Safety method statement : Deployment of flagman during track work


Methodology for deployment of flagman while working on single & double line
Single line track: total 6 nos. of flagmen
• 1st flagman with one red hand flag & whistle to be posted at 30 mtrs on both the sides of work location
• 2nd flag man with red banner flag & whistle to be posted at 600 mtrs on both the sides of work location
• 3rd flag man with red hand flag & whistle to be posted at 1200 mtrs on both the sides of work location
• Wherever curve exists & visibility is restricted, an intermediate flag man with whistle is to be posted
• Authorized supervisor/railway supervisor should be deployed at work site
Double line track: total 3 nos. of flagmen
• 3 flagmen shall be deployed in the same sequence as mentioned above, but only at one side of work location in accordance with train movement
Communication flow in case of train approaching work location
• The moment train approaching work location, flagman posted at 1200 mtrs shall immediately pass on the signal to the flagman located at 600 mtrs through long intermittent whistle and hand signals

• On receiving the signal, the flagman located at 600 mtrs shall immediately communicate to the flag man located at a distance of 30 mtrs who will ensure that all the materials & workmen are removed
from the track

• When track is clear, flag man located at 30 mtrs distance shall communicate the same to flagman posted at 600 mtrs & 1200 mtrs

• If track is not clear, flag man located at 600 mts shall immediately post banner flag across track and communicate same to flag man deployed at 1200 mtrs who will exhibit red flag to loco pilot and
raise alarm by whistling

• Track Work during heavy rain & fog should be avoided

FGM-1 Should ensure workmen & Flag man 1 (FGM -1): Red hand flag with whistle
FGM-2 alerts FMG-1 FGM-3 alerts FGM-2

Represent distance of FGM from work location

Flow of communication between flagmen ( FGM-3 TO FGM-1)
Reverse flow of communication between (FGM-1 TO FGM-3)
