Disclaimer
The information contained in this Request for Proposal (RFP) document provides the terms and conditions set
out for the selection of professional service firm / consultant to provide Architectural Consultancy Services for
state‐of‐the‐art Museum at Alang, Bhavnagar. Subsequently, if required, further information or clarification
shall be provided to the firm/ consultant, whether verbally or in documentary or any other form as
appropriate by or on behalf of Alang ADA.

This RFP is not an agreement and is neither an offer by Alang ADA to the prospective Bidders or any other firm
or person. The purpose of this RFP is to provide interested parties with information that may be useful to them
in formulation of their proposals pursuant to this RFP document. This RFP includes statements which reflect
various assumptions and assessments arrived at by Alang ADA in relation to the consultancy work referred in
this RFP. Such assumptions, assessments and statements do not purport to contain all the information that
each Bidder may require. This RFP document may not be appropriate for all persons, and it is not possible for
Alang ADA, its employees or advisors to consider the objectives, financial situation, technical expertise and
particular needs of each party who reads or uses this RFP document.

While this RFP document is prepared in good faith with due care and caution, the assumptions, assessments,
statements and information contained in the RFP document may not be complete, accurate, adequate or
correct. Alang ADA does not accept any liability or responsibility for any errors, omissions or mis‐statements,
negligence or otherwise. Each Bidder should, therefore, conduct its own investigations and analysis and should
check the accuracy, adequacy, correctness, reliability and completeness of the assumptions, assessments,
statements and information contained in this RFP and obtain independent advice from appropriate sources.

principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or expense which may

including the accuracy, adequacy, correctness, completeness or reliability of the RFP and any assessment,
assumption, statement or information contained therein or deemed to form part of this RFP document or
arising in any way in participation of Bidder(s) and selection procedure.

Alang ADA also accepts no liability of any nature whether resulting from negligence or otherwise howsoever
caused arising from reliance of any Bidder upon the statements contained in this RFP document. Alang ADA
may in its absolute discretion, but without being under any obligation to do so, update, amend or supplement
the information, assessment or assumptions contained in this RFP document. Alang ADA reserves the right to
withhold, nullify, amend or cancel any proceeding or process at any stage at its sole discretion.

The issue of this RFP document does not imply that Alang ADA is bound to select a Bidder or to appoint the
Selected Bidder or Concessionaire, as the case may be, for the Project. Alang ADA reserves the right not to
proceed with the selection or to change the procedure of evaluation/selection to be applied, as well as the
right to decline any Bid from processing further at any stage. Alang ADA reserves the right to reject all or any
of the Bidders or Bids without assigning any reason whatsoever.

1. Introduction
1. 1 Project Background
Alang is a census Town of Bhavnagar District, Gujarat. It is located on Western side of Gulf of
Khambhat at a distance of about 50 Kms from Bhavnagar, the district headquarters. The area is
located on eastern coast of Saurashtra region along Gulf of Khambhat, and shot to prominence after
setting up of ship recycling yard. Alang Sosiya Ship Recycling Yard developed by Gujarat Maritime
Board in 1982 is one of the largest ship recycling yards in the world operated by beaching method.
As the ship recycling activity started getting developed, about 125 ha of land related to ship recycling
industry was declared as notified area vide Government’s resolution. Alang‐Sosiya Industrial Notified
Area was set up in the year 2000. Alang Area Development Authority was set up on 12th April 2006
to plan and regulate the development in the area.

Alang ADA has identified one site for development of “Museum” in order to showcase, appreciate
and celebrate the Ship Breaking business which is one of its unique type in the entire country. The
purpose is to develop this world class museum as the ‘Edutainment Park’ that shall educate the
visitors (including school children) and also have the recreation and entertainment facilities to
support the main activities. Alang ADA aims to develop this as a landmark museum that gets well
acclaimed at national level for its architecture and facilities. In order to achieve this aim, Alang ADA
hereby intends to appoint architectural firm/professionals to avail consultancy services for
architectural design, tendering process & supervising execution of the museum through this RFP.
The aesthetic and visual quality, utility, and overall experience offered by Museum to its visitors
should be considered as prime concern for architectural design of the Museum along with the
objective of developing it as “State of Art” public realm institution.

1. 2 Objective of this RFP


Alang Area Development Authority (Alang ADA) referred as ‘the Authority’ hereinafter, through this
Request for Proposal (RFP), hereby invites interested and eligible Architect/s or Architecture
Consultancy Firms having relevant experience in architectural designing and execution of Museum
or Public Buildings/ Institutional Buildings of similar nature. The tentative built‐up area of the
museum is around 25,000 sq.ft.

2. 1 Documents Constituting RFP
The RFP documents comprise the following and are to be read together:
i) This RFP document, and
ii) Other addendum documents, if any, constituting any notices, clarifications, amendments,
modifications to the RFP document or its constituent document.

2. 2 Procedure for procuring RFP Document


i) Interested firms can procure this RFP from the office of Alang Area Development Authority
(Alang ADA) having address as following:

ii) Interested firms can also procure this RFP by mailing a request letter to CEO, Alang Area
Development Authority to the address mentioned in (i) hereinabove or e‐mail a request
letter to CEO, Alang Area Development Authority to [email protected].
iii) Interested firms who communicate to the Authority by mail or e‐mail for procuring RFP
document must write the name and postal address of firm, and name, designation and
contact details (phone and e‐mail) of the concerned designated person. The Authority shall
e‐mail the RFP and amendments (if any) to e‐mail address mentioned in the request by the
interested firm.
iv) Interested firms may contact Mr. Bhavin Dave on 9825552816 for any queries in this regard.

2. 3 Process of Bidding and Selection of Consultant


i) A combined Quality cum Cost Based Selection (QCBS) process shall be adopted for the
selection of the Consultant.
ii) Those Consultant who submit the Proposal, shall be called Bidders. The Bidders are required
to prepare and submit their proposal in accordance with the terms set forth in this RFP.
iii) The Proposal shall be submitted in physical form only to CEO, Alang Area Development
Authority by 5:00 PM on the Proposal Due Date, through Registered Post only.
iv) The Bidders are required to submit their Proposal comprising Proposal Fees, Technical
Proposal and Financial Proposal. The Proposal would form the basis of evaluation and
selection of the Bidders.
v) Proposals not containing Proposal Fees, i.e. Earnest Money Deposit (EMD), shall be rejected
summarily.
vi) First stage in the selection process shall be evaluation of the Technical Proposal submitted
by the Bidders. Financial Proposals of only those Bidders qualifying in the Technical Proposal
would be opened.
vii) The final selection of the firm will be on the basis of Final Composite Score (FCS) derived by
combining Technical Score (TS) and Financial Score (FS) with 80% and 20% weightage ratio

respectively. However, the Authority reserves the right to reject any proposal, irrespective of
its Final Composite Score, and award the work to consultant who may best suit to the
Authority by all means. Authority’s decision in this regards shall be considered final and
binding to all.
viii) The Authority also reserves the right to reject any proposal, irrespective of its Final
Composite Score, quoting consultancy fees so low that, in the opinion of the Authority, such
Bidder may not be able to perform the required services to the satisfaction of the Authority
within the financial fees quoted therein. Authority’s decision in this regards shall be
considered final and binding to all.
ix) The Bidder selected by the Authority following the evaluation procedure shall be called
Consultant. After selection and subsequent negotiations, if any, a letter of award would be
sent to the Consultant, after which an Agreement shall be signed between the Authority and
the Consultant. The Authority and the successful bidder shall then enter into an Agreement
in due course which shall consist of Terms and Conditions as mutually agreed between the
parties and the additional terms that the Authority finds suitable for carrying out the work
pertaining to “Providing Architectural Consultancy Services for Museum at Alang,
Bhavnagar” as per the Terms of Reference mentioned in this RFP.
x) The statements and explanations contained in this RFP are intended to provide a broad
understanding to the Bidders about the subject matter of this RFP and should not be
construed or interpreted as limiting in any way or manner the scope of services and
obligations of the Consultant set forth in the Agreement or the Authority’s rights to amend,
alter, change, supplement or clarify the scope of work, to be awarded pursuant to this RFP
or the terms thereof or herein contained. Consequently, any omissions, conflicts or
contradictions in the Bidding Documents including this RFP are to be noted, interpreted and
applied appropriately to give effect to this intent, and no claims on that account shall be
entertained by the Authority.

2. 4 Schedule and Important Dates


The Authority shall endeavour to adhere to the following schedule. However the Authority may, in
its sole discretion, extend the dates by issuing an Addendum.

2. 5 Amendment of RFP
The Authority may, at any time prior to the Proposal Due Date, for any reason whether at its own
initiative or in response to the clarifications requested by a Bidder, modify the RFP document by
issuing an Addendum/Amendment, and which shall be binding to all Bidders.

2. 6 Contact Details
i) All communications including the submission of Proposal shall be addressed to:

ii) All the communications including the envelopes containing proposal, shall be marked with
RFP Title as following, in addition to the details as required under this RFP.
“Request for Proposal for Providing Architectural Consultancy Services for
Museum at Alang, Bhavnagar”
iii) The bidders may, for any queries regarding this RFP, write a mail to
[email protected] as per the timeline and manner specified in this RFP, and
may contact Mr. Bhavin Dave on 9825552816.

2. 7 Minimum Eligibility Criteria


The Bidder shall have to meet with the following minimum eligibility criteria to be considered
eligible for this assignment.
i) The Bidder firm can be a Company, Partnership firm, Limited Liability Partnership (LLP) or a
Proprietorship registered under the relevant acts; recognized Educational and Research
Institute; or Government/Semi Government agency.
ii) The bidding entity shall have been established for at least 10 years.
iii) The bidding entity shall have an Average Annual Turnover of at least INR 15 Lacs (Indian
Rupees Fifteen Lacs) during the preceding three (3) financial years (i.e. FY 2015‐16, FY 2016‐
17 & FY 17‐18) from architecture design & related consultancy services revenue. (Certificates
from a Statutory Auditor or Chartered Accountant stating the annual turnover from the consultancy
services during each of the preceding three financial years as mentioned above shall be submitted.)
Note: The said eligibility criteria shall not be applicable for recognized Educational and
Research Institute, or Government/ Semi Government agency.
iv) The Bidder firm shall have experience of at least 3 similar projects such as institutional
projects, public buildings, R&D buildings and like with built‐up area of more than 30,000
sq.ft anywhere in India.
v) Availability of Project Team constituting experts/staff as mentioned hereinafter in this RFP.
vi) Any entity which has been barred by the Central Government, any State Government, a
statutory authority or a public sector undertaking, as the case may be, from participating in
any project and the bar subsists as on the Proposal Due Date, would not be eligible to
submit a Proposal either by itself or through its Associate firm.
viii) Bidders sending their proposal as Consortium/ Joint Venture shall be not eligible.
Note: All the above information should be supported by relevant documents / certificates. The
Authority reserves the right to relax the above‐said requirements of minimum eligibility criteria
considering the overall credential and expertise of the proposed bidder.

2. 8 Project Team Required


i) The project team shall constitute experts/personnels as mentioned in the table below.

Note: * ‘Projects of similar nature’ means educational institutional projects (schools, colleges, etc.);
public buildings projects (museums, civic centres, libraries, auditoriums, convention centres, training
institutes, etc.), R&D buildings projects (research centres, research institutes, etc.) and the like which
are meant mainly for the public purpose use.
# These team members shall not be considered for eligibility criteria. The bidder having team
members as mentioned hereinabove except Landscape Architect, MEP Expert and Green Building
Expert shall be considered eligible. However, it is desirable to have these three experts in the project
team, and hence certain technical marks are assigned for Landscape Architect, MEP Expert and Green
Building Expert as mentioned in Clause 2.12.

ii) The Team Leader, Senior Architect, and Civil Engineer of the Core Team from the above table
shall be employees / full time staff of the Bidder firm on its rolls, and shall not be external
consultants.
Note: The experts, being referred hereinabove, shall be associated in the above‐said manner
with the Bidder firm since earlier than issuance of this RFP. In case, the Bidder has

appointed/ employed such experts after issuance of this RFP, such personnel shall not be
eligible for evaluation.
iii) Remaining expert members of the Core Team can be either staff of the Bidder firm or
independent consultants / associate consultants.
iv) No alternative proposal for any member of the Project Team shall be made by the Bidder,
and only one person shall be proposed for each position.
v) CVs for each member of Project Team (Core Team and Support Team) along with the
documentary proof of their respective educational qualifications shall be submitted as part
of the Proposal.
vi) The Authority reserves the right to relax the above‐said requirements of Project Team
marginally considering the overall credential and expertise of the Project Team proposed by
the bidder.

2. 9 Preparation of Proposals
i) The Proposal as well as all related correspondence by the Bidder shall be written in English.
ii) The Bidder shall provide all the information sought under this RFP. The Authority shall
evaluate only those Proposals that are received in the required formats and complete in all
respects.
iii) In preparing their Proposal, Bidders are expected to examine in detail the documents
comprising the RFP. Material deficiencies in providing the information as requested may
result in rejection of a Proposal.
iv) The Proposal shall be typed or written in indelible ink and signed by the authorised signatory
of the Bidder who shall also initial each page of Proposal, in blue ink. For this purpose, the
authorised signatory shall mean either ‐
a) the proprietor, in case of a proprietary firm, or
b) a partner, in case of a partnership firm and/or a limited liability partnership, or
director in case of a company
c) a duly authorized person (in this case, submit authorization letter duly signed by the
proprietor, partner or director as the case may be)
v) All the alterations, omissions, additions or any other amendments made to the Proposal
(printed hard copy) by the Bidder, if any, shall be initialled by the person signing the
Proposal.
vi) The Bidder may, if required, format the specified Forms only to make due provision of space
required to incorporate the requested information. However, the overall structure and
sequence of the Forms shall not be altered.
vii) The Bidder shall, along with the Proposal, also submit a copy of this RFP document duly
signed by the authorised signatory of the Bidder who shall also initial each page in blue ink.
viii) The Bidder shall submit the Proposal in the specified formats and shall place the documents
in THREE (3) separate envelopes, Proposal Fees (Envelope‐1), Technical Proposal (Envelope‐
2) and Financial Proposal (Envelope‐3), as specified hereunder. These envelopes shall be
sealed and marked as mentioned below.

2.9.1 Envelope‐1: Proposal Fees


i) The envelope shall contain‐
 Cover Letter from the Bidder in the format as prescribed in Form: 1 (Annexure‐1)
 Earnest Money Deposit (EMD) of INR 10,000 (Indian Rupees Ten Thousand Only) in
form of Demand Draft from a Nationalized Bank in favour of “Chief Executive Officer,
Alang Area Development Authority”, and payable at Alang
ii) The envelope shall be titled “ENVELOPE 1: PROPOSAL FEES”. The envelope shall also bear
RFP Title and name, address & contact number of the Bidder/ authorized person of Bidder.

2.9.2 Envelope‐2: Technical Proposal


i) The envelope shall contain following information/ documents in the sequence as mentioned
herein below.
Submittal 1: Firm’s Background
 Introduction to the Firm‐ A brief overview of the firm and its background, list of
recent/ongoing relevant projects, landmark projects, registration/empanelment
with Govt. authorities, recognitions/ awards, contact details, etc.
 Firm Registration/ Incorporation documents‐ Documents exhibiting the Bidding
entity’s incorporation/ establishment date and/or the experience (in years)
Submittal 2: Financial Statements
 Annual Audited Financial Statements for the last three (3) financial years, i.e. 2015‐
16, 2016‐17, and 2017‐18, signed and stamped by Statutory Auditor/ Chartered
Accountant as per Form: 2 (Annexure‐ 1)
 Copies of Service Tax/GST Returns and Income Tax Returns for the last three (3)
financial years, i.e. 2015‐16, 2016‐17, and 2017‐18 (Note: In case, if Income Tax
Returns document are not available for the FY 2017‐18; the same shall be provided for the
FY 2014‐15 in lieu of FY 2017‐18.)
Submittal 3: Project Team
 CVs of the project team in the prescribed format as per Form: 3 (Annexure‐1),
recently signed and dated in blue ink by respective Personnel and countersigned by
the Bidder or authorized signatory of the Bidder.
Submittal 4: Project Description Sheets
 Project Description Sheet in prescribed format as per Form: 4 (Annexure‐1) along
with copies of work orders, completion/interim certificates for respective project.
Notes:
a) The number of projects presented as per Form: 4 (Annexure‐1) shall not exceed 10.
b) Bidders are required to present their recent and relevant experience of projects of
similar nature’ i.e. educational institutional projects (schools, colleges, etc.); public
buildings projects (museums, civic centres, libraries, auditoriums, convention
centres, training institutes, etc.), R&D buildings projects (research centres, research
institutes, etc.) and the like meant mainly for the public purpose use.

Note: The document on Concepts & Designing Principles (Submittal 5) shall not exceed
Twenty (20) pages (printed sides) of A4 size OR Five (5) sheets (1‐side printed) of A2 size.
ii) The envelope shall be titled “ENVELOPE 2: TECHNICAL PROPOSAL”. The envelope shall also
bear RFP Title and name, address & contact number of Bidder/ authorized person of Bidder.
iii) The Technical Proposal shall not include any financial information relating to the Financial
Proposal.

2.9.3 Envelope‐3: Financial Proposal


i) The envelope shall contain Financial quote of fees for the proposed consultancy assignment
as per format prescribed in Form: 5 (Annexure‐1).
ii) The envelope shall be titled “ENVELOPE 3: FINANCIAL PROPOSAL”. The envelope shall also
bear RFP Title and name, address & contact number of Bidder/ authorized person of Bidder.
iii) The Bidders, while preparing their financial proposal, shall take note that‐
a) All payment of fees shall be paid in Indian Rupees after the statutory deductions. All
statutory taxes and other payments in connection with fees received or any services
provided under this consultancy assignment except the GST shall be borne by the
Consultant. However, where necessary, appropriate deduction at source will be
made by the Authority and necessary certificates will be issued to the Consultant.

2. 10 Submission of Proposals
i) The bidders shall submit the physical copy Proposal to CEO, Alang Area Development
Authority by 5:00 PM on the Proposal Due Date at the address mentioned in this RFP
document by Registered Post only.
a) The Bidder shall submit the EMD in Envelope‐1, which shall be sealed and marked
“ENVELOPE 1: PROPOSAL FEES”, followed by RFP Title.
b) The Bidder shall submit ONE (1) copy (ORIGINAL) of the Technical Proposal. In
addition to the original hardcopy of the Technical Proposal, a CD containing the soft
copy of the Technical Proposal shall also be submitted. The original hardcopy of the
Technical Proposal and the CD containing the soft copy of the Technical Proposal
shall be placed in Envelope‐2, which shall be sealed and marked “ENVELOPE 2:
TECHNICAL PROPOSAL”, followed by RFP Title.
c) The Financial Proposal (only the original, without any copies and soft copy) shall be
placed separately in Envelope‐ 3, which shall be sealed and marked “ENVELOPE 3:
FINANCIAL PROPOSAL”, followed by RFP Title.
d) The Envelope‐1, Envelope‐2 and Envelope‐3 shall be placed into a Main Outer
Envelope and sealed. This outer envelope shall be marked “PROPOSAL”, followed by
RFP Title.
e) The Main Outer Envelope and all the three envelopes to be placed inside it shall also
be marked with the name, address and contact details of the Bidder or the
authorized signatory of the Bidder.
ii) The Authority shall not be responsible for misplacement, loss or premature opening of the
proposal if the outer envelope is not sealed and/or marked as stipulated. Such a

circumstance may be lead to the rejection of the Proposal. Moreover, if the Financial
Proposal is not submitted in a separate envelope sealed and marked as indicated above, the
Proposal shall be declared non‐responsive and hence rejected.
iii) Any proposal received by the Authority after the deadline for submission shall be not
accepted and returned unopened.
iv) The Authority shall open the Main Envelope and the Envelope‐1 (Proposal Fees), Envelope‐2
(Technical Proposal) immediately after the Proposal Due Date. The Envelope‐3 (Financial
Proposal) shall remain sealed and securely stored.

2. 11 Evaluation of Proposal
The Proposals will be evaluated through a Quality cum Cost Based Selection (QCBS) based approach.
Only those proposals accompanying with the EMD shall be evaluated. The evaluation of proposals
shall be carried out in the manner as described below.

2.11.1 Evaluation of Technical Proposal and Technical Score


The technical competence of the Bidder shall be evaluated in three steps as under:
i) STEP 1: Evaluation of Technical Proposal‐ Out of 80 marks
The Technical Proposal as submitted by the Bidders shall be evaluated based on the
information/ documents submitted therewith as per the following marking scheme out of total
marks of 80.

ii) STEP 2: Evaluation of Presentation of shortlisted Bidders, if required‐ Out of 20 marks


a) The proposals that score 60 marks or more or which stands in the top five proposals
shall qualify for next step of evaluation. These qualified Bidders shall be called to
make a Presentation, if required, before the Presentation Review Committee. The
Presentation must be made by proposed Team Leader and at least two other
experts from the Core Team, and shall be evaluated out of 20 marks.
Note: The Authority retains the right to qualify more than five bidders up to a
maximum top ten highest scoring Bidders for the Presentation. The Presentation
Review Committee shall comprise of Chairman‐ Alang ADA, Chief Executive Officer
(CEO)‐ Alang ADA, Board Members of Alang ADA, Town Planning officials / Engineer
of Alang ADA, Architecture Experts/ Professionals from Government departments/
academic institutions/ professional practice as the Authority may find suitable.
b) The marks obtained by the shortlisted Bidders from the Presentation in STEP 2 (out
of 20 marks) shall be added to the marks obtained in STEP 1 (out of 80 marks).
c) If the Authority does not find the need to call shortlisted bidders for Technical
Presentation, the Authority may not undertake this step of evaluation. In such case,
the marks assigned to bidders out of 80 marks shall be converted to percentage
marks out of 100.
d) This score out of 100 marks shall be considered as the TECHNICAL SCORE (TS). The
top scoring five Bidders (Technical Score out of 100 marks) shall qualify for the next
stage, i.e. opening and evaluation of Financial Proposal.
Note: The Authority retains the right to qualify more than five bidders up to a
maximum top ten highest scoring Bidders for evaluation of Financial Proposal.

2.11.2 Evaluation of Financial Proposal and Financial Score

i) After the evaluation of Technical Proposal, the Authority shall evaluate Financial Proposal of
the bidders shortlisted as per the Technical Score, on the same day on which the
presentations would be made by shortlisted bidders and/or the Technical Score is assigned
for such bidders. However the Authority may, in its sole discretion, extend the dates by
informing the shortlisted bidders about the same.
ii) The Financial Proposals shall be opened in the presence of the representatives of shortlisted
Bidders who choose to attend.
iii) The Authority shall declare the name of the shortlisted bidders along with their respective
Technical Score before opening the Financial Proposals.
iv) The proposed financial fees quoted by the respective Bidder (as mentioned in the Form 9)
shall be read aloud and recorded when the Financial Proposals are opened.
v) The lowest financial proposal (as mentioned in the Form 9) shall be given a Financial Score
(FS) of 100 points. The Financial Score (FS) of other proposals will be determined using the
formula: FS = 100 x FL/ F, in which FS is the financial score of a bidder, FL is the lowest fee
quoted, and F is the fees quoted in Indian Rupees (as mentioned in the Form 9) by
respective bidder.

2.11.3 Final Composite Score


i) Proposals will be ranked according to their Final Composite Score (FCS) marked out of 100
marks, which shall be calculated by assigning a weightage of 0.80 to Technical Score (TS) and
a weightage of 0.20 to Financial Score (FS).
ii) The formula to calculate the Final Composite Score (FCS) is as under‐
FCS = (TS x 0.80) + (FS x 0.20)
iii) The Bidder who obtains highest Final Composite Score (FCS) shall be considered as H1.

2. 12 Award of Contract
i) The consultant securing the highest Final Composite Score will be invited for negotiation by
the Authority; where, upon successful negotiation, the work will be awarded to the firm. In
case the negotiations fail, the Authority reserves the right to call the next firm in succession
for negotiation.
ii) The Authority reserves the right to reject any proposal, irrespective of its Final Composite
Score, quoting consultancy fees so low that, in the opinion of the Authority, such Bidder may
not be able to perform the required services to the satisfaction of the Authority within the
financial fees quoted therein.
iii) The Authority reserves the right to reject any proposal, irrespective of its Final Composite
Score, and award the work to consultant who may best suit to the requirements of the
Authority by all means.
iv) The Authority reserves the right to accept or reject any or all the proposals without assigning
any reason.
v) Authority’s decision in this regards shall be considered final and binding to all.

2. 13 Tender Fee and Earnest Money Deposit (EMD)


i) No tender fee is being charged to bidders with regard to this RFP.
ii) Proposal submitted in response to this RFP shall be accompanied by‐
a) Earnest Money Deposit (EMD) of INR 10,000 (Indian Rupees Ten Thousand Only) in
form of Demand Draft, for a validity of 180 days, from a Nationalized Bank in favour
of “Chief Executive Officer, Alang Area Development Authority”, and payable at
Alang.
ii) Submission of EMD drawn from other than Nationalized Banks could result in
disqualification of the Bidder.
iii) Proposals not accompanied with requisite EMD shall be summarily rejected.

2. 14 Addition and Alteration


i) Chief Executive Officer, Alang Area Development Authority shall have the right to make
necessary changes, additions, modifications or deletions in the design and drawing of any
part of the work, with a condition that these changes, additions, modifications or deletions
does not affect the overall theme and planning/design of the project. However, before
making any such amendments in design, the views/suggestions of the Consultant shall be
taken in advance to ensure that the overall planning/design of the project does not get
affected.
ii) If it is found after call of tender for contractors (for development of works) that the
acceptable tender is not within the amount sanctioned, then the Consultants shall if so
desired by the Authority take steps to carry out necessary modification in the design and
specification to see that tendered cost does not exceed. The Consultants shall not be paid
anything extra for such modifications. If the Authority is convinced that the trend of market
rates is such that work cannot be done within the amount of approved estimate, the
Consultants shall submit a revised estimate expeditiously for obtaining revised approval.
iii) The Consultants shall not make any deviation, alterations, additions to or omission from the
approved final drawings except through and with prior approval of the Authority in writing.
iv) If it is revealed at any stage of work that the plans, drawings, estimates etc. are required to
be approved from any other statutory body/ government department or agency not
mentioned in this RFP document or as per current practice, then the consultant shall have to
get approval/vet the plans from the statutory bodies. The Consultants shall not be paid
anything extra for preparation of any drawings, estimates or administrative work required
for such approval. The necessary fees/charges for obtaining such approvals payable to any
other statutory body/ government department or agency shall be paid directly by Alang ADA
to respective concerned authority/agency.

2. 15 Proposal Validity Period


The Proposal Validity Period shall be 180 days from the Proposal Due Date of this RFP. The validity of
Proposal may be extended by mutual consent of the respective Bidders and the Authority.

2. 16 Single Proposal
No Bidder firm or its associate firm shall submit more than one Proposal in pursuant to this RFP.
None of the Team Leader and other members of the Project Team as proposed by the Bidder firm
shall be part of the project team proposed by any other Bidder.

2. 17 Acknowledgement by Bidder
It shall be deemed that by submitting the Proposal, the Bidder has:
i) made a complete and careful examination of the RFP;
ii) received all relevant information as requested from the Authority;
iii) acknowledged and accepted the risk of inadequacy, error or mistake in the information
provided in the RFP or furnished by or on behalf of the Authority;
iv) satisfied itself about all matters, things and information, necessary and required for
submitting an informed Application and performance of all of its obligations there under;
v) acknowledged that it does not have a Conflict of Interest; and
vi) agreed to be bound by the undertaking provided by it under and in terms hereof by them.
The Authority shall not be liable for any omission, mistake or error on the part of the Bidder in
respect of any of the above or on account of any matter or thing arising out of or concerning or
relating to RFP or the Selection Process, including any error or mistake therein or in any information
or data given by the Authority.

2. 18 Right to Reject Any or All Proposals


i) Notwithstanding anything contained in this RFP, the Authority reserves the right to accept or
reject any Proposal and to annul the Selection Process and reject all Proposals, at any time
without any liability or any obligation for such acceptance, rejection or annulment, and
without assigning any reasons thereof.
ii) The Authority reserves the right to reject any Proposal if:
a) at any time, a material misrepresentation is made or discovered, or
b) the Bidder does not provide, within the time specified by the Authority, the
supplemental information sought by the Authority for evaluation of the Proposal
iii) Misrepresentation/improper response by the Bidder may lead to the disqualification of the
Bidder. If such disqualification / rejection occurs after the Proposals have been opened and
the highest ranking Bidder gets disqualified / rejected, then the Authority reserves the right
to consider the next best Bidder, or take any other measure as may be deemed fit in the sole
discretion of the Authority, including annulment of the Selection Process.

3. Terms of Reference (ToR)


3. 1 Scope of Work
3.1 (A) Project Vision and Objective
i) The aesthetic and visual quality, utility, and overall experience offered by Museum to its
visitors should be considered as prime concerns for architectural design of the Museum
along with the objective of developing it as “State of Art” public realm facility.
ii) Museum should act as an “Edutainment Park” meaning education‐cum‐entertainment park.
Museum shall educate the visitors (including school children) about Alang and its ship
breaking industry in an engaging and entertaining manner as well as have recreation and
entertainment facilities to support the main activities.
iii) The museum should provide information to the visitors about the overview of Alang, its
history, milestones and growth story, economic contribution, local people, industries and
institutions, its significance in India and international context.
iv) Museum should have remarkable design and facilities that enable attracting tourists
(domestic & foreign) to the place.

3.1 (B) Approach and Aspects to be considered in preparing Architectural Design and providing
Consultancy Services for the Museum
i) Consultant shall carry out detailed study, documentation and assessment of conditions and
context of site.
ii) Consultant is expected to carry out case studies of various museums of similar nature
(relevance) of national and international repute to derive comprehensive program brief for
the said project as well as to understand the need and demand of the different
components/activities of museum, latest display techniques, types of display spaces, lighting
and services, etc.
iii) Consultant should conceptualize curation of the content to be displayed in the Museum in
consultation and concurrence with Alang ADA, leading research institutes, relevant industry
players and related government organizations.
a) The consultant is expected to‐ i) Research about components, contents to be
displayed, ii) conceptualize about physical (incl. spatial) and technical aspects of
display content and display systems
b) The research & conceptualization of content/exhibits will be based on following but
not limited to the following‐
 Research on theme, historical background, milestone events, growth and
key contributors (institutions, industries, individuals); national/international
case studies; and interviews with experts, etc.
 Conceptualizing about content, which are not readily available in public
domain as of date but relevant to the theme, through review of secondary
sources in consultation with the authority.

c) The museum should have contemporary and modern technologies (for


display/exhibits) including but not limited to:
 Models as displays
 Interactive technologies and displays
 Audio‐visual displays
 Use of corridor space for display
 Thematic indoor and outdoor display cum exhibition areas
iv) Based on the research, conceptualization and selection of components/contents/exhibits,
the program brief shall be developed. Area of space required, type of spaces and location in
the overall layout shall be worked out for different components (as identified).
v) Based on the program brief about display/exhibit components, recreational and
entertainment activities (as identified in consultation with the Autority), other ancillary
activities (e.g. administrative office, store etc.), the support infrastructure facilities required
(e.g. public conveniences, refreshment areas, water, power, parking etc.) and the specific
requirements of Alang ADA or Government of Gujarat* or Government of India*, the overall
program brief for the museum shall be prepared.
Note: * All the requirements/terms & conditions of the policy/policies of Government of
Gujarat and/or Government of India, under which the funding for the development of
museum is envisaged, shall have to be compulsorily provided/met with while preparing the
design for the said museum.
vi) While preparing the program as well as design for the museum, Consultant is expected to
adhere to the well‐recognized architectural design standards (international standards like
time‐saver standards or similar, as well as Indian design standards/guidelines, National
Building Code etc.), regulations such as applicable development control regulations, building
byelaws, and other relevant regulations.
vii) Consultant should consider innovative and rational approach for the design of the said
museum, and develop architectural design that is vernacular and sustainable.
viii) The consultant shall design the earthquake resistant museum buildings considering the
Seismic Zone (as identified by appropriate State/Central Govt. authority) of the museum site.
ix) The consultant shall design the museum giving due consideration to principles of green
building, energy efficiency, renewable energy use, use of vernacular local resources, rain
water harvesting etc. as suggested by IGBC or GRIHA or BEE and other such institutions, and
as suggested in relevant policies of State / Central Government.

3.1 (C) Detailed Scope of Work and Tasks


i) Consultant shall provide consultancy services for architectural design and tendering process
of the museum. Consultant shall prepare the program brief in consultation with the
Authority, prepare conceptual design alternatives, develop the design (of the concept
alternative finalized in consultation with the Authority), and prepare detailed execution
drawings, details and specifications. Consultant shall also work out the estimates of
quantities of works and costs, prepare tender documents for selection of contractors and
carry out tender process management in consultation with the Authority. Consultant shall
supervise the entire execution of project and acknowledge contractors’ works to be
satisfactorily completed.

ii) The tasks to be carried out include but not limited to following:
a) Site visits; study and documentation of site conditions and context; all required surveys,
contour survey, geotechnical survey, all kinds of tests as required etc. by modern
methods.
b) Conducting soil investigation survey at necessary points in the site to get the safe
bearing capacity of the soil & related information.
c) Site evaluation, analysis and impact of existing and/or proposed development on its
immediate environs.
d) Preparing ‘report on site conditions and context’ based on the observations/outcome of
site visits and surveys.
e) Conceptualize curation of the content to be displayed in the Museum, identifying area
requirement, type of spaces and location required for different theme and types of
display/exhibits in the overall layout (as mentioned in 3.1 (B) hereinabove) in
consultation with the Authority.
f) Preparation of program brief.
g) Preparation of Conceptual site layout and conceptual architectural design & building
plans; and presenting that to the Authority. (Note: If required in the opinion of the
Authority, consultant shall prepare alternatives of conceptual site layout and conceptual
architectural design & building plans.)
h) Finalizing the Conceptual design, to be adopted for further design development, in
consultation with the Authority.
i) Preparation of Final Detailed Architectural Design and set of Good For Construction
drawings as following:
o Site Layout Plan and Site Development Plan
o Centreline plans for all buildings
o Structural drawings, design and details, as required, for all buildings
o Detailed floor plans (of all floors) for all the buildings
o Elevations (of all sides) & Sections (through all critical places to clearly present and
explain the design) for all buildings
o Electrical layout for all buildings
o HVAC layout (as required) for all buildings
o Plumbing layout for all buildings
o Detailed design and construction details for doors, windows, staircase, railings,
handrail, steps, ramps, lift well, ducts (incl. service ducts), flooring, ceiling and panel
ceiling (if any), wall panelling (if any), and for other such building elements
/components as required
o Design and construction details (as required) for site internal roads, vehicular and
pedestrian access, walkway, pavements, parking, open and semi‐open plazas and
other such spaces (not covered in building plan), entry, gates, security cabin and
other such ancillary buildings, compound wall etc.
o Site Landscape Plan with all required details
o Finishing plan and details as required
o Internal & external electricity, street lighting, electronic & communication systems

o Any other information that is required to clearly explain the design
j) Preparing coordinated drawing based on the inputs of all experts & the Authority, and
making adjustments of all services as required.
k) Preparation of complete working details, schedules and specifications supporting the
design and drawings (as listed above) as required to describe the whole project
adequately for the purpose of placing the main and other subsidiary contracts.
l) Preparation of BoQ (Bill of Quantities) for detailed estimate and Draft Tender Papers
(DTP) for all the building works and site development works.
m) Preparing Project Cost Estimations based on latest SOR of Gujarat state/DSR of CPWD
with up to date correction slips or Rate Analysis. Detailed measurement sheets and rate
analysis of non‐schedule items to support the detailed estimates.
n) Carrying out the procedures in order to obtain development permission and other
permissions/approvals/NOCs as per the Development Control Regulations applicable to
the site in consultation with the Authority.
o) Carrying out all necessary procedures for obtaining Administrative Approval (AA) &
Expenditure Sanction (ES), Technical Sanction (TS), in consultation with the Authority.
p) Carrying out all necessary procedures for obtaining any other approvals from the point
of view such as Environmental Impact Assessment, Fire Safety and Prevention,
Earthquake resistance etc. in consultation with the Authority.
q) Finalizing the tender documents in consultation with the Authority.
r) Assisting Alang ADA to float/release the Tender, carry out tender process management,
comparative assessment of bids, and identification of contractor(s) for the building and
site development works.
s) Carrying out Site visits, Supervision of works and Quality Control during execution of
works at periodic interval (as decided with the contractors in consultation with the
Authority), and at all important stages of works (as stated in tender document and
contractors’ agreement with the Authority) to ensure timely, precise and quality
execution of works as per the design and specifications.
Note: The Authority shall hire PMC consultants for project management who shall
supervise the construction/development activities on daily basis. The Architect
Consultant shall be required for material selection and approval, and to
supervise/inspect the work at periodic interval and at all important stages of works as
mentioned above.
t) Preparing monthly and quarterly progress report.
u) The consultant shall give Certification regarding Structural stability of the structures,
duly signed by an Engineer holding a degree in Structural Engineering.
Note: For obtaining approvals / permissions / NOCs as mentioned in (n), (o) and (p)
hereinabove and other such approvals / permissions / NOCs as required, the Consultant shall

carry out all required procedures as well as assist Alang ADA as and when required in order
to obtain the same. However, the fees/charges payable to the concerned authority / agency
/ department shall be paid directly by Alang ADA to respective authority / agency /
department.

3. 2 Key Stages, Deliverables and Timeline

Note:
i) The soft copy shall be submitted in CD/DVD or Pen Drive.
ii) *The drawings shall be presented and submitted in hard copy in scale that is appropriate and
effectively and clearly exhibit the content of the drawing and as directed by Alang ADA.
iii) # The time is excluding the statutory time taken by concerned authorities during approval process.
iv) The above project timeline may be amended by the Authority after discussion with the appointed
consultant.

ii) The Consultant shall submit up to two copies of draft version of deliverables, minimum one
week prior to the completion of timeline, at each respective stage as per the table presented
in (i) hereinabove. These copies shall be reviewed by the Authority and the Authority may
give comments on these draft copies. The consultant shall modify/revise as per the
comments given by the Authority, and submit the deliverables at each stage in no. of copies
as mentioned in (i) hereinabove.
iii) If there is any revision of any detail in any drawing for any reason the same number of
drawings (as mentioned in the table earlier) shall be reissued without any extra charges. All
the drawings will become the property of Alang Area Development Authority and it will have
the right to use the same anywhere else. The drawings cannot be issued to any other
person, firm or authority.
iv) The Consultant shall submit additional copies of deliverables other than as specified above
in (i), (ii) & (iii) upon requested by the Authority for any number of events.
v) In case of delay in submission of any deliverables, the consultant shall be given additional
time commensurate with the nature of delay and the reason thereof. This additional time
shall be called ‘Remedy Period’ and Consultant shall send the request in writing to the
Authority for the same. The Authority may or may not approve such Remedy Period. In case
the Authority approves the Remedy Period, the time of such Remedy Period shall be decided
by the Authority. If the Consultant is not able to comply with the timeline including Remedy
Period, if any, it may attract Liquidated Damages at the sole discretion of the Authority.

vi) The Authority shall not consider delay in approval of previous deliverables on which the
subsequent deliverables depend substantially as delay from consultant’s end and time
period required for these circumstances shall be excluded from the delivery schedule,
provided the Consultant places proper and timely effort and resources as required to not to
have any such delay and shall keep the authority informed about such efforts through
proper correspondence and by providing proper evidence in this regard.

3. 3 Payment Schedule

i) Total Consultancy Fees payable to the Consultant shall be paid as per following schedule, on
completion of the respective stages.

ii) The Authority shall endeavour to approve the deliverables within 7 working days of
submission of the deliverables of the respective stage, and the fees payable for the
respective stage shall be released within 15 working days from such approval.

iii) In case of delay in approval beyond 15 days, 50% of the invoice amount for the respective
stage shall be released against the submitted deliverables, while remaining 50% shall be
released only after the approval from the Authority.

4. Obligations and Undertakings


4. 1 General Obligations of the Consultant
The Consultant shall:
i) Prepare the Architectural Design & Execution Drawings of Museum in accordance with the
applicable local bye‐laws, development control regulations, or any other relevant
government acts/rules. The consultant shall follow all the guidelines / directions as
prescribed by the Council of Architecture, New Delhi, India.
ii) Provide all assistance to the Authority or its representative as they may reasonably require
for the approval of all stages of the building & layout plans and execution/development of
land and building.
iii) Provide to the Authority, the deliverables as per timeline set in the RFP document and as
demanded by the Authority.
iv) Create a database of all information collected, catalogue it and make it available for
inspection and shall hand over the same to the authority from time to time and on
completion, in editable version. The database shall be the property of the Authority.
v) Conduct meeting every 2 weeks with the Authority to report the progress on the
assignment. The appointed consultant shall also submit a monthly progress report.
vi) Make efforts to maintain harmony and good relations among the personnel employed in
connection with the performance of the consultants obligations under this RFP.
vii) Have requisite organization and designate and appoint suitably qualified personnel as it may
deem appropriate to supervise the execution of its obligation under this RFP and deal with
the Authority or its representative and to be responsible for all necessary exchange of
information required pursuant to this RFP.
viii) Undertake, do and perform all such act, deeds and things as may be necessary or required to
adhere to Completion of Work under and in accordance with this RFP.
ix) Allow and entitle the Authority or a nominee of the Authority to step into this contract at
the Authority’s discretion, in place and substitution of the consultant in the event of
Termination pursuant to the provisions of this RFP.

4. 2 Obligations of the Authority


The Authority shall:
i) Permit the consultant to work on the assignment site to execute its obligations.
ii) Grant or where appropriate provide necessary assistance to the consultant in securing
required permissions, information and documents in connection with the project.
iii) Make payments in timely manner as per terms mentioned herein for work completed in a
satisfactory manner.
iv) Pay the fees/charges payable to the concerned authority/agency/department for obtaining
any statutory or other approvals/sanctions/permissions/NOCs directly to respective
authority/agency/department.
