1 INTRODUCTION
1.1 Project Overview
Waste management on a project is ultimately the responsibility of the Project Manager
however the coordination of this activity is usually discharged through the Project HSSE
Manager.
1.2 Purpose
This Construction Waste Management Plan establishes guidelines for proper
segregation, handling, storage, transportation and disposal of all wastes generated
by the Project during construction phase.
The primary purpose of this Waste Management Plan is to:
. Identify the different types of waste stream as defined by the regulation
and their segregation methods
. Define responsibility for the handling of waste and its management from
source to safe disposal.
. Demonstrate compliance with Project Contractual Waste Management
requirements, COMPANY policies and plans, and with all relevant Iraqi
Environmental laws, rules, and regulations applicable regarding Waste
Management
. Define the plans for recording, monitoring tracking, and reporting of waste.
1.3 Scope
This HSHX WMP is applicable to all functional aspects of the work scope for the Project
described below:

The scope of this Waste Management Plan is applicable to this Project. This Plan
applies to all AL HSHX including the Sub-Contractors personnel.
The CWMP is a dynamic, live document and will evolve as necessary throughout the
Project life- cycle.
2 ROLES AND RESPONSIBLITIY
HSHX Project Manager is responsible to provide required HSSE resources and ensure
sub-Contractors establish and maintain sufficient and competent resources (people,
equipment, materials, and information) in line with COMPANY (IFMS) HSSE
requirements Regulatory requirements and laws of Iraq. This will enable implementation
Waste Management Plan (WMP) anddeliver it effectively the HSE Engineer will ensure
implementation of the WMP.
3 WASTE MANAGEMENT PRINCIPLE, CLASSIFICATION AND QUANTIFICATION
3.1 Waste Management Principle
The following principles shall be applicable for the NEF.
• All wastes will be stored, treated and disposed within the MFD secure area.
• No wastes will be transferred for disposal at the dumpsites until
requested LMS and approved by the MFD waste management
contractor
• Selected segregated materials for recycling will be stored receptacle
bins and collected and transport by MFD waste management
contractor
• A number of hazardous wastes will be stored on-site during the construction
• No wastes will be exported from Iraq.
• Periodic reviews of the Waste Management Strategy and WMP will
consider the use of off-site companies providing waste treatment and
disposal services.
3.2 Waste Sources, Classification and Quantification
It is anticipated that waste will be generated from the following
sources and activities:
• Worker camps/accommodation
• Kitchens,
• Medical clinics,
• Offices,
• generated water from the waste treatment plants is clean water and can be
discharged to the environment.
• Construction activities and commissioning
Waste is broadly classified as non-hazardous (NH) and hazardous. Non-hazardous wastes
in the oil & gas operations are classified as either domestic or nonhazardous industrial
wastes.
Construction activities typically generate a large volume of Non-hazardous Industrial
wastes such as (packaging, surplus building materials), ‘Domestic’ and ‘Industrial
wastes’ (garbage/sewage from the Construction Camp), Small quantities of ‘Hazardous
Waste’ (used oil, paint, oily rags, medical

waste) may also be generated.
Domestic waste includes kitchen refuse and tree/grass cuttings while office waste
includes paper and other wastes generated in an office environment.
3.3 Procedures for Unidentified Waste
Whilst the intention should always be to maintain the identity of all materials received
and handled on site in order to manage materials safely, a case may arise where such
information is not readily available. Stored legacy wastes identified on site will fall
into this category. Where wastes of unknown type or composition are identified on-
site, they should be presumed to be hazardous until further investigation and research
provides additional information to support decision making. COMPANY shall be
informed for further instructions.
4 WASTE COLLECTION, TRANSFER, SEGREGATION AND STORAGE
4.1 Waste Collection and Transfer
HSHX will provide various types of containers and receptacles (total unit containers;
netted skips, bins, drums etc. for the collection, transport will be from MFD waste
management contractor (AY) will ensure that the Containers are of suitable design to
prevent leaks (e.g.,from failure through corrosion), weathering and scavenging, and to
facilitate safe transport. For some segregated wastes, clear plastic bags will be used. This
will assist waste handlers in identifying‘contaminated’ segregated waste quickly and
without risk of injury.
All collection containers will be labelled with the
• site location name,
• waste type and MFD WM Cod.
• Approved mode of treatment or disposal.
Project Construction personnel must take their waste to the various collection points
around the sites. A waste storage location chart which details the location and type of
collection points at the construction sites, will be developed and displayed around the
site to facilitate waste collection.
Waste containers will be collected and transported by a MFD waste management
contractor in a manner which minimizes environmental, fire and explosion hazard
and worker exposure. If an accident occurs, the Waste Contractor designated for
transport will promptly clean up all spillage material and waste lost from any vehicle
travelling to the disposal site. Transporters of hazardous waste will take every
precaution so that the spill does not occur and report any spill as soon as
possible. Hazardous waste incidents will be reported to waste Management as any
other HSSE Incidents.
When waste is being transferred from one place to another, the person taking
the waste must have a written description and a transfer note must be filled in
and signed by both parties involved in the transfer. HSHX will be generated
waste transfer note by LMS and
each trip will have one waste transfer note.

any particular precautions to be taken when handling it. If the waste has a
MSDS this will be attached to the WTN and will accompany the consignment.
The CR will check that containers are suitable for transport to their final
destination. The Waste Contractor will accurately weigh the waste once at the
Waste Treatment Facility and send the record to the HSHX /CR.
At the construction sites the Construction Co-coordinator HSHX will ensure
the waste is segregated, securely contained/stored, labeled, manifested, and
quantities recorded in accordance with this plan. Location of Waste Storage
area is shown in the drawing
4.2 Waste Handling and Storage Facility
HSHX will be generated waste transfer note by LMS and each trip will have
one waste transfer note
will comprise the following three distinct elements:
1. Waste Handling Facility - waste reception, sorting, segregation which will be
done by MFD waste management contractor
2. Hazardous WSA - storage of chemicals, solid materials, contaminated soils
and sludge in sludge pit.
Storage areas will be provided for waste containers at each of the main activity
within the Project. Wastes must be stored in a manner to prevent:
• accidental spillage or leakage;
• contamination of soils and groundwater;
• corrosion or wear of containers;
• loss of integrity from accidental collisions or weathering;
• theft by people; and
• Scavenging by animals.
HSHX will ensure that the waste containers are:
• clearly labeled - to describe the contents using the appropriate waste
labels which should be completed in full (old labels should be removed to
avoid confusion);
• in good condition and are not leaking;
• appropriate to the waste they contain;
• appropriately sealed (e.g. with a lid or bung); and
• not emitting any harmful gases or generating heat.
If any of these criteria have not been met, the HSHX or designated personnel
will take all necessary corrective action(s) to rectify the situation in the
storagelocation.

4.3 Non-hazardous Waste Storage Area
A designated area near to MJ- 15 will be allocated for storing non-
hazardous wastes. Containers will be provided at the Non-hazardous WSA for the
following materials.
• Ferrous metals (cans and scrap)
• Non-ferrous metals (aluminum, cables etc)
• Paper and card bales
• Plastic bales
• Wood
These materials will be stored in a controlled manner (in containers) until get removed by
MFD Waste management contractor to transport to Hazardous Waste Storage Area
Allhazardous wastes that cannot be incinerated will be transferred by
MFD Waste management contractor to the Hazardous WSA located in the vicinity
of MJ-15. The wastes will be stored until suitable offsite companies have been
identified for recycling/disposal.
4.4.1 Hazardous Liquids
The following liquids will be stored at the Hazardous WSA and will transferred for
disposal of MJ- 15 after the Waste transfer note
• Waste oils and lubricants
• Chemical wastes (various types)
• Cleaning chemicals
• Fuels
Contaminated Soils and Sludge
• All contaminated soils from construction activities Contaminated Soil, Sludge, and shall be
transferred to MJ-7 after the request LMS and transferred from MFD waste management
4.4.2 Hazardous Solids
A small number of waste streams that cannot be treated on-site will be
stored at the Hazardous WSA. These will include the following waste streams.
• lead acid batteries
• small batteries
• WEEE (e.g Toner, PC)
The large vehicle batteries will be stored in suitable containers to prevent the
leaking of acids. The small batteries and any WEEE will be stored in containers.
These wastes will be stored while alternative options for recycling are
considered.
5 WASTE TREATMENT AND DISPOSAL OPTIONS
Where waste generation cannot be avoided, and the materials cannot be
recycled, they should be managed using the concept of Best Available
Techniques (BAT). Although there are currently limited waste management
options in Iraq, it is likely that this situation will change in the medium term.

HSHX will work with existing MFD Waste Contractor (AY) to deliver appropriates
standards to meet MFD waste policy requirements.

6 MONITORING AND REPORTING
HSE Engineer will regularly monitor waste storage, segregation, transfer and
disposal facilities. He will also ensure a high standard of housekeeping and good
material storage. Work areas shall be inspected by HSE Engineer on an
informal ongoing basis to verify compliance of CWMP. Any non-compliance
shall be rectified immediately. An investigation may be instituted, depending
on the nature and/or frequency of occurrence of the non- compliance.

In addition, daily inspections will be conducted by Site HSE Engineer/HSSE
Advisors. Any concerns identified will be immediately brought to the attention of
the relevant HSHX for appropriate action. Site HSSE Manager/ HSE Engineer
have the authority to suspend operations, if inadequate actions have been
taken.
A weekly Site tour will be conducted by a team comprising CR Project
Manager/ Construction Manager and individual HSHX Site Managers, HSSE
Advisors and Waste Management Supervisor as appropriate.
Inspections shall be supported by checklists and inspection report forms
COMPANY may also audit/review the HSHX waste and environmental
management systems, registers and results. Project Inspection schedule will
be included within the Project Compliance Assurance Schedule (Refer the
Project HSSE Plan). Actions to be taken will be logged and listed in an Action Tracking
System to maintain records of actions status.
6.1 Training
Ensure that waste operators have completed Waste Awareness and LMS trainings also
All personnel will receive waste management awareness training as part of the
construction induction process. Additional awareness training and information will be
communicated to personnel through toolbox talks, team briefings and safety meetings.
The HSHX team will also ensure that the Waste Contractor provides suitable training
to all staff involved in waste management activities. All staff operating machinery and
equipment at the WTSF should have received detailed instructions on the operation and
PPE requirements.
6.2 Construction Site Records
HSHX will record all the waste amounts, in order to monitor the waste performances.
HSHX Project HSSE Manager will ensure that HSHX (or their Environmental Advisor
regularly monitor waste storage, segregation, transfer and disposal facilities. He
will also ensure a high standard of housekeeping and good material storage.
A copy of this Project Waste Management Plan will be available on site HSSE Team, Sub-
Contractors will also be advised of the CWMP and required to follow its requirements.
Suitable notices on waste management matters will be displayed on the sites in order
to provide a continuous reminder and improve individual awareness on waste
management plans during the whole Project.
The Construction HSE Engineer will maintain a record of waste types and their estimated
weights.

6.2.1 Monthly Waste Report
The Monthly Waste Report (MWR) returns will be issued electronically to the COMPANY
and used to track progress against the facility location or Project waste objectives
and targets the monthly report is attached in appendix -2.
6.2.2 Waste Tracking Register
The HSHX HSE Engineer will maintain copies of all WTNs that have been producedfrom
the site. The Waste Register will contain a record of all waste arisings and serve as
an index for all WTN consignments.
The Waste Contractor receipts, containing a list of skips received, types of waste and
weights will be issued to COMPANY on request. The list of skip weights and waste types
on receipts will be cross- checked with the records /register held by HSHX .
APPENDIX 2: EXAMPLE MONHTLY WASTE REPORT FORM
The waste streams detailed in the tables below are to be recorded and
reported on a monthly basis. A record of zero should be included in the
reporting if no waste was generated for the various categories.
