3 Overview of IEC 61850 System Configurator
The DVD-ROM contains IEC 61850 System Configurator.
The IEC 61850 System Configurator enables you to configure and set parameters for IEC 61850 stations
(Edition 1, Edition 2 and Edition 2.1). This tool allows you to manage sub-networks, network communicators,
and their IP addresses and to connect the information items of different communicators.
The IEC 61850 standard has been defined in cooperation with manufacturers and users to create a uniform,
future-proof basis for the protection, communication, and control of substations.
The advantages of using this protocol are as follows:
Interoperability With IEC 61850, you will not encounter protocol diversity and integration problems.
Simpler Engineering From engineering to implementation, from operation to service, it saves time and costs
on configuration, commissioning, and maintenance.
Reduction of costs IEC 61850 replaces wiring among feeders, control switches, and signaling devices.
Reliability It uses only one communication channel for all the real-time data synchronized using
Ethernet.

All components are available in English, German, French, Italian, Portuguese, Spanish, Russian, Turkish, and
Chinese.

4 Content of Consignment
Installation as Part of DIGSI 4 and DIGSI 5
The IEC 61850 System Configurator is included in the Setup of DIGSI 4 and DIGSI 5. It will be installed or
usable with DIGSI, if your DIGSI license contains the IEC 61850 System Configurator license.

Installation from Download Area

• IEC 61850 System Configurator setup (including IEC Supervisor, IEC Browser, Netview, ICD reference files
for NTP, and Clients Edition 1, Edition 2 or Edition 2.1).

• Product information (this document) with important additional information in English and German.

i If you are using multiple Ethernet adaptors in your PC, you need VMWare Workstation to select the correct
Ethernet adaptor for the connection to the devices. If just one Ethernet adaptor is present, then the
free-of-charge VMWare Player is sufficient to run the IEC 61850 System Configurator.

Compatibility with Other Software

The latest version of IEC 61850 System Configurator can be installed and used on the same system in parallel
with the following tools:
• IEC 61850 System Configurator
The versions V4.xx, V5.xx or higher of the IEC 61850 System Configurator can be installed and used on
the same system in parallel.
The versions V4.xx were released earlier with DIGSI 4 versions earlier than DIGSI 4.88.
• DIGSI 4 and DIGSI 5
The usage of the IEC 61850 System Configurator with DIGSI 4 and DIGSI 5 on the same system is
possible.
From DIGSI 5 V6.00 on, the support of the IEC 61850 System Configurator is integrated.
Projects created with previous versions of DIGSI 5 must be converted first.

So far, no incompatibilities have been found. Microsoft Windows Defender has been explicitly tested.

6 Hardware Requirements
To work with the IEC 61850 System Configurator, you need a PC or laptop with the following minimum
specifications independent from the used operating-system version:

• 2.2 GHz processor or higher

• 250 MB of free storage space on the hard disk

• 8 GB of RAM (16 GB recommended)

• Graphic display with a resolution of 1024 x 768 (1280 x 1024 recommended)

• DVD-ROM drive

• Keyboard and mouse

• Ethernet port
If you are dealing with comprehensive projects with several protection devices, Siemens recommends using a
PC meeting the latest standards of performance.

 NOTE

i If you use the IEC 61850 System Configurator on a laptop with power management, Siemens recommends
keeping that laptop attached to an external power outlet. This avoids power drops due to energy-saving
modes of the laptop running on batteries.

7 Installation
Installation as Part of DIGSI 4 or DIGSI 5
The IEC 61850 System Configurator is automatically installed on your PC during the installation of DIGSI 4 or
DIGSI 5. For more information, refer to the DIGSI Product Information.

Installation from the Download Area

NOTE

i The download version provided on the Internet requires an already existing installation and only updates
versions greater than V5.00.

NOTE

i You need administrator rights.

² Download the ZIP setup file from the IEC 61850 System Configurator download area.

² Decompress the files to a local folder on your PC. Keep the folder structure as it is in the ZIP archive.
² Execute Setup.exe.
The latest version is installed over your existing version.
² Follow the next steps on the installer screen to have a successful installation of IEC 61850 System Config-
urator.

Silent Installation – Command Line Parameters

NOTE

i The command line can be used to install the IEC 61850 System Configurator as a standalone version
without DIGSI.

² Open the directory containing the Setup.exe of the IEC 61850 System Configurator setup package.
² Call the Setup.exe either through the command line or via any script with the following parameters:
² <"...\SetupData\InstallationData\SysCon\Setup"> /si VIADIGSI=FALSE SYSCONSILENTMODE=TRUE

 Once the silent installation is started, you can see a process Setup.exe running in the task manager. It will be
closed automatically once the installation is completed.
For more information regarding the setup progress, look at the installation logs.

8 Uninstallation
Uninstallation – Windows Uninstaller
With the Windows Uninstaller, you can remove the IEC 61850 System Configurator with all optional compo-
nents from your PC. During uninstallation, the IEC 61850 System Configurator installer removes all program
files installed. The user-specific data like projects remain unaffected.
² To open the Control Panel, click Start > Control Panel > Programs and Features. The Programs and
Features window is displayed.
² Right-click Siemens IEC 61850 System Configurator and select Uninstall from the context menu.
² Follow the next steps on the installer dialog to remove IEC 61850 System Configurator from your PC.

Silent Uninstallation – Command Line Parameters

² Navigate to the installed directory and open the folder Setup. For example: C:\Program Files
(x86)\Siemens\IEC 61850 System Configurator V0x.xx\Setup.
² Call the Setup.exe either through the command line or via any script with the following parameters:
C:\Program Files (x86)\Siemens\IEC 61850 System Configurator V0x.xx\Setup\Setup.exe” /arp /sx

New Features and Improvements

• The IEC 61850 System Configurator supports the Routable GOOSE (R-GOOSE) publisher and subscriber
configurations using the editor R-GOOSE. The editor R-GOOSE facilitates routing the existing GOOSE
messages over an IP-based network.

• The IEC 61850 System Configurator supports the Modbus mapping configuration according to
IEC 61850-80-5. The creation of an IEC 61850 data model, the import and the export of Modbus
configuration description files (.mcd) are possible.

• The column Description in the editor Substation has been enhanced.

• The handling of later binding signals during renaming has been improved.

• The handling of Functional Constrained Data Attributes (FCDA) reordered in SMV datasets during SCL
upgrade scenarios has been improved.

• The SCD export of Edition 1 from a higher edition station either Edition 2.1 or Edition 2 for IEDs
connected to multiple subnetworks has been enhanced.

• The folder Siemens Energy within the installation folder has been renamed as Siemens.

3 Übersicht über IEC 61850-Systemkonfigurator

Mit dieser DVD-ROM erhalten Sie den IEC 61850 Systemkonfigurator.
Mit dem IEC 61850-Systemkonfigurator werden IEC 61850-Stationen (Edition 1, 2 und 2.1) konfiguriert und
projektiert: Sie verwalten Subnetze, die Netzteilnehmer und Ihre IP-Adressen und verknüpfen Informationen
verschiedener Teilnehmer.
Der Standard IEC 61850 wurde in Zusammenarbeit von Herstellern und Anwendern als einheitliche und
zukunftssichere Basis für den Schutz, die Kommunikation und Steuerung von Unterstationen festgelegt.
Das Protokoll hat folgende Vorteile:
Interoperabilität Mit IEC 61850 gibt es keine Probleme mit unterschiedlichen Protokollen oder Integra-
tion.
Einfacheres Engi- Konfiguration, Inbetriebnahme und Wartung können mit weniger Zeit und Kosten

6 Hardware-Voraussetzungen
Um mit IEC 61850-Systemkonfigurator zu arbeiten, benötigen Sie einen PC oder Notebook mit den folgenden
Mindestvoraussetzungen, die unabhängig von der Version des verwendeten Betriebssystems sind:

• 2,2 GHz -Prozessor oder höherwertig

• 250 MB freier Festplattenspeicher

• 8 GB RAM (16 GB empfohlen)

• Grafik-Display mit einer Auflösung von 1024 x 768 Pixel (1280 x 1024 Pixel empfohlen)

• DVD-ROM-Laufwerk

• Tastatur und Maus

• Ethernet-Port
Wenn Sie umfangreiche Projekte mit z.B. mehreren Schutzgeräten bearbeiten, empfiehlt Siemens den Einsatz
eines Rechners mit der zurzeit gängigen Leistungsfähigkeit.

i Wenn Sie den IEC 61850-Systemkonfigurator auf einem Notebook mit Energie-Management verwenden,
empfiehlt Siemens, den IEC 61850-Systemkonfigurator auf diesem Notebook zu verwenden, während es
an eine Steckdose angeschlossen ist. Damit wird ein Stromabfall durch Energiesparmodi des Notebooks im
Akkubetrieb vermieden.

7 Installation
Installation als Bestandteil von DIGSI 4 oder DIGSI
Bei der Installation von DIGSI 4 oder DIGSI 5 wird der IEC 61850-Systemkonfigurator automatisch mit instal-

Installation aus dem Download-Bereich

siert nur Versionen größer als V5.00.

² Entpacken Sie die Dateien in einen lokalen Ordner auf Ihrem PC. Behalten Sie die Verzeichnisstruktur bei,
wie sie im ZIP-Archiv vorgegeben ist.
² Führen Sie Setup.exe aus.
Die neueste Version wird über Ihrer vorhandenen Version installiert.
² Befolgen Sie die nächsten Schritte auf dem Installationsbildschirm, um eine erfolgreiche Installation von
IEC 61850-Systemkonfigurator durchzuführen.

Silent Installation – Parameter für die Kommandozeile

HINWEIS

i Die Kommandozeile kann benutzt werden, um den IEC 61850-Systemkonfigurator als Standalone-Version
ohne DIGSI zu installieren.

² Öffnen Sie das Verzeichnis mit der Setup.exe des IEC 61850-Systemkonfigurator-Setup-Pakets.
² Starten Sie die Setup.exe entweder über die Kommandozeile oder über ein anderes Script mit folgenden
Parametern:
² <"...\SetupData\InstallationData\SysCon\Setup"> /si VIADIGSI=FALSE SYSCONSILENTMODE=TRUE

i Die Parameter wie SYSCONSILENTMODE etc. müssen nicht in Anführungszeichen gesetzt werden.

Sobald die Silent Installation gestartet ist, können Sie im Task Manager einen Prozess Setup.exe sehen. Wenn
die Installation abgeschlossen ist, wird der Prozess beendet.

8 Deinstallation
Deinstallation – Windows-Deinstallationsprogramm
Mit dem Deinstallationsprogramm von Windows können Sie den IEC 61850 Systemkonfigurator mit allen
optionalen Komponenten von Ihrem Rechner entfernen. Während der Deinstallation entfernt das Installation-
sprogramm alle installierten Programmdateien des IEC 61850 Systemkonfigurator. Benutzerspezifische Daten
wie z.B. Projekte werden nicht entfernt.
² Öffnen Sie die Systemsteuerung über Start > Systemsteuerung > Programme und Funktionen. Das
Fenster "Programme und Funktionen" wird geöffnet.
² Klicken Sie mit der rechten Maustaste auf Siemens IEC 61850 Systemkonfigurator und wählen Sie
Deinstallieren aus dem Kontextmenü.
² Befolgen Sie die weiteren Schritte im Installationsdialog, um den IEC 61850 Systemkonfigurator von
Ihrem PC zu entfernen.

Silent Deinstallation – Parameter für die Kommandozeile

² Navigieren Sie zum Installationsverzeichnis und öffnen Sie den Ordner Setup. Beispiel: C:\Program Files
(x86)\Siemens\IEC 61850 System Configurator V0x.xx\Setup.
² Rufen Sie Setup.exe entweder über die Kommandozeile oder durch ein Skript mit folgenden Parametern
auf:
C:\Program Files (x86)\Siemens\IEC 61850 System Configurator V0x.xx\Setup\Setup.exe” /arp /sx

Neuerungen und Verbesserungen

• Der IEC 61850 Systemkonfigurator unterstützt die Routable GOOSE (R-GOOSE) Publisher- und
Subscriber-Konfigurationen mithilfe des Editors R-GOOSE. Der Editor R-GOOSE erleichtert das Weiter-
leiten vorhandener GOOSE-Meldungen über ein IP-basiertes Netzwerk.

• Der IEC 61850 Systemkonfigurator unterstützt die Modbus Mapping-Konfiguration gemäß

IEC 61850-80-5. Die Erstellung eines IEC 61850-Datenmodells sowie der Import und der Export von
Modbus Configuration Description-Dateien (.mcd) sind möglich.

• Die Spalte Beschreibung im Editor Unterstation wurde erweitert.

• Die Handhabung von Later-Binding-Signalen bei der Umbenennung wurde verbessert.

• Die Handhabung von "Functional Constrained Data Attributes (FCDA)", die bei SCL-Upgrades in SMV-
Datensätzen neu angeordnet werden, wurde verbessert.

• Der SCD-Export in der Edition 1 aus einer Station mit höherer Edition (entweder Edition 2.1 oder
Edition 2) bei IEDs, die mit mehreren Subnetzen verbunden sind, wurde verbessert.

• Der Ordner Siemens Energy innerhalb des Installationsordners wurde in Siemens umbenannt.
