Foreword :
There is a common saying that” If you don’t plan you fail” This is true. Many people
fail because of failing to plan. Every strategic plan is a road follow and one to
development if followed rightly. if this plan carefully implemented and followed, this
parish will be a model parish of all the parishes in our Diocese and the child
development Centre will excel in performance in all areas of her operation.

When one looks at the features and content of this strategic plan, there is no doubt
that the best quality services will be provided .The children and youths in the
Church will be of great use and of great value in their growth and living. The fathers
and mothers too will benefit and the community at large. The focused church will
raise focused people who have all skills, character, values needed for our broken
generation. A great nation, great families, great leaders both in civic and religious
circles will emerge.

The church will be able to develop socially, economically, spiritually and all other
noble areas of life. The Bible tells us that we the train the child the way he should
go and when he grows, he will not depart from it.(Proverbs22:6).

The church that sees far has such strategic plans that advance fertile grounds for
her growth and development. It is our prayer that the vision, dream, goal, objectives
of this strategic plan are realized .There is a need to educate people about it,
mobilize resources to enhance it and purposely implement it. Many people and
organizations make very good and well-designed plans strategic plans but remain
on paper and are not put to use. Let this strategic plan be blessed and bless many
people. And this will set a right and firm foundation for our nation and shape the
next generation.

challenged us during his first pastoral visit to the parish on 29 th October 2014 to see
far, thus the need for a written document to guide our development it was on this
same day that the parish church was official named St.Matthew Kyamate C.O.U
Parish.

Executive summary:

This integrated strategic development plan 2017-2032 for St.Matthew Kyamate


C.O.U Parish is a long-term plan aimed at serving as a direction for the church and
the Child Development Centre taking advantage of the available opportunities and
strengths while overcoming its weaknesses and threats. With the goal of realizing
its vision by 2032.This document is a collection of ideas and views given by all key
stakeholders and serves as a heed to the common saying that if fail to plan, you are
planning to fail.

This strategy is the framework that will give stability and consistency to the church,
the C.D.C and its employees, partners, stakeholders and beneficiaries while it
conducts its business.

The participatory process through which, this document was put together
successfully is a characteristic of the competencies of the church’s wealth of human
resources .Though formulation of corporate strategy is more complicated today
than ever before, it has become increasingly important to succeed in achieving
church goals as a prerequisite to justifying the existence of the church.

As current thinking emphasis, participatory bottom –up approaches to planning


have been employed in all activities prior to the construction of this document.
Emphasis has been laid on the fact that the beneficiary is ultimately the deciding
factor in terms of how the church should frame its future.

This Integrated Strategic Development Plan 2017-2032 will among other things.

 Ensure that the church serves its beneficiaries better by provision of the best
quality services.
 Ensure that the church maintains a vibrant children and provision of the best
quality services.
 Ensure that the church maintains a vibrant mothers and fathers ministry
(Mothers Union and Fathers Union).
 Ensure that St.Matthew Kyamate C.O.U Parish meets the expectations of all
the stakeholders(The Diocese, the Youth, children, Parents, Workers and all
ministry partners).
 Ensure that the church will more effectively and efficiently use their
resources to promote quality holistic ministry.
 Ensure that the church will concentrate on developing the skill levels of all its
leaders and members.
 Ensure that church is adaptable to external changes and are able to respond
adequately in regard to the development trends.

STRATEGIC DIRECTION

Background

St. Matthew Kyamate C.O.U Parish is located in a...............kilometre distance south


of Ntungamo town, in Ntungamo Municipality ,Ntungamo District in south Western
Uganda. It is part of the Diocese of South Ankole which belongs to the wider
Anglican communion. The Parish comprises of ........churches with a congregation
of ...................The church runs vibrant children, Youth, Mother, Fathers, Mission and
Evangelism ministries.

The main economic activity in this area where the church is located is subsistence
agriculture that provides live hood to over85% of the population who mainly grow
bananas, beans, ground nuts, cassava, potatoes and coffee. The proximity of the
parish to the Uganda-Rwanda boarder also accords cross boarder trade
opportunities to the local population. The general standards of living are very low.
Most people are low income earners who earn an income mainly through causal
labour, petty businesses and sale of agricultural produce.

Kyamate CDC on the other hand is a child development Ministry of St.Matthew


Kyamate Church of Uganda Parish, South Ankole Diocese-Ntungamo District .The
Ministry started in December ........... when the first registration of beneficiaries
took place. The project currently has .................registered children in the age
ranges of 3-14 years.

St.Matthew Kyamate area has two dominant religious dominations; Protestants and
Roman Catholics. Other visible religious denominations include Pentecostals and
Moslems. Literacy levels are considerably very low at about 35%. Education is
believed to be just for families ,although there is Universal Primary Education not all
parents take their children to school.

Problem statement.

................................is among the sub counties with high poverty rates in Ntungamo
District.A basic baseline quantitative survey carried in the areas covered by
St.Matthew Kyamate C.O.U Parish found poverty as the biggest problem faced by
the families that make up the congregation at 40%,followed by domestic violence at
30%,child neglect at 15% and diseases at 10% respectively. Among the sicknesses
affecting the population, Malaria ranked highest with 45% ,followed by water borne
diseases at 35% ,malnutrition at 15% HIV/AIDS at 06% and others at 04%.

As at result of the above, St.Matthew C.O.U is designing interventions aimed at


bringing sustainable transformation ,healing and restoration of the dignity of all
people within is reach to the glory of God through evangelism, education and Child
Ministry.

SWOT AND SITUATIONAL ANALYSIS

Following is a combination of internal factors(strengths and weaknesses)and external factors


(opportunities and threats) that affect ministry at St.Matthew Kyamate C.O.U .An analysis of
these factors as displayed below has been used as a key determinate of the proposed
strategic direction of Ministry at St.Matthew Kyamate C.O.U .

The internal factors have been viewed as issues that can be enhanced or mitigated
depending on their impact on the desired state of the church while for the external factors
which may not be within the means of the church to control proposed course of action to

Strategic Goal

To transform St.Matthew Kyamate C.O.U Parish, into a spiritually grounded church

Actions on the strategic objectives


To achieve the above, St.Matthew Kyamate COU Parish will do the following;

1. To provide spiritual nurture to the children, and adults in the community to


enable them mature in the Christian faith.

Action points:

a) Church programs geared at helping and encouraging members God’s word.


These will mainly be done through discipleship classes for new believers,
strengthening of Bible study and fellowships.
b) Innovatively engage with the various church ministries(child ministry, youth
ministry, mothers union and Fathers union) to create holistic programs that
ensure spiritual growth.
c) Provide more time for the children, and buying more teaching, learning and
playing materials.
d) Encouraging the spiritual discipline of prayer, fellowship goals of the
congregation.
e) To sensitize the congregation and community members to be sensitive and
conserve the environment within its limits.
f) Integration of environmental lessons in church, school and CDC lessons and
activities.
g) Encourage Christians to volunteer to serve the Lord using their gifts, skills
and competencies.

3.To develop sustainable sources of income to support the church ministry.

Action points

a) Set up commercial buildings and commercial farming ventures on church


land.
b) Introduce, and continue strengthening the stewardship teachings and
educate members on giving/tithing.
c) Expanding the resource base by engaging in unique income-generating
activities like commercial tree farming.
d) To boldly plan for and engage in business ventures which will complement
the income of the church. Like dairy farming, Goat rearing, banana and coffee
farming.

4.To promote strong partnership networks with relevant stakeholders locally,


regionally and internationally to ensure the church is able to advance her work and
operations.

a) Networks in the church-embracing the adage that”charity begins at home” the


church will enhance forum that enable church members to know each other better
thereby creating a loving environment.
b) Harnessing ICT e.g the website and use of social media network to reach out to the
church’s potential partners.
c) Effectively use international calendar events such as father’s and mother’s day or
other church calendar events to reach out and make involvement of the church felt.
d) Proactively look out for partners for the advancement of the gospel.
e) Continue collaborating with sister churches in the Diocese and beyond to learn and
share best practices.(Benchmarking).

5.Ensure that St.Matthew Kyamate COU Parish has enough competent human resources
(HR) available to do the Lord’s work

a) Employing qualified staff support and provide an environment for their professional
growth.
b) Continuously asses staff training needs and implement them.
c) Put in place relevant management committees for effective organizational leadership
and management.
d) Ensure that there is continuous training and development for all number by 2 times.

6.To achieve numerical growth in committed church membership from current number by 2
times

a) Baptism and confirmation candidates to be properly and effectively instructed in


basics of faith.
b) Encourage every one to reach out to their peers.
c) Integrate all categories of people into church leadership and ministry.
d) Regularly reach out to the unreached especially professionals, government officials,
business community and the youth.
e) The church to organize and finance mass weddings at least once a year to enable
people who are not wedded to do so.

a) Come up with an annual sensitization program on food security e.g family


competitions/shows on food security and attach rewards to it.
b) Regular community sensitizations on better methods of land management
and farming .Work out a program with sub county/district lands and
agricultural officers.
c) Solicit for funds to buy seedlings and give them to the Christians.
d) Organize agriculture tours and outreaches for staff and Christians

acquiring of certificates of title.
