submitted by
the Contractor, a penalty at the following rates shall be payable by the Contractor
to the employer. A tolerance of 2.5% shall be allowed for measurement only.
(i) Penalty on Discharge of Pumping Units:
If the measured discharge of any pumping unit at the duty point of the set is less
than the guarantee figure, a penalty at the rate of 1% of the Contract Price of the
pumping set for each full 1% less than guaranteed figure of the discharge and up
to 95% of the guaranteed figure shall be paid.
(ii) Penalty on Motors:
The penalty shall be 1% of the Contract Price of the motor for each degree
centigrade temperature rise on site tests exceeding the guaranteed figures and up
to 5 C.
4.5.16.3 Rejection Conditions on Site
Any equipment may be rejected if they do not pass satisfactorily the
aforementioned tests, or any additional tests of current practice to determine their

quality and their standard of workmanship, also if the results of the tests do not
correspond with the guaranteed figures submitted by the Contractor within the
following limits, a tolerance of 2.5% shall be allowed for measurement.
(i) Pipes, Fittings, Special Pieces and Valves:
If they fail to fulfil tightness tests carried on site.
(II) Alternator:
If their temperature rise during run test exceeds the guaranteed value by more
than 5°C.
4.5.13 Final Test
The Contractor, at the end of the whole Works after expiration of the guarantee
period shall demonstrate in the presence of the Engineer's Representative that all
mechanical, electrical and control equipment are functioning as an integrated
system according to the requirements of the Specifications and are capable of
being operated satisfactorily.
The final test will be in a form to be agreed upon between the Engineer and the
Contractor, but it is evident that it will take the form of a systematic check on the
functioning of each individual item of the plant, separately and in conjunction
with one another.
The Contractor shall be responsible for the operation of the Works during the
commissioning and testing period. During the guarantee period the Municipality
are responsible for the operation and the Contractor shall be responsible for the
maintenance of plant during this period.
If the equipment did not verify the guarantee figures, the Contractor shall repair
and/or change any part of the equipment on his expense to verify these figures,
and the final taking over shall be postponed until these repairs and/or changes are
carried out after being approved by the Employer and the guarantee figures are
verified.
4.5.14 Cost of Testing and Inspection
The rates entered in the Schedule of Prices for all components of the project shall
include the costs of all factory and site tests, covering temporary erection, labour,
materials, instrumentation, stores, fuel and power consumed as may be required
during all inspections and tests and for the provision of certified records and
covers.
