1 Introduction
The aim of this document is to provide a summary of the primary characteristics of ground to
air communications solutions and support services provided by Indra Park Air.

Park Air Systems Limited (Indra Park Air) is pleased to offer the Sapphire range.

Sapphire builds on over 50 years of Indra Park Air innovation, delivering a fully integrated
approach to providing ground-to-air communication solutions.

The aim of Sapphire is to optimise the customer's experience. The result is a coherent and
unified collection of system components, backed up by a tailored suite of support services.

From radios, controllers and filters to headsets and antennas, the Sapphire portfolio includes
everything required for ATC communication systems. Just as importantly, the Sapphire
components are designed to integrate perfectly for stress-free implementation and operation.

2 Equipment Overview
All provided equipment are Commercial Off The Shelf (COTS) and have been designed with
the maximum possible modular construction. The equipment is designed for 24/7 operation
and no special protection measures are required for their service.

Each system and subsystem is tested in factory prior to their delivery to destination. The tests
are made at unit and system level, so the individual and complete functionality is guaranteed.

PARK AIR T6 Radios

At the heart of this project is the world’s leading ground-to-air radio platform, the Park Air T6.
Based on proven and trusted technology, the T6 offers outstanding performance for VHF and
UHF communications systems with the flexibility to operate in any ATC scenario.

The Park Air T6 range provides professional air traffic control radio equipment compliant with
ICAO Annex 10, Eurocae ED-137 and related ITU standards. Radio parameters are fully
compliant with ETSI EN300 676 (VHF) and EN302 617 (UHF) clauses. Radios are installed
with AM-voice mode for operation at 25 kHz and 8.33 (VHF)/ 12.5 kHz (UHF) channel
spacing. Transmitter carrier power output is adjustable from 5 to 50 Watts in 1W steps.
Frequency stability is compliant with ICAO requirements for 2, 3, 4 and 5-offset carrier
applications.

The Park Air T6 range includes VHF and UHF 100W amplifiers for applications requiring
higher power output such as oceanic or wide area coverage systems.

PARK AIR RF Conditioning

Selected to accompany the T6 range, particularly within difficult RF environments, RF filters


and accessories deliver the optimum combination of size and performance.

PARK AIR S4 Radio Controllers

The S4 Radio Controllers provide simple, direct access to a radio voice channel in safety
critical ATC environments.

PARK AIR R4 Remote Control and Monitoring System

The R4 delivers easy configuration of the network from a simple web interface, coupled with
remote testing and monitoring of equipment across the network.

Ancillaries and accessories

A number of ancillaries and accessories can be provided including Ethernet switches, Power
Supplies, Antennas, Headsets and Microphones and Cabinets.

3 Solutions
Indra Park Air solutions; based on the T6 range of professional ATC radios, provide excellent
ground to air communications capabilities that are safe, reliable and easy to maintain.

The Park Air T6 radio sets new standards for providing high levels of safety, efficiency and
performance in a compact unit. Scalable, flexible and secure, the T6 Radio ensures robust
and future-proof voice and data communications for years to come.

3.1.1 System interfaces


The T6 radio assists in the staged transition of systems between digital IP and analogue
systems by providing both of these interfaces out of the box with no additional licence fees. 4
wire Analogue and IP networks can connect and operate over a single radio simultaneously
for system transitions or simply for redundancy of telecoms networks. PTT priority is on a first
come, first served basis.

Each radio has three configurable IP interfaces providing uplinks for ED137 A/B/C compliant
VoIP, RCMS data, recording and for access to the built-in web interface. The IP connections
are presented via RJ45 connectors to the local area network (LAN).

The analogue audio/control interface comprises 600Ω balanced audio lines with configurable
PTT/ Squelch for all types of E&M signalling. Each radio also provides a 2-wire analogue
audio output for connection to an analogue recorder via the radio facilities connector. The
analogue interfaces are presented via RJ45 connectors on the rear of each radio, but can be
presented to Krone panels at the rear of the cabinet if required.

3.1.2 Main / standby radio switching

Main/ standby switching can be achieved by manual selection of a radio or automatically upon
failure of the main radio. Radio systems are typically provided in the following configurations:

3.1.3 Redundant power


Park Air T6 Radios are designed for both AC (99-264V/47-63Hz) and DC (21.6V-32VDC)
power inputs. When both sources are connected, the AC will act as the primary supply and
the DC as the backup. If the AC power is removed, the radios will automatically switch to the
DC supply without interruption.

The removal of an AC source will be reflected in the radios' service status. When the mains
supply is restored, the radios will automatically switch back to the AC supply and will return to
full health status.

In the event that all available power supplies are interrupted and a radio turns off, settings and
configuration are saved in non- volatile memory ensuring that no additional operator
interaction is required when power is restored.

AC Uninterruptable Power Supplies (UPS) or DC Battery backups (BBU) are available where
required to provide additional operational time of the system in the event of power outage.

The AC and DC power distribution units are provided as DIN rail mounted in cabinets. Power
distribution units are designed to connect to either five or ten radios, as shown in the pictures
below:

3.1.4 RF system
Indra Park Air RF systems are engineered to individual project requirements. Channels can
be provided in separate transmitter and receiver or transceiver configuration with main/
standby redundancy provided as required.

A range of VHF and UHF fixed or automatic filters and accessories are available and chosen
for each system design to provide high selectivity and low insertion losses, protecting the
system against RF interference.

Where space limitations exist for mounting of antennas, star point or hybrid combiner
solutions are utilised to allow for multiple channels to be fed to each antenna.

RG214 flexible co-axial cable is used to connect the system to an in-line co-axial lightning
protection device installed at the point where the antenna feeder exits the building. External to
the building, the connection to the antenna will be via low loss, foam filled semi-rigid co-axial
cable.

3.1.5 Remote Control and Monitoring

3.1.5.1 MARC Server


Park Air R4 MARC Server is a server based remote control and monitoring system (RCMS)
application with web browser access designed to monitor and allow comprehensive
engineering control of an Air Traffic Control radio system. Comprehensive asset and system
information is displayed on an intuitive graphical user interface with a configurable view based
on user requirements.

MARC Server gives IP connectivity with remote desktops, tablets and smart-phones for
comprehensive user access to the RCMS system via a web browser.

MARC Server will notify the user of reduced service state on any of the monitored assets, so
that any issues can be rectified early. Historical view of any service status changes or other
system events can be viewed through the built-in reporting feature.

Where site alarms need to be integrated to the RCMS system, an ADAM IO unit will be
provided to allow simple remote control and monitoring of digital interfaces. These signals are
converted to a standard Ethernet format for remote management via MARC Server.

Failure of the RCMS system will not cause interruption in the operation of the radio
equipment.

3.1.5.2 S4 IP Controller
The Park Air S4 IP Controller is a touch screen remote control unit that communicates with
radios over IP to the ED137 standard. It is primarily designed to operate with Park Air T6
series radios and is supplied with a choice of desktop or console mounting options. The S4 IP
Controller supports recording in accordance with ED137B.

A controller can operate up to eight radio channels consisting of transmitters, receivers or


transceivers and provides the following operational features:

§ Monitoring reception from one or more selected channels. Reception is monitored


through the integral loudspeaker or headphones
§ Transmissions on one or more selected channels
§ Defeating the squelch on one or more selected channels
§ Selecting the Press to Transmit (PTT) priority
§ Changing operating frequency
§ Manual main/standby radio switching
§ Adjusting receiver squelch threshold
§ Adjusting transmitter output power.

3.1.5.3 T6 Web Interface

The Park Air T6 Web interface is a web based graphical user interface which allows a user to
locally or remotely configure a radios settings or upload or restore firmware. The T6 radio
supports a number of web browsers:

§ Google Chrome™
§ Mozilla Firefox™
§ Microsoft Edge.
When new firmware for the T6 radio becomes available it can be installed from the web
interface by a user with access permissions. A service bulletin will be issued by Park Air to
indicate when new firmware is released.

There are two software fill areas that can be used to store multiple fills, which can be
individually installed whilst the radio remains operational.

4 Services and Support


Indra Park Air offer a comprehensive services and support capability with the flexibility to suit
customer requirements. The following section covers some of the available services, further
support is available on request.

4.1 Training
Indra Park Air can offer various types of training, either at Indra Park Air's Training Academy
or at the customer’s location. Other options are available, such as E-Learning or delivery via
video conferencing.

Courses have been designed to meet the requirements of a wide range of personnel
employed within air traffic management. The modular training approach allows courses to be
tailored to meet specific requirements, both in terms of content and duration of training.

Course content is developed in collaboration with technical experts, including product design
specialists and field support staff.

In addition to core product training, Indra Park Air can also offer enhanced training services
such as ED-137/VoIP. Complementing the product training with enhanced services can equip
organisations for the transition to full IP communications.

4.2 Factory Acceptance Tests


The Indra Park Air Factory Acceptance Test (FAT) consists of a series of tests designed to
ensure the operational status of the system. Individual radio testing will be carried out prior to
the Customer's attendance at the FAT and will not be repeated as part of the testing; results
of the test are available for the Customer's review. If testing other than that listed below is
required, additional cost may be incurred.

The Indra Park Air FAT consists of the following activities for radio equipment:

§ Transmission path - A known audio signal will be injected into the cabinet audio
interface and routed through any audio signal conditioning prior to the radio, the
radio and subsequent RF signal conditioning. Output power and modulation will be
checked to ensure functionality and signal continuity.
§ Reception path - A known RF signal will be injected into the cabinet RF interface and
routed through any RF signal conditioning prior to the radio, the radio and
subsequent audio signal conditioning. Audio will be checked to ensure functionality
and signal continuity.
Testing and demonstration of other equipment will be performed where these make up part of
the system. Example activities include:

§ System power supply functions - Primary and secondary power supplies will be
checked for functionality and endurance.
§ Remote control and monitoring system - A demonstration will be carried out to show
functionality and configuration.
During the execution of the acceptance tests, Indra Park Air will compile reports that record
the measured results and observed responses. These will form part of the completed
acceptance documentation. Both parties will sign an acceptance certificate to confirm the
outcome of the tests.

Exceptions are recorded, and the Indra Park Air Programme Manager will manage the
resolution of any outstanding issues.

4.3 Warranty and Support


Indra Park Air guarantees the equipment supplied and components thereof against defects
due to unsatisfactory design, defective parts, faulty installation or poor workmanship for a
period as defined within the terms and conditions of the offer upon commencement of
warranty.

Indra Park Air supply the following technical support services as standard

§ Repair and return of unserviceable equipment


§ Guaranteed repair turnaround time
§ Repair management
§ 24/7 technical helpdesk
§ Software Update Service and associated service bulletins
§ Obsolescence management
Further services including extended warranty or maintenance support plans are available on
request.

Standard warranty repair support is based around the return of a defective item to Indra Park
Air for repair, and the return of the serviceable item to the Customer. It is assumed that the
Customer's personnel will be responsible for identifying fault symptoms, safe transport of the
item to Indra Park Air, and re-installation and test of the returned item. Indra Park Air will be
responsible for the repair and return of the item to the Customer.

Technical support engineers are available for help and advice via the 24-hour technical
helpdesk.

The repair turnaround time for Indra Park Air products during the support contract period will
not exceed 45 days (from receipt at Indra Park Air to despatch from Indra Park Air), except

where there are external influences beyond Indra Park Air's control (for example but not
limited to, global supply, economic constraints, export licences, custom clearances).

This TAT excludes shipping times and periods awaiting customer information. Items that
require repair by an Original Equipment Manufacturer (OEM) will be subject to the OEM’s
turnaround times.

4.3.1 Software and firmware maintenance support


Non-critical updates

Non-critical software and firmware updates are provided by the Software Update Service,
included during the standard warranty period but then only as part of an extended warranty or
support agreement thereafter.

Due to the nature of non-critical updates, it is recommended that the Customer decides when
to install these updates depending on the affected features and the configuration of their
system.

Critical updates

Critical software and firmware updates are offered to all Customers for the life of the radio. It
is recommended that critical updates are installed onto operational systems as soon as
possible after a service bulletin has been released.

Delivery method

Customers are alerted to a new update by the Indra Park Air Technical Support team. The
customer will then request the new software / firmware. This will then be manually transferred
using the Cryptshare file transfer tool, which the customer will then manually update their
equipment with the newer software / firmware versions.

Please note that a suitable export licence may be required before software or firmware is
made available.

4.3.2 Obsolescence notification


Indra Park Air routinely monitors the availability of the components from its suppliers and
where necessary takes action to make sure that the supply line continues. When Indra Park
Air is notified of impending component obsolescence it may be appropriate to advise the
Customer of this obsolescence and offer the Customer the opportunity to effect a one-off ‘life-
time buy’ to protect the equipment. In such circumstances the Customer will be offered the
opportunity to do so and advised of the costs and alternatives that may be available.

5 Spares, tools and test equipment


Spares for Indra Park Air products will be available throughout the useful life of the system as
per the terms and conditions of the contract. Where original components offered are not
available Indra Park Air will use reasonable endeavours to provide spare parts and repairs or,
form, fit or function replacements.

The quantity of equipment spares required is a function of the quantity of the item in service,
its MTBF, the period of time to repair the item and return it to service, and the required
confidence of always having a spare when one is needed.

A selected range of tools and test equipment, both special-to-type and general purpose, can
be offered in support of the Indra Park Air system. All general purpose tools and test
equipment that are recommended are produced by reputable manufacturers who specialise in
the manufacture of test equipment.

Special-to-type tools are not required for Park Air T6 radio products.

5.1 Reliability and availability


The reliability standard (MTBF) used for Indra Park Air manufactured equipment is based on
MIL-HDBK-217 - parts stress method, ground benign, 25⁰C. Furthermore, Indra Park Air
contracts to a Field MTBF, based on actual supplies and returns, and this figure is used for
calculating system availability, spares holding, etc. System specific availability analysis can be
provided upon request.
